Message from Board of Supervisors Chairman - Trip Lukens

Spring is here and it's an exciting time in Tredyffrin Township. Our fields are a buzz with youth sports, our trees are in bloom, and a great summer in the Township parks and trail networks is on its way. It has been a great experience working with my fellow supervisors. The Township Staff works diligently to ensure that Tredyffrin runs smoothly to deliver a high level of services to residents and businesses within our boundaries. We appreciate the countless hours that volunteers dedicate to our boards and committees to help support the staff, the supervisors, and the community as a whole.

I would like to thank the Public Works Department whose tireless efforts got us through the winter. The January blizzard was the fourth largest in our history. Dean

Wilkins and his staff worked tirelessly to dig us all out. Public Works does amazing work year-round. Hilliary Mallory of Public Works has coordinated the upcoming Community Day, summer camps, sports activities,

th summer concerts, and our 4 of July celebration. Please come out and participate in these great activities. Check out the Township website for details, dates and times.

There are many projects in process throughout the Township in 2016. If you have stopped by the Township Building recently, you will have noticed the demolition and reconstruction that has begun in an effort to renovate the front and rear entrances to the building to repair existing concrete walkways and steps. Access at the front of the building is limited, but there are signs to lead you to the correct pathway. The rear entrances are closed off and should only be used in emergencies. The work is anticipated to be complete by the summer.

By now, many of you know that Yellow Springs Road and the Knox Covered Bridge through Valley Forge Park are closed as work continues on the Valley Creek Trunk Sewer Force Main. This is the pipe that experienced breaks in the winters of 2013 and 2014 that resulted in the closure of the intersection at Route 23 and Route 252. Rehabilitation work began in December 2015

and will continue into the summer of 2016. Be sure to access the Township website for listed detours and road closures and for current updates on the project.

The County work on the Walker Road Bridge in the Glenhardie section of the Township continues; it is expected to be completed before the start of school in September.

Several exciting projects which are underway or planned in the Township include:

Chesterbrook Shopping Center and Parkview Townhomes;Lifetime Fitness at the intersection of Old Eagle School and Swedesford Roads; Gateway Shopping Center façade, sidewalk, and parking lot renovations.KingsHaven Design - renovations happening at the corner of Lancaster Avenue and South Valley Road.Activity in our office parks - There are new tenants in the Chesterbrook Shopping Center and there is continued interest and investment along Swedesford Road and within the Atwater Corporate Center.

Tredyffrin Township continues to be a flourishing community where residents and businesses thrive. My fellow supervisors and I are thankful for the opportunity to serve. Please do not hesitate to reach out to any one of us with your Township needs or concerns. Have a wonderful spring season!

Paoli Train Station Improvements - Update

Site preparation and construction are set to begin this summer on the first phase of improvements to the Paoli Train Station. This project was initiated to bring the station into compliance with 2006 Department of Transportation (DOT) Accessibility standards and the provisions of the Americans with Disabilities Act (ADA). The project will include a new center high level platform, elevators, and ramps; a pedestrian overpass;

parking lot improvements; ADA improvements to the existing station building; and improvements to the existing rail infrastructure. Once complete, this project will bring the Station into full ADA compliance, making it accessible for all users and setting the stage for future phases.

Promotional materials will be available in the coming weeks to provide further information

on the project details and local impacts. Additionally, an informational meeting/open house will be held on Wednesday, June 8thfrom 4 - 7 PM at the Paoli Train Station to allow members of the community to come and learn more about the project. Tredyffrin Township Summer Day CampSummer fun in Wilson Farm Park at Tredyffrin Township's Summer Day Camp. Q - Will I receive camp registration confirmation?A - No confirmation will be sent. If you do not hear from us, space is available.

Q - Who is in charge of the camp?A - Certified Teachers direct each camp location. Counselors, ages 14+, are interviewed and hired by the directors. Many counselors have been with the camps for several summers.

Q - What is the camper/counselor ratio?A - Children are assigned to a group of approximately 12 children per 2 counselors. They will be grouped with the same counselor for the duration of the camp session.

Q - What will my child do all morning?A - Each day's activities are centered on a theme. Children spend their days playing games, learning songs, listening to stories, creating crafts, engaging in free play, and enjoying a snack.

Q - What time may my child arrive at camp?A - Camp counselors are responsible for campers from 9 am until 12 noon. Supervised free play on the equipment will begin at 9 am. Group activities usually begin at 9:20 am.

Q - How do I pick up my child?A - We do not operate a carpool line, but ask parents to make contact with a counselor upon pick up. We will not allow children to run up to the parking lot to greet parents.

Q - How will I know what is happening at camp?A - You will receive a weekly newsletter each Monday describing the week's activities.

Q - What should my child bring to camp?A - Each child is responsible for bringing a LABELED snack, water, sunscreen, and towel, which will be stored in his or her group's box.

Q - What should I do in the event of rain?A - Please contact the Township (610-408-3626) or check the Township website in the event of rain. The camp does not have an indoor rain site and may be cancelled for that morning if it is raining hard. Pavilions are available at both sites and will be used in the event of showers.

Commemorative Plaque Program

In February 2016, the Township lost a valuable member of the Historical Commission, Jean Dixon. She was appointed to the Historical Architectural Review Board (HARB) in 2007, and continued with the transition to the Historical Commission, serving as its chair from 2012-2014.

When Jean joined the HARB,

Celebrate the historic character of your home and our Township by participating in the Commemorative Plaque Program, a strictly voluntary program administered by the Township Historical Commission. Any resource within the Township that meets the following criteria is eligible for inclusion in the program:

1. The property was constructed during or before 1945 (unless special circumstances exist that are determined by the TTHC), is well-maintained, and possesses one or more of the following additional criteria:

a. Historical Significance: A place which is or has been the site of a significant local, state or national event, or has contributed to the civic, social or political history of Tredyffrin Township.b. Architectural Significance: A place that retains substantial historic fabric and configuration so that it expresses itsoriginal design.

2. The property appears to be in original condition or retains the overall integrity/character of the original design.

3. Any exterior renovation work that is currently in progress must be completed prior to approval/installation.

Applications will be reviewed by the Historical Commission and are available online and at the Township Building. They are to be completed by the property owner, who will bear the cost to manufacture and maintain the plaque. she wrote that she had just moved into a 200 year old home in Berwyn. She had a strong interest in American antiques,

th thespecially 18 and 19 century, and collected many antique items. She wrote, "I love seeing how the past can still be alive and interesting." She loved the big sycamore tree that was outside her home and learned to label it as a "witness" tree and she would have loved to see what it had seen over these last many decades. She believed the past and present could blend and make things better for everyone and she felt the protection of both was important.

Jean had become enamored, to her amazement, with gardening and developed a love for enhancing her yard.

Jean was a graduate of Colorado Women's College in Denver, Colorado, where she majored in History. She spent her career as a Retail Sales Representative for Regal Rugs in North Vernon, Indiana, retiring in 2005.

Jean served on the Board of Directors of DuPortail House in Chesterbrook, and it was there on March 6, 2016, that a memorial service was held in her honor.

In 1965, the Tredyffrin Township Board of Supervisors voted to open a new public library and on April 16, 1966, the Tredyffrin Public Library opened its doors in Valley Forge Middle School. John Tucker was named as the first head librarian. In the summer of 1967, the library moved to the old Strafford School building, located at Upper Gulph and West Valley Roads (where Woodlynde School now stands). Upon moving to this location, the Tredyffrin Public Library became the largest community library in Chester County. The old Strafford School building, built in 1885, was less than ideal. Pigeons roosted in the attic, staff conducted business in a freezing hallway and the weight of books on the old structure became a concern.

Members of the community and the Board of Supervisors searched for a suitable location for a new library building.

Eventually, the Board settled on using land in Strafford Park and, in 1974, commissioned architects Mitchell & Giurgola to design and build a permanent library. The new building opened on October 17, 1976. In 1980, the Paoli Library Association and the Supervisors of Tredyffrin Township signed a contract making Paoli Library a branch of the Tredyffrin Public Library. Both libraries became the collective entity known as the Tredyffrin Township Libraries while maintaining their original names. Both are part of the Chester County Library System, which offers a wide scope of information and service to the public because all the libraries in the system share resources.

As the Tredyffrin community continued to grow, Tredyffrin Public Library reconfigured

In September 2007, Tredyffrin Public Library began an extensive $6 million renovation and expansion. Hundreds attended the festive groundbreaking celebration, which featured live music, children's entertainment, book signings with local authors, and more. The Tredyffrin Public Library is listed on the Great Buildings website, www.greatbuildings.com, one of only 22 recognized sites in Pennsylvania. Double AnniversaryTredyffrin Public Library is celebrating an anniversary within an anniversary! Fifty years ago in the spring of 1966 the Library opened its doors in two vacant classrooms in the new Valley Forge Junior High School and soon relocated into the dilapidated Strafford School after it closed. Ten years after the library opened, in early October 1976, a drove of citizens boxed up and piled 20,000 books into their station wagons, cars and vans, and made trip after trip to move into the new gleaming white library in Strafford Park, the library of their dreams, designed by the internationally recognized Romaldo Giurgola. They cut ribbons and joyously opened to the public on October 17.

The architect: how did Romaldo Giurgola come to Tredyffrin Township? What is his story?

Aldo Giurgola, as his friends called him, is a man whose life spans nine and a half decades across three continents.

Where he has lived in Europe, North America and Australia he has left distinct markers: simple churches, urban skyscrapers, libraries, schools and, in Canberra, the most expensive building ever built on the planet when it was completed in 1989, a crowning achievement to an illustrious career. One of Aldo's favorite buildings, the library that today contains 102,000 books, sits high on a hill in Tredyffrin Township. He got his first glimpse of the hill in 1974 when Mitchell & Giurgola, along with 31 other architectural firms, responded to a call by the Township's Board of Supervisors to submit proposals to design a new library for the fast growing suburban community (from 8,000 inhabitants to 20,000 in the previous 14 years). They won the commission and Aldo became the architect. By 1974, when he began to rough sketch the library on the hill, his skills and philosophy of life were pretty well honed. "Through architecture, we make a better life," he said in an interview, "I like to design buildings that young people will inhabit, where they're learning."

Mrs. Marian Stevens, the Library Director from 1970-2007, who led the project, recently recalled, "It was thrilling to work with Aldo. His vision was so clear. He was all about light, about people studying inside being connected to sky, earth, and nature. He designed the building in an arc around the great oak tree."

On September 24, 2016, the Library will be part of the annual Historic House Tour that has been given by the Tredyffrin Historic Preservation Trust for the past 12 years. Tickets for the Tour can be picked up at the Library and an exhibit and presentation about Aldo Giurgola and the award winning Library will be available.

NARCAN SAVESCongratulations to Sergeant Edward Spiller, Corporal Robert Reynolds, and Officer James Slavin (not pictured) for receiving a lifesaving award presented by Good Fellowship Ambulance Corp in recognition of a lifesaving event in 2015 were officers utilized their medical training and a medically issued drug called "Narcan" to revive a dying (drug overdose) patient.

Narcan Program Director Ethan Healy (Law Enforcement Liaison) and GFAC President Kim Holman presented the officers with the lifesavings awards and citation bars for their efforts. Additionally, GFAC representatives recognized a number of officers throughout the county for their heroic efforts in saving lives.

thOn Monday, February 8 , Sergeant Michelle Major of the Patrol Division and Officer Joseph Butler of the Community Policing Unit were recognized by the Tredyffrin Township Board of Supervisors. Board chairman Trip Lukens presided over the presentation held in Keene Hall at the Township Building.

Sergeant Michelle Major of the Patrol Division was recognized for her recent graduation from the Federal Bureau of Investigation's National Academy, Session # 262. Major is a twenty-one year veteran of the Department and was promoted to her present rank of sergeant four years ago. She previously distinguished herself amongst her peers by her certification as a Standardized Field Sobriety Test Battery Instructor and for having completed her Master's Degree in Organizational Leadership. The National Academy (N.A.) is located at Quantico, Virginia on the grounds of the United States Marine Corps Developmental Command (MCDC). Superintendent Anthony Giaimo commented, "Sgt. Major departed the N.A. as a Distinguished Graduate from her session, one of only twelve out of a class comprised of two hundred and thirty supervisory and command levels officers from

Officer Joseph Butler was the subject of a promotional appointment ceremony the same evening. Butler, previously the Assistant Director of Community Policing for the last year, was elevated to the position of Director of Community Policing. Ofc. Butler is a fifteen year veteran of the Agency, and local resident who graduated from Conestoga High School and LaSalle University with a Bachelor of Arts degree. He has served the community in many facets including as a firefighter/EMT with the Berwyn Fire Company. Family, friends and fellow officers were present for the ceremony. Superintendent Giaimo remarked, "I wish to thank Officer Rhonda Carroll for all of her tireless efforts in our Community Policing Unit. She will remain an integral part of many community events, while working within her new assignment in the Patrol Division." He added, "I wish to congratulate Officer Joe Butler in being installed as our new Community Policing Director. Joe is a highly decorated officer who has not only grown up in our community but, to our good fortune, returned."

Martin Luther King Jr. Day 2016On Saturday, January 16, 2016, at 12 PM at the Mt. Zion AME Church in Devon, the Tredyffrin Township Police Department was honored to attend and take part in a ceremony commemorating the work and legacy of Dr. Martin Luther King Jr.

The ceremony was opened and organized by Pastor April M. Martin and members of the AME Church, as well as representatives from area churches. Representative Warren Kampf of the 157th Legislative District greeted the attendees and highlighted some of the

Martin Luther King Day activities supported by his office. Superintendent Anthony Giaimo introduced Major Benjamin F. Brooks of the Pennsylvania State Police (retired) who was the inspirational keynote speaker for this multi-denominational event supported by the Main Line Ministerial Group. After retiring from the Pennsylvania State Police, Major Brooks became an international motivational speaker and consultant, and was recently a keynote speaker for the FBI National Academy Associates and the Chester County Police Chiefs Association.

Following a spiritual and musical service, attendees were welcomed to a delicious luncheon prepared by the AME church members. The Police Department wishes to thank Pastor Martin and her wonderful church for their true faithful caring and for allowing us to be a part of this great event.

Be Alert - Don't Become A VictimOver the past year, there has been an increase in phone scams targeting local area residents. Two of the most common ones are the IRS scam and the grandparent scam.

IRS-Impersonation Scam

An aggressive and sophisticated phone scam targeting taxpayers has been making the rounds throughout the country. Callers claim to be employees of the IRS, but ARE NOT! These con artists can sound convincing when they call by using fake names and bogus IRS identification badge numbers. They may know a lot about their targets, and they usually alter the caller ID to make it look like the IRS is calling. Victims are told they owe money to the IRS and it must be paid promptly through a pre-loaded debit card or wire transfer. If the victim refuses to cooperate, they are then threatened with arrest, deportation, or suspension of business or driver's license. Victims may also be told they have a refund

due to try to trick them into sharing private information. If the phone isn't answered, the scammers often leave an "urgent" callback request.

Remember, the IRS will never:Call to demand immediate payment, nor will the agency call about taxes owed without first having mailed you a bill;

Demand that you pay taxes without giving you the opportunity to question or appeal the amount they say you owe;

Require you to use a specific payment method for your taxes, such as a pre-paid debit card;

Ask for credit or debit card numbers over the phone; or

Threaten.

Grandparent ScamIn this scam, a grandparent receives a phone call (or sometimes an email) from a "grandchild." If it is a phone call, it's often late at night or early in the morning when most

people are not thinking clearly. Usually, the person claims to be traveling in a foreign country and has gotten into a bad situation, like being arrested for drugs, getting in a car accident, or being mugged, and needs money wired ASAP. And the caller doesn't want his or her parents told.

Sometimes, instead of the "grandchild" making the phone call, the criminal pretends to be an arresting police officer, a lawyer, a doctor at a hospital, or some other "official" person. There have also been complaints about the phony grandchild talking first and then handing the phone to an accomplice who further spins the fake tale.

Military families have also been victimized: After perusing a soldier's social networking site, a con artist will contact the soldier's grandparents, sometimes claiming that a problem came up during military leave that required money to address. While it's commonly called the grandparent scam, criminals may also claim to be a family friend, niece or nephew, or another family member. To avoid being victimized:

Resist the pressure to act quickly;

Try to contact family members to determine if the call is legitimate;

Never wire money based on a request made over the phone or in an email.

Here are some tips to remember:

Don't answer phone calls from unfamiliar phone numbers. Let those calls go to your voice mail and decide after listening whether you want to call back.

Never provide anyone with personal information such as bank accounts, social security numbers, or personal identification numbers (PIN).

If you get a call saying you're a winner, don't pay any money to collect a prize. A legitimate sweepstakes will never ask you to pay to collect your winnings.

Never wire money to anyone with whom you are not familiar.

Remember that old saying, "If it sounds too good to be true, it probably is."

When in doubt, call the police and ask them.

Citations are NEVER emailed or sent in the form of an email attachmentThe police department was recently contacted about a victim who received an email indicating that he/she was speeding on local roads and needed to remit funds in the form of a fine, and provided a link and attachments for sending the funds. Local police departments, as well as the district courts, were made aware of this scam. Because the contact had fairly correct information with respect to speed, time, and location, it is highly suspected that a "free mobility or traffic phone app" may have been used or hacked for this scam. Be aware that, in some cases, in addition to the financial scams documented over the past few years nationally, these emails are phishing attempts where opening attached documents place viruses and/or tracking on your computer. A similar scam occurred in New York State in 2011.

Money Transfer ScamsScam artists use a number of elaborate schemes to get your money, and many involve money transfers through companies like W e s t e r n Un i o n a n d MoneyGram or the purchase of a GreenDot Money Pak or Walmart MoneyCard. These are legitimate companies being used by criminals to take advantage of you. Many money transfer scams involve dramatic or convincing stories that play on your optimistic nature, your altruism or your thriftiness. But no matter how you parse it, they always cost you money. Here are some scams involving money transfers that you may recognize:

Someone sends you a check with instructions to deposit it and wire some or all the money back.

You just won a foreign lottery! The letter says so, and a cashier's check is included. All you have to do is deposit the check and wire money to pay for taxes and fees.

Someone responds to your posting or ad, and offers to use a cashier's check, personal check or corporate check to pay for the item you're selling. At the last minute, the so-called buyer (or the buyer's "agent") comes up with a reason to write the check for more

Television RecyclingAs you may have become aware, it is getting harder and harder to recycle "old" TV sets. The Covered Device Recycling Act (Act 108 of 2010) prohibits disposal of TVs and monitors to be in a landfill or transfer station. This Act established a recycling program for certain covered devices; imposed duties on manufacturers and retailers of certain covered devices; provided for the powers and duties of the Department of Environmental Protection and for enforcement; established the Electronic Materials Recycling Account in the General Fund; and prescribed penalties. The full Act can be found at www.legis.state.pa.us.

Residents of Chester County may take televisions, at no charge, to the Chester County Solid Waste Authority landfill electronics drop-off site until December 2016 according to the following guidelines:

Three (3) unit limit per vehicle. A complete computer system is considered one unit. All items must be intact and no disassembled items will be accepted.

No municipal collections will be accepted.

Residents must be able to unload their own items. Items must be put on the appropriate pallet or in the labeled Gaylord box.

Appliances that are mostly metal should be disposed in the metals container for recycling.

The landfill is located at 7224 Division Highway (Route 322 West, Honey Brook), in Narvon, Pennsylvania.

Residents who need to recycle a television may also try the following:

There will be a cost for television sets, computer monitors, microwaves, air conditioners, and dehumidifiers recycled. Best BuyHaul-Away OptionsAccording to the Best Buy website, Best Buy will haul away a TV from your home for $14.99 when a replacement product is delivered by Geek Squad® or Best Buy Home Delivery. Then, they will make sure it is properly and safely recycled. A $14.99 service fee will be charged for each TV that is relocated within the delivery address. Stand-alone pickup without a qualifying TV purchase is $99.99. TVs that are hauled away are properly and safely recycled by licensed, third-party recycling partners. The recyclers ensure that the various commodities are sent to end markets to be recycled and re-purposed into new products.

AJ BlosenskiTownship staff have spoken with AJ Blosenski and they will schedule a special pick-up, even for noncustomers. The rate will be based on the size of the television and will be determined by the driver, on-site. There is no obligation for the resident to accept the pick-up.

FACTSTHE Ozone, also known as “smog,” is a harmful pollutant that forms on the hot days of summer when there is bright sunshine and little breeze. Ozone pollution is particularly harmful to children because it damages lungs while they are still growing.

Exercise is important to a healthy lifestyle and especially important for growing children, but on days when the AQI reaches Code Orange or Code Red levels, parents should limit their children’s strenuous activities. The key to managing the negative effects of air pollution is to limit exposure to environmental pollutants.

By knowing the AQI, parents can be prepared for days when air pollution might aggravate breathing conditions or damage developing lungs. If a child has asthma or other breathing disorder, knowing the AQI may even prevent hospital visits or missed school days.

Encourage your school’s nurse or administrators to monitor the AQI and manage students’ activities accordingly.

Fine Particle Pollution (PM 2.5), or soot, is made up of tiny particles of liquids, dust, and metals that can be breathed deep into the lungs. Particle pollution is especially dangerous for children because it can cause long-term damage to the lungs, increase hospital visits, and aggravate existing breathing conditions such as asthma.

Ozone is a particularly difficult problem for the estimated 140,000 children in the region suffering from pediatric asthma because ozone irritates lung tissue and constricts breathing passages, making breathing difficult and sometimes painful. Ozone exposure diminishes lung capacity and increases the likelihood of lung infections.

A l l o w i n g s t o r m w a t e r f r o m y o u r downspouts to naturally soak into the soil and instead of running off your property and entering our storm sewer system. You can consider using a rain barrel or a rain garden, or simply direct water to an area that can soak in the water instead of your driveway or paving.

Keep storm drains near your property clear of debris and litter. Avoid clogging storm drains by not blowing grass clippings or leaves into the street or stream.

So, let's all do our part to keep our water systems healthy!

Stormwater

Tredyffrin Township is regulated by the Pennsylvania Department of Environmental Protection (PADEP) for stormwater discharges under the Federal Clean Water Act. The program is entitled the Municipal Separate Storm Sewer (MS4) Program and it looks to reduce the contamination of stormwater runoff and prohibit illicit discharges into the streams. In 2003, the Township was issued its first permit through the PADEP, requiring the i m p l e m e n t a t i o n o f a s t o r m w a t e r management program to minimize the impacts from stormwater runoff. Stormwater runoff picks up debris, chemicals, dirt, animal waste, and other pollutants as it flows over surfaces like driveways, roads, and lawns. Polluted stormwater runoff is the greatest threat to clean water for drinking, swimming, fishing, canoeing and boating, and wildlife.

Under the MS4 Program, permittees are required to incorporate the following six elements (known as minimum control measures, or MCMs) into their stormwater management programs:

Public education and outreach

Public involvement and participation

Illicit discharge detection and elimination

Construction site runoff control

P o s t - c o n s t r u c t i o n s to r m w a t e r management in new development and redevelopment

P o l l u t i o n p r e v e n t i o n a n d g o o d housekeeping for municipal operations and maintenance

Another round of the permit is expected to begin in 2018. The new permit is expected to have a number of new requirements in regard to watershed planning, pollution protection p l a n d e v e l o p m e n t , a n d r e g u l a t o r y compliance. The Township may need to have additional budgetary expenditures in order to c o m p l y w i t h t h e n e w p e r m i t t i n g requirements.

The Township will comply with the requirements, as we know that the protection

of our water resources and our watersheds is important for the health, safety, and quality of life for our current and future residents. But the health of our waterways depends on more than just the Township. Residents, businesses, and developers need to work together to prevent stormwater pollution as well. You can do your part by adopting healthy outside habits such as:

Picking up pet waste. Left on the ground, pet waste increases public health risk by washing bacteria into the nearest storm drain and stream.

Take your car to the car wash or wash your car on the lawn, keeping dirty, soapy water

Be Prepared for Summer Storms & Power OutagesIn recognition of National Electrical Safety Month this May, we would like to remind the public to be prepared for summer storms and power outages. Summer storms can cause electrical safety hazards on your property. Lightning, downed power lines, standing water and power outages are just a few serious safety concerns. To protect your family, follow these safety tips:

Lightning strikes tall targets, so move to a low point and crouch down. Stay away from trees. Avoid metal objects (bats, golf clubs, fishing rods, tennis rackets, tools, ladders). And stay away from water (pools, lakes, puddles).

You are safer in your car. Do not leave your vehicle during a thunderstorm.

Stay away from all downed power lines, and do not drive over downed power lines. If you are standing near a line that falls down, shuffle away keeping both feet together and on the ground. If you are in a car near downed power lines, do not get out of the vehicle. Report hazard to PECO.

Never step into a flooded basement or building if water is covering outlets, appliances or cords. Never touch electric appliances, wires or cords while you are wet or standing in water. Never turn off power at the breaker box if you must stand in water to do so. Contact the co-op to shut power off at the meter.

Do not connect generator to an outlet or home wiring unless a transfer switch has been installed by a licensed electrician.

Without a transfer switch, electricity can backfeed through the home to power lines, creating an electrocution hazard for linemen making repairs. Also, never operate a generator inside; this can result in carbon monoxide poisoning.

HISTORY OF THE PARKWestover Bird Sanctuary was once the site of the Pennsylvania Fireworks Display Company, Inc. An explosion on April 3, 1930, destroyed the buildings and brought an end to the factory. The blast was heard as far away as Trenton and Wilmington. Nearby homes and businesses were damaged or destroyed. Ten individuals were killed and scores were injured. This was one of Chester County's greatest industrial disasters and was responsible for the creation of strict state fireworks laws. (Reference: Bob Goshorn. (Fall 1978). Westover Bird SanctuaryWESTOVER PARK - A BIRD SANCTUARY IN TREDYFFRIN TOWNSHIPIn 2014, Tredyffrin received Audubon's Bird Town designation, which recognizes Tredyffrin's intent to create habitat and adopt practices that favor native species, especially birds. The Bird Town group has been working with the Township Environmental Advisory Council and the Townships Park & Recreation Board to find ways to make Tredyffrin truly hospitable to birds. Beginning in March 2015, the group has focused on developing Westover Park as a bird sanctuary.

WHAT'S THE GOAL?The goal is to maintain and improve the natural character of the property in order to provide open space and a bird-habitat corridor in this rather developed part of Tredyffrin Township. Area residents value the park for its undeveloped character, but they also note that the unmanaged open space can attract partiers who leave trash, as well as people who dump debris. Members of the Bird Town group (currently four or five interested Tredyffrin residents) have started by picking up trash, marking trails, and removing large debris. The group has also begun replacing invasive understory trees and plants with plants native to our region.

WHAT'S THE PLAN? The group is installing an informational kiosk at the north end of the park. Additional signage within the park will explain its history, as well as the goal of improving habitat for birds and other native wildlife. A key component of habitat improvement is the removal of invasive plant species and their replacement with native plants. Native shrubs and trees act as hosts to caterpillars and other insects used by birds as high-protein food for their young. These plantings of native species will also help manage water runoff from the site.

Hi Brittany!Before we discuss correcting and preventative techniques, it is important to understand why your puppy is pulling on walks. One of the main reasons dogs pull on the leash is because they have a lack of focus on their handler. Puppies are especially prone to being easily distracted since everything is so new to them.

Here are some tips that can help you gain more control on your walks:

Bring high-value treats on the walk with you.Using a treat, such as cheese or something you don’t give your puppy often, will help him/her be more driven to work harder for it. This willalso help reinforce good behavior in the future.

Feed and praise for focusing on you.Use the high-value treats as a reward or bribeif necessary. Over time, your pup will start toassociate getting a tasty treat in exchange forhis/her attention.

Limit the amount of leashyour puppy has.Giving puppies too much freedomencourages distractions and restricts your ability to have control. You should keep your puppy close. A good rule of thumb is to keep your pup’s head in line with your body.

Mark the inappropriate pulling behavior.Quickly altering your direction while using your voice to attract your puppy’s attention will shift your dog’s focus back onto you. A simplecommand of “hey” or “no” is a sufficient way to achieve this.

Praise some more.Once your puppy’s attention is regained, praise and reward the good behavior to show a job well done. Never praise a bad behavior, as thiswill confuse your puppy.

Be patient, repetitive and consistent.Remember that puppies need structure and consistency in order to learn. You won’t see change happen in one day, but repeating the same routine and correcting the pulling will help make the learning process easier and more beneficial.
