The Council of Ministers inspected in its session No. (15) held onApril 19th, 2004 the report of Ministry of Labour and Social Affairsabout reinforcing the participation of the citizens of the state in theprivate sector the need for intervention and it approved thefollowing recommendations:

1- The Ministry of Labour and Social Affairs shall beresponsible for positing a system for professional portionsin order to save professions to citizens in some chosenactivities in the private sector,

2- The National Human Resources Developing andEmploying Authority shall follow-up applying theprofessions portions system, and the Ministry of Labourand Social Affairs shall insure applying this system bysuggesting positing a system depending on work permitsauthority and on taxes system,

3- The system of professional portions shall be applied intrade sector starting from the beginning of the year 2004,that all companies in the trade sector that include 50employees or more shall employee citizens with a ratio of2% yearly,

4- The Ministry of Labour and Social Affairs; the NationalHuman Resources Developing and Employing Authority;chambers of Commerce and Industry and the economiclocal development departments shall make a plan tonationalize all executive, managerial and writing positionsin addition to business property in agencies of bringing

laborers, travel, tourism and real estates,

5- The Ministry of Labour and Social Affairs shall make aregular follow up to the application of the portions systemand nationalization of some economic activities,

6- The intervention system (professional portions and thenationalization of some activities) shall be posited in away that makes a positive partiality that saves convenientwork opportunity to national women,

7- The National Human Resources Developing andEmploying Authority in cooperation with economicdepartments, the local chambers of trade and industryand the programs that supports the small nationalestablishments in the state shall be commanded topresent an integrated suggestion about establishingcouncils to develop the small and medium establishmentsin the state,

8- The National Human Resources Developing andEmploying Authority shall be commanded to prepare astudy about an integrated system of inducements andlegislations to create an environment and workcircumstances, in the private sector, that contribute inincreasing work opportunities and professional promotionof citizens in it,

9- Establishing a fund called Skills Developing Fund incooperation with the Ministry of Finance and Industry.
