1.0 BACKGROUND.

Trees of Hope is a certified Payment for Ecosystem Services (PES) project being

implemented in Malawi by the Clinton Development Initiative (CDI), using the Plan Vivo

Standard. Its main pursuit is to coordinate community-led efforts in climate change

mitigation and adaptation through agro-forestry and reforestation activities. It further

strives to improve community livelihoods, not only through services derived from the tree-

based land use systems, but also via facilitation of access to carbon finance from the sale of

Plan Vivo Certificates. The program is currently operating in Dowa and Neno districts of

central and southern Malawi in its pilot phase. This report presents a general state of the

project including on developments, events and challenges besides other matters that

occurred during the reporting period.

2.0 KEY DEVELOPMENTS IN THE PROJECT.

During the year, several developments took place in the project. The major ones are

highlighted below:

2.1 Project certification by the Plan Vivo Foundation.

Since its inception Trees of Hope had been striving to achieve certification by the governing

body of the standard being used by the project, the Plan Vivo Foundation. Over the years,

the project has undergone several reviews that inform certification decisions by the Plan

Vivo Foundation. Having satisfied the necessary requirements, Trees of Hope was registered

in September 2011. It remains the only Plan Vivo-certified project in Malawi.

2.2 Marketing effort Trees of Hope project has over the period following its certification, been working to market

its Plan Vivo Certificates primarily to international clients. Courtesy of this drive, the project

has established important linkages with brokers internationally to further promote the

project to the outside world. Such reliable linkages with brokers and buyers include the

U&We Group consisting of U&We AB and ZeroMission AB based in Stockholm, Sweden and

Trees of Hope annual report 2011 the Carbon Offsets To Alleviate Poverty (COTAP), a non-profit company registered in the

United States based in Oakland, California. Through these linkages, over 11 000 Plan Vivo

Certificates from the project have been sold and Trees of Hope is hopeful that greater

volumes of Plan Vivo Certificates will be sold through these and other linkages as they get

more established and able to reach out to a wider market. The project is, on the other hand,

also exploring the local Malawian market by reaching out to various companies and

institutions for possible market-based linkages.

2.3 Project membership to Civil Society Network on Climate Change (CISONECC).

Trees of Hope has been collaborating with several partners, local and international, to foster

teamwork for improved efficiency in project delivery and sustainability. Several public and

private institutions have partnered with the project and in the same spirit, Trees of Hope

project was accepted as a member of the Civil Society Network on Climate Change

(CISONECC) in November 2011. CISONECC is an umbrella body of civil society organizations

whose objectives centre on climate change management in Malawi. It exists to pull together

civil society effort in climate change initiatives and share lessons on effective climate change

management in the country. It is also the official civil society lobbying mouthpiece with the

Malawi government on climate change policy direction and other related matters.

2.4 Recruitment of new producers

Community members who had not yet joined the program continue to show interest to join

it. This is attributed to the on-going awareness campaigns that educate communities on the

importance of trees in not only addressing climate change but also improving and protecting

their livelihoods. In response, the project cautiously registers some of the applicants driven

by the projects capacity to sell Plan Vivo Certificates. During the 2011/2012 growing season,

the project registered 356 new producers covering 3414 (100m units) of boundary planting

and 235 ha of the other land use systems.

Trees of Hope annual report 2011 2.5 Improved farmer record-keeping and registration procedures

The project recognizes the importance of admitting farmers who voluntarily want to

participate in the project following sentization campaigns. This is important for sustainability

and the project is in the process of introducing an application form for admission into the

project (see Appendix 13.1). The form is used as an expression of interest to participate in

the project and a declaration of good understanding of project principles, plus ascertaining

land ownership and availability of enough adult labour to sustain tree management

operations. Planting will proceed on a producer’s plot only after the application has been

received and reviewed by CDI following another successful parallel receipt and review of the

associated plan vivo. For existing farmers, this application process will be applied

retrospectively. The project is also processing passport-size photographs for all participating

farmers and their local monitors for easy identitification and follow-up. Each producer’s file

will thus contain an application form with a passport photo, a plan vivo, a sale agreement if

signed yet, and other relevant information.

2.6 Linkage between Trees of Hope and Anchor Farm projects

The Clinton Development Initiative besides coordinating the Trees of Hope project, also

implements another project in Mchinji and Kasungu districts called The Anchor Farm

Project. The project pursues a model where a commercial farm anchors thousands of small

scale farmers surrounding the farm through provision of improved agronomic practices of

selected crops, provision of improved seed, linking them to credit-lending institutions and

helping access profitable markets for their produce. The anchor farm project currently

promotes soybean production as the main crop both on the commercial farm and among

the participating smallholder farmers. It further attempts to address issues of environmental

degradation and soil health to ensure sustainable crop production.

The Clinton Development Initiative (CDI) moved to exploit potential synergies between the

two projects by integrating them. As such Trees of Hope project is in the process of

introducing the project to Anchor Farm Project farmers in Mchinji and Kasungu districts and

similarly soybean project is being introduced in Dowa district among carbon farmers. It is

expected that the integration will result in greater benefits to the farmers through

Trees of Hope annual report 2011 broadened income bases and other livelihood benefits. Dowa, Mchinji and Kasungu districts

have similar climate and fall under the same agro-ecological zone, the Lilongwe-Kasungu

plain. They also belong to the same agricultural administrative division, the Lilongwe

Agricultural Development Division (ADD). Sensitization and recruitment campaigns are

currently underway in both districts.

3.0 KEY EVENTS IN THE PROJECT.

In the course of its work, Trees of Hope participates in and hosts many events. Several key

events are described below.

3.1 Participation at the Climate Compatible Development (CCD) workshop in Leeds.

The work of Trees of Hope has been noticed by other international initiatives pursuing

similar objectives in climate change and development. As a leading project in the country, it

is often requested to partner with institutions and share its growing experience to inform

emerging programs. In the same vein, it pleased the World Universities Network (WUN) and

Centre for Climate Change Economics and Policy (CCCEP) to invite Trees of Hope to a workshop on

Climate Compatible Development in sub-Saharan Africa held from 15-17th May 2012 at the

University of Leeds, UK. This workshop formed part of the WUN funded project entitled ‘Building

Partnerships and Research Capacity for Climate Compatible Development in sub-Saharan Africa’ that

aims to share best practice knowledge between leading academics and practitioners and to develop

a key synthesis paper to guide future research across Tanzania, Malawi and Zambia. Trees of Hope

benefitted immensely from its participation by sharing notes with several other players and experts

in the field of climate change and feels humbled to be part of research institutions into the climate

compatible development initiative.

Climate compatible development moves beyond the traditional separation of adaptation, mitigation

and development strategies. Instead it emphasizes climate strategies that embrace development

goals and strategies that integrate the threats and opportunities of a changing climate.

Trees of Hope annual report 2011 3.2 Visit to Trees for Global Benefit Plan Vivo project in Uganda.

Trees of Hope project visted a fellow Plan Vivo project, the Trees for Global Benefit in

Uganda, which is coordinated by Environmental Conservation Trust of Uganda (ECOTRUST).

The purpose of the visit was to share experiences on best-practice procedures in running

Plan Vivo projects. Several aspects were discussed including farmer recruitment, data

management, marketing and management of carbon finance.Trees of Hope wanted to learn

from ECOTRUST on various operational and organisational issues including field procedures

on farmer recruitment, data management, training approaches, marketing, and

management of carbon finance Figure 1 shows a community nursery in the Trees for Global

Benefit project visited on a field tour.

4.0 KEY CHALLENGES IN THE PROJECT.

4.1 Drought and burning.

Drought presents a challenge to the survival of young trees in some project sites. Aware of

this reality, the project is promoting improved silvicultural practices to mitigate the effects

of water stress on young trees. These adjustments include digging bigger planting holes to

increase the water holding capacity within the rooting zone and to allow easier proliferation

of roots. Producers are also trained in the making and use of compost manure to improve

water retention in the root zone. Courtesy of these initiatives, the survival rate of trees has

Trees of Hope annual report 2011 increased in these areas and healthier tree stands are possible. Figure 2 below shows a

woodlot in Neno district established with the said adjustments. On the other hand,

producers are suggesting additional native tree species on the basis of their known

tolerance to drought conditions for inclusion in the project. However, the proposed tree

species are not yet in use pending review for their suitability in the current version of

technical specifications or developing new technical specifications altogether should they be

found incompatible with the current version.

The project has also been managing the malpractice of reckless burning of bush especially

during summer by educating communities on the effects of such fires on the environment,

their trees and general livelihoods. They are also trained in measures for protecting trees in

an event of such fires and courtesy of this effort, communities are now aware of the

dangers of bush fires and mobilize themselves led by the local program monitors and

traditional leaders to curb the malpractice and protect their trees.

4.2 Measuring plot sizes.

The total area of the plot on which trees are planted needs to be known to enable a number

of statistics to be calculated, including land holding size, and to enable planning for number

of seedlings to develop, and calculating the carbon credit potential. Communities led by

their Local Program Monitors (community volunteers coordinating the program at

Trees of Hope annual report 2011 community level), have been measuring these areas themselves following conventional

methods using pacing coefficients and ropes pre-marked with known measurements. These

approaches are also widely used by Ministry of Agriculture extension staff as standard

procedures for measuring plot sizes in communities. However, these methods much as they

are accurate, are tedious and time-consuming. To improve the efficiency of this exercise,

the project is in the process of training the Local Program Monitors in the use of GPS units

to quickly and easily measure the areas of plots as an improvement over the conventional

methods.

4.3 Plan Vivo database functionalities

As in all Plan Vivo projects, data collection, storage and processing is one of the most

important aspects of project delivery. Similarly, Trees of Hope project manages all its data in

a generic database that tracks all vital operations of the project. However, the designers of

the database and its stakeholders might wish to explore its robustness to easily handle cases

that might not have been initially foreseen like situations where a producer has more than

one land use system in one plan vivo but monitored independently. Such cases under Trees

of Hope project are common in an effort to allow farmers wider choices on the available

land use systems.

5.0 ACTIVITIES, TOTAL PROJECT SIZE AND PARTICIPATION. Producers in the program are engaged in any of the five land use systems briefly described

below. A producer can engage in more than one land use system.

5.1 Woodlot land use system.

The woodlot land use system involves the establishment of indigenous and/or naturalised

tree species on a plot in a systematic manner following the approved technical

specifications. Besides carbon finance, the trees are primarily grown for construction

materials, reducing soil erosion by checking surface run off, shade, medicines and aesthetic

Trees of Hope annual report 2011 value to landscape. The tree species in use include Acacia polyacantha, Melia azederach,

Senna siamea and Senna spectabilis. Figure 3 below shows a woodlot in Dowa district.

5.2 Dispersed Systematic Inter-planting (DSI) land use system.

This system involves inter-planting fertility-improving trees with arable crops, ideal for

producers with limited land. The primary purpose of this system is to improve soil fertility

over time through addition of degradable organic matter to the soil and biological nitrogen

fixation. The deep-rooting tree species absorb nutrients from deep soil layers, unreachable

by the shallow-rooted arable crop, bringing them to the surface for the benefit of the crop.

The main tree species for the system is Faidherbia albida which is initially established at a

density of 200 trees per hectare.

5.3 Boundary Planting (BP) land use system.

As the name implies, this involves planting selected tree species in a linear fashion around

amenities but is commonly used around producers’ farms for boundary demarcation. The

tree species used are carefully chosen to avoid those that would compete with crops .

Preferably, such tree species also ought to be fertility-enhancing through nitrogen fixation

and addition of valuable soil organic matter. The species being used in the program

currently include Acacia polyacantha, Senna spectabilis and Senna siamea, which are

established at a spacing of 3 metres in a single row.

Trees of Hope annual report 2011 5.4 Citrus fruit orchard land use system.

This is one of the fruit-based land use systems in the program. It involves the establishment

of citrus orchards using high-value varieties established using grafted materials. The types

currently being used in the program are Citrus sinensis and Citrus reticulata established at a

density of 400 trees per hectare. Besides carbon finance, the system will improve nutrition

of households through consumption of the fruits but also increase their income through

selling fruit.

5.5 Mango fruit orchard land use system.

Producers using this technical specification establish mango orchards with high-value

cultivars, which are less fibrous than local cultivars to increase the marketability of the fruit.

Grafted materials are used to reduce the period to fruiting (to about 4 years) in comparison

with local ungrafted materials which take longer. Currently the project has some orchards

that are coming into fruit-bearing age and farmers have started harvesting some fruits and

selling locally though at small scale. Data are being compiled to track the progress and

utilization of these harvests as the production gathers momentum and this will be included

in the subsequent reports. Besides carbon finance, the system will improve nutrition of

households through consumption of the fruits but also increase household income through

selling of fruit. The varieties in use include Kent, Zill, Tommy atkins and Erwin. Figure 4 beow

shows mango seedlings in a green house in Neno district.

Producers registered with the program, each with a single plan vivo, are either individual

households or communal groups. Producers can opt for and manage more than one land

use system and this is common among individual producers, while communal groups are

engaged in woodlot land use system. The general profile of recruitment and participation is

shown in Table 2 below.

7.0 SUBMISSION FOR PLAN VIVO CERTIFICATE ISSUANCE

In this report, the project is not making a submission for plan vivo certificates as it is still

managing the lot from the previous issuance of 22,550 certificates reshown in this report in

Table 4 as unsold stock. The full list of producers allocated these certificates appears in

8.0 SALES OF PLAN VIVO CERTIFICATES.

The Plan Vivo Foundation in the outgoing year, issued 22,550 Plan Vivo Certificates into the

project’s account held at the Markit Environmental Registry to enable the project sell them

to potential buyers. So far over 10,000 Plan Vivo Certificates have been sold from this lot

though payments to farmers have been delayed to allow completion of some necessary

procedures. However, a lot of progress on these procedures has been made including

identification of eligible producers, calculation of their payments and identification of the

bank to handle the payments. The bank, First Merchant Bank, is currently opening bank

accounts for the reciepients in their names. This bank was chosen from several that were

screened to handle carbon finance for the project on grounds that its product and

procedures were found appropriate and convenient. Having accounts in the names of the

producers promotes accountability, transparency and credibility in the system of handling

payments. Besides opening the accounts, the account holder’s money will be loaded into a

card which will be issued to the producer. Furthermore the bank has a wide network of

service centres even in the remote areas where the producers are, bringing their money

9.0 SUMMARY OF MONITORING RESULTS.

During the period for this report, the project undertook monitoring for the second period

(year 2) for producers who were successfully monitored at Year 1 monitoring target. New

producers were also recruited into the program during the year and these were monitored

at Year 1 target. Table 6 below shows the summarized profile of the program regarding total

volume of tCO2 for both successful and unsuccessful producers following the monitoring for

Years 1 and 2 for targets of 50% and 75% establishment of plot respectively.

During the period of this report, monitoring of plan vivos was conducted which involved two

groups of producers. One group comprised producers monitored on Year 1 monitoring

target which required producers to have not less than 50% of the total number of trees

expected on their plots at the time of monitoring. The other group comprised producers

monitored on Year 2 monitoring target which required producers to have not less than 75%

of the total number of trees expected on their plots at the time of monitoring. Monitoring

was conducted by Local Program Monitors (LPMs) by counting live trees on the plots and

recording the data on forms. Field Officers for the project based in the districts coordinated

the field exercise and compiled the data for analysis. Appendix 13.3 shows a list of

producers with successful monitoring results for Year 2 and their carbon credits while

Appendix 13.3 shows list of farmers with unsuccessful monitoring results for Year 2 target

and their carbon credits. Appendices 13.4 and 13.5 show lists of producers with successful

and unsuccessful monitoring results respectively for Year 1 along with their respective

carbon credits.

Trees of Hope annual report 2011 9.1 Reasons for unsuccessful monitoring results and corrective actions.

Plan vivos for all producers registered with the program undergo routine monitoring to

assess several aspects including correctness of planting (planting density), and general

management (weeding, fire breaks, protection from animal damage etc). At a designated

monitoring period, Years 1 and 2 in the present case, this routine monitoring culminates in

an assessment of whether the monitoring targets for the respective years (at least 50% of

plot established for year 1 and at least 75% of plot established for year 2) in the present

case, has been met or not. All producers who meet the target for the applicable monitoring

period are deemed successful otherwise they are declared unsuccessful and advised

accordingly ahead of the next monitoring period.

Failure by producers to have the expected minimum number of trees on a plot as required

by the monitoring milestone was attributed to several factors as indicated in Table 7 below

along with corrective actions recommended by the project’s monitoring team.

10.0 PAYMENT FOR ECOSYSTEM SERVICES (PES) UPDATE.

Though the project has sold some Plan Vivo Certificates, payment to the allocated farmers

has, however, not been done yet pending completion of payment procedures which are

currently at an advanced stage to enable making payments within May 2013 (see section 8.0

above).

11.0 ONGOING COMMUNITY PARTICIPATION.

To ensure effective community participation, emphasis is put on engaging communities and

producers on various aspects of program delivery. For purposes of ensuring effective

communication and easy access to program information, communities chose from amongst

themselves, voluntary leaders called Local Program Monitors (LPMs), who coordinate the

program at community level. Currently, the program has 49 such volunteers who act as a

link between the community, CDI, and other stakeholders.

Recognising the importance of knowledge in effective program delivery and sustainability in

communities, meetings and training session are regularly organised that cover diverse issues

relevant to the program. Figure 5 below shows farmer training in Dowa and Local Program

Monitors in Neno district.

These training sessions target communities in general, LPMs and registered producers to

ensure that producers understand the requirements of the program to enable them make

informed decisions in joining and carry out their activities in line with its principles. The

LPMs receive more detailed and frequent training from CDI staff than producers, with the

expectation that they in turn train fellow producers to supplement efforts by CDI staff.

Several modules are covered in the trainings including those outlined in Table 8 below:

This covers mainly the dividing criteria between eligibility and non-

eligibility for receipt of carbon finance depending on monitoring

results. Also covers issues about farmer payment procedures.

10 Group

dynamics.

Looks at advantages of working in groups, group formation, group

leadership, team building, motivation and trust building.

Through these trainings, producers understand climate change and its impact on their daily

lives including what roles they could play to minimise further damage to the climate system

while on the other hand, living positively with it. They further understand what Trees of

Hope, as a project stands for, coupled with good understanding of the Plan Vivo system

which governs its operations in addition to having knowledge of carbon trading which was

non-existent before these trainings. They now recognize they are engaged in a trade and

not an aid system.

Courtesy of this training, communities are now able to establish and manage their own

nurseries and plantations successfully with reduced supervision. The question of what it

takes to qualify for carbon finance is now better understood than before along with good

establishment and management are done in community-based groups that are functional

and cohesive, courtesy of the module on group dynamics. To keep track of trainings and

meetings conducted in the program, special forms are used to record such events by

recording among other things, the objectives of the event, facilitators, target audience,

attendance and main resolutions.

11.0 BREAKDOWN OF OPERATIONAL COSTS.

Finances for the project are handled by a central finance office that also manages finances

for other projects under the Clinton Development Initiative (CDI) in Malawi. Table 9 below

shows the profile of operational costs between August 2011 and July 2012, the period

covered by this report.

12.0 PLANS FOR THE SHORT-TERM FUTURE.

Following certification of the project, the focus will now be to continue improving the

quality of operations and looking forward strategically as the project grows. In the short

term, the project will be pursuing several tasks included those outlined below:

12.1 Marketing strategy development and execution.

Trees of Hope recognizes the urgency it faces to sell the Plan Vivo Certificates already issued

to the project to enable further certificate issuance requests from the existing credits and

allow project growth. It is thus developing and executing a marketing strategy targeting

both the local and international markets. On the local market, the project intends to explore

the possibility of courting local institutions and companies to invest in Trees of Hope

through buying its Plan Vivo Certificates. On the international front, the emphasis will be on

increasing visibility of the project and nurturing and maintaining important connections and

making high-quality marketing information widely accessible to potential buyers on

appropriate platforms.

12.2 Introduction of new tree species.

Feedback from farmers in the program indicates that they would like to bring into the

program additional native tree species that were previously not included. However, the

into the existing technical specifications or development of new technical specifications for

them if necessary.

12.3 Consolidating and broadening stakeholder relationships.

The program recognises the importance of working closely with other stakeholders in

program delivery and over the years, the program has worked with both local and

international partners on several aspects. Key local stakeholders include the Department of

Forestry, Ministry of Agriculture and the Environmental Affairs Department (EAD). It is the

intention of the project to consolidate the existing relationships and further court other

relevant stakeholder institutions in response to the growth and dynamics in the project.
