1.0 INTRODUCTION In October 2017, WRA, Inc. conducted a tree survey at Oddstad Way in Pacifica, San Mateo County, California within and adjacent to a proposed Project Area. The Project Area includes 1.16-acres consisting of five parcels (APN #’s: 022-056-080, -090, -060, -070, -010) comprised of seven lots (6 through 12) in the Rockaway Beach Subdivision as well as Oddstad Way, an unimproved public access road. The Project Area is located on a northwest facing hillside in the midst of a moderate urban setting with Rockaway Beach Ave to the north and Fassler Ave to the south. Highway 1 and the Pacific Ocean are to the west. The Survey Area includes the Project Area and adjacent areas. This report provides a survey of all trees larger than 6 inches diameter at 1 foot above natural grade, or at the narrowest point below the crotch of multi-stemmed trees within the Project Area, and an assessment of the structural condition and health for each tree surveyed. This assessment is based on information available at the time of the study and on site conditions that were observed on the date of the site visit.

1.1 Project Area Description The 1.16-acre Project Area includes the entirety of the five parcels and the unimproved public access road. The Project Area is primarily blue gum blue gum eucalyptus (Eucalyptus globosus) grove and disturbed/ruderal vegetation. A naturalized Monterey pine (Pinus radiata) forest is also present. Land uses adjacent to the Project Area include residential development to the north and northeast, and open space/rural development to the south and southwest. Elevations range from approximately 42 to 57 meters (135 to 190 feet).

1.2 Regulatory Background City of Pacifica Heritage Tree Ordinance A heritage tree is any tree within the City of Pacifica, exclusive of blue gum eucalyptus, which has a trunk with a circumference of 50 inches (50"), approximately 16 inches (16") in diameter, or more when measured 2 feet above the natural grade. In addition, the City Council may designate any tree or grove of trees of special historical, environmental, or aesthetic value as a heritage tree (City of Pacifica 1990). Because of their value to the City of Pacifica, heritage trees may not be removed, destroyed, or damaged beyond repair without a Heritage Tree Permit. Substantial trimming which threatens the healthy growth of the tree and new construction within the dripline of a heritage tree shall not be allowed without the approval of a permit. Development projects involving heritage trees which require approval from the Planning Commission must be accompanied by a tree protection plan, which is processed with planning permits. Removal of vegetation or any tree which is not a heritage tree does not require a City tree removal permit. However, a permit shall be required for the removal or harvesting of major vegetation other than for agricultural purposes, kelp harvesting, and timber operations which

are in accordance with a timber harvesting plan and if located within one or more of the resource areas defined by the City, in association with other permits required by the city for the project. City of Pacifica Logging Operations Logging operations within the City of Pacifica are defined as any removal, destruction or harvesting of 20 or more trees within one year from any parcel or contiguous parcel in the same ownership. In reference to logging regulations, a tree is defined as any tree 6 inches in diameter as measured 12 inches from the ground. City of Pacifica Ordinance No. 636-C.S. prohibits logging operation unless one of the following conditions is met: (a) Said operations are in conjunction with a city permit(s) requiring planning commission and/or city council approval, at which time said operations shall be evaluated and approved or denied at a duly noticed public hearing by the commission and /or council, concurrently with the other permit(s). (b) Said operations are necessary immediately for the safety of life or property, as determined by the director of public works or his/her designee. (c) Said operations occur on city-owned property and are necessary immediately to maintain public health and safety.

2.0 METHODS The Project Area was traversed on foot to inventory all trees with a diameter of 6 inches and larger (as measured 1-foot above grade, or at the narrowest point below the crotch for multi-stemmed trees). WRA staff traversed the entire Project Area on foot and recorded relevant tree information. All trees present greater than six inches diameter were identified, measured, and their condition assessed. Trees identified in this survey were tagged with metal tags and are identified by their tag numbers.

2.1 Tree Inventory A total of 105 trees were identified, mapped, and measured in the Survey Area. Diameter was measured using a diameter tape and recorded on a GPS unit. Diameter was then converted to circumference by multiplying by 3.14.

2.2 Tree Assessment General notes on the condition of trees were taken, including health, structure, and overall condition. Assessment of the health, structure, and overall condition of each tree was conducted according to the narratives listed in Table 1.

2.3 City of Pacifica Tree Ordinance All trees with a diameter of 6 inches or greater at 1 foot above grade were assessed and tagged. Any tagged trees, which were not Blue gum, having a circumference of 15 inches or greater were considered Heritage Trees. Multi-stemmed trees with a combined circumference of 15 inches or greater were also considered Heritage Trees.

3.0 RESULTS

3.1 Tree Inventory A total of 105 trees were inventoried in this assessment, 23 of which are native to San Mateo County. A complete list of all trees surveyed is presented in Appendix A. The species of trees surveyed were: blue gum eucalyptus, Monterey pine, Pittosporum (Pittosporum tenuifolium), toyon (Heteromeles arbutifolia), weeping willow (Salix babylonica), coast redwood (Sequoia sempervirens), arroyo willow (Salix lasiolepis), cherry plum (Prunus cericea.), blackwood acacia (Acacia melanoxylon), silver dollar tree (Eucalyptus polyanthemos), and lollypop tree (Myoporum laetum). The number, circumference range, and diameter range of trees by species is summarized in Table 2.

The largest multi-trunk tree in the Survey Area was a 93.2-inch diameter (293-inch circumference) coast redwood (tree #908). The largest single trunk was a 52.0-inch inch Monterey pine (tree #993). Among all 105 trees, diameter ranged from 4 to 93.2 inches (13 to 293-inch circumference) with an average of 19.37 inches (61-inch circumference). Twenty-eight trees had multiple stems arising below the 2-foot measuring height, most of which were toyon. Table 2. Tree inventory results summary

3.2 Tree Assessment Maladies commonly observed throughout the Project Area affecting trees were ivy infestation, fungal rot, and branch dieback. When ivy grows thickly up a tree it can inhibit tree health. Simply due to the weight of the ivy, a tree can lose branches which are heavily infested with ivy. Also, once ivy is within the tree canopy, it can block sunlight from the trees’ leaves which reduce photosynthetic productivity, thereby starving the tree. Additionally, ivy infestation can promote rot along the trunk and branches as organic material and water collect between the ivy and the tree. Branch dieback may be resultant from a tree self-pruning or a slight lack in vigor, or it may indicate the tree is under stress or subject to imminent decline. Many factors influence branch dieback including available water, mechanical damage, increased or decreased light availability, fungal infestation, or insect attack. Because the presence of these factors cannot always be separated out through a visual inspection alone, branch dieback and its severity were noted in the comments section for each tree displaying it. If branch dieback appeared to be likely to influence the tree’s longevity on the site, it was considered in the rating of health, structure, and overall condition. Fungus and rot are a natural part of a tree’s life cycle. Larger trees can sustain a significant amount of fungal infection or rot on dead branches and still have more than a decade of healthy lifespan remaining. Heavy fungal infections can also be a sign of weakened vigor or imminent decline. Trees displaying significant fungal infection or rot in large branches or trunks were noted in the comments section of the survey, and considerations of severity guided the assignment of the structural condition, health, and overall condition score for each tree.

3.2.1 Summary of assessment results The overall condition, structural condition, health of inventoried trees was found to be generally fair. Table 3 below summarizes the assessment results of all inventoried trees in the Survey Area. Three trees (#943, #972, #936) were dead Table 3. 3.3 City of Pacifica Tree Ordinance A total of 25 trees within the Survey Area are considered Heritage Trees as described in the City Tree Ordinance. Table 4 below summarizes Heritage Tree species and number of each within the Survey Area. One of the Heritage Trees is dead. Appendix B depicts the location of all trees surveyed, symbolized by Heritage trees status.

4.0 CONCLUSIONS A total of 105 trees over 6 inches in diameter at 1 foot above grade were inventoried and assessed in this survey. A full list of trees surveyed is provided in Appendix A. Locations of Heritage trees is depicted in Appendix B. The Survey Area contains 24 living Heritage Trees.
