May 2011Welcome SPRING… wait that is what I said last month but I am still hopeful and waiting for the sunshine to stick around. Hope you all had a wonderful Easter. Ours was very special as we were able to travel to Idaho and celebrate my grandparents 70th wedding anniversary.April 9th and 10th found many members from the PNW4WDA at the Puyallup Fairgrounds attending 4 Wheel Parts Truck Fest. What an event they put on! Special thanks to Diana Stafford and crew for organizing and staffi ng the PR booth and to Rob Stafford for getting the display of PNW rigs together. We had a great showing and signed up several new members.Kathy Greenwood from the Off Road Animals has been appointed as your new Club Power/We Did It Chairperson for the PNW. Kathy is looking forward to the challenge and is looking for ideas on how to update the program. Please contact her with any ideas and/or suggestions you may have. Her number is listed in the offi cers section of the paper.The June board meeting will be held by teleconference. In addition there will be one or more meeting places where people can gather for the meeting. If you are interested in listening in on the meeting please send me an email at [email protected] and I can get the information to you.Please make sure you check the events calendar in both Tri-Power and on the website. URGENT LEGISLATIVE ALERT (UPDATE)

Oregon Bill to Limit Suspension/TireAlterations Dies

A SAN-opposed bill (H.B. 3147) that would have severely limited vehicle suspension, body lift and wheel/tire alterations died without committee consideration.

Specifi cally, H.B. 3147 sought to ban vehicles whose bumpers were elevated more than 3 inches over the original manufactured bumper clearance. Among other things, the bill discriminated against hobbyists by leaving it solely to the vehicle manufacturers to choose bumper heights. The bill also would have forced owners of modifi ed vehicles to spend large sums of money to reinstall original components and would have banned useful alterations that provide adequate clearance for on/off road capability and accommodate heavy loads, larger tires, improved suspension and water-fording capability. Finally, the measure provided for a fi ne of up to $360 per offense for vehicles that exceed the 3 inch clearance requirement.

TEMPORARY AREA MOTORIZED TRAVEL CLOSURE

NATIONAL FOREST SYSTEM TRAILS AND ROADS

OKANOGAN-WENATCHEE NATIONAL FOREST

Pursuant to 36 CFR 261.50(a) and (b), the following acts are prohibited on National Forest System (NFS) trails Naches Ranger District of the Okanogan-Wenatchee National Forest as described below and listed in Exhibit A and shown on the attached map from April 15, 2011 until June 15, 2011, unless posted open. The purpose of this order is to prevent erosion, protect soils, vegetation and water quality.

1. Using any type of vehicle prohibited by order.

For the purpose of this order, it is prohibited to use any motorized vehicle on any National Forest System trail or route on the Naches Ranger District listed in Exhibit A [36 CFR 261.55 (b)]

Pursuant to Title 36 CFR 261.50(e), the following persons are exempt from this order:

1. Persons with a permit specifically authorizing the otherwise prohibited act or omission.

2. Any Federal, State or local officer, or member of an organized rescue or firefighting force in the performance of an official duty.

Seasonal Closure

InformationHi Everyone...I want to pass on the latest information regarding a Cle Elum Motorized Seasonal Closure. I know there are a lot of rumors out there, and Tim and I fi nally got the order....

1. Here is what will happen this season: There will be a Motorized Seasonal Closure on the Cle Elum Ranger District until June 15th.

2. It will be a “fl exible date” closure. This means trails will open when there is a loop open, trees and debris have been removed from the tread, AND the snow is off the trail (or there are minimum/passable patches).

3. The decision to open a trail will ultimately be Tim Foss’. However, his decision to open a trail will come directly from those of us who are on the ground and working on the trail. These people will include the ORV Ranger, trail crew members, and our V-Team members who are helping log out trails.

4. We will certify a limited number of volunteers to help clear the system. These folks include members from the NMA, PNW4WDA, and

WOHVA. It is important to keep in mind that these folks will have a MAJOR role in opening trails. These volunteers will have some sort of identifi cation for their 4x4 or motos. 5. The reason we are implementing this closure is twofold – (1) Most of our trail damage (rutting, especially) occurs during the spring. Our organized motorized clubs/associations who help clear trail each season have requested that we consider a seasonal closure to prevent folks from busting through the snow and going around downed trees on the trail. (2) on a typical year, there are very few snow free trail miles available for travel during the month of May. This puts a lot of traffi c on a very small area. These areas get very rutted as a result.

While we will be able to open trails as they become snow free, the closure runs its course on June 15th. If you are planning a vacation or ride, you are safe to do so after the 15th without worrying about running into potential trail closures.

I will be updating CleElumTrails.com as trails become open. Our crew also has a Facebook Page. I will update that after my fi eld work days (Friday, Saturday, Sunday) starting on May 1st.

Right now we are melting out slower than normal, but that can change with a week of warm weather. However, in a typical season we only have one loop open on Memorial Day Weekend on the south side (Fishhook Flats in the Taneum area). The trails in the Manastash are usually still holding a lot of snow. The Liberty trails typically have some access on the east side during the big weekend. As always, the trails on Table Mountain remain under a hard date seasonal closure (October 15th through June 15th annually).

We will be offering a two day USFS chainsaw certifi cation class sometime in May. Marc, I know you were interested in getting your volunteer trail members in this class. Please let me know how many. Also, if anyone else is interested, please let me know.

We hope the clubs we have worked with over the years continue to show support for this fl exible date seasonal closure idea. With the cooperation between the agency and its users, we can keep our motorized trails in great condition. Please feel free to circulate this information to members and friends.

June 2011 Report

Aloha! Ok; maybe this report is not coming from Hawaii. The sun is shining and the sky is blue from horizon to horizon and everywhere one looks, there is a 4X4. This April Mona and I are in Moab, Utah one of the prettiest places on earth. This is especially true if you are in a 4X4 exploring the back country of Utah. Moab, Utah is known to all types of outdoor recreationalists. Here one will fi nd hikers to motorized trail users, all can be found here enjoying the beauty of this place. We will be here a very short week which is about 23 days too short to really enjoy this area. So we will have to move fast to see as much as possible and get as many hours in the saddle that can be done.This area is kept open to motorized activity by the Red Rock 4-Wheelers. It is not an easy task as they have many opponents who wish to close every last motor powered vehicle off of Utah’s public lands altogether. This club has been working hard with the public lands mangers for many years.The monies they receive from Easter Safari is used for their legal fund to stop land from being closed to 4X4 users. It would be safe to say this club has funded more legal fi ghts for the right to 4X4 wheel on public lands than any club in America. I do hope that you attend one of their events to support their efforts in keeping public lands open to you. They need your support if these lands are to remain open. They also ask for donation to their MUD Fund which they call their Defense Fund. If you are too cheap to pay for a trail at least donate to them or become a member yearly for forty dollars. This is the cause 4X4 users need to support.

Contrary to belief, you do not need a hundred thousand dollar rock buggy to enjoy this area. There are many runs and areas that a store bought rig would have an enjoyable time for a couple weeks. No lockers, giant tires, or fi ve hundred horse power motor, just a stock rig as it left the factory will have a great time here. Each run will have beginners to very seasoned drivers. It is lots of fun helping throughout the run; stacking rocks or helping a new comer to the sport, climb a big rock that he insisted was impossible for themself or the rig. There is no greater satisfaction inside than to help someone conquer their fear of no I cannot to yes I can. From a novice driver to the driver of experience, each will have a happy face when describing their adventures of this unique place. While in Moab, be sure to visit Area BFE; http://www.areabfe.com (Big Family Event) which is about thirteen miles south of Moab. This is a large OHV area to operate your rig in and not on public lands. It is a great place to watch professional rock buggies run through their paces. There are lots of trails here also for the beginner to the extremist buggies built. It is very entertaining to sit back and watch all the 4X4s play in this area. Olaf is one of the owners. He does not ask for money to enter but does ask for a donation upon leaving if you have enjoyed yourself. This is a very neat place to test or play with your vehicle and learn its and your capability before going on the surrounding trails.I could spend hours describing Moab, Utah, but really you need to come see it for yourself. That is the only way you can comprehend the true beauty of the area. The motorized trails are abundant and it would be very easy to wheel here for a whole month and not see the same area twice but twice will be just as grand as the fi rst time. Just turn around and run it the opposite way and the fun will start all over.In this one week, I will see more 4X4s than in a whole year anywhere else. There are that many rigs of all types in town. People from all over the nation are here to enjoy Easter Safari this week for that reason alone. If you like to build or buy a 4X4 this place will have an example to see or drive.The vender show is beyond imagination. Every vender in America is represented and for those few who could not attend; their products are here for testing or buying. Parts and

ideas to personalize your rig or to build your own from scratch are here not a mere add in a magazine. It would be a very good thing if it wasn’t so far away or if I could bring home a couple hundred acres to show you how wondrous this area is. The best I can do is capture some terrain or trails inside a picture box for you to view. Back in Oregon many of our land issues are waiting on the snow and mud to recede to get the public land offi cials on the ground with us. It seems many have great ideas to share with us or vice a versa. The snow east of the Cascade is very deep so we will wait.Three Trails and Cline Flats projects are moving forward. We are working and praying hard to get something that will require the short stick to be engaged. We fear that COVOPS may be working with individuals that have no understanding of the concept of Class II trails. In other words just fl at dusty roads are great 4X4 trails for them. We are pushing this hard to have a fi nal say in these trails. Once again we have to wait till warmer weather to fi nd out if we will have a say in trails or walk away to fl at dusty roads.The Lost Project Area is posted up on the PNW website. It is an area south of K-falls. It is the hope of Forerunners of Klamath Falls that it will become a rock crawl area with trails in and out of it for all types of wheelers. Steve Roach is the contact person in charge of this area. His phone number is 541-882-9593 if you have any further question.Quack Attack will be on the agenda for July for sure. The funding for maintenance was approved and the snow blanket will surely uncover areas that need maintaining. We have two work parties scheduled. The fi rst will be July 16 of this year. Region Reports:

Food Drive: Please donate blankets, sheets, pillows for twin beds. They will be donated to the Maltby Food Bank and the Maltby Women’s Shelter. If you would like to make cash donations to either organization the websites are: www.millenniaministries.org or www.maltbyfoodbank.org

Teddy Bears: The bears that have been collected so far have been donated to Valley General Hospital ER and to the Police Department. Both places really appreciate the donations. Keep bringing in those stuffed animals.

OSP: Angie met with the state on the current status of Operation Shore Patrol and this year we’ll have to start paying for Friday night camping, we are not sure the rate yet but will let everyone know. The policy is for every 8 hours of volunteer service you get 1 night camping free. I9’s will be required again this year. Angie is going to request loop 1 again this year to keep our group closer together. This is our 40th year so let’s make it special!

Fall Delegates Meeting:Will be held at the Rainier Sportsman Club in Rainier, the closest hotel is in Yelm, but there is dry camping available, no pets.

We Did It/Club Power- Kathy Greenwood is looking for some improved processes for The We Did It position. Kathy is asking “what could we do better”? Please, as Delegates we need to help with a process that would make this a smoother running position. Please contact her for any input.

Naches – There is snow currently on the Naches and it will remain on a soft close date of June 15 unless otherwise noted.

Evans Creek- The park is open there are two new seasonal offi cers. We are looking for a new work schedule from Evan’s Creek. Access will be closed during the week as they work on the road, the park is to be open during the weekend. Work Party rescheduled due to snow. Dates for newly rescheduled work party is: June 25th and 26th.. There will be a chainsaw class at the DNR offi ce May 10th. Pierce County fi re dept offers the CPR class. Check your local fi re dept for classes and time. You have to have the CPR class certifi cation prior to getting the Chainsaw class certifi cation. Contact Bob Pacifi c at the White River Forest Service Offi ce for further information on the Chainsaw class. Mary is

looking for Boys Scout Troops to do some projects as well, she can be reached at the same offi ce as Bob Pacifi c.

Elbe Hills- Heath reports that the Work Party is: April 30h, May 1st. Currently he is looking for a trailer to carry some rock to the Alder Loop trail that is need of repair.

Tahuya- DNR trail cleanup is April 23rd, hot dogs and Chili will be provided.

Land Matters- Jim Putman reports Naches and Cle Elem are closed from April to June 15th, there will be no Memorial Day wheeling. You can be on the road, you just can’t be on the trails- Your vehicle must be street legal. Tickets can be up to $1500. if you are caught on the trail. Local News papers have run articles to notify the public of this closure. This is a soft close date and should soil wetness improve, the trails could open earlier. Call before you go.There will be a work party the week prior to Memorial Day Weekend at Liberty. Please contact Dale Neuman to get on the list. It is by permit only. There is much to do and your help is needed.Discovery Pass did pass and is headed for signature. If you have not already; please voice your opinion to your legislature.May 10th is the date to hear about NOVA funds in Tacoma.

OLD BUSINESS: Operation Shore patrol, Linda Jessen still would like to be in charge of the 40th year, which she will. If she needs help, we will be th4re for her and Tony. We will need to fi ll out the I-9 for the camping for being the volunteer this will take care of the overnight camping. Quite hour will be from 10pm to 6:30am. There will be no door prizes, again wanted to let it be known that this is the 40th Year for Shore Patrol. This will also be the Region 3 Picnic. Fall Delegates meeting will be held in Rainer Washington on 9-10-2011. IAC Report is also up for review. Sand Flea rally is being held on 4-30-2011 at Sand Lake, Oregon

NEW BUSINESS:Our Gang off Road season opener is being held at Brown’s Camp on June 4&5 this is a 2 day event and there will be a women’s only run off.

Our Gang off Road also will also be doing a Show and Shine on June 19, 2011 in Woodland.

Winter Convention will be put on by Region 3; we are still in the discussion stage of what it going on. We do have the Venue picked out and a contract has been signed. It will be held in Vancouver, WA on February 11-12, 2012. Much more information to

follow in the coming months.

Director Earl Nettnin (Desert Rats) called the meeting to order at 7:40 PM. The Pledge of Allegiance was recited and a moment of silence for the sick and departed was observed. No guests were present.

MINUTES: A motion was made by Randy Hayes (Sand Commandos) seconded by Ed Massey (Sand Commandos & Hurtin’ Units) to accept the March minutes as printed, motion passed.

TREASURER’S REPORT: Secretary/Treasurer Sande Nettnin (Desert Rats) gave the Treasurer’s report. Outstanding bills from the Jim Sprick clean-up will be coming in.

COMP REPORT: No report was submitted.

MEMBERSHIP: Nothing new to report at this time.

PNW WEB SITE: If you haven’t looked at the site, please do so, there is a section called Membership Management System. This will allow a person or club to log into their account and make changes to their address, phone, or family situation. However, you need to give Edward Campbell (the Web Master) the name of your club contact person so he can get it set up. Your log in pass word and ID will not be the same as the one you have to access the PNW’s Web site. Please check it out.

JUNIOR JEEPERS: No report.

PR: No report. Kelda is sending out alerts etc.

TRAIL JAMBOREE Chairman Sid Hagemeier (Shindig Wheelers) reported that this coming week-end April 15-17 would be the annual clean-up at Jim Sprick Park. Sid read a list of jobs we will be working on with the community. Hobo Stew will be served at noon so please bring something to add to the stew; no more than 2 cups prepared and ready to add. The region will provide bowls, spoons, meat balls, little smokies, rolls and butter. There will also be a pot luck at 5 PM (the Nile Community will provide tableware, beverages, hamburgers, hot dogs and buns) please bring a dish to share. Sid will have a meeting with the Trail Hosts in the afternoon following the clean-up. Sid said he had asked Clay Graham (Yakima Kittitas Forest Watch) to take pictures and be our offi cial photographer at Trail Jamboree. Sid is hoping to have each host team write up an article on one of the trails they host at Jamboree and submit it to Tri-Power.

LAND MATTERS:Juniper Dunes: Doug Conner (Roamin’ Chariots) reported the latest on Juniper that he had received from Tim Fife, Franklin County Public Works Director/County Engineer) was that everything is in place on their side to complete an application and receive a $700,000 grant from BLM to complete Peterson Road. BLM is doing the paperwork on their side to make the grant available and they anticipate having their portion complete by April 1st. They can’t begin any of the Preliminary Engineering and Environmental process until the funding is available. If they can get access to the funds in April as planned, they believe this project could be completed in 2011 subject to unforeseen right-of-way or environmental issues that they have not anticipated.

Director Earl Nettnin encouraged everyone to sign up for CLOUT. When you are signed up you will get an e-mail notice when things in the legislature are happening in your district letting you know that you need to take urgent action immediately because your legislators are going to be involved in something that will affect your OHV use. Sign up at [email protected]. Be sure to put CLOUT in the subject line and ask to be signed up, they just need your name and voting zip code.

Earl said if you follow the legislature, today is the last day to consider opposite house bills at 5 PM, (except for initiatives and alternatives to initiatives, budgets and matters necessary to implement budgets, differences between the houses, and matters

incident to the interim and closing of the session.) April 24 is the last day for the regular session. Still no word on access fees or vehicle access passes.

Ron Rutherford (Jeepin’ Nomads) had a written report on the Wenas. He said they reviewed the issues since the seasonal closure last December. Some of the land owners gave their reports with nothing new except a few issues with some 4-wheel drive vehicles going along a fence line and onto closed roads. Two illegal wood cutters were apprehended in December cutting live green pine trees on private land in the Wenas, end of Maloy road. One item of concern to the DNR Southeast region is the proposed closure of motorized trails in the Naches District until June 15th. DNR feels this will increase the use on their trails and cause problems. They will be monitoring this years’ activities before making any changes to next years use. All Wheels Off Road and Ahtanum Forest Watch Volunteers will be in the Ahtanum over Memorial Day Weekend working with the users and doing E & E.

Nothing new on the Bald Mountain land purchase.

TWIG meeting was changed from the fi rst Tuesday to the second Tuesday this month. So they are having a meeting as we speak. Several of our members are attending this meeting. The biggest item for discussion is the proposed trail closure in the Naches until June 15th. Update from the TWIG meeting –Naches will be closed to all motorized; a written statement will be out by early next week.

Chain Saw training class will be held April 16, and April 30. If you plan to attend, please contact Sue Ranger as class size is limited to 15. E-mail her at [email protected] or 509-653-1446.

No one attending our Region meeting had attended either of the Planning Rule public forums in the Pacifi c Northwest. However, written comments will be accepted until May 16, 2011 and only written comments will become part of the permanent record for further development of the proposed Planning Rule. If you make a comment let them know that you would like to see multiple use because that includes everyone.

No new information on the development of an ORV trail access in the city of Tieton. They are hoping to develop 26 acres into an ORV trail head and open the city streets for ORV use.

Discussion on the seasonal closure in the CleElum

Ranger district followed. Mikki Douglass (CleElum Ranger District) issued a report stating it would be a “fl exible date” closure, and trails would be posted. She also said you need to look at the web site CleElumTrails.com for a complete listing of the trails that are closed.

RTP (Recreational Trails Program) is facing cuts. Information came today with an April 14th deadline urging us to contact our representatives and ask them to sign on the letter from Thomas Petri and Michael Michaud in support of the continuation of the RTP. RTP funding is provided by taxes on fuel paid into the Highway Trust Fund by users of off-highway recreational vehicles. The fastest way to do this is by telephone, so don’t delay.

OLD BUSINESS:Moses Lake Sand Dunes clean-up was attended by about 35 – 40 people. It was a little disappointing that they didn’t have a dumpster like they had been promised; they have a new Sheriff and no ORV Deputies to patrol the area because of lack of funds. They had no place to drop off the garbage.

The Slab Clean-up March 26th was organized by Clay Graham (Yakima Kittitas Forest Watch). Clay posted pictures on the web site, if you haven’t seen them you might want to check them out.

NEW BUSINESS:A Flyer for Fall Delegates was passed out. Fall Delegates is September 10th in Rainier, WA at the Rainier Sportsman’s Club and hosted by the Rainier Ruffi ans. Directions to the meeting in Moses Lake at Liberty Off Road were also handed out.

CLUB REPORTS:Desert Rats: had a fi shing trip to the Tucannon the end of March; they had a good time Gary Harting caught the most fi sh. Some members attended the Moonshiners Swap Meet in March; they are planning a trip to the Rubicon hosted by the Wine Country Rock Crawlers in California, we hosted them up here last year in September and they are returning the favor to us this September. We will be helping with Cool Desert Nights again doing security for the cruise. We are working on putting together a poker run by Halloween. We are hosting at Trail Jamboree. We received a nice check from Lithia Dodge/Jeep for providing Jeeps for their Show N Shine. Maggie Semmens 8 years old won a coloring contest; you can see her picture in Bronco Magazine #49 on page 12. Matt Schwisow and Katie Schwisow were the recipients

of the PNW scholarship this year. Runs were called to Jim Sprick Park and the Liberty Work party. Sand Commandos: had their annual Moses Lake Sand Dunes Clean-up with 35/40 people. They are helping Night Scare with a spaghetti feed the 30th of April for Relay for Life. They are starting to think about their Haunted House. They have a run planned to Banks Lake in June.Hurtin’ Units: are busy helping get the Liberty Off Road shop ready for business. Owners of the shop are Lee Creiglow and Dave McMains. When the Region meets in Moses Lake that will be where our meetings will be held. They plan to attend the Liberty work party in May. Shindig Wheelers: had a bowling party last month. They are planning a poker run August 27. Peak Putters: had a run to the Ahtanum in February; March 5th had a snow run to the Blue Mountains, interesting time, lots of fun. They have a run planned this week-end called the Camp Schamp run and will camp at the Ahtanum Snow Park. May 21st plans are in the works for a poker run fund raiser.

On Saturday March 26th, 2011 we met up at the Slab ORV Area near Buena Washington around 10 AM for the Slab Clean-up hosted by the Dust Dodgers & Yakima/Kittitas Forest Watch. The area was a lot cleaner than years past.I believe only two loads went to the dump and we took a small load home to put in our dumpster. We would like to thank all the people that came out to help on this rainy day. Thank you Dust Dodgers for the hot dogs and for taking of the dump fee.Here are a few pictures I took of the day:
