Daylight Saving Time also areminder for fire prevention

Daylight Saving Time ends Sunday, Nov. 5, at 2 a.m. It'sa good time to change and test the batteries in smokealarms and carbon monoxide detectors.

Dover Fire and Rescue reminds residents that onesimple step can help save their lives and the lives ofthose around them. Everyone is encouraged to use theextra hour they "gain" from Daylight Saving Time tochange the batteries in smoke alarms and carbonmonoxide detectors, test alarms and remind friends,family, neighbors and fellow community members to dothe same.

"Eighty percent of child fire fatalities occur in homeswithout working smoke alarms," said Dover Fire ChiefEric Hagman. "It's a tragic statistic that could be reducedby adopting the simple habit of changing your batterieswhen you change your clocks."

According to the National Fire Protection Agency, 71percent of smoke alarms which failed to operate hadmissing, disconnected or dead batteries. Changing

"The peak time for home fire fatalities is between 11 p.m.and 7 a.m., when most families are sleeping," Hagmansaid. "Smoke alarm maintenance is a simple, effectiveway to reduce home fire deaths. Children and seniorcitizens are most at risk, and a working smoke alarm cangive them the extra seconds they need to get out safely."

Veterans Day ceremony, parkdedication to be held Nov. 11

A Veterans Day ceremony will be held on Saturday, Nov.11, 2017 at 11 a.m., at the City Hall auditorium.

The ceremony will include an invocation, Taps, posting ofcolors, and the national anthem. There will be remarks byCity officials, including Mayor Karen Weston, veteransand guest speakers, Lt. Charles "Johann" Sung and Gen.Mark Sears, retired.

A dedication ceremony of the new Dover Veterans Parkwill follow on the grounds of the McConnell Center.

The master of ceremonies is Davide Wiggin, Dovercommander of the Disabled American Veterans.

City offices closed for VeteransDay

City administrative offices, including City Hall, will beclosed on Friday, Nov. 10, 2017, for Veterans Day.Regular hours will resume on Monday, Nov. 13, 8:30 a.m.to 5:30 p.m. The Public Library is also closed on Friday,Nov. 10, for Veterans Day.

Veterans Day is a parking holiday in Dover. Meteredparking is not required on parking holidays.

Next Dover Art Walk is tonightThe next Dover Art Walk is tonight, Nov. 3, from 4-8 p.m.,in downtown Dover. This is the ninhth in a series ofmonthly art walks, held on the first Friday of each month.

The walks begin at Washington Street Mills, where peoplecan pick up a map, and visit galleries and studios in themill. A variety of downtown businesses will host art andlocal artists, including Adelle's; Nicole's Hallmark; VillageGoldsmith Gallery; The Falls Grill & Tavern; Pin Ups;Photosmith; Roots Juice Bar; Five Sirens Gallery; RossFurniture; Gyro Spot; Pear Tree Paper & Gifts; Just theThing; Spires Creative Media, and the Dover WineCompany.

Those completing the walk will receive a gift.

Dover Library's annual booksalecontinues this week

The Friends of the Library's annual, two-week-long,gigantic fall booksale at the Dover Public Library is nowunder way.

Thousands of paperbacks, hardcover books, and mediaitems for all ages. Many of the sale items are booksdonated to the library, while others are items discardedfrom the library's collections. Booksale prices were furtherreduced on Nov. 1, and during week two of the booksale,Nov. 6-12, the remainder of the items will be sold for thebargain price of just $1 per bag or boxful. Any leftoverbooks will be given away for free beginning Monday, Nov.13.

All proceeds benefit the Friends of the Library, a 501(c)3charitable organization which last year donated over$15,000 to the library for museum passes, children's andadult programs, furnishings and equipment. Applicationsto join the Friends of the Library are available at thelibrary's circulation desk.

Membership is $10 annually or $7 for seniors. Friendswho work at the booksale receive a 50 percent discounton purchases. Call 516-6050 for more information.

November and December are called the "giving season."As we get closer to the holidays, more and more peoplediscover a kindness in their hearts that leads them towant to help others. This season, OWLS and the DoverPublic Library hope to make the opportunity to give backa bit easier by setting up a Volunteer Fair in the library'sLecture Hall.

Hosted on the top floor of the Dover Public Library onSaturday, Nov. 18 from 10 a.m. to 2 p.m., the VolunteerFair welcomes people to learn about, and chat withrepresentatives of, several local non-profits that are doingwonderful things in the area and who are looking forvolunteers to aid their organization.

Participants include the Dover Children's Home, the NewHampshire Tax Aide program, the Cocheco ValleyHumane Society, My Friend's Place, SOS Recovery,Community Action Partnership of Strafford County,Riverside Rest Home/Hyder House, the WoodmanMuseum, and Zebra Crossings.

Volunteering is not only important to help run thesevarious organizations, but also teaches valuable skillsthat can be used later in life and in future jobs.

The Fair is sponsored by OWLS, a community servicegroup affiliated with the Dover Public Library. OWLS wasstarted in 2016 with the mission to get more individualsinvolved in the community and the world. This isaccomplished through projects and lectures that seek toinform and educate on important issues.

The Volunteer Fair is free and open to the public. All agesare invited to attend, get information on the variousorganizations, and hopefully make a match and decide tovolunteer in their local community. Note: there is noobligation to sign up for any volunteer position, unless youwant to.

Bagged leaves will be picked up on the same day astrash and recycling.

Leaves must be placed curbside in biodegradable paperleaf bags. No brush will be accepted. Paper bags can bepurchased at your local hardware or home improvementstore.

Grass clippings, leaves, brush and yard waste are alsoaccepted at the Recycling Center during regularoperating hours, Tuesday, Thursday and Saturday, 8:30a.m. to 3:30 p.m.

Online survey seeks input onproposed climate change chapter

of Dover Master PlanThe City of Dover is developing a new chapter of theMaster Plan to address changes in climate. The ClimateAdaptation Chapter is being led by a steering committeecomprised of Dover citizens appointed by the PlanningBoard. The Dover Planning and Community DevelopmentDepartment, Strafford Regional Planning Commissionand University of New Hampshire Cooperative ExtensionService are providing support for the project.

The Steering Committee has already held a publicworkshop to gather feedback on the first draft of theClimate Adaptation Chapter of the Master Plan. An onlinesurvey is also available to provide feedback to the

Steering Committee. There are six main topic areas of thechapter. Each topic area has at least one issue andassociated objective or objectives, and each objectivehas several draft actions. The Steering Committee islooking for your feedback on these draft actions.

Once a draft of the new chapter is complete, it will bepresented to the Planning Board for review. At that point,the Planning Board will hold a public hearing, followed bya meeting for adoption once final edits have beencompleted.

Support the Dover Veterans Parkwith engraved brick donation

A new City park to honor all veterans is expected to beconstructed and open this fall, in time for Veterans Day.The park will be located on the front lawn of theMcConnell Center.

To help fund the construction and maintenance of theDover Veterans Park, park organizers have launched abrick donation campaign. The bricks will be installed onthe entrance walkway and engraved with the name,military rank and branch and years of service forindividual service members. Bricks can be purchased byanyone wishing to honor a veteran who has served ourcountry. A red 4-inch by 8-inch brick costs $50. A larger8-inch by 8-inch brick costs $100.

The Dover Veterans Park was first proposed by acommittee consisting of Mayor Karen Weston, CityCouncilor John O'Connor, City Manager J. Michael Joyal,Jr., and Recreation Director Gary Bannon. The CityCouncil subsequently included some funding for the parkin the annual Capital Improvements Program. TheMcConnell Center was chosen as an ideal locationbecause it is near some of the City's memorialmonuments and named after Capt. Joseph McConnell, aDover native, Korean War Veteran, and the first Triple JetAce.

The Dover Veterans Park is intended to recognize allveterans.

Whitehouse and Cathleen C.Beaudoin, and several other historical sources. For more on the history of Dover, settled in 1623 and theoldest permanent settlement in New Hampshire andseventh oldest in the country, visit the Dover PublicLibrary, Locust Street; and the Woodman InstituteMuseum, Central Avenue. Nov. 6, 1818 - Franklin Academy in Dover isincorporated, receiving a liberal endowment for the timesfrom public-spirited citizens, the chief of which was in theland on which it was built and several adjoining lots, byDaniel Waldron. Franklin Academy was a private collegepreparatory school which stood at the brow of the hill onthe west side of Central Avenue between Waldron Streetand Orchard Street. It was two stories high and made ofred brick with a bell tower up over the front door whichfaced the Avenue. It was the first public building in Doverbuilt of brick. The dedication ceremony was held onSaturday, Dec. 5, 1818 and two days later, on Monday,the first term started. When the building was first built,

there were beautiful lawns in front of the building, runningdown to Central Avenue and on the North side going tothe river since Waldron Street had not been built at thattime. It is claimed that the bell was a gift of CaptainWilliam Flagg of Dover who was in command of a"Privateer" ship during the war of 1812 and he had takenthe bell form a merchant ship which he captured. CaptainFlagg, who built the beautiful home now known as theTidewater Farm on the Cochecho near the Salmon FallsRiver was one of the original trustees of the school. Theschool operated until 1896 and at the time of its closingwas completely surrounded by homes and factories. Thelargest enrollment at the school was approximately 100students in 1881.

Nov. 5, 1857 - Suspension of gold and silver paymentsby the banks follow numerous failures throughout thecountry. All manufacturing operations in Dover aresuspended for a time.

Nov. 4, 1863. - Governor Gilmore issues a proclamationfor a draft of 3,768 men to fill the quota of NewHampshire for 300,000 more soldiers, called for byPresident Lincoln, of which number Dover is required toraise 72 men.

Nov. 6, 1889 - "The Knife Factory of Hobbs & Flagg atBellamy Mills is a lively place nowadays; work is rushingwith them. They have shipped this week knives to SanFrancisco, Chicago and Milwaukee, in this country, andto Leeds, England. They have orders to be filled in NewZealand, the Cape of Good Hope, Japan and Africa.They are manufacturers of nine-tenths of all the knivesused in tanneries in this country and Canada and have alarge trade in tanneries abroad. The knives they makeare from 38 to 80 inches long, 4 1/2 inches wide, and 5/8of an inch at the back. This is one of the industries whichhave been spreading the fame and high reputation ofDover worldwide." (The Daily Republican)

November, 1912 - Three young men from Dover take aboating trip down the Bellamy and Piscataqua rivers andland on Goat Island, near Fox Point, in Newington. JamesMurtagh, who has lived there for more than 20 years as ahermit, came out of his shanty and threatened the boyswith his double-barreled shotgun. The boys quickly left theisland and returned to Dover.
