NRC RAI Number: EIS 9.3-18 (RAI 5708)

Using the FNAI tracking list and other sources of information, provide an assessment ofwhether any Florida counties bordering Lake Okeechobee contain Threatened or Endangered(T&E) species. This request would also pertain to reaches of the Kissimmee River that crosscounty lines if river water is being considered for use in the reactor cooling system. For aquaticresources, T&E species should include fish, bivalves, mammals and aquatic plants. To assesspotential impacts to T&E species in Lake Okeechobee in a manner that accounts for themobility and distribution of aquatic species, the staff requests additional information on T&Especies that could occur in the lake and any bordering county. Information provided in ER Rev.2 focuses only on counties where an alternative site is located.

FPL RESPONSE:

Tables 9.3-18-1 through 9.3-18-6 (see below) include a listing of Threatened or Endangered(T&E) species, including Federal, State and Species of Special Concern - for both aquatic(including fish, bivalves and aquatic plants) and terrestrial species - for all counties borderingLake Okeechobee, including Glades, Hendry, Martin, Okeechobee and Palm Beach Counties,Florida. In addition, a T&E species list for Highlands County is included. The KissimmeeRiver, which follows the eastern boundary of Highlands County and western boundary ofOkeechobee County, empties into Lake Okeechobee from the north and is a potential coolingwater source for the Okeechobee 2 alternative site. T&E species lists for Glades, Martin andOkeechobee Counties have been updated from those provided in the ER Rev 2.

The sources for these T&E lists are identified in the Reference section at the end of thisresponse. The legend for the Federal and State species status information is defined belowTable 9.3-18-6.
