SABAH, MALAYSIA

Effective 08 February 2020

The state Government of Sabah has expanded the travel restrictions (all points of entry by air, sea or by land) to the followings: 1. All foreigners with recent travel history to MAINLAND CHINA within the last 14 days WILL NOT BE ALLOWED

to enter Sabah. 2. Malaysian citizens (non-residents of Sabah) with recent travel history to MAINLAND CHINA within the last 14 days WILL NOT BE ALLOWED to enter Sabah.

3. All transit passengers originating or through MAINLAND CHINA WILL NOT BE ALLOWED entry to

Sabah. 4. China nationals who are still in Sabah are advised to depart or return before expiry of their visa.

Should the visa be expiring, only one (1) visa extension, to a maximum of seven (7) days may be granted.

The following passengers will be

allowed entry in Sabah:

Any Sabahan, permanent residents of Sabah and residents of Sabah under work pass, student pass, long term social visit pass or exemption order, returning from MAINLAND CHINA are subject to a compulsory 14 days home quarantine.

5 SARAWAK, MALAYSIA

Reference to the Press Release by Sarawak State Disaster Management Committee dated 07 February 2020, all People’s Republic of China (PRC) and foreigners who have been to People’s Republic of China (PRC) , HONG KONG and MACAU in the last 14 days WILL BE REFUSED Entry into Sarawak with IMMEDIATE

EFFECT until further notice. Effective 10 February 2020

Singaporean nationalities who are travelling to Sarawak for a short-term visit either via direct flight i.e. SIN-KCH or via KUL must observe the Ministry of Health guidelines.

Ministry of Health guidelines is as per:

6 SINGAPORE Effective 01 February 2020, 11:59 pm

1. ALL New Visitors

Singapore Immigration WILL NOT ALLOW entry into Singapore, OR transit through Singapore to ALL new visitors with recent travel history to MAINLAND CHINA

within the last 14 days: a. With PRC passport that states/shows PLACE OF

b. With recent HUBEI travel history within the last 14

days. 2. With effect from 18 February 2020, reference to

Ministry of Manpower’s (MOM) Note to airlines on new requirements for returning work pass holders.

a. All work pass holders with travel history to MAINLAND CHINA within the last 14 days,

regardless of nationality, are required to obtain MOM’s prior approval before they are allowed to enter Singapore.

Effective 01 February 2020, 11:59 pm Returning residents and long-term pass holders either with travel history

in HUBEI OR with PRC passports issued in HUBEI, WILL NOT ALLOWED entry in Singapore.

1. Immigration and

Checkpoints Authority (ICA) will suspend the issuance of all forms of new visas to those with PRC passports. ICA will also suspend Singapore’s status as a visa-free transit facility for those with PRC passports.

2. Previously issued short-term and multiple-visit visas for those with PRC passports will also be suspended. During this period of suspension, they will not be allowed entry into Singapore.

Latest travel advisory of Management of ship passengers and crew from MS Westerdam at all Singapore checkpoints.

As there is a risk of importation of COVID-19 from arriving passengers and crew of MS Westerdam, MOH will take the following measures to protect public health in Singapore.

a. SC/PR and long-term pass holders: Will be quarantined for 14 days from

disembarkation. As of 16 Feb, two SCs are confirmed to have returned to Singapore and have been quarantined;

b. Foreigners: Entry (including transit) in Singapore are not allowed for 14 days from 14 Feb.

within the last 14 days. Under the SHN, they will have to remain in their place of residence at all times for a 14-

MOM'S ENTRY APPROVAL

1. With effect from 26 February2020, 2359Vhours, the Ministry of Manpower (MOM) will require all work pass holders (including dependants) with travel history to the Daegu city and Cheongdo county within the last 14 days and planning to enter/return to Singapore to obtain MOM’s approval before they commence their journey. This is regardless of the nationality of the work pass holder. This requirement applies to:

day period after returning to Singapore.

2. Upon arrival in Singapore, all affected work pass holders will be placed on a mandatory 14-day Stay-Home Notice (SHN). Employers will be required to declare to MOM that they have arranged for suitable premises to house these returning employees for the duration of their SHN when applying for entry approval.

3. Employers are required to apply for entry approval using the online facility https://www.mom.gov.sg/newsroom/press-releases/2020/0225-entry-approval-for-employers-with-work-pass-holders-with-travel-history-to-daegu-and-cheongdo which will be available from 26 February 2020, 0800 hours. Employers should inform their affected employees (including their dependants) not to make travel plans to Singapore until approval has been received from MOM. The employers will be required to send the MOM approval letter to the employees who will need to show it to the airline staff upon check-in and at the ICA checkpoint upon arrival in Singapore.

7 SRI LANKA Sri Lankan Immigration Department WILL NOT ALLOW entry to ALL PRC passport holder not holding Electronic Travel Authority

NIL UPDATE Sri Lankan Immigration Department has temporarily suspended Visa on

Arrival (VOA) to all PRC passport holder.

8 HONG KONG 1. Hong Kong Immigration at Hong Kong International Airport and Hong Kong Ferry Terminal WILL NOT ALLOW entry into Hong Kong to:

a. All PRC passport states/shows PLACE OF ISSUE is HUBEI

AND/OR

b. All PRC passport holder that states/shows PLACE OF BIRTH is

HUBEI

AND/OR

c. All HUBEI PROVINCE residents and passengers who visited

the province within the last 14 days.

2. Reference to the Press Release by the Government of Hong Kong dated 05 February 2020 which will take effect from 0.00am on 08 February 2020:

a. All passengers entering Hong Kong from the China Mainland by air or ground including Hong Kong residents, China Mainland residents as well as other visitors, to be subject to mandatory quarantine for 14 days upon their arrival.

b. Even if they are entering from other places, as long as they

have visited the Mainland either by air or ground over the past 14 days, mandatory quarantine will still be applicable upon

their arrival.

1. All Hong Kong residents who have visited HUBEI PROVINCE in the past 14

days should approach staff of the Department of Health’s Port Health Division for relevant assessment upon their arrival.

2. Even those who are

asymptomatic will be arranged to stay in quarantine centres for surveillance.

3. The Government also

appeals to Hong Kong residents returning from other places on the Mainland to stay home for 14 days upon their return as far as the circumstances permit.

4. Those who need to go out should wear a surgical mask for 14 days upon their return.

Effective 26 February 2020, 1. Hong Kong Immigration at Hong Kong International Airport WILL NOT ALLOW entry into Hong Kong to:

a. Visitors arriving from Republic of Korea and persons visited Republic of Korea in past 14 days until further notice.

b. For visitors who are on direct airside transit via the HKIA, please

remind to check and verify the passengers’ onward flight arrangements prior to check-in/boarding to avoid their being subject to refusal of landing and removal.

Note: This is to avoid passenger to be stranded at HKG if there is any problem when making their onward connecting flight at HKIA such as refusal acceptance by the airlines.

5. Hong Kong residents returning to Hong Kong who have been to Daegu and Gyeongsangbuk-do in Korea in the past 14 days and required to stay in quarantine centre for quarantine. Hong Kong residents returning from other cities and provinces of Korea will be required to undergo medical surveillance for 14 days.

9 TAIWAN Effective 07 February 2020,

anywhere in the PRC, including Hong Kong and Macao, in the past 14 days. Effective 11 February 2020,

The following passengers will be allowed entry in Taiwan:

a. People’s Republic of China (PRC) /Hong Kong/Macau who is

10 AUSTRALIA Latest update as of 07 February 2020

On the advice of the AHPPC and the Communicable Diseases Network Australia, the Prime Minister applied the following travel restrictions to people entering Australia having left MAINLAND CHINA after 1 February

2020:

Effective immediately, Australia Immigration WILL NOT ALLOW foreign nationals (excluding permanent residents) who are in MAINLAND CHINA, will not be allowed to enter Australia until 14 days after they have left or transited through MAINLAND CHINA

1. Australian citizens and permanent residents will

still be able to enter, as well as their immediate family members (spouses, legal guardians or dependents only). This exemption will be extended to airline crews who have been using appropriate personal protective equipment.

1. Passengers arrived in Australia and it is determined that they have

travelled to or transited through MAINLAND CHINA on or since 1 February 2020, their visa will be cancelled and they will either be

returned to their home country when flights are available or placed in an alternative place of detention for a quarantine period.

2. Non-Australian citizen or permanent citizen (or their immediate family, legal guardian or spouse) are NOT ALLOWED to travel to

1. All arriving passengers and crew who disembark Diamond Princess will need to adhere to a 14-day quarantine period prior to travelling to, or transiting Australia.

a flight itinerary from Japan to Australia (transiting via KLIA on MH),

a. If passenger declares he/she has not been on the Diamond

b. If passenger declares he/she has been on the Diamond Princes cruise ship over the last 14 days, he/she shall not be accepted

3. Immigration New Zealand has extended the current border restrictions for travellers who have been in mainland China by 8 days to 24th February.

This decision to deny boarding or refuse entry does not apply to New Zealand citizens, permanent residents, residents with valid travel conditions and their immediate family, who will still be able to come to New Zealand. Australian citizens and permanent residents are also not subject to the travel restrictions if New Zealand is their primary place of established residence.

5. Any foreign travellers in transit to New Zealand on 2 February 2020 will be subject to enhanced screening on arrival but, pending clearance, will be granted entry to New Zealand.

For passengers at departing ports outside mainland China:

1. From 3 February 2020 NZDT, airlines in other countries must ask passengers whose final destination is New Zealand if they have been in or through mainland China since the 2 February 2020.

f. Filipinos who are Permanent residents of Hong Kong-SAR and Macau-SAR, as well as Filipinos studying abroad shall be allowed to travel to the aforementioned Special Administrative Regions.

g. Overseas Filipino Workers (OFWs) travelling to Hong Kong-SAR

and Macau-SAR shall be allowed departure upon execution of Declaration, signifying their knowledge and understanding of risks involved in their travel.

a. All returning Filipinos including their foreign spouse/children, if any, holders of Permanent Resident Visas, and holders of 9(e) Diplomat Visas traveling from China, Hong Kong-SAR, and Macau-SAR shall be allowed entry into the Philippines. Provided that the 14-day quarantine requirement based on existing guidelines by the Department of Health must be strictly observed;

b. Permanent residents of

Hong Kong and Macau SARs and Filipinos leaving abroad for study shall be allowed to travel to Hong Kong SAR and Macau SAR; and
