TRANSPORT DEPARTMENT NOTICE

Special Traffic and Transport Arrangements for

Flag Raising Ceremony, Celebration Parade and Public Processions

on Hong Kong Island on 1 July 2010

Members of the public are advised that the following traffic and transport arrangements will be

implemented on Hong Kong Island on 1 July 2010 (Thursday) to facilitate the following events:

1. Flag raising ceremony at Golden Bauhinia Square and cocktail reception at Hong Kong

Convention and Exhibition Centre in the morning;

2. Celebration parade from Happy Valley Race Course to Southorn Playground in the morning;

3. Public procession from King’s Road Playground to Hing Fat Street in the afternoon;

4. Public procession from East Point Road in Causeway Bay to Queen’s Road Central, Central

in the afternoon; and

5. Public procession from Victoria Park to Central Government Offices in the afternoon.

Please see Figure 1 for the public procession routeings.

1. Flag Raising Ceremony in Wan Chai North

I. Special Traffic Arrangements

A. Road Closure (see Figure 2)

Expo Drive, Expo Drive Central and Expo Drive East will be closed to all vehicular

traffic from 5.30 am to 11.00 am (except vehicles with valid vehicle passes).

B. Suspension of Coach Parking Spaces

The coach parking spaces at Expo Drive East will be suspended from 10.00 pm on 30

June 2010 (Wednesday) to 11.00 am on the following day.

II. Special Public Transport Arrangements

A. Suspension of Bus Terminus

Bus terminus at Expo Drive East will be suspended from 12.00 midnight to 11.00 am on 1

July 2010 (Thursday). The following routes will be diverted:

B. Suspension of Taxi Stand

The taxi stand at Expo Drive East will be suspended from 12.00 midnight to 11.00 am on

1 July 2010 (Thursday).

2. Celebration Parade in Happy Valley and Wan Chai (see Figure 1)



(a) The following roads will be closed to all vehicular traffic from about 9.00 am to

12.15 pm:

(i) Morrison Hill Road southbound between Sports Road and Queen’s Road East;

and

(ii) The driveway of Morrison Hill Road southbound between Leighton Road and

Sports Road towards Happy Valley and Aberdeen.

(b) The following roads will be closed to all vehicular traffic from about 10.15 am to

1.15 pm until the road closure is lifted:

(i) Leighton Road westbound between Canal Road East and Wong Nai Chung

Road will be reverted from westbound to eastbound traffic;

(ii) Leighton Road westbound between Canal Road East and Morrison Hill Road

(underneath Canal Road flyover);

(iii) Morrison Hill Road southbound between Leighton Road and Queen’s Road

East;

(iv) Morrison Hill Road northbound between Sung Tak Street and Tin Lok Lane;

(v) Tin Lok Lane northbound between Wan Chai Road and Hennessy Road;

(vi) Hennessy Road westbound between Tin Lok Lane and Fenwick Street;

(vii) Lee Garden Road northbound between Hennessy Road and Kai Chiu Road;

(viii)Wan Chai Road westbound between Tin Lok Lane and Tak Yan Street; and

(ix) Johnston Road eastbound between Thomson Road and Hennessy Road.

B. Traffic Diversion

(a) The following traffic diversion will be implemented from about 10.15 am to 12.15

pm:

(i) Traffic along Canal Road East southbound proceeding to Happy Valley and

Aberdeen Tunnel will be prohibited and must turn left onto Sports Road or

Leighton Road; and

(ii) Traffic along Wan Chai Road eastbound will not be permitted to turn right onto

Tak Yan Street.

(b) The following traffic diversion will be implemented from about 10.15 am to 1.15

pm:

(i) Traffic along Canal Road East southbound proceeding to Morrison Hill Road

northbound will be prohibited and must turn left onto Sports Road or Leighton

Road;

(ii) Traffic along Morrison Hill Road northbound will be diverted onto Sung Tak

Street or Canal Road West;

(iii) Traffic along Morrison Hill Road southbound proceeding to Happy Valley area

must turn left onto Leighton Road westbound and then Wong Nai Chung Road

southbound;

(iv) Traffic along Stewart Road southbound will be prohibited from turning right

onto Hennessy Road westbound;

(v) Traffic along Fleming Road northbound will be prohibited from turning left


(vi) Traffic along Fleming Road southbound will be prohibited from turning right


(vii) Traffic along Hennessy Road westbound must turn right onto Tonnochy Road;

and

(viii)All franchised buses traveling along Hennessy Road westbound must turn left

onto Canal Road bus only lane.

C. Suspension of Crossing

The crossing at Wong Nai Chung Road near Sing Woo Road will be suspended from 8.00

am to 12.00 noon.

(b) The following bus stops will be suspended from about 10.15 am to 1.15 pm:

(i) Morrison Hill Road southbound between Sports Road and Queen’s Road

East;

(ii) Morrison Hill Road northbound near Yan Tak Lane;

(iii) All bus stops along the closed roads; and

(iv) Outside 31 Leighton Road eastbound.

C. Suspension of Taxi Stand

The taxi stand at Sung Tak Street eastbound will be suspended from about 10.15 am to

1.15 pm.

D. Suspension of Parking Spaces

(a) The following metered parking spaces and lay-by will be suspended from 11.00 pm

on 30 June 2010 (Wednesday) to 11.30 am of the following day:

(i) Wong Nai Chung Road near the infield entrance; and

(ii) Wong Nai Chung Road opposite to St. Paul Primary Catholic School.

(b) The metered parking spaces and motorcycle parking spaces on Oi Kwan Road will

be suspended from 8.00 am to 1.00 pm.

(c) The following metered parking spaces, loading and unloading zones and lay-by will

be suspended from 10.00 am to 2.00 pm to facilitate the coach pick-up of the

dispersal phase:

(i) Luard Road northbound between Hennessy Road and Johnston Road;

(ii) Johnston Road eastbound between Luard Road and Fenwick Street, and

Fenwick Street southbound near Johnston Road;

(iii) Johnston Road eastbound between Fleming Road and Hennessy Road;

(iv) Lockhart Road westbound near Fenwick Street; and

(v) Gloucester Road westbound near Fenwick Street.

3. Public Procession from King’s Road Playground to Hing Fat Street (see Figure 1)


From about 12.00 noon onwards, the left-most lane of the following roads will be

intermittently closed until the crowd is dispersed and traffic resumes normal:

(a) Marble Road east of Kam Hong Street;

(b) Kam Hong Street between Marble Road and King’s Road;

(c) King’s Road westbound west of Kam Hong Street; and

(d) Hing Fat Street south of Lau Li Street.


The bus stops, minibus stops and taxi stands along the above mentioned roads will be

intermittently suspended.

4. Public Procession from East Point Road to Queen’s Road Central (see Figure 1)

I. Special Traffic Arrangments

From about 2.00 pm onwards, the left-most lane along Hennessy Road westbound, Queensway

westbound, Queen’s Road Central east of Bank Street will be intermittently closed until the

crowd is dispersed and traffic resumes normal.


The bus stops, minibus stops and taxi stands along the above mentioned roads will be

intermittently suspended.

5. Public Procession Victoria Park to Central Government Offices (see Figure 1)



Phase I

The following roads will be closed to all vehicular traffic from about 1.00 pm onwards

until the crowd has dispersed and the road closure is lifted:

(a) The U-turn slip road between Gloucester Road southbound and northbound;

(b) Sugar Street;

(c) Great George Street;

(d) Paterson Street;

(e) Kingston Street;

(f) Gloucester Road southbound between Victoria Road flyover and Causeway Road (if

necessary); and

Phase I

The following traffic diversion will be implemented from about 1.00 pm onwards until

the crowd has dispersed and the road closure is lifted:

(a) Traffic along Gloucester Road southbound will be prohibited from turning right onto

Gloucester Road northbound;

(b) Traffic along Yee Wo Street eastbound will be prohibited from turning left onto

Sugar Street;

(c) Traffic along Tai Hang Road flyover northbound will be prohibited from turning left

onto Kingston Street westbound;

(d) Traffic along Paterson Street southbound must turn left onto Kingston Street

eastbound; and

(e) Traffic along Cleveland Street southbound will be prohibited from turning right onto

Kingston Street westbound.

Phase II



(a) Traffic along Pennington Street northbound will be prohibited from turning left onto

Jardine’s Bazaar;

(b) Traffic along Hennessy Road westbound will be prohibited from turning left onto

Canal Road East southbound;

(c) Traffic along Russell Street westbound must turn left onto Canal Road East

southbound;

(d) Traffic along Canal Road West northbound will be diverted to Canal Road flyover

northbound;

(e) Traffic along Sharp Street West eastbound will be diverted to Canal Road flyover

northbound;

(f) Traffic along Sharp Street West eastbound will be prohibited from turning left onto

Bowrington Road northbound;

(g) Traffic along Bowrington Road northbound must turn right onto Sharp Street West

eastbound;

(h) Traffic along Wan Chai Road eastbound must turn right onto Morrison Hill Road

southbound;

(i) Traffic along Gloucester Road service road westbound will be prohibited from

turning left onto Cleveland Street southbound;

(j) Traffic along Gloucester Road service road westbound will be prohibited from

turning left onto Paterson Street southbound;

(k) Traffic along the slip road of Victoria Road westbound must turn right onto

Gloucester Road westbound; and

(l) Traffic along Victoria Park Road flyover must turn right to Gloucester Road service

road.

Phase III



(a) Traffic from King’s Road westbound must turn left onto Tung Lo Wan Road

southbound or turn right onto Hing Fat Street northbound;

(b) Traffic along Tung Lo Wan Road westbound will be prohibited from turning right

onto Moreton Terrace;

(c) Traffic along Tun Lo Wan Road northbound will be prohibited from entering Irving

Street and must turn left onto Leighton Road westbound;

(d) Traffic along Pennington Street northbound must turn right onto Keswick Street;

(e) Traffic along Yee Wo Street eastbound is prohibited from turning right onto Tung Lo

Wan Road southbound or Leighton Road westbound;

(f) Traffic along Yun Ping Road northbound must turn left into Lan Fong Road

westbound;

(g) Traffic along Leighton Road westbound must turn left onto Wong Nai Chung Road

except franchised buses;

(h) Traffic along Percival Street southbound must turn left or right onto Lockhart Road;

(i) Traffic along Lockhart Road eastbound will be prohibited from turning right onto

Percival Street southbound;

(j) Traffic along Tin Lok Lane northbound will be prohibited from turning left onto

Hennessy Road westbound;

right to the down ramp leading to Queensway westbound;

(g) Traffic along Garden Road northbound will be prohibited from turning left onto

Lower Albert Road westbound except heading for Hong Kong Central Hospital and

when situation allows;

(h) Traffic along Glenealy northbound will be prohibited from turning right onto Lower

Albert Road eastbound except heading for Hong Kong Central Hospital and when

situation allows;

(i) Traffic along Wyndham Street eastbound must turn left before its junction with

Glenealy and Lower Albert Road except heading for Hong Kong Central Hospital

and when situation allows;

(j) Traffic along Upper Albert Road eastbound will be prohibited from turning left onto

the slip road beside the East Gate and must go straight onto Garden Road

northbound; and

(k) Traffic along the slip road of Upper Albert Road westbound must turn left onto

Lower Albert Road westbound.

B. Suspension of Bus Stops

(a) Subject to the prevailing crowd situation at Hing Fat Street and the vicinity, Tin Hau

Public Transport Interchange will be suspended from about 1.00 pm until the crowd

is dispersed and the closed roads are safe to be re-opened.

(b) All bus stops along Gloucester Road southbound, Causeway Road westbound, Irving

Street, Yee Wo Street westbound, Hennessy Road westbound, Queensway westbound

and Queen’s Road Central westbound east of Ice House Street will be suspended

from about 2.30 pm until the crowd is dispersed and traffic resumes normal.

C. Suspension of Public Light Bus Stand and Green Minibus Stand

(a) The GMB stand at Tin Hau Public Transport Interchange will be suspended from

about 1.00 pm until the crowd is dispersed and traffic resumes normal.

(b) The public light bus stand at Sugar Street and GMB stands at Tang Lung Street and

Paterson Street will be temporarily suspended from about 2.30 pm until the crowd is

dispersed and traffic resumes normal.

D. Suspension of Tram Stops

The tram stops at Causeway Road and Yee Wo Street (eastbound and westbound) will be

suspended from about 2.30 pm onwards until the crowd has dispersed.

E. Suspension of Taxi Stand

All taxi stands and pick-up / drop-off points along the closed roads will be suspended

from 2.30 pm until traffic resumes normal.

F. Suspension of Parking Spaces

All on-street parking spaces, metered and non-metered parking spaces on Tung Lo Wan

Road and Upper Albert Road will be suspended from 11.00 am to 8.00 pm.

G. Suspension on Access to / Exit from Carparks

(a) The parking spaces of Victoria Park public carpark in Hing Fat Street will be

suspended from 11.00 am to 7.00 pm (except the parking spaces for persons with

disabilities).

(b) Vehicles will not be allowed to enter or leave the following carparks from 1.00 pm

onwards until the crowd has dispersed and the road closure is lifted:

(i) Park Lane carpark at 310 Gloucester Road (entrance at Great George Street);

(ii) The In Square carpark at 311 Gloucester Road (entrance at Great George Street);

and

(iii) Hang Lung Centre carpark at 2 Paterson Street (entrance at Great George

Street).

(c) Subject to the prevailing crowd situation in Hing Fat Street and the vicinity, vehicles

will not be allowed to enter or leave the following carparks from 1.00 pm onwards


(i) Park Towers at King’s Road; and

(ii) Viking Garden at 40 Hing Fat Street.

(d) Vehicles will not be allowed to enter or leave the following carparks from 2.30 pm


(i) 9 Moreton Terrace;

(ii) Carpark of Hong Kong Central Library at 66 Causeway Road;

(iii) Carpark of Regal Hong Kong Hotel at 88 Yee Wo Street;

(iv) Paliburg Plaza at 18-30 Irving Street;

(v) Good View carpark, Keswick Street;

(vi) On Lok Lane;

(vii) CNT Tower at 338 Hennessy Road;

(viii)Cheuk Nang 21st Century Plaza at 250 Hennessy Road; and

(ix) Shanghai Industrial Investment Building at 48 Hennessy Road.

(e) Vehicles will not be allowed to enter or leave the following carparks from 3.00 pm


(i) Cheung Kong Centre at 2 Queen’s Road Central;

(ii) Bank of China Tower at 1 Garden Road;

(iii) Standard Chartered Bank Building at 3 Queen’s Road Central;

(iv) The alley next to 9 Queen’s Road Central;

(v) Galleria at 9 Queen’s Road Central;

(vi) The Landmark at 11 Queen’s Road Central;

(vii) Imperial Parking at 32-38 Ice House Street;

(viii)Hong Kong Electric Company Zetland Street Zone Substation at 22A Ice House

Street;

(ix) Basekerville House at 22 Ice House Street;

(x) Hong Kong Diamond Exchange Building at 8-10 Duddell Street;

Removal of Illegal Parking Vehicles

Any vehicles found illegally parked within the precinct of the special traffic arrangements specified

above might be towed away without prior notice.

Attention and Appeal

Due to extensive road cloures in Causeway Bay, Wan Chai and Central, and the diversion of bus

routes and general traffic away from Yee Wo Street and Hennessy Road, we expect that other major

roads in the vicinity, such as Victoria Park Road, Gloucester Road, Harcourt Road, Cross Harbour

Tunnel and Aberdeen Tunnel will become busier and more congested.

Appropriate traffic aids will be erected on site to guide motorists. Bus companies and Green

Minibus operators will display notices to advise passengers of the above special traffic

arrangements. Motorists should exercise tolerance and patience in case of traffic congestion and

take heed of instruction of the Police; and watch out for the latest traffic news via media.

Depending on the prevailing circumstances, other ad-hoc traffic and public transport measures,

including further closures of roads, traffic diversions, alterations and suspension of public transport

services may be introduced by the Police at anytime depending on traffic and crowd conditions in

the areas.

Members of the public are advised to use public transport services and avoid driving to the affected

or congested areas, especially Wan Chai and Causeway Bay unless necessary. They are advised to

plan their routes early, use alternative routes and allow more traveling time to cater for unexpected

delay. Bus and other public transport commuters are advised to pay attention to the arrangements

of route diversions and suspension or relocation of stops.
