TRAVEL PORTLAND Portland is a powerfully atrac�ve place that draws ever-increasing numbers of visitors to the city and surrounding region. In 2019, tourism in the Portland metro region generated $5.6 billion in direct spending and supported 36,930 jobs in the Portland area. What visitors love about the city and why residents love to live here are o�en one and the same. To ensure that this success con�nues, while preserving what we love about our city, Travel Portland is evolving to manage the des�na�on as well as market it. We want to be inten�onal about how the quality of life for residents can be balanced with the quality of the visitor experience, and how we can responsibly grow our tourism industry for the benefit of all. That’s why, in 2016, we embarked on a journey to create our first Tourism Master Plan for Portland, engaging hundreds of stakeholders and ci�zens. This undertaking led us to update and reinvigorate our vision, mission, and values. VISION Travel Portland is a promoter and steward of this evolving city and its progressive values, which have the power to transform the travelers who visit us.

PORTLAND, PROTESTS AND LIVABILITY—WE WANT TO TALK ABOUT IT Portland is an engaged city that wears its progressive heart on its sleeve. It should also be said that while the people of Portland have something to say, we’re also here to listen and reckon with our past. Travel Portland shares a commitment to crea�ng equal opportunity within our community. The systemic issues at play are larger than the work of our individual organiza�on; though, we are—along with many local partners—evolving to be more effec�ve as we dig into in the necessary work related to issues of race, social jus�ce, and social responsibility.

PROTESTS Peaceful protest is a powerful tool for social change. Portlanders know this and exercise this—for over 100 consecu�ve days in summer and fall 2020, and with con�nued civic ac�vism ongoing since. The shoo�ngs of George Floyd, Ahmaud Arbery, Breonna Taylor, Jacob Blake and others have prompted a response here in Portland that clearly shows that emo�ons and a need for ac�on have hit a �pping point. While most of the demonstra�ons in Portland have been peaceful, conflicts between police, demonstrators and counterdemonstrators have resulted in violence, as reported in na�onal media. The images from this news coverage were o�en, admitedly, disturbing. We stress that most of the demonstra�ons have been peaceful, and much of the bad behavior is conducted by people not associated with the organized events and who are not interested in furthering the causes of racial equality and social jus�ce. Despite the recent civil unrest, the violence reported in recent news is not our whole story and is not indica�ve of what visitors or new residents should expect when spending �me in our city. LIVABILITY Homelessness is a na�onal issue and Portland—once a city with a small-town feeling—is now a dynamic big city with big-city problems, including a homelessness crisis. Portland has fewer people experiencing homelessness than other large ci�es (source), but, due to a lack of shelter availability for those in need, our unsheltered popula�on is more visible. Portland has made strides in addressing permanent housing for those experiencing homelessness through a coopera�ve partnership (called A Home for Everyone) between the city, Multnomah County, local nonprofits and business leaders. Travel Portland is involved with local organiza�ons aiding people who experience homelessness including Transi�on Projects, Central City Concern, Oregon Food Bank and Street Roots and collaborates with elected officials, senior Portland Police Bureau staff and nonprofit advocates. LIVING IN PORTLAND Many of the same atributes that draw visitors to Portland en�ce new residents, as well: outdoor recrea�on, world-class food and drinks, a progressive community, and for those moving here, o�en great jobs. NBC Today recently named Portland as one of the best ci�es to live in a�er the pandemic. A note about COVID-19: According to the Oregon Health Authority in April 2021, Oregon has the fourth-lowest rate of confirmed COVID-19 cases in the United States. Statewide and countywide restric�ons con�nue to be a part of Oregon’s COVID-19 mi�ga�on tac�cs and, accordingly, many businesses remain temporarily closed or with greatly impacted service op�ons un�l the pandemic is further into recovery-mode. The latest COVID-19 updates for Oregon and Portland can be found through the Oregon Health Authority. In true Portland fashion, locals are finding innova�ve ways to safely connect and support their favorite restaurants, bars, atrac�ons, makers and more. Below, we detail Portland loca�ons and events that may have temporary adjustments to hours or types of service. The innova�ve pivots of Portland atrac�ons are part of our current story, and we look forward to more accessible and expansive post-pandemic changes ahead.

HISTORY OF INDIGENOUS LAND AND NATIVE AMERICAN CULTURE The Portland metro area rests on tradi�onal village sites of the Multnomah, Kathlamet, Clackamas, Chinook, Tuala�n Kalapuya, Molalla and many other tribes and bands. For thousands of years, these groups created communi�es and summer encampments along the Columbia and Willamete rivers and harvested and used the plen�ful natural resources of the area. The Indian Removal Act of 1830 and Oregon Dona�on Land Act of 1850 forcibly removed these tribes and offered free land to white setlers, who quickly laid claim to 2.5 million acres of tribal land, including all of what is now Portland. It is a testament to the resiliency of Indigenous peoples that Portland’s urban Na�ve community now includes nearly 70,000 people from nearly 400 tribes and makes up the ninth largest Na�ve American urban popula�on in the United States. A full explora�on of Portland is not complete without seeking out Na�ve history, makers, ar�sts, businesses, and cultural events such as The Oregon Historical Society, Quintana Galleries, Bison Coffee, or the annual Delta Park Powwow. CULTURE Whether it's arts, beer and food, cultural communi�es, events or nightlife, culture in Portland takes many forms. Portland's Music Scene Portland’s musical offerings are diverse as the city itself, with options including indie rock, jazz, classical, pop and more. Portland overflows year-round with live shows and music festivals. Standout music events include the winter PDX Jazz Festival and the summertime Waterfront Blues Festival. Throughout the year, Noche Libre—a Latinx DJ collective—gets the party started at bars, hotels and performance venues all over Portland. Arts in Portland Galleries, public art, events and avant-garde institutions fill our vibrant arts scene. Portland's arts calendar is packed with festivals, exhibitions and special events year-round. Monthly art walks like First Thursday (in the Pearl District) and Last Thursday (in the Alberta Arts District in the summer) draw art critics and casual observers alike. Portland’s impressive street art scene can be appreciated on a lackadaisical stroll or through a more orchestrated walking route. For the latter, Travel Portland partnered with the Portland Street Alliance to commission local artists and researchers to develop three street art maps of Portland: a walking map of the Alberta Arts District, a biking map of the Central Eastside Industrial District, and an all-city highlights map. Covering an entire city block, Powell’s City of Books is more than a great bookstore: It’s a microcosm of Portland, packed with smart and eclectic offerings and passionate people. The literary energy spills out into the city with many independent bookstores and the annual Portland Book Festival, which celebrates literature in a way a that feels as contemporary as Powell’s latest best seller. THINGS TO DO Like the city itself, Portland's attractions are a little unexpected and always inspiring. Some of the most popular things to do in Portland include visits to gardens, museums, and the world’s largest independent bookstore. Families enjoy hands-on science at OMSI, elephants at the zoo, and wonder at our natural heritage at the World Forestry Center Discovery Museum. Outdoors - Known as "The City of Roses," Portland is home to over 275 public parks and gardens. Portland is the perfect launchpad with quick and easy access to the Oregon Coast, snow-capped Mount Hood, lush wine country and epic waterfalls in the Columbia River Gorge. Even within Portland’s city limits, there are 5,200 acres of trails in Forest Park’s urban forest, scenic views from Mt. Tabor and the perfect picnic spots at Laurelhurst Park. In Portland, a growing number of community-led groups—including Unlikely Hikers, PDX Climbers of Color, Wild Diversity, and Vive Northwest—aim to prevent people from feeling like outsiders in the world of outdoor activities.

Food - Portland is surrounded by fertile farmland and local chefs make the most of the bounty, often letting the week’s farmers’ market hauls dictate their menus. Taste the best food city in America for yourself at these can’t-miss culinary stops serving up some of Portland’s finest sips and nibbles. Portland’s selection of more than 600 food carts, most grouped in “pods,” has drawn raves from the likes of Bon Appétit and CNN. The James Beard Awards, named for the eccentric chef and Portland native who revolutionized the American dining scene in the 20th century, are the nation’s highest annual culinary honor. With such a talked-about and delicious food scene, it comes as no surprise that Portland chefs have racked up a few James Beard Awards over the years.

Portland is known as such a culinary destination, in part, due to the sheer expansiveness in types of cuisines waiting to be chewed and chomped. The city’s first Latino public market, Portland Mercado, offers nine rainbow-hued food carts, several indoor markets and a coffee shop, all of which are owned by Latinx entrepreneurs. And from food-carts to fine-dining, there are over 80 amazing Black-owned eateries in every quadrant of Portland. Even during the turmoil of the past year, so many amazing new restaurants have opened in Portland to critical acclaim and fanfare. Drink Mamey is the new Black-owned juice bar taking over Portland’s wellness scene. Nightingale serves colorful and innovative takes on Mexican classics from chef and co-owner Luna Contreras. At the intersection for culinary passion and civic engagement is the story of Mama Dút whose owner, Thuy Pham, turned the fanfare she received from the food she provided to Black Lives Matter movement protesters into a brick-and-mortar restaurant. MAKERS ENTREPRENEURS A bustling hub for artists and entrepreneurs, Portland is leading the maker movement in America. You can see the creative process up close at local makerspaces. In 2019, celebrating its fifth iteration since launching in 2017, My People’s Market brought together more than 100 local vendors and 5,000 attendees, and generating over $56,000 in sales (and counting) — its highest grossing market yet. The two-day marketplace took place in North Portland for the first time, occupying Self Enhancement Inc. (SEI) in the heart of the city’s historic Boise neighborhood.

POSITION SUMMARY The Travel Portland Vice President Diversity, Equity & Inclusion (DEI) provides leadership, coordina�on, and strategic direc�on for the design and implementa�on of an ins�tu�onal pla�orm that focuses on the organiza�on’s commitment to diversity, equity, and inclusion. The VP has overall responsibility for developing DEI strategies both within the organiza�on and externally with the hospitality community and other stakeholders. The posi�on plays an essen�al role by collabora�ng with management to propel programs that reflect Travel Portland’s commitment to providing opportuni�es for underserved communi�es to par�cipate in the tourism economy. ESSENTIAL FUNCTIONS External Engagement

• Responsible for building strong rela�onships with local communi�es, neighborhoods, diverse groups, businesses, non-profits, and regional organiza�ons in order to fulfill Travel Portland’s mission of des�na�on management through ac�ve community engagement.

• Develop, oversee, and par�cipate in tourism stakeholder ini�a�ves that support racial equity and inclusion programs. These include but are not limited to outreach to communi�es of color leaders to ensure Travel Portland is engaged in a dialogue to develop strategies that support their economic and growth opportuni�es.

• Serve as Travel Portland’s liaison to Prosper Portland, the city of Portland’s economic and urban development agency. In this capacity, oversee the collabora�on with Prosper Portland to plan and support public events like My People’s Market.

• Build on Travel Portland’s work as a founding member of Portland Means Progress, a city-wide ini�a�ve whose goal is to provide connec�ons for businesses to hire local underrepresented students and young professionals of color, purchase from businesses owned by people of color and create diverse and vibrant workforce and company cultures.

• Represent Travel Portland on Des�na�on Interna�onal’s DEI Subcommitee. • Iden�fy opportuni�es to provide economic support through grants, sponsorships, and scholarships to

underrepresented communi�es that in turn support travel and tourism. • Foster, develop and assess opportuni�es to provide training workshops to stakeholders and partners in the

tourism and hospitality community. Internal Engagement

• Serve as a thought leader, subject mater expert, and resource to management to ensure the organiza�on's commitment to diversity, equity, inclusion, and cultural competence is aligned with Travel Portland’s overall strategic and opera�ng plans and processes.

• Ac�vely collaborate with the conven�on sales and services team to market Portland as a preferred des�na�on for organiza�ons/associa�ons of communi�es of color and women.

• Develop mul�cultural rela�onships and resources to support conven�on sales and services programs. • Coordinate, direct, measure and evaluate Travel Portland’s mul�cultural and equity program ac�vi�es to ensure

inclusive outcomes and monitor long range goals across departments. • Collaborate with the marke�ng and public rela�ons/communica�ons departments to evaluate and advise on

areas of focus, ini�a�ves, and posi�oning. • Collaborate with human resources to develop, recommend, and execute crea�ve strategies to foster the

organiza�ons’ diversity, equity and inclusion goals including iden�fying training resources for staff. • Work with senior management to assess company progress on diversity and cross-cultural inclusion programs,

establish best prac�ces and iden�fy programs to remove barriers that may affect staff recruitment, reten�on, and advancement.

• Serve as an advisor to other departments within the organiza�on in order to develop local business partnerships that support and enhance strategic sales and marke�ng efforts.

SECONDARY FUNCTIONS

• When needed, support Travel Portland’s public rela�ons and communica�ons efforts to address and build �mely responses to incidents or issues that arise in Portland. As an integral partner in this work, there may be occasional need to serve as a media spokesperson and/or community liaison.

• Collaborate with government affairs and regional strategic planning team members to monitor and advise on issues that impact Travel Portland’s commitment to diversity, equity, and inclusion.

• Collaborate with opera�ons to iden�fy metrics and systems to track Travel Portland’s economic investment in vendors that operate minority and women-owned businesses.

• Develop rela�onships with targeted hospitality educa�on programs and job fairs in order to align the Travel Portland Educa�on Founda�on’s development efforts.

• Provide leadership and staff support to Travel Portland’s board of director’s Community Ac�on Commitee to determine Travel Portland’s posi�on and engagement on issues important to the board and hospitality community.

• Provide collabora�ve leadership within the organiza�on by working closely with the senior team to create shared success across the organiza�on.

SUPERVISORY RESPONSIBILITIES Senior Management Note: Due to COVID-19 Travel Portland reduced its staff 40% and restructured its department reports. The VP of DEI will have the opportunity to hire at least one direct report during the next 12 months and as a senior manager be expected to carry out the following management responsibili�es. This posi�on achieves success through the team by ensuring that they have the necessary leadership and tools to achieve success. The incumbent is responsible to carry out the full spectrum of management responsibili�es in accordance with the organiza�on’s policies and applicable laws, and to ensure subordinates also carry out supervisory du�es appropriately. Responsibili�es include hiring, and training employees; planning, assigning, and direc�ng work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. EDUCATION AND/OR EXPERIENCE; Certificates, Licenses and Registrations Bachelor's degree or equivalent educa�on in relevant fields and a minimum of 10 years of progressive experience in developing, promo�ng, suppor�ng, and implemen�ng strategies with a focus on diversity, equity, inclusion, and community rela�ons ini�a�ves in an organiza�on with diverse cons�tuencies. Management experience should include a full range of du�es as listed above in the sec�on on Supervisory Responsibili�es. NECESSARY KNOWLEDGE
