COMPENSATION AND BENEFITS

The City of Visalia offers a competitive total compensation program of salary and benefits. The salary range for Transit Manager is $7,311-$9,191 monthly. In addition, Visalia offers an attractive and generous benefits program, which includes the following:

PERS Retirement – CalPERS with a 2% @ 60 formula for Classic PERS members. Employee pays a contribution of 12% (8% employee portion + 4% of the employer portion) paid as a pre-tax deduction. For new PERS members, 2% @ 62 formula with a current employee contribution of 10.75% (6.75% employee portion + 4% of the employer portion).

Insurance – Medical, dental, and vision care provided. Contribution rates are determined by employee bargaining unit and plan selected. Health benefits also available for an employee’s dependents for an additional contribution.

City Health and Wellness Clinic – On-site City sponsored clinic staffed by clinicians 6 days per week available to all full-time employees and their covered dependents. Services include general medical care and health and wellness coaching. No deductibles, co-pays or out-of-pocket expenses.

Deferred Compensation Plan – Various plans available (paid by employee)

¨ Directs transit facilities and operations providing management oversight and conducting performance reviews to ensure safe operation, maximize productivity, and minimize subsidy.

¨ Ensures the effectiveness of division staff in performing assigned duties through supervision, training, evaluation and oversight of the selection process.

¨ Development and implementation of short-range and long-range strategic planning in accordance with regulatory requirements.

¨ Oversees the public participation process in compliance with applicable regulations, including required public notices and public hearings.

¨ Prepares analytical reports, staff reports and correspondence including researching and analyzing information and making recommendations for action to be taken.

¨ Oversees the response to inquiries, complaints, and correspondence from riders and the public, prepares special reports and studies and conducts investigations related to transit operations.

¨ Serves as project manager for various capital projects including facility maintenance, property acquisition, and new construction.

¨ Prepares competitive grant applications and develops, recommends and implements alternative funding sources for new and existing programs, capital purchases and projects.

¨ Oversees the work of Transit management level staff, attending contract/project meetings and

providing direction and accountability for the implementation of their work programs.

¨ Works closely with Finance department to oversee the work of the Transit Financial Analyst responsible for the administration of all Transit Funding including Federal, State and Locals grants and their various compliance and reporting requirements.

¨ Conducts procurements in compliance with City purchasing procedures and third party contracting regulations including preparation of Request for Proposal bid documents, specifications, selection criteria, evaluation and interviews, negotiation and execution of contracts, and monitoring successful completion.

¨ Develops, implements and enforces Transit work processes, systems, policies and procedures.

¨ Oversees with the preparation, monitoring, and forecasting of the division budget.

¨ Administers various lease agreements and tenant issues for space leased at the Visalia Transit Center to private business, community organizations and other City of Visalia divisions.

¨ Represents Visalia transit system to federal, state and local agencies, business and community groups, the general public and various task forces and committees for information exchange.

¨ Researches and attends trainings and conferences on current transit regulations, issues, trends and technology to advise and provide direction to staff as well as recommendations to City administrators.

IDEAL CANDIDATE

The ideal candidate will be an organized individual with a collaborative management style. They will possess a strong organizational management background with experience in procurement, facilities management, grant management, transit management, planning, or a related field. Previous experience in Transit Management is desirable, but not required. They should be a dynamic leader with the ability to mentor and build a team while representing the Transit Division with the utmost integrity and honesty. The ability to foster a climate of transparency resulting in a positive customer service experience is essential.

The ability to communicate effectively and openly is a key element of this position. The successful candidate will attend City Council and other meetings to present reports, answer questions and make recommendations regarding Transit services and issues. He/she will be an effective problem solver who enjoys and values civic engagement and community involvement in both professional and personal activities. The abilities to multitask and manage complex projects, identify and overcome obstacles, be a team player and work cooperatively with the management team are essential. Equally important will be experience and abilities in conducting strong and effective community outreach and facilitating public information processes.

The Transit Manager will administer the operation of Transit facilities and services in a demanding and fast paced environment. To do so, the successful candidate must demonstrate a track record of thoughtful and sound decision making along with the ability to manage complex projects and meet deadlines. In addition, the ability to develop and maintain strong and effective professional relationships with citizens, contractors, transportation agencies and related organizations will be critical to success in this position.

The ideal candidate will be someone who stays abreast of current trends in the industry and is aware of the challenges imposed by the requirements of grant funding. The selected candidate should be someone who is professional, responsive, organized, and dedicated to the mission of the Division. They will seek adaptive solutions to improve efficiency and service quality. This person will continually look for opportunities to mentor, train and grow staff.

The City is seeking a proven manager with a Bachelor’s degree in Business Administration, Public Administration, Transportation, or a related field and four (4) years of increasingly responsible experience in Public Sector Management including project/program management, grant or contract administration, procurement, or related field, and three (3) years of supervisory experience. Any combination equivalent to experience and education that could likely provide the required knowledge, skill and ability is qualifying.

The Organization and DepartmentThe Organization and Department

T he City of Visalia was founded in 1852, incorporated in 1874 and became a charter city in 1923. The City operates

under the Council-Manager form of government with a five-member City Council. Council members are elected to four-year overlapping terms and the Council selects one of its members

to serve as Mayor for a two year term. The Council appoints a City Manager who serves at the pleasure of

the Council. The City Manager’s executive staff includes one Assistant City Manager, a Deputy City Manager and department heads for Fire, Police, Parks and Recreation, Public Works, Finance and Community Development. City Attorney services are provided by contract. In addition to traditional municipal services, the City is responsible for an airport, solid waste, wastewater collection and treatment, transit and convention center.

Visalia, a full service city, employs 600 full-time employees and approximately 200 hourly employees, and has a total 2018/2019 budget of $220.9 million. The City operates on a Biennial budget cycle and the overall financial health is positive, as Visalia has enjoyed a strong financial history. Visalia has also been effective with community planning, which has led to an active, vibrant and heavily visited downtown, a strong retail/commercial corridor and a thriving industrial area. The City has recently completed a new EOC/dispatch center, animal care facility, fire station, and a $140 million upgrade to its Wastewater Treatment Plant. This upgrade, the largest capital improvement project in the City’s history, will increase the plant’s treatment capability from secondary to tertiary treatment, the highest level of wastewater treatment.

THE DEPARTMENT

Visalia Transit (VT) Division falls under the Administration Department and provides transit service in Visalia and within its urbanized area. The City provides both fixed route and demand response/paratransit services through a third party contractor. Year-round, Visalia operates a network of 14 fixed routes. This includes one commuter route to Fresno (the V-LINE), and 13 routes serving Visalia and outlying communities. Routes also provide connections to other services such as the Tulare County area Transit (TCaT) system or local routes in Tulare. Between May and September VT also operates five shuttle routes to and within Sequoia and Kings Canyon National Park. VT operates a fleet of 49 buses for year-round and paratransit service, 5 buses for the V-LINE commuter service and an additional 28 buses seasonally for the Sequoia Shuttle services. VT also operates the Greenline call center to provide transit information and trip planning services for the various transit agencies operating throughout Tulare County.

Transit administration and management staff occupies offices at the City’s Transit Center (TC). The contractor operates from a City-owned Transit Maintenance and Operations Facility (Transit Ops) located one (1) mile away and situated next to the City’s compressed natural gas (CNG) fueling station. The Department is made up of four divisions: Operations, Sequoia Shuttle, Greenline Call Center, and V-LINE.

Vacation – Accrual begins at 10 days annually; accrual rate increases based on years of service. Credit towards vacation accrual is given for continuous immediate prior public service employment.

Sick Leave – 12 days per calendar year.

Administrative Leave – 56 hours per calendar year. Any unused hours paid out in December.

Long Term Disability Plan – Benefit pays up to 2/3 of salary if disabled for more than 90 days; nominal premium paid for by employee.

Holidays - 11 holidays and 1 floating holiday

Educational Assistance Program – Up to $1,500 per calendar year

Life Insurance – City paid premium for a $30,000 life insurance policy.
