TWIC ContractsCurrent TWIC Contract Status Currently operating under transitional contract with
Lockheed Martin MorphoTrust (previously L-1) selected as Universal
Enrollment Services (UES) provider, target to assume full contract responsibility in early CY13. MorphoTrust currently managing operations under
current contract – familiar with program policies and procedures. Other TSA programs will be integrated which will
increase the number of enrollment centers nationwide.

Extended Expiration Date (EED) TWICsPolicy Details Must be a U.S citizen or national and have a valid TWIC
that expires on or before December 31, 2014. EEDs can be ordered via the TWIC Help Desk (866-DHS-
TWIC) or in person at any TWIC enrollment center Due to heavy demand, TSA recommends ordering your
EED 30 days prior to your expiration and no sooner than 4 months prior. If you have become a U.S. citizen since initial enrollment,
allow at least 60 days before the expiration date on your current TWIC.
You must turn in your old TWIC upon activation of the EED.

Bulk EED Submission
Bulk EED Submission Offering TSA is in the process of offering a free service in which
organizations can submit a list of individuals and bulk payment for EED submission. Further detail to be posted on TSA website in late
November. Mobile services to activate EEDs is available (refer to
upcoming mobile enrollment slide)

Mobile Enrollments
Mobile Enrollment Requests Contact Stephen Foster, Lockheed Martin TWIC Operations
Manager, at (703) 663-5105 or [email protected]. Allows for bulk payment for a group of individuals and a set
of visits to your site for both enrollment and activation. Requesting organizations will be responsible for funding the
costs associated with a mobile enrollment operation. Details about UES mobile enrollment capabilities will be
posted on the TWIC website (www.tsa.gov/twic) when available.

Enroll Your Own (EYO)
EYO Details Current arrangement between Lockheed Martin and
stakeholder organizations to allow a company or local government organization to operate as a full service enrollment center for their employees. Currently not offering new EYO services due to upcoming
end of Lockheed contract and system obsolescence. Details about UES EYO offering will be posted on the TWIC
website when available.

TWIC Reader UpdateTWIC Reader Pilot and Reader Evaluation The TWIC Reader Hardware and Card Application
Specification was published in May 2008, and the TWIC Reader Pilot Report was provided to Congress in February 2012. TSA created and currently maintains an Initial Capabilities
Evaluation (ICE) list of readers. By year end, TSA will replace the ICE list with a Qualified
Technology List (QTL) of readers that conform to the functional and environmental standards listed in the TWIC Reader Hardware and Card Application Specification. Once published, the QTL will be published at
www.tsa.gov/twic/reader

TWIC Reader Update
Additional QTL Details 3 laboratories have been accredited by the National
Voluntary Laboratory Accreditation Program (NVLAP) to perform TWIC reader evaluations. 22 reader vendors have participated in QTL overview
workshops. 17 reader vendors have test cards and are preparing for
evaluation.

TWIC Reader Update
Coast Guard Reader Regulation Draft NPRM is under review within DHS. Once published by
Coast Guard, public comment period will be provided. It is anticipated that the use of TWIC QTL readers will be
required for compliance with the U.S. Coast Guard TWIC Reader Rule.
