Introduction When emergencies arise, people are often asked to take on responsibilities outside of their regular day-to-day duties. To do this effectively requires training. The County of Simcoe offers a range of courses designed to prepare individuals for the role they play within their organization’s emergency management program. In providing these courses, our goal is to enhance the ability of organizations to prepare for, respond to, and recover from emergencies that occur in our region. Courses are open to municipal staff and personnel from organizations and agencies that are members of the Simcoe Emergency Response Committee (SERC). They are divided into three levels, with content tailored for specific groups and levels of experience. Level 1 Foundations courses provide a general introduction to areas of emergency management and are appropriate for people with little prior knowledge or experience. They are important building blocks for courses at the intermediate and advanced levels. Level 2 Intermediate courses provide training for people who have specific roles within IMS, in an EOC, or in a reception centre/evacuation shelter. Level 3 Advanced courses are primarily designed for CEMCs, IMS Section Chiefs, incident commanders and senior emergency managers. In addition to the locally developed courses in this catalogue, four Office of the Fire Marshal and Emergency Management (OFMEM) courses are also included. OFMEM courses require registration to be completed through the OFMEM Training Portal website. Detailed course information and registration instructions for all courses are included in this guide.

Registration for these courses must be done on-line through the OFMEM Training Portal website: https://training.emergencymanagementontario.ca/TPOnline/TPOnline.dll/emo_home/ Registering for County-delivered OFMEM courses requires an access code that can be obtained by emailing the EMSC Training and Promotion Co-ordinator. Training Portal Tips:

New users will need to create a Training Portal Account in order to register. Existing users can login to their training account on the Portal using their email address. The training portal will not permit registration in IMS courses until prerequisites are completed. Participants receive a course certificate by achieving a mark of 70% or greater on the final exam.

Level 1 Foundations Courses

BEM – Basic Emergency Management (OFMEM EM200) The BEM course provides an overview to emergency management in Ontario including strategies for preventing, mitigating, preparing for, responding to, and recovering from emergencies. Participants are introduced to key provisions of the Emergency Management and Civil Protection Act. They also identify the roles and responsibilities of different levels of government and other organizations involved in emergency management. Target Audience

Municipal Community Control Group members Personnel responsible for emergency programs in their organizations (e.g. emergency services, private sector, NGOs and partner agencies)

Note: Course fee: $25 for the course manual and materials. This fee can be paid using cash,

credit or debit card at the County of Simcoe Customer Service desk at the Administration Centre on the first day of the course. A receipt will be provided. OFMEM certificate requires a score of 70% or greater on exam.

IMS 100 – Introduction to Incident Management System (OFMEM) IMS 100 prepares individuals to work within the Incident Management System in Ontario. This course is designed to teach the basic functions, concepts and principles of IMS. Upon completion, participants understand the major functions within IMS, and will be able to assume limited roles within an incident management team for simple incidents. Target Audience

Introduction to Continuity of Operations Planning (Intro to COOP) Continuity of Operations Plans ensure an organization can continue to deliver critical services when emergencies or disruptions arise. As an introduction to COOP, this workshop will give you the tools to conduct a Hazard Identification and Risk Assessment (HIRA) and initiate a basic Business Impact Analysis (BIA) for your organization. Mitigation and recovery strategies are also addressed. Target Audience

CEMCs and alternates Individuals responsible for developing and maintaining business continuity plans within their municipality or organization.

Scribe Training Scribe training is offered for individuals who are designated to act as a scribe for an EOC Director, Operations Chief or others as required. Participants will learn best practices to create a detailed and accurate record of the event on behalf of someone else. Exercises are included as an opportunity to practice and improve these skills. Level 2 Intermediate Courses

IMS 200 – Basic Incident Management System (OFMEM) IMS 200 is designed for individuals involved in implementing IMS at simple incidents or during the early phases of a complex incident. Participants will solidify their knowledge of core principles and concepts of Incident Management functions and organizations. This course provides opportunities to learn how to command a simple incident and create an incident action plan. Participants will familiarize themselves with incident facilities, resource management and information management. Target Audience

Emergency Operations Centre Management This training session covers the essentials of EOC operations beginning with Community Control Group notification and EOC activation as well as IMS in the EOC, managing operational cycle periods, shift changes and co-ordination with other organizations. Intermediate Continuity of Operations Planning (COOP) Intermediate COOP is a practical workshop designed to expand and enhance the Business Impact Analysis that was initiated in the Intro to COOP course. The critical business functions identified in the BIA will be examined in terms of required resources, interdependencies and detailed mitigation and recovery processes. Templates to support these plans are provided with the overall goal of creating a robust COOP for your organization. Target Audience

Emergency Social Services Training This essential training prepares individuals to be able to perform their duties under the County Emergency Social Services (ESS) Plan. It covers roles and responsibilities for municipalities and partner agencies under the ESS agreement. There is also specific training on the actions required to open and manage reception and evacuation centres. Target Audience

DESC, EMAPS and Critical Infrastructure In this hands-on workshop you will explore the components of the Daily Emergency Situation Centre (DESC) website, including situational awareness resources, Virtual EOC and EMAPS. It also covers the County’s Critical Infrastructure Assurance Plan and Critical Infrastructure information in EMAPS. Target Audience

IMS Section Specific Training: Operations, Planning, Logistics, Finance & Administration Training on the roles and responsibilities for the four Incident Management System sections is available in four separate workshops. Each course begins with a brief review of all IMS sections followed by training on the roles and responsibilities for a specific section and the resources available to them. Courses include a short final exercise that provides an opportunity to apply new learning. IMS Section Specific Training – Planning This training prepares Planning Section staff for their role in managing and maintaining EOC documentation, including the Incident Action Plan and Master Event Log. It covers co-ordination of asset damage assessments and technical expert reports if required in an emergency. Target Audience

IMS Section Specific Training – Logistics The Logistics Section plays a crucial role in providing support to ensure responders and EOC team members have the resources they need to manage the incident and carry out the Incident Action Plan. This course provides an overview of provincial disaster recovery assistance programs. HR policies, health and safety issues and volunteer management are also discussed. Target Audience

IMS 300 – Intermediate Emergency Management System (OFMEM) IMS 300 prepares participants to perform leadership roles within an expanded IMS structure during a complex incident involving multiple organizations. The course covers the roles and responsibilities of each IMS position in depth. It also provides participants with the opportunity to use a range of Ontario’s IMS forms to create a consolidated Incident Action Plan through course exercises. Target Audience

Emergency Information and Crisis Communications This course will equip participants who play a role on an Emergency Information Team, and particularly Emergency Information Officers, with an understanding of the critical nature of crisis communications, the elements of a sound crisis communications plan, the essential role and training of the key spokesperson, and the co-ordination of key messages. The course will use the findings of the Elliott Lake Inquiry to inform discussion. Target Audience

Recovery 2 – Psycho-Social Resiliency From the onset of an emergency event, the restoration of a community to a fully functional state is essential to the long-term success of that community. Inherent to that restoration is the psycho-social resiliency of responders and residents. This course will examine strategies for the stress hardening of responders and the general psycho-social resiliency of all EOC team members. It will also explore tools that foster psycho-social wellness for residents in the aftermath of a major community emergency event. Target Audience

Anatomy of a Disaster – From Mobilization to Demobilization

Disaster, calamity, catastrophe, emergency – call it what you will but the results are the same: community disruption, human suffering, economic loss. Tornadoes, floods, ice storms, disease – it doesn’t matter what the cause, in a disaster complicated, life-threatening things are happening at breakneck speed. And in the midst of the chaos, your community looks to YOU as the emergency manager to know exactly what to do. So do you? Do you know exactly what to do, what to say, who to call, how to help, what the rules are. In this course for emergency managers, you’ll run through the gamut of disaster response in Ontario, and in Simcoe County specifically, based on actual emergency events, from onset to reset, from mobilization to demobilization. You’ll leave with a play book that won’t let you down. If your community turns to you in a disaster, feel confident that you won’t let them down.
