The role of agricultural advisory

• Prepare the farmer to take effective measures to prevent failure in his/her work on his/herown farm.

• Set and implement a farmer to independently recognize and solve his/her professional problems.

European agricultural advisory models

In the European Union, a single agricultural advisory model has not been defined, leaving these competences to the Member States. Functioning systems in the EU are generally mixed, that is, public-private.

In the EU countries, various organizations deal with agricultural consulting. These include:

- public advisory organizations;

- commercial, private consulting companies;

- services of agricultural processing enterprises;

- consultancy services for the organization of agricultural supply;

- advisory services for specialist, socio-professional farmers' organizations;

- consultancy centers in scientific and educational institutions.

In 2003, a significant reform of the CAP was carried out, the key assumption of which was the establishment of a Farm Advisory System (FAS) in all Member States.

In accordance with Council Regulation, each member country was obliged to establish, by 1 January 2007, a management advisory system (SMR –Statutory Management Requirements) together with Good Agricultural and Environmental Condition (GAEC).

The main purpose of the Farm Advisory System (FAS) is to help farmerscomply with cross-compliance rules so that they are more aware ofprocesses related to environmental protection, food safety, health andanimal welfare without affecting in any way their obligations andresponsibility for complying with these standards.

Agricultural Knowledge and Information System – AKIS

The agricultural knowledge system hasbeen extended to the AgriculturalKnowledge and Information System(AKIS) and defining this system as:

"a network of organizations and people, connections and interactions between them involved in creating, collecting,

selecting, processing, integrating, dissemination and use of knowledge and information aimed at supporting rational

decision making, problem solving and innovation in agriculture ".

Future of advisory services

The new programming period of the CommonAgricultural Policy is an opportunity tostrengthen the role of agricultural advisory in thefield of dissemination of knowledge andstimulation of production innovation.

According to the proposed regulation on supportfor rural development, the achievement of theset CAP objectives will be possible through, interalia, facilitating knowledge transfer andinnovation, promoting further education andvocational training.

Development of agri-environmentaladvisory services

CAP: The advisory includes:

• cross-compliance requirements

• adaptation of agricultural activity to climate andenvironmental changes;

• preservation of biodiversity, water protection, actions tocombat animal and plant diseases;

• sustainable development of small farms activity,possibilities of undertaking innovative activity.

…with special emphasis on two thematic issues: pro-ecological issues and dissemination of innovativeness inagriculture!

• The circular economy promotes more efficient use of nutrients. The proposed EU regulation on fertiliser trade can become an important tool for recycling available nutrients, closing the nutrient cycle, and reducing the input of new nitrogen and phosphorus sources.

• The reform of the Common Agriculture Policy: promoting livestock production which balances animal density with agricultural land and produces a greater proportion of the feed locally in order to optimisemanure handling and reduce the risk of nutrient losses.

• Rural development programmes:

• Support farm investment for improved storage, handling, and transport of manure;

• Support education of farm advisors and farmers about nutrient management;

• Require nutrient balances at farm/field level.

• EU member state: implementation of relevant EU Framework Directives.

• the Nitrates Directive: designate leaching vulnerable zones and adopt nutrient management practices that are adequate to reduce nitrogen losses.

• Advance the level of social consciousness in the field of existence and importanceof the pollution problem coming from agricultural sources.

• Identification of potential pollution sources coming from farms.

• Exercising among farmers the ability of self-dependent recognition, evaluation anddisplacement of pollution on the territory of his own farm.

• Promotion and implementing good agricultural practices, particularly thoseconnected with natural fertilizers management.

• Creating fertilizers’ plans, executing the nitrogen balance.
