The Schubart Park situation will soon be something of the past. For a long time the City of Tshwane has been trying in vain to evacuate tenants of this complex, which was declared unsuitable for human habitation owing to its bad state of disrepair.

Challenges around service delivery and the promotion of a safe, clean and habitable environment at Schubart Park need to be addressed. The complex is unsafe and unhygienic and poses a threat to all tenants. The flats are also overcrowded due to illegal occupation, which has led to dysfunctional elevators and problems with electricity and water distribution and sewer reticulation. Water is seeping into the basement and electrical cables have been stolen.

It has been confirmed yet again that the residents of Tshwane are getting the cleanest and healthiest water in the country.

This confirmation is in the form of a Blue Drop Award the City of Tshwane received from the Department of Water Affairs at the Municipal Water Quality Conference in Cape Town early this month.

The City received an award for excellence in managing drinking water in the Central and South Tshwane System and in the North Tshwane System with scores of 97,22 percent and 95,4 percent respectively.

This is not the first time the Municipality has done well in these awards, as it received 96,4 percent in 2010 and 95 percent in 2009 for clean water.

The Blue Drop Certification Programme was announced by the Minister of Water Affairs in 2008 as an incentive. The programme's objective is to facilitate and drive continuous and sustainable improvement in service delivery and drinking water.

According to an official of the City's Water and Sanitation Division, Leane Coetzee, Blue Drop requirements have become increasingly stringent and more detailed with each assessment cycle. She says the Blue Drop Award process measures and compares the performance of water service authorities and their providers, and rewards excellence or penalises municipalities that fail to comply with the minimum requirements of the Department.

“The City of Tshwane has obtained platinum status with these two awards, which means that the City has obtained these awards for three consecutive years. The award recognises the fact that the City of Tshwane excels at managing all aspects of drinking water treatment, production, monitoring and distribution and is one of the top performing municipalities in the country. The award is testimony to the hard work and dedication of the Water and Sanitation staff in the City of Tshwane,” she said.

In the 2012 round of Blue Drop assessments, the City of Tshwane will include Kungwini and Nokeng tsa Taemane. This will require updating of the Water Safety Plan and Asset Management Register and upgrading of infrastructure. The results of the assessments will be reported on at the Water Institute of South Africa's National Conference in May 2012 in Cape Town.

Tshepo Molefe might be 15 years old, but he is not your average township teen. He is the founder and coach of FC Ga-Rankuwa Killers. His dream is that his team will play against South African soccer giants, Kaizer Chiefs and Orlando Pirates, in the near future.

It all started with a New Year's resolution to establish his own team in January 2011. He recruited his schoolmate and assistant coach, Orapeleng Thebe, and together they hit the ground running. Since then they have never looked back and have already played against more established teams of Tshwane, such as Villa Wounders, Shooting Stars, Bazillona, 526, Spach, Tsunami Platinum Stars, Aces and Medunsa FC.

Both Tshepo and Orapeleng attend LG Holele Secondary School in Ga-Rankuwa and ensure that the team never loses its vision of glory.

According to Tshepo's mother Rebecca Molefe, who encouraged him to make a difference in other children's lives, Tshepo's dream apparently came from his love for kids.

“I told him to do something better to shape their lives and ensure that they grow up to be responsible adults,” she said.Tshepo told Tshwane Update that he started the team to keep children away from the tempting life of drugs, crime and indulgence in unsafe sex.

“Most of the team members are kids that were involved in all the wrong things one can think of, but today they are motivated and have become role models for their peers,” said Tshepo. He added that some of the team members are as young as ten years.

However, typical of any upcoming team, Ga-Rankuwa Killers have challenges that delay progress.

“We do not have proper sporting facilities and finance is one of our biggest stumbling blocks. Due to a lack of funds, we are even unable to join the Ga-Rankuwa Football Association. “We also do not have a proper soccer kit including boots,” he said.

According to Tshepo, these stumbling blocks have forced them to play friendly games only and sit tournaments out.

“These friendly games make us less competitive and rob us of opportunities for recognition.

“This has also hit us hard in the pocket, because without sponsors we have to pay for our own transport when playing against teams in nearby townships and villages.“It really puts a lot of strain on us and our parents because most of our guardians are unemployed.”

Ga-Rankuwa Killers recently partnered with a team from Paballo Place of Safety so as to rehabilitate the young inmates.Ga-Rankuwa Killers has since grown bigger and now has under-11, under-13, under-15 and under-17 teams.

“I would like to see our team playing in the Premier Soccer League. That is where I want to take it,” Tshepo said.
