Technology by Law Enforcement

Sara Boccoleri - Communications Supervisor Rocklin Police and Fire Department. Sara has dispatched for 15 years; five years with Concord PD and 10 with Rocklin PD and FD. She has spent three years instructing at the Contra Costa Dispatch Academy. In the last two years, she has facilitated several Fire and EMD training classes for Rocklin and local surrounding agencies. Sara recently attended the Ethical Use of Technology for Law Enforcement (Train the trainer) class and wants to share with the Dispatchers the necessity to protect themselves and give them the tools to do so.

Best Practices for Next Generation 9-1-1 Speech & Text Analytics

Jim Daniel, Director of Product Integrations, VPI Jim is responsible for managing VPI’s entire product line life-cycle from strategic planning to tactical activities, that include Interaction Capture (Voice & Screen) Analytics, Coaching, and vertical market suites derived from these core components of VPI’s software product portfolio. Diana has over 10 years of experience as a GIS Analyst for a local government, where she was able to gain a wealth of experience in Public Safety, specifically in GIS for E9-1-1, as well as Emergency Preparedness GIS. Diana has extensive experience in preparing local data for NG-9-1-1 creating NENA compliant schema, maintaining topologically correct features, and creating easy to read map displays that quickly and efficiently present call takers with critical location information.

Sherri Griffith Powell, ENP, is the chair of the NENA NG9-1-1 Public Education and Training subcommittee. She has over 17 years of experience in 9-1-1; including work in public education, dispatcher training, wireless, and VoIP deployments. Sherri worked for the Texas Commission on State Emergency Communications for over 10 years before moving to the private sector. Sherri currently works as a consultant with L.R. Kimball and has done project work for the CA 9-1-1 Division Office.

Jeff is a Communications Center Manager with the San Diego County Sheriff's Department with 17 years of experience in critical incident communications and PSAP operations. Jeff is chairman of the San Diego Law Enforcement Assistance Network, a mutual aid communications/interoperability committee. He represents the San Diego and Imperial County region as a member of the Public Safety Dispatcher Advisory Council for POST. Jeff is also President of the San Diego Association of Public Safety Dispatchers, a non-profit association that provides California POST-certified training for public safety dispatchers.

Melissa Hernandez, Dispatcher, San Diego County Sheriff’s Department. Melissa has been a dispatcher with the San Diego Sheriff's Department since 1997. Steps to prepare GIS Data for Next Generation 9-1-1

Mark Holmes, GISP, ENP. Mr. Holmes is a Senior GIS Consultant at L.R. Kimball and has over 15 years of experience in Geographic Information Systems (GIS) and 9-1-1. Mr. Holmes' present responsibilities include providing GIS consulting for a wide variety of GIS projects including 9-1-1, broadband, tax parcels and GIS planning. This includes spatial database design and data management, data maintenance planning, data interoperability, and data hosting services.

Elise Kim has served as Executive Director of 9-1-1 for Kids since 1994, the international emergency caller training & disaster education program for both young people & adults. Elise is also co-founder along with Howie Long (Fox NFL Show) of Athletes & Entertainers for Kids (AEFK), established in 1986. She has incorporated her production and creative background towards developing award-winning 9-1-1 public education training materials, products, and awareness campaigns. Stephen O’Conor, Past President of NENA/Director of Government and Industry Relations for Synergem Emergency Services, LLC. Steve previously served as the Assistant Emergency Communications Manager for West Palm Beach PD and 9-1-1 System Manager Brevard County. Critical Infrastructure Assessment

Tom Somers, Captain, Los Angeles Fire Department. Tom is a 32-year veteran of LAFD and serves as a supervisor in the Fire Department Communication Command and Control Center. He has held varied assignments in the field and within the communications center as a telecommunicator and as a supervisor for the past 18 years. Tom has been involved in special projects ranging from planning the moving of the space shuttle Endeavour to the Academy Awards to lecturing on Critical Infrastructure Assessment planning. Nancy Vaughn, Supervising Communications Dispatcher, Sonoma County Sheriff’s Office. Nancy has been involved in dispatching since 2003 and has been a Supervisor since 2006. Nancy led the Sonoma County Sheriff's Office training program on wireless in 2007-2008 and has continued to review, monitor, and trouble shoot wireless issues in the Sheriff's dispatch center. Nancy became a 9-1-1 County Coordinator in February 2012 and recently joined the California County Coordinator's Task Force, where she will be serving as the chair for the next year. Nancy holds a Master of Science in Geology and has taken course work in Emergency Management and Administration.

Tiffany Walker, Public Safety Dispatch Supervisor, San Diego Harbor Police. Tiffany has been with the agency since 2003. Prior to that, she worked as a Police Dispatcher for Coronado Police and the San Diego State University Police Department. She has worked in Public Safety since 1988. Tiffany is a Communications Training Officer, has completed the 40-hour POST Instructor Development Course, and is a certified CLETS/NCIC and RCS instructor for the Harbor Police. Tiffany has served as the Vice President of the San Diego Association of Public Safety Dispatchers since April of 2011.

Post Traumatic Stress Disorder is no longer seen just from the eyes of a combat solider. PTSD is prevalent in the first responder and in our dispatchers. Dispatchers are first to hear the anonymous screams from someone in need. The stresses that these calls produce, call after call take a toll. Hear the instructor’s first hand story of how PTSD prematurely ended his fire fighting career and the guidance he provides on how to combat this disease and stay healthy in order to stay in the game.

Role of GIS in NG 9-1-1 In many cases the role of GIS technology in NG9-1-1 is not well known. This presentation provides a vendor-neutral look at the role of GIS in NG9-1-1. Highly accurate GIS data is the "fuel" for NG9-1-1 systems and is used for both address location validation and call routing. Moreover, "legacy" components such as selective routers and the MSAG will eventually be replaced by GIS-based NG9-1-1 components such as the ECRF and LVF. These realities require careful planning and consideration be given to all aspects of the GIS that drives today's 9-1-1 system and NG9-1-1 in the future.

Steps to prepare GIS data for Next Generation 9-1-1 GIS data accuracy and data interoperability are key factors to future Next Generation 9-1-1 (NG9-1-1) implementations.
