109 Functions and powers
(1) The Maunga Authority has the powers and functions conferred on it by or under this Act or any other enactment.
(2) In exercising its powers and carrying out its functions in relation to the maunga, the Maunga Authority must have regard to—
(a) the spiritual, ancestral, cultural, customary, and historical significance of the maunga to Ngā Mana Whenua o Tāmaki Makaurau; and
(b) section 41(2).
(3) In exercising its powers and carrying out its functions in relation to the administered lands, the Maunga Authority must have regard to the spiritual, ancestral, cultural, customary, and historical significance of the administered lands to Ngā Mana Whenua o Tāmaki Makaurau.

41 Maunga must remain as reserves vested in trustee
(1) This section applies to each maunga once the maunga is—
(a) vested in the trustee under subpart 1, 2, or 3 of this Part;
and
(b) declared a reserve under any of sections 18 to 29, 33, and 39.
(2) The maunga is held by the trustee for the common benefit of Ngā Mana Whenua o Tāmaki Makaurau and the other people of Auckland.

Appointment of Filming and Events Rōpū for the Tūpuna Maunga Authority

The Filming and Events Rōpū
1. The Filming and Events Rōpū assesses applications relating to an event, or relating to the filming or commercial still photography of any Tūpuna Maunga. Under delegation from the Tūpuna Maunga Authority, the Filming and Events Rōpū determines which applications are to be decided by the Tūpuna Maunga Authority.1 The Filming and Events Rōpū then determines all those applications it has not referred to the Tūpuna Maunga Authority and sets terms and conditions.
Appointment of Filming and Events Rōpū
2. It is proposed that the Tūpuna Maunga Authority adopts the same process as in the previous term and appoints a Filming and Events Rōpū made up of:
a. The Chair;
b. The Deputy Chair;
c. One representative from within Ngā Mana Whenua of Tāmaki Makaurau appointees to the Tūpuna Maunga Authority
d. One representative from within the Auckland Council appointees to the Tūpuna Maunga Authority.

Purpose This report requests the Tūpuna Maunga Authority to appoint a Filming and Events Rōpū.
Recommendations That the Tūpuna Maunga Authority:
a) appoint four members of the Tūpuna Maunga Authority to a Filming and Events Rōpū comprising the Chair, Deputy Chair, and one each of Ngā Mana Whenua o Tāmaki Makaurau and Auckland Council representatives.

Tūpuna Maunga Authority Work Programme for 2017

Background
1. At the Hui 23 (13 February 2017) the Tūpuna Maunga Authority were presented with the 2017 work programme (Attachment A).
2. The 2017 work programme includes:
a. Implementation of the Integrated Management Plan which sets out how the Tūpuna Maunga will be managed in the future;
b. Reporting required by legislation (Operational Plan and financial reporting);
c. Implementation of Tūpuna Maunga Authority first term decisions, including the pedestrianisation of five Tūpuna Maunga and changes to parking and speed limits;
d. Work to enhance the Tūpuna Maunga Authority’s brand and communications, including completion of our website (we are currently ‘hosted’ on Auckland Council’s website).
Feedback received
3. The 2017 Work Programme has been amended to include the following matters raised by the Tūpuna Maunga Authority members at Hui 23:
a. Continuing to promote and emphasise the potential World Heritage bid for the Tūpuna Maunga;
b. Continuing to work on communications and marketing to promote the Tūpuna Maunga, through public engagement, storytelling and history;
c. Working to complete the implementation of the IMP strategies and individual maunga plans;
d. Enhancing connections to the maunga through engagement with community and schools;
e. Continuing to work with Watercare Services on removal of redundant assets;
f. Continuing to develop relationship with mana whenua and the Tūpuna Taonga Trust; and,
g. Continuing to build on previous work being done.
Purpose This report presents an outline of the 2017 work programme.
Recommendations It is recommended that the Tūpuna Maunga Authority:
a) approve the Work Programme for 2017 (Attachment A).

Implementation of vehicle access to the tihi of Tūpuna Maunga

Background
1. At Hui 22 (21 November 2016), the Tūpuna Maunga o Tamaki Makaurau Authority (Tūpuna Maunga Authority) discussed options for addressing health and safety risks and implementing the direction set in the IMP by making changes to motor vehicle access on Ōwairaka / Te Ahi-kā-Rakataura/Mt Albert (along with Maungakiekie / One Tree Hill, Maungarei / Mt Wellington, Takarunga / Mt Victoria, and Puketāpapa / Mt Roskill). The discussion also reflected on the overwhelmingly positive feedback received about the pedestrianisation of the tihi of Maungawhau/Mt Eden and the sense that the maunga has been ‘given back’ to the people.
2. The Tūpuna Maunga Authority resolved:
“to make the following changes to vehicle access arrangements to the tihi of five Tūpuna Maunga (noting the relevant consents and assessment processes must be undertaken)
1. Maungakiekie / One Tree Hill:
Purpose This report:
a. updates the Tūpuna Maunga Authority on progress with the implementation of pedestrianisation of vehicle access to the tihi of Maungakiekie / One Tree Hill, Maungarei / Mt Wellington, Takarunga / Mt Victoria, and Puketāpapa / Mt Roskill;
b. recommends the Tūpuna Maunga Authority approves various changes to implement pedestrianisation of Ōwairaka / Mt Albert and receives the update on the implementation of vehicle access to the tihi of the Tūpuna Maunga.
Recommendations It is recommend that the Tūpuna Maunga Authority:
a. note progress with the implementationof pedestrianisation of vehicle access to the tihi of the five Tūpuna Maunga;
b. resolves to agree to implement pedestrianisation of Owairaka / Mt Albert as follows:
i. Removal of the existing sports field carpark situated on the loop road and current toilet;
ii. Installation of a new carpark & toilet (22 spaces) on top of the redundant reservoir at the entrance;
iii. Installation of an appropriate vehicle barrier at the start of the loop road around the Maunga;
iv. Provision for limited mobility access; and
v. Management will work with the Mt Green Archery Club to manage vehicle access on events and club days.

a. installation of an automated gate at the start of the tihi road to provide for limited mobility access (and service/emergency) vehicles.
2. Maungarei / Mt Wellington:
a. installation of an automated gate at the base of the maunga to provide for limited mobility access (and service/emergency) vehicles;
b. reduction of the number of carparks at the tihi; and
c. explore carparking options near the base and off the maunga.
3. Takarunga / Mt Victoria:
a. upgrade existing tracks to encourage greater alternative pedestrian access routes to the tihi;
b. replacement of the existing manually lockable gate with installation of an automated gate to provide for limited mobility access (and service/emergency) vehicles; and
c. explore carparking options at the base of the maunga.
4. Ōwairaka / Mt Albert:
a. installation of an automated gate at the start of the loop road around the tihi to provide for limited mobility access (and service/emergency) vehicles;
b. reduction of the number of carparks around the loop road; and
c. explore carparking options near the entrance.
5. Puketāpapa / Mt Roskill
a. closure of the tihi road to motor vehicles from the roundabout; and
b. development of the existing roundabout to include a carpark”.
Implementation Update
3. Maungakiekie / One Tree Hill – Russell Foster and Associated has competed the archaeological assessment. Russell has stated that the proposed work will not impact of the archaeology if the works are undertaken within the existing footprint of the road and current gate. Work has also commenced on options to provide power to the gate along with the road configuration. The project is programmed for completion in July 2017.
4. Maungarei / Mt Wellington – The archaeological assessment has been completed and identified concerns at the potential car park and toilet location. Management is now exploring the option of a boundary adjustment to the Auckland Council -City Park lease area as an alternative location for the car park.
5. Takarunga / Mt Victoria – The archaeological assessment is underway which includes
alternative parking sites. The assessment is expected to be completed by early April. A project plan has been completed and budget allocated to for the track upgrade project. The next phase is to complete a concept and detailed design before lodging consent.
6. Puketāpapa / Mt Roskill – Detailed design for the car park has been complete.
Construction work is planned to commence in early October 2017.

7. Ōwairaka / Mt Albert – The detailed proposals for this maunga follow.
Ōwairaka/Mt Albert pedestrianisation proposal
8. A concept plan was tabled at Hui 22 which provided visual representation of the proposed changes to vehicle access to the tihi of Ōwairaka, including provision of car parking, vehicle routes and development of toilet facilities.
9. Management was asked to:
(a) complete archaeological assessments and to present the finding to the authority. (b) investigate the option of widening the section of road to the sport field car park to
enable this option to be used as an alternative to the development of a new car park at the entrance.
10. In summary, the proposal for Ōwairaka is:
i. Removal of the existing sports field carpark situated on the loop road and current toilet;
ii. Installation of a new carpark & toilet (22 spaces) on top of the redundant reservoir at the entrance;
iii. Installation of an appropriate vehicle barrier at the start of the loop road around
the Maunga; and,
iv. Provision for limited mobility access.
Ōwairaka Archaeological Assessment
11. Russel Foster & Associates – Heritage Associates were engaged to undertake an archaeological assessment of the proposed site. A report was completed on 20 February 2017. The report stated in relation to the proposed new car parks that “the carparks themselves are within areas that have already been extensively modified by the construction of underground reservoirs that formerly existed on either side of the entrance”.
12. The assessment also considered the options of widening the road to the existing car park to enable the existing sport field car park to be used. Russel Foster’s report did not support this option and stated in relation to road widening that “any such scheme would destroy visible archaeological features”.
Mountain Green Archery Club Access
13. At Hui 21 (19 September 2016), the Tūpuna Maunga Authority approved the renewal of the lease and license to the archery club for a term of five years commencing 31 March 2016 and expiring 31 March 2021.
14. The archery club, as part of their events and club days, utilise the grass area between the gate and clubrooms to accommodate member’s & competitor’s vehicles. This practice enables existing car parks to remain free for other members of the public.

15. The archery club have stated that on an event / club day club members vehicle numbers
parked around the club can total 25 vehicles. Management propose to work with the club to look at ways to reduce the number of vehicles on these event days, such as carpooling and shuttles.
Budget Implications
16. The budget for implementing the recommendations is outlined in the draft Operational Plan 2017/18, which the Tūpuna Maunga Authority will also be considering at this Hui 24.
Concept Plans
17. A concept plan for Ōwairaka will be tabled and discussed at the Hui.

2. The “Love Your Maunga” Day Event was held on the sports field at Ōtāhuhu, on Saturday 18th February 2016 from 11am to 4pm. The following are key updates about the event from management: The marketing channels utilised were Event Finder, social media, local newspaper,
phantom bill stickers and road side signage. There were around 300 people in attendance.
3. Management received the following feedback from various event attendees: It was good to learn of the Tūpuna Maunga Authority. The entertainment, food and craft markets were very well received. People wanted to know the cultural history of Ōtāhuhu – and the iwi stories related to
it. We were unable to provide those. Traffic and speed programme
4. Management have installed 30km/hr speed signs on Maunga where there were none. The 40km/hr area through Maungakiekie has been amended to 30km/hr. All 20km/hr speed signs for tihi roads have remained in place, along with 15km/hr speed limits over speed humps.
5. Officers are working with a parking enforcement agency to agree on a process for areas with parking pressure on Maunga. Parking limit signs will be installed by the enforcement agency as a part of their responsibilities. Parking limit signs will be installed in all car parks as a matter of consistency.

Complaint received regarding an injury received (twisted ankle) due to the lack of sport field lighting on the training field on Otahuhu.

The field is a ‘soil field’ which means it is unsuitable to be used outside daylight hours. There are currently no lights installed. The arrangement with the sports club is that they book hours during which the field will be used – in this case the field was being used outside the ‘bookable hours’.
One injury (twisted ankle) has been reported with the potential for further accidents if the field is continued to be used after hours.
Management will meet with the Otahuhu League Club to discuss the use of the
field in the evenings and health and safety obligations. The club are responsible for
ensuring their members use the field within the specified limits.

The Maungawhau playground is positioned on average 10 metres from the road. The assessment considered the location and provided the following recommendation:

Hui 21 Maungakiekie Noise complaint Received a complaint from a neighbour about the noise generated from mowing around Hayden Ave. Contractors currently undertake mowing of the area around 6.30am to complete the work prior to visitors arriving, but has resulted in a series of complaints from a resident.
Management have discussed the issue with the resident and adjusted the mowing schedule to delay the mowing around the site until later in the morning.
Public Complaint
Hui 21 Ōwāiraka Vandalism Toilet on Ōwāiraka was set fire and caused extensive damage to one cubicle and fire damage to the exterior of the building and second cubicle.
NZ Fire Service was notified and extinguished the fire; NZ Police were also notified of the incident. Toilet has been closed and repairs are due to be completed by October 2016. Port-a-loos have been placed in car park to cater for visitors.

Hui 11 Maungakiekie Replanting on Maungakiekie Member of the public wanted to know about the possible replanting on the tihi of Maungakiekie.
Staff spoke to individual and informed him the Maunga Authority would be considering whether to replant on the tihi in due course. Staff agreed to update the individual when a decision is made.

Hui 11 Maungawhau Cyclist speed Numerous complaints have been received about the speed of cyclists on Maungawhau, in particular their failure to adhere to speed restrictions and stop signs.
Addressed the speed issue near the bus car park by placing additional signs and installing speed humps at the stop sign. Engaging with AT on speed calming measures (such as shared spaces) in the context of vehicle restrictions from the tihi of Maungawhau as well as cycleways on the maunga more generally.

Hui 11 Takarunga Tennis court fencing Question received regarding the replacement program for the tennis court fencing; concern expressed that this should be addressed earlier than planned. Individual expressed a desire to look at fundraising through the local board or community to address the issue.
Staff spoke to the individual and explained the asset renewal programme in place and the current prioritisation system.
Public expectation regarding asset renewal will be an ongoing challenge. Staff will continue to explain this to members of the public while taking their feedback on board.

Performance Report 3. Attached is the Tūpuna Maunga Authority Performance Report for the period 1 July 2016
to 28 February 2017. 4. This Performance Report covers a longer period (an eight month period) than the usual
Quarterly reports (three months). This has arisen because of the time gap between Tūpuna Maunga o Tāmaki Makaurau Authority hui. Management will return to Quarterly reports in the future.
Purpose This report provides the Tūpuna Maunga o Tāmaki Makaurau Authority with the Performance Report for the period 1 July 2016 to 28 February 2017.

1. Key Highlights to date:
Website Design and Implementation - The website is progressing very well. Good folk have finished building the basic structure of the site in full colour branded design and we are now gathering and writing content. We are aiming for a May launch. Love your Maunga Day -The second annual Love Your Maunga event was held at Ōtāhuhu on 18th February 2017. The weather had been bad all the prior week but turned out ok on the day. Eight entertainment acts, eleven craft and kai stalls. Approximately 300 people attended through the day. Vegetation Programme - 8 vegetation assessments have now been completed with four more underway to be completed by the end of April 2017. The assessments identify all significant trees on the Tūpuna Maunga and provide details of age, species and health. The assessments will be used to develop an annual vegetation maintenance programme and assist in lodging consent for removal of any pest and dangerous trees. Traffic speed implementation - 30km/hr speed restriction signs have been amended or installed depending on the Maunga. Any existing lower speed limits for speed bumps or tihi access roads have remained the same. Vehicle restrictions – following the decision at the Hui 21, management have undertaken archaeological assessments on the
Maunga.

Takarunga / Mount Victoria
Spring plant pest works complete; autumn works started (Using cut stump herbicides, as per standard Maunga specifications, on this Maunga for first time this autumn. This will increase programme’s effectiveness.) A volunteer programme has been established to carry out pest control on rats and possums. Four volunteers have signed up for the programme and it is going well. The bunker was closed due to fire risk as directed by Council. Work is continuing to address the issues. Upcoming events have been relocated to Takapuna until the issues have been resolved. Vegetation assessment completed.

Operating Revenue is on track to budget with a 1.3% variance.
Operating Expenditure is tracking below the budget by 23%.
Repairs & Maintenance and Outsourced Works variance of $269K is mainly due to the timing of work planned for animal and plant pest control in the final quarter of the year.

Professional services are also tracking below budget. The variance $131K is mainly due to undertaking the planning of the second stage of the IMP and background works needed to develop the IMP strategy / plans. This work has not incurred any expenditure to date as this is be carried out by management and the AC staff.
It is likely that the budget for operational projects will not be spent by June year end and a carry forward of these budgets into the next financial year will be required. An update on any estimated carry forwards will be presented to the Authority at the May Hui. Governance costs for the year total $78k, and are tracking close to the budget of $81K. Costs include appointed members fees, and Hui related costs such as catering, public notice charges, printing and copying.
3.2 Capital projects
The current forecast is for an under spend of approximately $800K, the under spend will be carried forward into the next two financial years. A more detailed estimated of the carry forwards will be presented to the Authority at the May Hui.
