On behalf of the entire ITC team I am thrilled to report that the Thumb Loop project – the largest project in our company’s history – was completed and went into service this spring, ahead of our original year-end completion date. While we recently celebrated this achievement with community leaders in Sanilac County where the project wrapped up, I’d like to take this opportunity to acknowledge all of the landowners, communities and stakeholders throughout Tuscola, Huron, Sanilac and St. Clair counties, as well as our alliance partners and suppliers, who helped make this project possible. The Thumb Loop project is the culmination of more than seven years of hard work and dedication that began with Michigan’s 2008 Clean, Renewable and Efficient Energy Act (Public Act 295), which created the Wind Energy Resource Zone Board to study and identify regions with the highest wind potential. Of the four prospective regions identified, the Thumb region displayed the highest potential for wind energy in the state of Michigan. ITC’s Thumb Loop project was designed to maximize this potential and is capable of supporting a maximum capacity of 5,000 MW, with 1,000 MW of wind energy already integrated. The benefits of this project are wide-ranging. Not only does the Thumb Loop bring an increase in transmission system capacity and reliability while providing more efficient transmission of renewable energy. It also had a direct impact of $366 million to the Michigan economy, and will have a meaningful near- and long-term impact on the state and region’s economy. The Thumb Loop project also represents a long-term commitment to the communities in which we operate, and I’d like to thank you for welcoming ITC into your community and for your ongoing support over the years. n Linda H. PROJECT HISTORY

Construction of the Thumb Loop project began in 2012. It was put into service in three phases:

n Phase 1, consisting of 62 miles of lines and two substations in Tuscola and Huron counties, went into service in September 2013.

n Phase 2, includes 20 miles of lines in St. Clair and Sanilac counties, the Fitz Substation in St. Clair County and upgrades at the Greenwood substation; it was energized in May 2014.

n Phase 3, comprising 56 miles of line in Huron and Sanilac counties and the Banner substation near Sandusky, went into service in May 2015.

Land restoration and 120kV reconfiguration activities will continue into 2016.
