Ladies and gentlemen,

I firmly believe that a consensual and courageous approach is necessary, more so that we findourselves in a complicated geopolitical situation. For some very important points, 2016 must be a

natural continuation for everything that we build or consolidated last year. ut, in the same time,we have to manage serious challenges.

!he migration crisis, the rising terrorist threat, the security ris"s from the #ast and even putting

under $uestion the #uropean pro%ect ma"e 2016 a crucial year for the stability of the region and

for the future of #urope.

For &omania, in foreign affairs and security, both priorities and ob%ectives remain the same. 2016

has all the premises in order to increase the $uality of the 'trategic (artnership with ).'.,especially in the economic domain, at the same time strengthening the military and political

components of the partnership. In this matter, we highly appreciated ).'. in rising significantly,

for four times, the budget for the #uropean &eassuranceInitiativeudget&e$uest, for 201*.In the current complicated conte+t, &omania is and will be an anchor of democracy,

predictability and stability, of strategic importance at the #astern frontier of both -! and #).

In this regard, we have the responsibility to defend our national defence, but to also contribute toensuring collective defence inside -!. #nsuring the 2/ ( growth for military e+penditure

remains therefore essential.

-fter the steps made in 201 and 2016, I have the belief that this commitment will reflect itself

in the preparation of the 201* budget.

!he fact that the si+ new commandments of -! in #astern )nion 3 -! Force Integration

)nits3 are about to begin to be fully operational in the first part of this year represents an obvious

signal of the relevance of this region. ne of &omania4s ob%ectives inside the 5arsaw -!'ummit, which will ta"e place in the summer of this year, is that, at the end of the &eunion,

-! will confirm its powerful interest for entral and #astern #urope, especially for the lac"

'ea region, as areas of critical importance in the #uro3-tlantic security area.

In the same time, &omania is firm to actively participate not only in identifying solutions for the

crisis which affect #) at the moment but to also strengthen the commitment and faith in the

#uropean pro%ect. &omania remains loyal to this pro%ect and is fully committed to preserve the#uropean unity. I underlined this issue also at the #uropean ouncil, where there has been

reached an agreement between reat ritain and the #uropean )nion.

It is our strategic interest that &omania is a member of a strong #uropean )nion, integrated,

based on the respect of its founding values and principles. From this perspective, I supported the

maintenance of the concept of anever closer Union.

uring the negotiations, I had a firm position in what regards respecting the rights of &omanian

citi7ens in the #uropean )nion and I did not accepted their discrimination in comparison with

other citi7ens of #). !herefore, &omanians which are currently employed in reat ritain will

not be affected by thesalvgardation mechanism.

!his mechanism will be applied only for a small category of social non3contributory wor"ing

performances, specific only to reat ritain and only for a limited period of time3 * years.

In relation to the inde+ation of the stipends for children who remained at home, of wor"ers from

other #) member states, the decision has, as well, a non3discriminatory character. For the

&omanians which are currently wor"ing in reat ritain and who receive stipends for the

children who remained at home, the inde+ation will apply beginning with2020.

I would li"e that this reached agreement will lead to a positive result during the referendum,

allowing reat ritain to preserve its #) membership status.
