Sinha, director of the Joint Highway Transportation Program and head of Transportation and Infrastructure Systems in the School of Civil Engineering as the first Edgar B. and Hedwig M. Olson Distinguished Professor of Civil Engineering. The funding for this civil engi- neering professorship was established by Edgar B. Olson, BSCE 1951 and Hedwig Olson, MS 1954. Mr. Olson was chairman of the board and past president and owner of Kettelhut Construction Co., Inc., Lafayette, Indiana. Dr. Sinha received his doctorate in transportation engineering from the University of Connecticut and has been on the Purdue faculty since 1974. He has over 34 years of experience in teaching, research, and professional practice in transportation engineering and management. He has authored or co-authored more that 250 technical publications. In 1980 he was a visiting professor at MIT and at Roorkee University in India in 1981. Dr. Sinha has been the recipient of numerous awards for his contribution to civil engineering. John M. Hayes, professor emeritus of structural engineering, passed away on February 23, 1998, at age 88. Professor Hayes taught at Purdue from 1948 to his retirement in 1975, though he remained active as the Purdue Student Chapter of ASCE contact member up to his death. We will miss John’s special way he greeted people - a tip of the hat, or his endless supply of “civil engineering literature,” or his hello in a multitude of foreign languages. The Purdue Board of Trustees has named Kumares C. Sinha, director of the JointHighway Transportation Program and head of Transportation and InfrastructureSystems in the School of Civil Engineering as the first Edgar B. and Hedwig M.Olson Distinguished Professor of Civil Engineering. The funding for this civil engi-neering professorship was established by Edgar B. Olson, BSCE 1951 and HedwigOlson, MS 1954. Mr. Olson was chairman of the board and past president andowner of Kettelhut Construction Co., Inc., Lafayette, Indiana.

Dr. Sinha received his doctorate in transportation engineering from the Universityof Connecticut and has been on the Purdue faculty since 1974. He has over 34 yearsof experience in teaching, research, and professional practice in transportationengineering and management. He has authored or co-authored more that 250technical publications. In 1980 he was a visiting professor at MIT and at RoorkeeUniversity in India in 1981.

Dr. Sinha has been the recipient of numerous awards for his contribution to civilengineering.

John M. Hayes, professor emeritusof structural engineering, passedaway on February 23, 1998, at age88. Professor Hayes taught atPurdue from 1948 to his retirementin 1975, though he remained activeas the Purdue Student Chapter ofASCE contact member up to hisdeath. School Develops Strategic Plan

School of Civil Engineering

The past year has been full of excite-ment. With significant input from facultyand our Advisory Council, we com-pleted a draft Strategic Plan for theSchool. (Because we consider it to bea dynamic document, it always will be adraft.) Our vision is for the School tohave unrivaled impact on civil engineer-ing worldwide.

Two interactive task forces are makingprogress on the first two goals. Theirwork is especially challenging becauseEngineering Criteria 2000 (the new ac-creditation criteria from the AccreditingBoard for Engineering and Technology)is fundamentally different from previousaccreditation criteria. The old criteriawas process based whereas the newcriteria is outcomes based. This differ-ence is similar to the difference between“method specs” and “performancespecs” in engineering practice.

The third goal is important because thestature of the School is many timesbenchmarked on the accomplishmentsand leadership of people who receivegraduate degrees.

The fourth goal, recruiting and retainingquality students, is of ever increasingimportance for both the undergraduateand graduate programs. High schoolstudents today are less inclined tochoose professions like engineering fortheir careers than students of previousgenerations. You can help with this oneby visiting local high schools to helpcounselors and teachers stimulate inter-est in engineering as a career. Thedemand for engineers in the work placeis so great that many graduates, whoonce might have considered going for agraduate degree, are going directly intothe workforce. Many expect to continuetheir education on a part-time basis.Last year, the ASCE Board of Directorsapproved a motion to “support the con-cept of the master’s degree as the firstprofessional degree leading to the pro-fessional practice of engineering.” Thewhole civil engineering education com-munity is looking at this and determininghow we should respond and how thismight be implemented. I will be participat-

ing in an ASCE Committee to examinethis issue more deeply and look for waysto implement it.

Professor Julio Ramirez was recentlynamed director of Graduate Studies forthe School. He brings tremendous energyand enthusiasm to the task of recruitinggraduate students. Thanks to the lateEdgar Olson and his wife Hedy, we havesome substantive graduate fellowships toattract quality students to our School.Professor Ernest (Chip) Blatchley led aneffort to the U.S. Department of Educationto continue funding Ph.D. degree fellow-ships for Graduate Assistance in Areasof National Needs. More government andprivate support like this is needed as westay positioned at the top among peerinstitutions.

This past year, the University Board ofTrustees approved a “Differential Engi-neering Technology Fee.” This $100 feeis added to regular tuition and fees paidby students enrolled in engineering atPurdue. In July, we received more than$90,000 for use in the 1998-1999 schoolyear for undergraduate lab equipmentand support. Several labs have alreadybeen upgraded. With a continuation ofthese funds and generous gifts from ouralumni, friends, and corporate supporters,our students will continue to have excep-tional educational experiences, and wewill realize our vision of unrivaled impact.

Last summer we completed renovationsof approximately half of the environmen-tal engineering laboratories on the thirdfloor. Our appreciation goes to ProfessorChad Jafvert, who led the faculty and staffeffort to secure a grant from the NationalScience Foundation for this work. PurdueUniversity had to match the NSF funds,one for one. Let me thank all of you whoassisted us in meeting this match by yourgifts to civil engineering. We also justcompleted renovations to a portion of thehydraulics laboratory where the rainfallsimulator used to be, and now we havequality space for the undergraduatehydraulics course, CE 340 (remember it?).Other renovations included the GlobalPositioning Laboratory in the old Photo-graphic Lab area of our building.

This is an exciting place! I could go ondescribing all the neat and wonderfulthings that our faculty, staff, students,and alumni are doing. Many of them arereported in this issue of Transitions. Weare especially proud of Dr. Delon Hamp-ton, P.E., who was elected to the posi-tion of president elect of ASCE. Shortlyafter the election, he visited Purdue,spent time with the student members ofour Student Chapter, and gave the lun-cheon address at the Civil EngineeringProfessional Development Seminar thatis cosponsored by our School and theIndiana Section of ASCE. I invite you tovisit with us during Gala Week, at Home-coming, or whenever you are in the areato see firsthand these wonderful thingsand the changes that have taken place.We appreciate the interest and supportof our alumni and include their accom-plishments in our vision for unrivaled im-pact worldwide.

Darcy Bullock

New Faculty & Staff

Adam Hand Jie Shan

Darcy Bullock joined the School as anassociate professor in January 1998 intransportation engineering. He receiveda B. S. in Civil Engineering from theUniversity of Vermont in 1987, a M.S. in1988, and a Ph.D. in 1992 in Civil Engi-neering from Carnegie Mellon Univer-sity. Bullock is a registered professionalengineer in the states of Louisiana andIndiana. Prior to joining the Purdue fac-ulty, he was an associate professor inthe civil engineering department atLouisiana State University.

Bullock’s teaching and research interestsare in the general area of IntelligentTransportation Systems (ITS). Over thepast several years he has been involvedin developing the hardware and soft-ware architecture for the next genera-tion of ITS traffic signal controllers. Heis currently working on several spon-sored projects involving real-time trafficsignal systems.

Adam Hand joined the School of CivilEngineering in August as an assistantprofessor. He received his Ph.D., MSCE,and BSCE from the University of Ne-vada, Reno, where he also held an ad-ministrative faculty appointment as aresearch engineer.

His specific area of interest is in trans-portation materials. When the WesternRegional Superpave Center (WRSC)

was established, he led Superpave per-formance test equipment shake downand ruggedness testing efforts. He per-formed multiple Superpave mix designsand forensic analyses through the Cen-ter. Hand also delivered multiple trainingcourses in both Superpave binder andvolumetric mix design.

Hand's initial involvement in the $14.5million FHWA WesTrack project was inconventional and Superpave mix designefforts. Subsequent to that phase of theproject, he was asked to take responsi-bility for HMA process control operationsduring construction and rehabilitation,and quality assurance and materialcharacterization after construction.

He and his wife Wendy have three chil-dren, Cody, Lindsey, and Chelsey rang-ing in age from seventeen months tofive years.

Jie Shan joins the School beginning inJanuary 1999. Dr. Shan received hisB.Sc. and M.Sc. in 1982 and 1985 fromZhengzhou Institute of Surveying andMapping in Zhengzhou, China. In 1989he obtained his Ph.D at Wuhan Tech-nique University of Surveying and Map-ping, Zhengzhou, China. From 1989 to1994 he worked as assistant professor,associate professor (since 1990) andsenior research director at ZhengzhouInstitute of Surveying and Mapping. As an

awardee of Alexander-von-HumboldtFoundation, he spent two years (1995-1996) doing intensive research at StuttgartUniversity, Germany. Before joiningPurdue, Dr. Shan was a senior lecturerat the University of Gävle, Sweden.

Dr. Shan’s research experience has beenprecise point determination by integrat-ing heterogeneous geomatics measure-ments, digital mapping from aerial aswell as satellite imagery, semi-automaticterrain model and geographical featureextraction from digitized images, andphotogrammetry for ocean topography.His current research interests are geo-metric modeling in computer vision andphotogrammetry, automatic geospatialinformation extraction by data fusion,and visualization of 3-D geographicalinformation, particularly in the Webenvironment.

He is married to Jijun Lei and father of5-year-old son XinXin.

Faculty NewsProfessor Mete A. Sozen, KettelhutDistinguished Professor, received the1998 Lifetime Achievement Awardfrom the Illinois Section of the AmericanSociety of Civil Engineers.

A Steel Design Handbook with a chaptercontributed by Professor W. F. Chen,Goodwin Distinguished Professor, andhis former student, Dr. J. Y. Ricard Liew,won the 1997 highest award of excel-lence given by the Association ofAmerican Publishers to McGraw-Hill.

The Civil Engineering Handbook ed-ited by Professor Chen and contrib-uted to by Purdue faculty and formerstudents, published by the CRC Pressin 1995, will be translated/reprinted inIndia in. The handbook is the winner ofthe “Choice Outstanding AcademicBook Award” for 1996-Choice Magazine.

Professor Chen was inducted as anew honorary member of the AmericanSociety of Civil Engineers. ProfessorChen has been elected as an Academi-cian of Academia Sinica. ProfessorChen also received the Honorary Pro-fessorship from Xian Jiao-Tong Univer-sity, Xian, China.

A new book entitled Theory ofAdaptive Structures by S. Utku waspublished under the CRC Series in NewDirection in Civil Engineering edited byProfessor W. F. Chen , 1998, 269 pages.

Professor Mirek Skibniewski receivedthe American Society of Civil Engineers’1998 Walter L. Huber Civil EngineeringResearch Prize. The award citationreads: “for his research and develop-ment of decision support tools for plan-ning and implementation of automatedconstruction technologies and relatedtechnical innovations in construction.”

Professor Dan Budny received the A.A. Potter Teaching Award. In addition,Professor Budny received the Fresh-man Engineering Teaching Award.

Professor Mark Bowman received theRoss Judson Buck Best CounselorAward.

Professor Boudewijn H. W. van Gelderreceived the Civil Engineering Harold

Munson Award for Best Teacher.

Professor Kumares C. Sinha, OlsonDistinguished Professor, has been ap-pointed to the Transportation ResearchBoard Division A Council for a three-year term. Division A is responsible forall technical activities of TRB and over-sees 190 standing technical commit-tees. Professor Sinha has also beenreappointed to the Transportation Edu-cation Committee for a three-year term.

Professor Patrick Fox is one of twowinners of the Casgrande ProfessionalDevelopment Award of ASCE. This awardis given in recognition of outstandingaccomplishments as evidenced by com-pleted works, reports, or papers in thefield of geotechnical engineering. It isintended to further the professional de-velopment of an outstanding practitioner,researcher, or teacher of geotechnicalengineering.

Professor Chuck Scholer received thePublic Service Award from ConsultingEngineers of Indiana (CEI). The awardis presented each year to a non-mem-ber either associated with state or localgovernment, another association, oruniversity, who has made a significantcontribution to the engineering profession.

Consulting Engineers of Indiana alsopresented a Grand Project Award. Thisaward recognizes an outstanding engi-neering achievement that demonstratesa high degree of merit and ingenuity.The winning project is eligible for entryin the national competition. Butler,Fairman & Seufert, Inc., won the award

StaffJosh Hogle is the civil engineeringcomputer site specialist. Josh joinedCivil Engineering as a work-study stu-dent, working as the “hardware spe-cialist” until being hired as a full-timeassistant computer systems analyst inOctober 1997. In April 1998, he be-came the site specialist.

Joshua Harley joined the School asassistant computer site specialist.Joshua graduated from Purdue with aB. S. in Mechanical Engineering inDecember 1997. During the past yearhe has been employed by the Universityfor the ECN Webmaster, which fueledhis interest in computers, networking,and web development.

Brian Knoy has joined the School asbusiness manager. He graduated fromKrannert School of Management inMay 1996 and has been employedwith the University for 2 1/2 years.

Tom Martin has been named theprogram manager for HERPICC. Tomworked closely with Professor ChuckScholer and the HERPICC AdvisoryBoard during the last year. Tom joinedPurdue in 1997 as research engineerfor HERPICC. He is a graduate ofPurdue receiving both his bachelorsand master's degrees in civil engineering.

Lynn Warble has transferred fromHERPICC to the Superpave Centeras communications specialist. Lynnbegan her new position on August 17.

Teresa Vaughn joined the HighwayExtension Research Program forIndiana Cities and Counties(HERPICC) as training coordinator.Theresa received her associate degreein office administration from IndianaState University. Prior to joiningPurdue, Teresa lived in Florida whereshe was a management member ofthe independent insurance firms.Teresa returned to Indiana this pastsummer and is residing in her nativeFountain County.

Christopher B. BurkeBSCE 1977, MSCE 1979, PhD 1983President, Christopher B. BurkeEngineering Ltd.From working as a crew member for hisfather’s surveying crew, ChristopherBurke utilized many of his learningexperiences when founding ChristopherB. Burke Engineering Ltd. in 1986. TheRosemont, IL, firm served as projectmanager for more than 1000 projectsand has grown to 180 employees.Clients include the city of Indianapolis,Indiana Department of NaturalResources, U.S. Corps of Army Engi-neers, Illinois Department of Transpor-tation and city of Chicago. The firmhas won awards for five projects byConsulting Engineers Council of Illinoisand a Meritorious Service Award byChicago Metropolitan Chapter of theAmerican Public Works Association. In1997 CBBEL won the Private SectorEmployer Recognition Award and in 1998Dr. Burke was selected president of theIllinois Section of American Society ofCivil Engineers.

Suwat LiptapanlopMSCE 1977Member of Parliament (Thailand)As a young student from Thailand,Suwat Liptapanlop had to overcomemany barriers in order to follow hisdream of becoming a civil engineeringgraduate of Purdue University. Returningto his homeland he expected to enter thefamily’s contracting business but insteadwas drafted into the world of politics. In1988 he was elected as district repre-

sentative to the parlia-ment of Thailand at theage of 35 and was se-lected by the primeminister to serve as acabinet minister. Later,he was chosen to helpdraft a new constitutionfor his country. Heserved as Minister ofScience, Technologyand Environment andbecame Minister ofTransport and Communications in 1996.This last appointment was one of greathonor for Liptapanlop because he wasable to put his civil engineering trainingto good use.

Civil Engineering Alumni Achievement AwardsThe CE Alumni Achievement Awards are based on the awardees’ distinguished careers, which reflect credit on the value ofa Purdue University civil engineering education. The awards are given by the School of Civil Engineering, based on ap-proval of the faculty.

Civil Engineering Alumni AchievementAward recipients include William F. Daily,BSCE '59, MSCE '60, who started hisengineering career at Precast Industriesin Kalamazoo, Michigan. Daily has beeninfluential in the precast/prestressed fab-rication industry and became president/CEO of Hamilton Form Company in1973. Mr. Daily has twice served on theBoard of Directors of the Precast/Pre-stressed Concrete Institute and hasbeen honored with a Fellow Award fromPCI for his outstanding contributions tothe industry.

Vasiliki Keramida, BS '73, MSCE '76,PhD '79, is an award recipient whocame to the U.S. from Athens, Greece,in 1969. She founded the Indianapolis-based firm of KERAMIDA Environmen-tal, Inc. in 1988. She is a researcher, au-thor, and lecturer in the environmentalfield and is a recognized authority on theinvestigation and redemption of contami-nated wastes sites. Dr. Keramida is theauthor and co-author of numerous tech-nical manuals and textbooks. She hasadvised the U.S. EPA and IDEM andserves on various environmental com-mittees, including the Board of Directorson Environmental Quality Control, Inc.

Eugene A. Lamberson, BSCE '63, MSCE'65, comes from a family tradition of con-tracting and civil engineering. Aftergraduation, Lamberson relocated to Chi-cago where he joined The ReinforcedEarth Company and now manages afive-state midwestern area. Lambersonwas a charter member of the PurdueCivil Engineering Advisory Council andis a licensed professional engineer innine states. He is a holder of patents fora highway noise abatement system and

an earth railroad bridge crash wall de-sign. Lamberson counts as his proud-est achievement the 10 successfuldesign-build contracts that changed theface of the Borman Expressway inHammond, Indiana.

Shortly after graduation from Purdue,Alex D. Oak, BSCE '68, started workingfor one of Indiana’s oldest design firmsand became a partner in 1977. Franklin E. Woodard, PhD '65 is presi-dent of Woodard & Curran Inc., an envi-ronmental consulting firm founded in1979. While working on his Ph.D. disser-tation at Purdue, he developed amethod of removing lignin from pulp andpapermill wastewater discharges. Dr.Woodard is the author of fifty publica-tions and reference journals written dur-ing his tenure as professor at theUniversity of Maine. His private consult-ing business has been credited with awastewater treatment system for a poul-try process that enabled highly efficienttreatment at a very low cost and is astandard treatment technology for thepoultry processing industry.

The Eno Fellowsprogram provides up to ten student fellowships annually to help ensure reten-tion of the best and the brightest individuals in transportation and encouragesthose with leadership abilities to recognize their strength and prepare forleadership roles.

Darren attended a conference in Washington, D.C., where students exam-ine policy development and implementation processes that affect the trans-portation industry. In addition to the annual conference, the foundationprovides follow-up activities to assist Eno Fellows with professional develop-ment and networking throughout their careers.

Darren is the son of Linda Hellerud of Maddock, North Dakota, and Jerryand Stephanie Jorgenson of Henderson, Nevada. Darren will graduate withhis MSCE in transportation engineering in December.

Ten RaffinSiblings NowPurdue Graduates!Theresa Raffin graduated in August 1998, the youngest of Richard and Bernadette Raffin’s 12 children. At leastone of the Raffin’s children has been attending Purdue every year since 1973. Theresa is the fifth Purdue Civil En-gineering graduate in her family. Five others have Purdue degrees, four from the School of Consumer and FamilySciences and one from the School of Technology.

The Raffins are from Valparaiso, Indiana. Theresa works in Chicago for Alford Benesh and Company as astructural engineer. She was active in the ASCE student chapter while attending Purdue. Professor John M. Hayes honoredby ASCE Student ChapterJohn Hayes was born May 18, 1909, and raised in Wingate,Indiana. John received his BS degree in 1931 and worked forthe Tennessee Valley Authority and the U.S. Bureau of PublicRoads. While in Tennessee he earned an MS degree in engi-neering mechanics from the University of Tennessee in 1944and later earned the professional civil engineering degree fromPurdue in 1946. He was a licensed professional engineer inTennessee and Indiana. Surviving are his wife of 63 years,Coye, and two daughters, Marian (Jernigan), of Lewisville,Texas, and Julia (Casey), of Dearborn, Michigan.

Professor Hayes joined the Purdue faculty in 1948 as an asso-ciate professor and was promoted to professor in 1958. His re-search centered on performance of highway and railwaybridges including effects of vibration. Since retiring in 1988,Professor Hayes gave much of his time to Purdue students:He was a faculty fellow at Cary Quadrangle for many years.Professor and Mrs. Hayes attended annual ROTC recogni-tion programs to present awards to recipients of the Sons ofthe American Revolution Award and Daughters of the Ameri-can Revolution Award.

John sent cards and letters to many of his students andfriends around the world and was always delighted to receivea reply, proudly showing off wedding or baby pictures to any-one to whom he talked. It has been said that Professor Hayeswas the “Grand Old Man of ‘The Grand Old Profession’.” Hewas truly a remarkable man and advocate of the civil engi-neering profession.

His energy for the ASCE student chapter has been recog-nized by the School officially renaming the chapter to the JohnM. Hayes ASCE Student Chapter. A memorial fund has beenestablished at Purdue and will be used to support the ASCEstudent chapter activities.

In 1946 he returned to Purduefrom the Navy and completed his undergraduate workin chemical engineering in 1947. He stayed on forgraduate work at Purdue, receiving an MSc in Chem-istry in 1949 and PhD in 1956. Bill served as a re-search associate in the School of Civil Engineeringfrom 1947 to 1956. In 1956 he became an assistantprofessor of engineering materials. He was promoted toassociate professor in 1960 and to professor in 1964.He retired as professor emeritus in 1993.

Bill served as area head of the Engineering Materialsgroup in the School of Civil Engineering for more thanthirty years until his retirement. During this period, heestablished a research program focused on the studyof the physico-chemical properties of engineering ma-terials in general and concrete in particular. Heequipped one of the world’s pioneering laboratoriesin this area. He also developed science-oriented civilengineering materials courses at both the undergradu-ate and graduate levels. Under his guidance, the ma-terials program at Purdue became so successful thatmany of the leading universities in the U.S. and abroademulated his teaching and research models.

Many honors came his way during his active and pro-ductive career. He received ASTM’s Dudley Medal formeritorious research in materials and their Frank E.Richart Award. He was named a fellow of ASTM in1977. He was a fellow of the American Concrete Insti-tute, and in 1968 he was awarded the Wason ResearchMedal. In 1985, he was awarded ACI’s prestigiousArthur R. Anderson Award. He was honored with aunique Bench Mark Award by the Army Corps of Engi-neers’ class of 1993.

He is survived by his wife, Elaine, who is a professoremeritus of child development and family studies atPurdue. Surviving with his wife are daughter, KathrynAshbrook, and son, Eric Dolch, both of Grand Junction,Colorado.

Edgar B. Olson, died June 9, 1998 inWest Lafayette. Ed received his BS inCivil Engineering in 1951. He was acharter member of the CivilEngineering Advisory Council andwas chairperson of the University'sPresident's Council. Ed and his wifeHedy have been great supporters ofthe School of Civil Engineering. Edworked may years for KettelhutConstruction Company andsucceeded Karl Kettelhut aspresident. Wally Miller, died July 24, 1998, inLaGrange, Indiana. Wally was chiefoperating officer of MMM-Invest, Inc.He graduated in 1960 from CivilEngineering and was serving as thevice chair of the Civil EngineeringAdvisory Council. Wally had the driveto make Purdue Engineering # 1 inthe country. He was one of thosepeople who would do whatever wasnecessary or whatever was asked ofhim to improve the stature of thePurdue programs and students. Dedication services were held on June 9, 1998, for the Edgar B. and Hedwig M. Olson Laboratory inthe School of Civil Engineering. Dr. Kumares Sinha, the Edgar B. and Hedwig M. Olson DistinguishedProfessor paid tribute to the impact Mr. and Mrs. Ed Olson have had on Purdue’s School of CivilEngineering and the focus of civil engineering worldwide.

The laboratory was created in 1994 as a result of the Kresge Science Initiative Challenge. The Olsonfamily generously helped provide matching funds to support the Kresge grant, along with the OlsonDistinguished Professorship Award and the Olson Graduate Fellows Award.

The Olson Laboratory has provided many “Purdue” unique experiences for civil engineering studentsenrolled in CE 498, the capstone design course for students in their last semester before graduation.Projects such as the Lafayette Railroad Relocation, Happy Hollow Park, the Animal Science Center,Wastewater Complex for West Lafayette, and the Food Science Building at Purdue owe their begin-nings to this “signature course” in the Civil Engineering program. Over 1,000 students have benefittedfrom this state-of-the-art facility used in this course that is second-to-none in the world.— by Lois Rans

for their project, “Ramp Bridge Over theIndiana I-80-/90 Toll Road at Milepost96.” Professors Mark Bowman andJulio Ramirez were also recognizedfor their participation on this project.

Professors Midhat Hondzo andSrinivas Peeta are among four Purduescientists and engineers working onprojects funded in 1997 by a federalprogram designed to encourage educa-tors and researchers in their areas ofinterest. Professor Hondzo’s research isrelated to environmental fluid dynamicsand water quality modeling. ProfessorPeeta’s research uses real-time traffic-related data gathered from advancedsensor and information systems to con-trol the performance of large-scale traf-fic systems. The 1997 Faculty EarlyCareer Development Program adminis-tered by the National Science Founda-tion to junior-level university faculty, isdesigned to emphasize the importanceof integrating research and educationalactivities in academic careers.

Professor Hondzo received the 1997Founders Award from the USA NationalCommittee of the International Associa-tion on Water Quality for the best paperin 1996 in the Journal of Water Re-search. The topic of the paper was“Long-Term Lake Water Quality Predic-tors.”

A new book entitled Surveying: Theoryand Practice by Professor J. M. Ander-son of the University of California atBerkeley and Purdue Professor EdMikhail has been published byMcGraw-Hill. A comprehensive bookwith 1167 pages, it is a widely usedtextbook for undergraduate and graduatecourses in the field as well as a valuablereference for practicing professionals.

Professor Mikhail has been recog-nized for his research support to theU.S. Office of Research and Develop-ment. The award citation states: “In rec-ognition of his invaluable contributionsto the MSP (Model Supported Position-ing) project. MSP could not have suc-ceeded without him providing superbtechnical expertise.”

Professor Julio Ramirez has beenelected to the category of fellow of theAmerican Concrete Institute. He wasrecognized at the awards banquet dur-ing the Spring Convention of the Ameri-can Concrete Institute in Houston.

A paper presented by Professor Jon D.Fricker on applications of transporta-tion planning methods in Dearborn,Michigan, was selected as one of thefive best papers. The paper, “An Inte-grated Transportation-Land Use Modelfor Indiana,” was co-authored by An-drew Ying-Ming Yen.

Professor Dan Budny was inductedinto the new Purdue University Teach-ing Academy. The Teaching Academyrecognizes Purdue faculty from all ar-eas for their excellence in teaching. Pro-fessor Budny also received the RonaldJ. Schmitz Award. This academic awardis given annually to an individual whohas given outstanding continued ser-vice to engineering education throughcontributions to the Frontiers in educa-tion conference. It is presented by theboards of the Engineering ResearchMethods Divisions of the American So-ciety of Engineering Education and theEducation Society of the InternationalEngineering Electrical in memory ofRonald J. Schmitz.

Professor Ronald Wukasch was se-lected for the position of technical sec-retary of the Indiana Water PollutionControl Board. The technical secretaryhas the responsibility to review all mate-rials prepared for the board by the Indi-ana Department of EnvironmentalManagement and make any necessaryrevisions. The term of the appointmentis four years.

Dr. Vincent P. Drnevich was honoredby the University of Michigan College ofEngineering by receiving the 1998Alumni Society Merit Award from theDepartment of Civil and EnvironmentalEngineering.

Professor Doug Sutton has beenelected by the professional membershipto serve as chairman of the PCI Techni-

cal Activities Committee beginning inJanuary 1999. He will also serve on theBoard of Directors.

Professor Ernest Blatchley’s researchproject on gamma radiation was fea-tured in the August edition of ENR. Thefeature called “Disinfection Work: Onthe Beam” highlights the NSF - fundedresearch project he is leading in searchof new disinfection techniques.

Professor Emeritus C. W. “Bill” Lovellwas honored for 50 years of continuousemployment at Purdue University. Billformally left the School of Civil Engi-neering in 1995 to become a leadershipfacilitator in the Organization and Ca-reer Development Department of Per-sonnel Services. He is a licensedFranklin-Covey facilitator.

Purdue to Enter 1999 National Environmental Design Competition: MISSION IMPOSSIBLECase Number: CE498B Code word: Environmental Senior DesignAssignment: Plan and solve environmental tasks at Ninth Annual Environmental Design Contest. Travel to Las Cruces,New Mexico, compete in national contest and return to West Lafayette, Indiana, victorious.

Financial support is needed to send Purdue’s team to New Mexico in April. Twenty-eight seniors and three faculty mem-bers plan to compete April 12 - 15, 1999. The team has constructed a time-line and divided tasks to maximize chancesfor an overall first-place finish. They will tackle four projects: innovative landfill closure cap, transuranic waste reduction,pipeline waste removal, and In-situ soil decontamination. The team needs support to fund this trip. Half of the $25,000 ex-penses have been raised. Your help or your business sponsorship will allow this “academic team” to learn and participate indevising solutions to real, practical problems of current concern. Purdue Alum now ASCE President-ElectDelon Hampton, MSCE ’58, PhD ’61, and HDR ’94 has been elected and inducted as ASCE President-Elect. Hampton’sconsulting firm, Delon Hampton and Associates, Washington, D.C., recently celebrated its 25th anniversary in business. He isactive with Purdue Engineering, now serving on the Dean’s Visiting Committee, and in the past serving on the Civil Engineer-ing Advisory Council. Delon is a member of the National Academy of Engineering, and is an Honorary Member of ASCE. Asone of his first duties as President-Elect, he attended the 13th Annual CE Professional Development Conference at Purdueon November 5, 1998 and was the featured luncheon speaker.

Civil Engineering courses have been offered at Purdue since the Univer-sity began teaching students in 1874. The first engineering graduate was acivil engineer (1878). The first African-American graduate at Purdue was acivil engineer (1894). And the first female engineering graduate was a civilengineer (1897). Our program has stood the test of time and our 13,000graduates have achieved many successes in their lifetimes. Someonehelped all these people get there. Our Faculty.The prestige of the School can be directly attributed to the caring teachersand innovative researchers who have graced our program throughout theyears. You now have the opportunity to give something back in honor ofthese great individuals. You knew many of them. They taught you ormaybe they taught the professors who taught you. Maybe they wrote yourtextbook. Perhaps they developed the breakthrough research that makesdoing your job easier. No matter how your life has been influenced by aCivil Engineering faculty member, I ask you to consider making a contri-bution to the School of Civil Engineering in their memory to help today'scivil engineering students.Several funds have been established over the years honoring our faculty.The list at the left indicates the names of the funds. In the last two yearsthe School has lost five of these faculty members due to death.Contributions you make will be used as specified in the funding agree-ments. Of particular interest is a challenge pledge made possible by Mr.David Leonards, son of Professor Gerald Leonards who passed away inFebruary 1997.
