1. PREAMBLE:
The State government of Karnataka has recruited around 115 Visually Impaired
Second Division Account Assistants (VI SDAAs) through KPSC. They have reported
for duty in month of August 2014. All SDAAs recruited have to mandatorily
undergo a common foundation course (CFC) that introduces them to the job chart
and prepares them to efficiently perform their assigned duties.
VI SDAAs being large in number were taken as separate target groups with special
training needs. In pursuance of designing a customized CFC, a focussed group
discussion with a sample of VI SDAAs and persons associated with training such
specially abled people was conducted on 15/10/2014. The training needs were
aligned with the training needs of the larger SDAA group. Emphasis was laid on
building confidence in to these employees to function as SDAAs at Gram
panchayat. In fine tuning the CFC, a meeting was convened by the Director, RDPR
department on 28/04/2015 and the government decided that there would be no
change in job chart for VI SDAAs and hence they need to be trained as such.
However there was an assurance that the VI SDAAs were to be given assisted
postings. In the same meeting ANSSIRD, Mysore was instructed to conduct this
training from the Institution, using External Expert Resources persons for the
same.
The training design was discussed for grass root level implementation and
computer training was to be core dissemination tool. All other knowledge and skill
requirements were tuned to this delivery mechanism.
For uniform delivery of CFC content, it was inevitable to have a centralized training
centre at DTI, Bangalore for effective and efficient use of scarce resources.
Sri. P.Shivshankar, Director, ANSSIRD, with his leadership and timely guidance in
designing this training has been the source of inspiration for the DESIGN and roll
out of this CFC for VI SDAAs.

2. TRAINING NEEDS: The training needs as assessed for SDAAs are fine tuned with the
needs of VI SDAAs in 15/10/2014 focussed group Discussion with the target group at
ANSSIRD, Mysore and are as detailed below:

1. The visually impaired candidates selected candidates have varying degree of
blindness, some being partially blind to some being totally blind.
2. They have experience of being in office as SDAAs from August 2014.
3. All need training
4. The target group is geographically uniformly distributed across the state.
5. They need motivation to adjust to the new working place.
6. some have been introduced to computers but many need to be trained to become
computer friendly
7. They need computer training to read the screen, typing and using computers in
Kannada and VI friendly software.
8. The requirements in terms of knowledge, skill and attitude is same as that of the
other SDAAs, but these SDAAs need a computer link between the work and worker
hence a prolonged computer training to make them uniformly computer friendly is
needed.
4.1 ASSUMPTIONS MADE REGARDING ENTRY BEHAVIOUR:
This training for the above mentioned target group is designed by making some
assumptions which are listed below:
1) The educational qualification of the target group is PUC II and above
2) All are permanent employees/ recently recruited employees by KPSC
3) All have the same level of requirements in terms of knowledge and skills and computer
introduction
4) All are willing to learn
5) All will attend the training as and when deputed for training
4.2 PLAN TO COPE WITH CONSEQUENCES OF DIFFERENT ENTRY BEHAVIOUR
Since the target group in unique and differently abled, their strength should be banked
upon to improve on their weaknesses. Hence all are considered to be on the same plane as far
as computer training requirement is considered, and are required to attend hands on training
under the expert tutorship of a trained trainer in the field of visually impaired training. It is
decided to have not more than 11 trainees under a single trained tutor to impart equal attention
to the trainees. such size group in easy to handle and is manageable too.

Accounts Assistants work effectively as per their job chart. shown below:

7. TRAINING AND ENABLING OBJECTIVES
The training needs of the target group listed in this report are considered and it is
concluded that the participants in this training need a knowledge input as well as an upgradation
of skill to put all the guidelines into practice. For this knowledge and skill of computer usage and
NVDA software is found necessary and hence after proficiency in the use of computers, they are
trained about the rules and guidelines and are oriented to practical applications.
8. TRAINING STRATEGY:
The course is designed at a realistic level considering all key strengths and also
weaknesses and after making an analysis of the constraints and finding solutions of overcoming
them. State Level Training centres at DTI, Bangalore is selected so as to concentrate the training
resources at a place as well as get the trainees to share experience in a State level group. Local
resource persons and trained trainers are being used. This training is designed for 160 sessions
of which 90 sessions are for computer proficiency and the remaining sessions deal with

knowledge and skill input. Care is also taken to impart mobility confidence so as to make the
trainings aware of the surroundings.
