Photographs Labeled photographs of each building covered are required up application or when there is a significant change in the building value.

Diagrams/Plot Plans A diagram or plot plan showing all buildings (insured and not insured) and their location, size and distance from other buildings is required.

Cost estimator (MSB) Use the appropriate building cost estimating tool (agribusiness, residential or commercial) to determine and document insurance to value.

Edition 07 08 FR-I-1 THE TRAVELERS

RULE 1. APPLICATION

OMNI II General Rules, items A. through G., apply to Farm/Ranch policies as well as OMNI II. Except as provided in this supplement, the rules, rates, rating plans, minimum premiums, forms and endorsements filed by or on behalf of the company apply. The Travelers Rules supplement ISO Commercial Lines Manual Division Four - Farm. Rules that are not found in these Travelers Supplement pages may be found in the ISO CLM Division Four Rules.

RULE 2. POLICY FORMAT

A Farm/Ranch Policy is comprised of one or more of the following coverage parts as shown on the Common Declarations. A coverage part consists of the Coverage Part Declarations, any applicable schedules, form(s) and endorsements:

RULE 3. INSURANCE PLANS - REQUIRED INSURANCE

A. Account Plan. A risk may be insured under the Account Plan when insurance is provided as described below: 1. Buildings and Personal Property

Insurance is required on owned buildings and personal property of the insured. 2. Liability

Insurance is required for the liability hazard under the Farm Liability Coverage Part or under the Commercial General Liability Coverage Part.

B. Basic Plan. A risk which is ineligible for the Account Plan may be written under the Basic Plan.

RULE 4. PRICING TRACKS

The alignment of companies and pricing tracks for coverage parts other than automobile coverages are shown on State Exception Pages. Those for automobile coverages are found on automobile state rate pages.

RULE 5. MODIFICATION FACTORS

Rates and premiums filed by or on behalf of the company (including rates contained herein) are subject to multiplication by the modification factor which applies to the pricing track under which the risk is written, unless otherwise specified. Minimum premiums are not subject to the application of pricing track modification factors. Modification factors for the discount pricing track(s) do not apply to earthquake.

RULE 6. MINIMUM PREMIUM

In addition to the minimum policy premium of $750 we have a minimum premium of $100 per Coverage Part.

RULE 7. ELIGIBILITY

Coverage may be provided under Farm/Ranch policies as described below:

Must provide coverage for all farm dwellings, personal property and other farm structures owned by insured. Ineligible are vacant or unoccupied farms, farms not occupied by insured unless tenant occupied under insured's supervision or contract management. Farms where the principal purpose is to supply commodities for manufacturing or processing by the insured for sale to others are not eligible for farm combination coverage, as well as farms that operate freezing or dehydration plants, poultry factories, farms with more than four families and farms on which farm dwellings are used for business purposes other than permitted incidental occupancies.

Farm Liability Provides liability for insured's farming operations and personal activities. To be eligible, must insure an individual, partnership, or the principal stockholder of a family farming corporation. Farms to be insured must have same eligibility as above.

Other Than Farm Combination Property Coverage

All property risks not eligible under "Farm Combination Property" listed above.

CGL Farm Liability Farms not eligible under "Farm Liability" above that still meet Travelers farm eligibility requirements.

Coverages A, B, C, & D use the following proportions of coverage: • Coverage B – Provides 10% of Coverage A limit for Appurtenant Structures. Other structures in service to the

dwelling can be insured at an additional premium. Use the Type 1 outbuilding rates for all other Coverage B structures and to increase the Appurtenant Structures limit above 10% of Coverage A. Coverage B is not provided under Unit-Owners coverage.

• Coverage C: Household Personal Property – 50% of Coverage A. Can be adjusted down to 40% or up to 80% of Coverage A. Use the factors on FR-R-I-1 for these adjustments.

• Coverage D: Loss of Use – 10% of Coverage A. Can be adjusted upward. For unit-owners coverage this proportion is 50% of Coverage C – Household Personal Property.

RULE 3. FARM NON-COMBINATION DWELLING PREMIUM

Provides the following proportions of coverage: Coverage B: Provides 10% of Coverage A for Appurtenant Structures. Other structures in service to the dwelling can be insured at an additional premium and for an amount as desired. Use Type 1 outbuilding rates for all Coverages B structures and to increase Appurtenant Structures above the 10%. Coverage C (Household Personal Property) -- No limit included with dwelling limit, must be a separate calculation. Coverage D (Loss of Use) -- 10% of Coverage A. Can be increased using rate found on FR-III-7. A. Select rate from page FR-R-I-1. B. Multiply Key Premium by Key Factor. C. Sequentially multiply the premium by the applicable factors shown in Rule 1.B. to arrive at the total premium.

RULE 4. NON-COMBINATION HOUSEHOLD PERSONAL PROPERTY PREMIUM

A. Multiply HHPP rate from FR-R-03 by the following factors: 1. Building Type Factor 2. Cause of Loss Factor 3. Protection Class Factor 4. Construction Factor 5. Deductible Factor 6. A. From Page FR-R-I-4 select appropriate rate for each item of insurance. B. Sequentially apply each of the following factors, if applicable.

RULE 6. COVERAGE F – UNSCHEDULED FARM PERSONAL PROPERTY

A. Calculate premium as for Coverage E, charging for all property not excluded, keeping in mind that Coverage F has 80% coinsurance provisions.

B. Modify premium obtained above with Factor from FR-R-I-6. Use amount of insurance to obtain factor. C. Multiply by Total Rating Modification Factor and Territorial Modification Factor.

RULE 7. COVERAGE G-FARM PROPERTY – BARNS, OUTBUILDINGS AND OTHER FARM STRUCTURES

A. Specific Insurance on Structures 1. Select rate by Covered Property Type on page FR-R-I-7. 2. Sequentially multiply the rate by the following factors:

Multiply appropriate rate per $100 by the limit of desired coverage for each class. Refer to rates on page FR-R-I-10.

Farm Liability Codes 01518, 01519, 02518, 02519, 03518, 03519, 06518, 06519, 01618, 01619, 02619, 02619, 03618, 03619, 06618, 06619, 01718, 01719, 02718, 02719, 03718, 03719, 06718, 06719, 01818, 01819, 02818, 02819, 03818, 03819, 06818 or 06819 will be the base for all Farm Combination policies (715). Other codes are added as appropriate. Commercial General Liability Codes 39200, 39201, 39208, 39209, 39216, 39217, 39224, 39225, 39202, 39203, 39210, 39211, 39218, 39219, 39226, 39227, 39204, 39205, 39212, 39213, 39220, 39221, 39228, 39229, 39206, 39207, 39214, 39215, 39222, 39223, 39230 or 39231 will be the base premiums for all Non-Combination policies (700). Other codes can also be added if appropriate. Type of Farm Table The highest risk exposure on the farm establishes the Type of Farm (Type I being the lowest, Type IV the highest). In determining the applicable Type of Farm, disregard any exposure on the farm that accounts for less than 15 percent of total gross income from farming.

A. Farm Liability (715)

For initial premises charge the exposure base is Type of Farm and acreage. Determine the code (I-IV) for the Type of Farm from the table and the number of acres owned, rented or controlled. Acreage that is contiguous shall be considered as one farm. Acreage that is separated from other acreage by only a road shall also be considered part of the original farm. Acreage more distantly located shall be considered as another farm and rated accordingly. 1. The rates on page FR-R-III-1 are published at $25,000. To increase, use increase factors found on page

FR-R-III-7. 2. Add additional codes as appropriate. 3. All Farm Liability codes use an exposure base of "per each" except:

a. Employers Liability. Exposure base is payroll per $1,000. b. Custom Farming. Exposure base is receipts per $1,000 in excess of the first $2,000 in receipts. c. Farm stands. Exposure base is receipts per $1,000. d. Animal rides or stunting activities. See "a" rate pages for rates. e. Limited Crop Dusting. Exposure base is receipts per $1,000 including cost of chemicals. See "a"

rate pages. f. Stable Liability. Exposure basis is per horse unless otherwise stated.

4. Liability rates displayed opposite the various codes on pages FR-R-III-1 through FR-R-III-3 are shown at the following limits: a. $25,000/$25,000 for bodily injury and property damage liability. b. $ 1,000 per person for medical payments. c. $25,000 per fire for fire damage legal liability.

Exception: If the policy is issued with an “occurrence” limit of $50,000 or more then the fire damage limit is $50,000. If higher limits are desired, refer to page FR-R-III-7.

d. $25,000 per person or organization for personal injury or advertising injury liability. e. $25,000 per occurrence for Chemical Drift Liability Coverage. The limits provided under a. and b. above are subject to a $50,000 General Aggregate Limit. To increase Bodily Injury and Property Damage liability limits, Fire Damage Legal Liability Limits and Chemical Drift Liability Limits, use Increase Limit Factors found on page FR-R-III-7. To increase medical payments above the $1,000, use the rate displayed. If the code or codes involve an exposure base of receipts or payroll, multiply the rates by the number of thousands desired above $1,000. Do not add medical rate to liability rate.

5. Stable Liability a. Stable Liability codes are used when there is an equine exposure. b. Liability rates displayed on pages FR-R-IV-1 through FR-R-IV-6. c. The following endorsements may be used with Stable Liability:

(1) Livestock in your Care, Custody or Control Endorsement FL T3 20 This endorsement modifies the Farm Liability Coverage Form for Coverage H to delete the exclusion for livestock in the care, custody or control of the insured.

RULE 28. BLANKET IRRIGATION EQUIPMENT, COTTON PICKER AND HARVESTER-THRESHERS

COMBINE COVERAGE A. Description

Blanket coverage may be written for Irrigation Equipment, Cotton Pickers and Harvester - Threshers Combines under Coverage F - Unscheduled Farm Personal Property. Foreign objects coverage may also be added. Refer to Rule 32.

B. Endorsements

Use the following endorsements: 1. Blanket Harvester-Threshers Combine Coverage endorsement FP T3 37. This endorsement deletes the

covered property exclusion for these types of equipment under Coverage F – Unscheduled Farm Personal Property Coverage.

2. Blanket Irrigation Equipment and Harvester-Threshers Combine Coverage endorsement FP T3 65. This endorsement deletes the covered property exclusions for each of these types of equipment under Coverage F – Unscheduled Farm Personal Property Coverage.

3. Schedule of Blanket Harvester-Threshers Combine and Irrigation Equipment form FP T0 98 should be prepared when endorsement FP T3 37or FP T3 65 is attached to the policy. Form FP T0 98 should be maintained in the underwriting file.

C. Eligibility

In order for irrigation equipment, cotton pickers and/or harvester-threshers combines to be written as blanket farm personal property the following criteria must be met: 1. A statement of individual values for all covered property must be obtained (use form FP T0 98); 2. The total insured value off all covered property must not be less than $2,000,000; 3. At least two (2) cotton pickers or harvester-thresher combines must be insured; and 4. Cotton pickers must have a working fire suppression or safeguard system.

RULE 29. GREEN DWELLING COVERAGE ENHANCEMENTS A. Description

When a covered dwelling sustains loss or damage from a covered cause of loss the dwelling coverage may be amended to provide additional insurance for: 1. The increased costs associated with “green” building alternatives; and 2. The additional expenses associated with attaining “green” building re-certification Dwellings subject to these additional coverages must be specifically identified.

B. Endorsements

Use the following endorsements: 1. Green Dwelling Coverage Enhancements endorsement FP T3 66. This optional endorsement amends

the dwelling Additional Coverages and Farm Property Loss Conditions. 2. Green Dwelling Coverage Enhancements – Schedule form FP T3 67. This form shows the insured

dwellings which are subject to the green dwelling coverage enhancements and should be prepared when endorsement FP T3 66 is attached to the policy.

C. Eligibility

In order for a covered dwelling to be eligible for the Green Dwelling Coverage Enhancements: 1. Replacement cost valuation must apply; and 2. The lost or damaged dwelling must be actually be repaired or replaced as soon as reasonably possible.

D. Pricing

When endorsement FP T3 66 is attached to the policy a factor of 1.02 is applied to the dwelling rate calculation.

RULE 30. ADDITIONAL ORDINANCE OR LAW COVERAGE OPTION – EXPENSES CONSEQUENTIAL TO

ENFORCEMENT OF ORDINANCES OR LAWS AFFECTING BUILDING, ZONING OR LAND USE A. Description

The policy may be endorsed to defray the increased expenses known or estimated by the insured for material and labor to repair or replace a damaged dwelling or appurtenant structure, to demolish undamaged portions of the damaged property, and to clear the site of resulting debris, all for compliance with the ordinance or law. This optional coverage is additional insurance.

B. Endorsements Use the following endorsements: 1. Expenses Consequential to Enforcement of Ordinances or Laws Affecting Building, Zoning or Land Use

(Coverages A and B Only) endorsement FP T3 69. This optional coverage provides an additional percentage (starting at +10%) of the applicable Coverage A Limit of Insurance to pay increased costs necessarily incurred to comply with an ordinance or law being enforced.

2. Expenses Consequential to Enforcement of Ordinances or Laws Affecting Building, Zoning or Land Use (Coverages A and B Only) – Schedule form FP T3 68. This form shows the insured dwellings which are subject to the additional ordinance or law coverage and the applicable additional percentage limits of insurance. This schedule should be prepared when endorsement FP T3 69 is attached to the policy.

C. Eligibility

1. This optional coverage is not available for dwellings with a Coverage A limit of less than $140,000. 2. This optional coverage does not apply to property insured under Coverage G – Barns, Outbuildings and

Other farm Structures. 3. Do not attach both Endorsement FP T3 69 and Dwelling and Farm Building Replacement Cost Protection

(Including Ordinance or Law Coverage) Endorsement FP 04 04 to the same policy. D. Pricing

RULE 31. COSMETIC DAMAGE EXLCUSION – COVERAGE G A. Description

1. The farm-ranch policy may be endorsed to exclude cosmetic damage caused by wind or hail to farm buildings or structures (Coverage G). The exclusion applies to roof covering or siding only. Farm buildings or structures which are subject to the cosmetic damage exclusion may be specifically indicated on a Schedule.

2. This exclusion should not be used on farm dwellings (coverages A-C) or farm personal property (Coverages E and F).

B. Endorsement

1. Use Cosmetic Loss Exclusion endorsement FP T3 72. This optional endorsement adds a cosmetic loss exclusion to the Causes of Loss Form – Farm Property. Specific words and phrases within the exclusion are defined.

2. Cosmetic Loss Exclusion Schedule FP T3 73 is used to list the farm buildings and structures which are subject to the exclusion.

C. Rating

Apply a credit factor of .980 to the premium calculation for any farm buildings and structures which are subject to the exclusion.

We selected this class code for use with Agribusiness liability to account for off-premises public gatherings such as promotional events, festivals, community/street fairs, trade shows and exhibitions. Such events would be in addition to any events that are part of the insured's routine operations. Class Code 63219 – Exhibitions - in buildings - no admission charged - Other than Not-For-Profit Note: Coverage does not apply to bodily injury and medical payments to participants in athletic contests sponsored by the insured. Use Exclusion - Athletic Or Sports Participants Endorsements CG 21 01. Lessors shall be classified and rated as "Exhibition or Convention Buildings". Basis of premium is each exhibition. Use this class code with Farm Liability to encompass special events on or away from an insured location at which the insured is an exhibitor and during which the insured, for purposes of participation, must add a third party as an additional insured. These events may include - but are not limited to – wine tastings, industry trade shows and related events, festivals, fairs, community events and exhibitions. Underwriting Guidelines for Special Events on Agribusiness Policies When reviewing a new business submission or a renewal the underwriter should request a schedule of the insured’s anticipated special events for the coming policy year. When determining a premium charge the underwriter must first look at the nature of the event as indicated on the schedule of special events. If an event is contemplated in the overall exposure then no additional charge may be necessary. Events that are not anticipated in the overall exposure and/or fall outside of the insured's routine operations will be subject to a separate premium charge.

SPECIAL EVENTS (CONT'D) Following is a list of activities that may require special underwriting expertise and may influence the selected rate. It is intended as a guide and is not all-inclusive. Activities shown below should be referred to the RVP or Home Office for discussion when outside of the exposures normally contemplated within the class of business:

o Any entertainment (concerts, shows, etc.) provided during the event; o Food being served during an event; o Tours of the insured's facilities; o Valet parking o Additional automobile exposures, including guest or visitor transportation provided by the insured; o Sports or athletic activity; o Eating and/or drinking contests; o Activities involving animals including horseback riding, pony rides, petting zoos, etc. (if Stable Liability

coverage is not part of the policy); o Mechanical risks of any kind, including trains; o Children’s activities such as “bounce houses”, trampolines, etc; o Political, advocacy or action group demonstrations; o Any aircraft or air shows including hang gliding, ballooning (including tethered balloons), airplanes

helicopter rides, parachuting, etc.; o Fireworks or pyrotechnic displays; o Any event involving bleachers, grandstands, or seating on outside raised platforms/stages; o Motor vehicle events such as races, derbies, driving skill contests, stunts, etc. (does not include

“concours d’elegance” and similar other car shows where the vehicles are parked and stationary for the duration of the event);

If the underwriter determines not to insure an off-premises event endorsement FL T3 05 – Exclusion - All Hazards in Connection With Designated Exposure or FL T3 06 – Exclusion - All Hazards in Connection With Designated Premises should be attached to the policy. EQUINE PROFESSIONAL SERVICES A. Class Code 39093 – Equine Professional Services - Horse Farms/Trainers

1. Use this class code with General Liability to provide coverage against claims for bodily injury and property damage arising out of the rendering of or failure to render professional services as the owner or operator of an equestrian or stable facility. Such services may include - but are not limited to – riding instruction, riding lessons, dressage, horse shows and judging.

2. The limits of liability which apply to CGL are extended to apply to this coverage, i.e., the Equine Professional Services limits are part of, and not in addition to, the GL Policy limits.

3. Attach Equine Professional Services Endorsement FL T3 34. Refer to the endorsement for details of coverage.

4. If professional services coverage is not to be afforded, it must be specifically excluded by ISO Endorsement CG 21 16.
