Consultation

Research Centre of the University of Western Australia (UWA). BACKGROUND

Council was successful in obtaining grant funding under the working title of “Safer CBD – Jull Street Precinct” to the amount of $150,000 under the Commonwealth Government Programmes Community Safety stream. The main objectives of the grant application were to: 1. Detect and deter crime; 2. Reduce fear of crime; and 3. Provide ongoing security infrastructure to support development of the Armadale City

Centre. With the Commonwealth Government funds and Council’s financial allocation in the 15 Year Financial Plan, Tender No 30/08 was advertised for the Supply, Installation, Testing, Commissioning and Maintenance of a CCTV System and/or Associated Civil Works. At its Meeting of 8 December 2008, Council resolved (T58/12/08) to accept the tender from ADT Security for $550,000 to undertake the works as detailed in Tender No 30/08. Installation of a CCTV system along with associated civil works was undertaken during 2009, with the City taking over the management of the system in September 2009. As part of the Project, a public perception survey was conducted prior to installation of the Jull Street Precinct CCTV system by Edith Cowan University (ECU). The Survey Research Centre at ECU was also required to conduct a second survey after the installation of the CCTV system as stage two of the City's Safer CBD - Jull Street Precinct CCTV Project. This survey has now been completed and a final report has been received. The report collected and analysed data from three survey mechanisms. Local Police recorded crime statistics and compared those with pre CCTV installation baseline data to measure changes in crime victimisation, feelings of safety, and perceptions of crime in the Jull Street Precinct; as well as opinions of the quality of public lighting and attitudes towards of the use of CCTV. The surveys administered prior to the implementation of CCTV and again post-installation included: • A fifteen minute questionnaire by phone, targeting approximately 400 residents; • A fifteen minute survey targeting 29 businesses located in the area covered by CCTV;

and • One five minute questionnaire involving approximately 200 face to face interviews

with people present within the Jull Street Mall.

COMMENT

In most respects, the surveys found that there has been a reduction in crime and a general increase in the level of security felt by the public after the installation of CCTV cameras. The report identified research that found that CCTV is more effective in certain locations than others, and is more effective in reducing certain types of crime than others. The findings and recommendations from this research will be considered, and where necessary, modifications implemented to maximise the effectiveness of the system. Whilst far from disappointing, the recommended improvements were not in the main, considerable. A number of benefits and limitations were identified with recommendations presented to enhance the current level of effective surveillance. The cooperation and collaboration between the City and the Police has been significant, with a number of successful convictions being recorded against offenders due to footage captured by the City’s CCTV cameras. For a reproduction of the Executive Summary of the University of Western Australia report see attachment to this report. CONCLUSION

Overall, the UWA report on the Jull Street CCTV Project has indicated that the Project has been successful, but has identified and recommended some modifications to enhance its effectiveness. Recommendations made include: • Greater consultation with Police as to the placement of cameras. • Greater coverage within the Mall, including reducing the number of blind spots. • More effective signage. • More advertising of successes. • Supplement the cameras with other measures, such as more effective lighting, design

of public space, and allowance for informal surveillance. The Technical Services Directorate will review the report’s recommendations, and where practicable, implement the necessary modifications. ATTACHMENTS 1. CCTV Armadale CBD - Evaluation of Project - Executive Summary

Executive Director Technical Services Comments – Agenda Item 1.1 CCTV Armadale CBD – Evaluation of Project The University of Western Australia was initially engaged to prepare an evaluation report of the “Safer CBD - Jull Street Precinct CCTV Project”, which is the subject of Item 1.1 on the Agenda. The content of the “pre CCTV installation” and “post CCTV installation” survey questionnaires for this Project was developed by the Crime Research Centre at the University of Western Australia (UWA) in consultation with the City of Armadale. However, the administration component of the questionnaires was undertaken by the Edith Cowan University Survey Research Centre. It is noted that both surveys consisted of: • A fifteen minute questionnaire by phone, targeting approximately 400 residents; • A fifteen minute survey targeting 29 businesses located in the area covered by CCTV;

and • One five minute questionnaire involving approximately 200 face to face interviews

with people present within the Jull Street Mall. The University of Western Australia analysed the “pre CCTV installation” and “post CCTV installation” survey questionnaires conducted by Edith Cowan University, with the results forming the basis of the findings contained within the Evaluation Report, as presented to Committee. BACKGROUND

The upgrade of the Slab Gully “Creek” system in Roleystone, which runs parallel to Brookton Highway, between Westbourne Road and the Canning River, commenced in 2005. Works have continued since, almost on an annual basis, with five individual stages of construction being completed. Within this current financial year, Council has allocated an amount of $190,000 to complete the final stage, which is essentially the length between Holden Road and the two new basins completed two years ago. This section’s upgrade is one of the most important to rectify severe erosion of the old creek line, which had protruded significantly into existing abutting private properties. The existing creek is being filled in and a new rock pitched swale constructed along the rerouted creek line. COMMENT During the preparation of the 2011/2012 budget, a pre-design cost estimate was calculated for the upgrade of this section of creek, however there were some assumptions made in regards to the extent of the work, and future availability of rock pitching required. Whilst in all previous stages the City has been able to source rock from its own construction projects, these are no longer available. Therefore, to complete the rock pitching, the City must procure stone from external providers. To this end, a revised estimated cost to complete the project has been calculated at $220,000, ie $30,000 over the initial budgeted figure. Whilst this request addresses the engineering works, a further request will be included in the 2012/2013 budget deliberations to address the landscaping and erosion control requirements of the site. Due to the importance of completing the civil works for this project whilst still in dry weather, it is recommended that a budget variation be approved as follows, to allow provision of the additional $30,000 required. Within the 2011/2012 drainage budget, an allocation of $51,900 exists for the undertaking of a drainage report and study for a contribution scheme in a catchment area adjacent to Railway Avenue. At present, it is unlikely that this allocation will be fully expended, and a saving of $30,000 is anticipated. It is therefore proposed that the required $30,000 to fund the completion of the Slab Gully upgrade be transferred from this Railway Avenue drainage study provision. The financial implications are as follows: APPLICATION OF FUNDS Slab Gully: - Budget Allocation $190,000 - Anticipated Expenditure $220,000 Shortfall $ 30,000

The completion of the upgrade of the existing creek to Holden Road is essential prior to winter. It is therefore recommended that $30,000 be transferred form the Railway Avenue drainage study to increase the budget allocation for this project to $220,000. The revised Railway Avenue drainage study will reduce to $21,900, which will be sufficient to complete the study. ATTACHMENTS There are no attachments for this report. T23/4/12 RECOMMEND

BACKGROUND

As part of the 2010/2011 State Blackspot Program, the City was successful in attracting funding for the upgrade of the Railway Avenue/Streich Avenue railway crossing intersection. The Blackspot funding was warranted on the basis of the complications with accesses to businesses along Railway Avenue, the railway crossing, limited safe pedestrian crossing locations, and poor road geometry, particularly a lack of protected turning pockets. The Railway Avenue portion has been completed, however the Streich Avenue portion is pending, while some of the design requirements are being addressed. COMMENT

In order to accommodate the prescribed design parameters on the Streich Avenue portion, additional design work was completed, which indicated that additional costs would be necessary for services relocation and additional civil works. Based on the revised costing, the City approached Main Roads WA (MRWA) seeking additional funds. MRWA subsequently reviewed the City’s proposal and have recently agreed to increase their contribution. Blackspot funding arrangements are that any State funding is to be matched by the local government on a one third versus two thirds basis. Previously Approved Application in 2010/2011 (Prior to Revised Design) Total Construction Cost $120,000 MRWA Contribution $ 80,000 Council Contribution $ 40,000 Updated Application (Following Revised Design and Funding Approval) Total Construction Cost $199,581 MRWA Contribution $133,054 Council Contribution $ 66,527 Within the existing 2011/2012 budget, Council has allocated $40,000 of municipal funds as its contribution towards the works. This additional funding allocation requires a further $26,527 to be allocated to the project from municipal funds. At its Ordinary Meeting of 14 November 2011, Council resolved (T/70/11) not to proceed with the Blackspot funded LATM on Clifton Street, which resulted in a saving of $46,700 on LATM projects. It is recommended that $26,527 of these funds be allocated to the Streich Avenue Blackspot project as the municipal funds contribution.

CONCLUSION

The completion of this project is considered essential to improve both the geometry of the intersection at the railway crossing, and to complement that upgrade already undertaken along Railway Avenue. All works will be funded from within existing departmental budget allocations, or directly funded from approved works or projects. Consultation Various consulting engineers and Western Power. BACKGROUND Tender No 8/12 for the Supply and Installation of Street Lighting - Warton Road (Nicholson Road to Jandakot Road), Piara Waters, was advertised in the Saturday, 4 February 2012 edition of ‘The West Australian’ newspaper, and in a notice which was displayed on the Administration Centre, Armadale, Kelmscott, and Seville Grove Libraries, public notice boards. Council’s road works project on Warton Road, between Nicholson Road, and Jandakot Road), Piara Waters, requires the installation of street lighting. These works are no longer undertaken by Western Power but by Western Power approved contractors. The work was estimated to be greater than $100,000, and as such required a public tender. Tenders were subsequently called and closed at 2:00pm on Tuesday, 6 March 2012. DETAILS OF PROPOSAL Four tenders were received from Western Power authorised contractors. The tender stipulated a lump sum price, and included the supply and installation of all lighting and electrical infrastructure. Tenders were received from Downer EDI Electrical, Densford Civil, Interlec, and Longfield Services Pty Ltd. The tender from Downer EDI Electrical was evaluated as a non compliant tender, based on the unreasonable number of variations, conditions, and exclusions. Selection Criteria An evaluation process was undertaken having specific regard to the following Qualitative Criteria:

Tender Evaluation After the five elements of the selection criteria were applied to each of the tenderers on the information supplied, as well as information obtained from the City’s electrical lighting consultant, the following tender rankings provide the most advantageous outcomes for Council.

Budget/Financial Implications

All works will be funded from within existing departmental budget allocations, or directly funded from approved works or projects. Consultation Various consulting engineers and Western Power; BACKGROUND Tender No 9/12 for the Supply and Installation of Street Lighting Nicholson Road (Wright Road to Armadale Road) Stage I, Piara Waters, was advertised in the Saturday, 18 February 2012 edition of ‘The West Australian’ newspaper, and in a notice which was displayed on the Administration Centre, Armadale, Kelmscott, and Seville Grove Libraries, public notice boards. Council’s road works project on Nicholson Road (between Wright Road and Armadale Road), Piara Waters, requires the installation of street lighting. These works are no longer undertaken by Western Power but by Western Power approved contractors. The work was estimated to be greater than $100,000, and as such required a public tender. Tenders were subsequently called and closed at 2:00pm on Tuesday, 20 March 2012. DETAILS OF PROPOSAL Three tenders were received from Western Power authorised contractors. The tender stipulated a lump sum price, and included the supply and installation of all lighting and electrical infrastructure. Tenders were received from Hender Lee (HLE), Interlec Pty Ltd, and Longfield Services Pty Ltd. Tender No 9/12 also included the relocation of 774m of 240HV cable from the existing position in the current Western Power services duct to the new location for underground cabling, based on the Metropolitan Regional Scheme (MRS) now 30m instead of the previous 20m (the electrical cable services the Water Corporation main pump station on the south eastern corner of Armadale and Nicholson Roads - established in 2006/2007). Selection Criteria An evaluation process was undertaken having specific regard to the following Qualitative Criteria:

Tender Evaluation After the five elements of the selection criteria were applied to each of the tenderers on the information supplied, as well as information obtained from the City’s electrical lighting consultant, the following tender rankings provide the most advantageous outcomes for Council.

At its meeting of 4 March 2003, Council formally adopted the Policy Manual, and endorsed the associated Procedures for Developing Amending and Reviewing Policies. Part 3 of the Procedures states:

“A review of every policy is to be made every 3 years by the relevant Executive Director, with a third of the policies reviewed each year.”

DETAILS OF PROPOSAL

As per the Procedure for Developing Amending and Reviewing Policies, a third of the policies that relate to the Technical Services Directorate are now due for review, and these are presented in the attachment to this report. COMMENT

These Policies (listed below) have now been reviewed, and Technical Services Directorate. Officers have confirmed that the relevancy of each Policy is still current, and that no alterations are required. COUNCILLORS’ ITEMS Nil. EXECUTIVE DIRECTOR TECHNICAL SERVICES REPORT 6.1 Administration Building Upgrade - New Facia

Council approved the tender for the above works in March 2012, and this work is to commence in the first two weeks of April, with the contractor establishing the site on 10 April 2012. In order to apprise Councillors of the impact of the project on the appearance of the Administration Centre, it was deemed appropriate to inform Council of the proposed colour of the new facia, which will in turn be a guide for the final colour of the building when it is repainted. The fascia colour has been selected from the range available to best offset the existing colour of the building. Once the fascia is in place, the paint colour to rejuvenate the building will be selected - retaining the existing character but adding some new textures to the building. A sample of the facia and a perspective of the building in the new colour was made available at the Technical Services Committee Meeting of Monday, 2 April 2012. For information.

6.2 Landscaping - Armadale Road/South West Highway Intersection

This project has been included in Council’s budgets for a number of years, and in late 2011 received additional funding through the Armadale Redevelopment Authority (ARA). A landscape architect has been engaged to prepare final designs for the last two areas requiring treatment. It is anticipated that the final designs will be approved by mid April 2012, before going to tender. It is anticipated that the tender will be submitted to the June Committee Meeting for consideration and that the site work will be completed by the end of September 2012. The following plans are provided to Committee for information, and the Manager Parks will be available to provide additional information as required. - Original Concept Designs - Draft Detailed Designs For information.

The Executive Manager Technical Services gave an update on the progress of the following road construction projects: • Ranford Road - Armadale Road to Lake Road. • Abbey Road/Armadale Road intersection. • Champion Drive/Tonkin Highway intersection. • Seville Drive/Armadale Road. • Nicholson Road - Exchange Road to Yellowwood Road.
