    1Itisoftenbelievedthatmeasuringtheattainmentofprojectobjectivessuchastimeandcostisverystraightforwardandthattheprojectmanagercanthereforeeasilyconcentratehisattentionontherightthing.Thiswasperhapstrueforyearsagoandinsmallerprojects.Intodayssocietyhowever,theexpectationoftheenvironmentarenolongersoobvious.Inadditiontothoseconventionalneed,likekeepingtotimeandcostobjectives,therearevariousmodernrequirementsthatmayberelatedtoemployment,architecture,safety,ecology,climate,developmentofskills,ambitions,etc.Thesenewexpectationsmakeitmuchmoredifficultforprojectmanagementtoconcentrateitseffortsontherightthingsandtomeasureandpresenttheresultproperly.Ofcourse,theconventionalobjectivesconcerningtime,cost,andalsoqualitybecomeevenmoreimportantparticularlyinlargeinvestmentprojects.
