Hulle is oortuig daarvan dat hul hui- se deur ’n misdaadsindikaat of bende gemerk is as teikens, maar die polisie sê dis bog. ’n Onbekende man het verlede Son- dag in die vroeë oggendure die kruise in vetkryt voor die sowat 70 huise in Ha- milton Place op die sypaadjies getrek, en by sekeres die woorde “Een ietsie wat nie meer twee is nie,” bygeskryf. Nog voor een van die inwoners die man kon konfronteer, het hy verdwyn. Inwoners is heeltemal verbyster oor die oorsprong en betekenis van die te- kens, maar verwag die ergste. “Ons is seker daarvan dat dit iets met misdaad te doen het,” het een inwoner gesê, wat uit vrees anoniem wil bly. “Almal in die woonkompleks is dood- bang en een ou tannie wat alleen bly, het skoon begin huil, só getraumatiseer was sy,” vertel dieselfde inwoner. Hulle het die kruisies vinnig afgewas en die polisiekantoor in Kraaifontein geskakel waar hulle deur kapt. Gerhard Niemand te woord gestaan is. “Hy het vir ons gesê ons jaag spoke op en dat die merkies deur die munisi- paliteit gebruik word om te merk waar hulle in die straat werk,” sê die inwo- ner. “Maar ek glo dit nie! Ons weet die munisipaliteit gebruik oranje kolle om die dreine te merk wat hulle skoon- maak, maar die kruisies het ons nog nooit elders gesien nie,” sê sy (sien ook berig op bl. 2). Volgens die inwoner het sy al vele sto- ries gehoor van bendelede wat huise só merk om te beroof. Op ’n medianavraag het Fred Monk, subraadbestuurder, bevestig dat hy nie bewus is van enige departement van die munisipaliteit wat sulke kruisies met vetkryt trek nie. “Ek het by al die de- partmente navraag gedoen en niemand weet van sulke merke nie,” sê hy. Op die webtuiste van die Suid-Afri- kaanse Polisiediens-reserviste in Rand- burg, Johannesburg, is daar egter spra- ke van soortgelyke mer- ke. Michelle Caswell, gemeenskapskakelbe- ampte van Blue Sekuri- teit in Durban en gewese polisielid vir 16 jaar, sê op dié webtuiste dat hoogs georganiseerde misdaadsindikate wel sulke kruise gebruik om huise te merk. “Wees gewaarsku. Die boewe gebruik kleur- kryt om merke op of voor huise, hekke, deure en interkoms te maak,” sê sy. “Die merkers, soos hulle genoem word, word klein bedrae betaal deur die sindikate om deur buurte te loop en kwesbare eiendomme uit te wys. Hulle hou gewoonlik die huise en strate dop en kyk uit vir ouer mense en enkel- vroue.” Volgens Caswell kom hulle ook gewoonlike hiermee weg omdat hulle net vetkryte by hulle dra en daar nooit bewysstukke soos SMS’e, notas of foto’s produseer word nie. Niemand sê die polisie kan nie beves- tig dat die merke aan misdaad gekoppel kan word nie. “Die persone wat die mer- ke maak, sal eers aangekeer en onder- vra moet word voordat ons enige aanna- mes kan maak,”sê hy.     An urgent communitymeeting has been cal-

    led to discuss crime inSector 1 ofKraaifontein.

    The meeting will take place on Thursday 1

    November at ScottsdeneYouthCentre inEoan

    Avenue.

    Sector 1 comprises Northpine, Scottsdene,

    BernadinoHeights,Watsonia Park, Parkhurst,

    Pineview, Parkview, Protea Pines, Disahomes

    and Summerville. The meeting will be atten-

    ded by police command and city representati-

    ves.

    Picture this: thousands of co-

    lourful kites, soaring high and

    free in a turquoise blue sky so-

    me colossal, some small, but

    mostly off-the-wall and fun.

    Annuallymore than20 000 specta-

    tors and kiters from around the

    world make their way to Muizen-

    berg for this spectacular feast for

    the eyes, and this year a couple

    from Brackenfell are at the helm.

    Local kiting couple Ashley and

    MarieWare-Lane are the brains be-

    hind this years CapeTown Interna-

    tional Kite Festival, the biggest of

    its kind in Africa.

    Both devoted to the hobby, they

    are working tirelessly to make sure

    the skies are filled with incredible

    kites this coming weekend.

    The best part of thismagnificent

    festival is to see the excitement on

    the faces of the children and mee-

    ting a host of other kiting enthusi-

    asts from around the world, Ash-

    ley told TygerBurger on Monday as

    he prepared for the event.

    Thirteen such kiting teams are

    this week making their way to the

    Mother City for the event.

    They include teams from as far as

    Germany, Turkey, Singapore and

    India.

    Ashley, who never flew kites as a

    child, got hooked on the hobby

    whenheboughthis young sonakite

    in 2003.

    He didnt like it much, but the

    bug bit me hard, he says.

    Shortly after, they attended their

    first annual kite festival and since

    then kiting has slowly become a

    full-blown passion.

    Over the years the couple have

    built up a good kite collection inclu-

    ding stunt kites, single lines, wind-

    socks and inflatables, most of them

    handmade at their home in Brac-

    kenfell.

    Ashley had initially started ma-

    king stunt kites but he soon fell in

    love with the wow factor of single

    line kites and soon learned to make

    his own.

    There are bits of fabric every-

    where!

    One of the biggest kites they have

    made is a 3,5m frog and a giant Ne-

    mo clown fish.

    Our ultimate kiting experience

    is flying the kites at Blouberg on a

    lazy summer afternoon and seeing

    people taking photos of them with

    Table Mountain in the back-

    ground, he says.

    Some of these kites are as long as

    40 metres and take about three men

    to launch; an exciting spectacle to

    watch, says Ashley.

    According to him the weather fo-

    recast predicts favourable winds

    for the weekend,

    lawns of Zandvlei in Muizenberg

    and gates are open from 10:00 to

    18:00 on Saturday and Sunday 3 and

    4 November. Entry is just R20 for

    adults and R10 for children.

    Tow truck driver Chadley Theron, on his

    birthday, saved the life of a man when he

    pulled him from his burning car on the N1

    near Kraaifontein on Saturday.

    Chadley Theron was close by at another

    accident scene when Ruan Heynse (25)

    crashed his car, the Daily Voice reported.

    WhenTheron arrived on the sceneHeynse

    was unconscious and the car was on fire.

    I tried to open the drivers side door, but

    nothing happened. My face was hot from

    the heat, but I ran to the passenger door and

    luckily I could get it open, he said.

    He then grabbed Heynse by the shoulders

    and started to pull him to safety, but in the

    process his foot got stuck and seconds felt

    like hours.

    I kept thinking the car could explode at

    any moment, he said.

    Heynse gained consciousness just as the

    ambulance arrived. He sustained a broken

    leg and burn wounds

    DESIRE RORKE

    Thenorthernareas of the city are still ex-

    periencing a critical shortage of traffic

    officers, an issue the Bergdal Subcouncil

    is now taking up.

    Only 11 officers work in an area of popula-

    tion supposed to be patrolled by 62 traffic of-

    ficers according to ratios.

    This was revealed at a recent subcouncil

    meeting by Bellville traffic head Waldo

    Prinsloo, after being grilled by chairperson

    Grant Twigg, after perusing the quarterly

    report.

    According to Prinsloo there are only five

    or six traffic officers on duty on day shifts

    in the areas stretching from Bellville to

    Kraaifontein including the entire Durban-

    ville and Brackenfell area.

    Furthermore, only about three officers are

    on duty on the graveyard shift between 22:00

    and 03:00, Prinsloo said.

    Although we have 11 officers, 90 % of the

    time there is never more than six on duty

    as a result of leave, sick leave and study

    leave, Prinsloo said, but added that another

    two officers will be appointed in the near fu-

    ture, a great help but not enough for an area

    covering four subcouncils and 18 schools.

    Twigg said that he is very concerned about

    this state of affairs and that it needs to be

    addressed.

    We definitely do not have enough traffic

    officers, andwe need to take this upwith the

    portfolio committee of safety and security,

    TygerBurger earlier this year reported on

    this issue, when only nine officers were de-

    ployed in the area at the time. (Verkeerslui

    tekort groot krisis TygerBurger 7 March).

    The City of Cape Town admitted to this

    shortage in April and made R23 million

    available to address the issue.

    Since then another five officers were ap-

    pointed in the northern suburbs of which

    twowere immediately deployed in thenorth-

    ern areas.

    The other three were stationed in Milner-

    ton and Goodwood.

    The Cape of Good Hope (CoGH) SPCA is

    calling on Capetonians to consider the

    terrifying effects which fireworks can

    have on animals ahead of Guy Fawkes (5

    November) and Diwali celebrations.

    Cats anddogs canhear sounds at least two

    octaves higher than humans, which is why

    they are so scared by the soundof fireworks.

    The SPCA is opposed to the use of any fire-

    works, which emit a loud noise, due to the

    traumaand injuries they cause animals. Be-

    cause animals are able tohear awider range

    of sounds than humans can, the sound from

    fireworks is at least seven times louder to

    them. Their natural response is to try and

    escape the sound with sometimes tragic

    consequences, a media release from the

    CoGH SPCA reads.

    The Animal Protection Act clearly states

    that it is illegal for any person to terrify

    any animal yet despite the SPCAs efforts

    to educate the public on the dangers and le-

    galities of using fireworks and lobbying

    government for a total ban on the use of fire-

    works, injuries and trauma to animals oc-

    cur each year during fireworks season.

    The Firearms and Explosives Ordinance

    Act also makes it illegal for any child under

    the age of 16 to use or buy fireworks.

    Harming an animal with fireworks will

    result in prosecution and concerned mem-

    bers of the public are to please report any

    acts of alleged cruelty to the CoGH SPCA 24-

    hour control centre 021 700 4140/59 or a/h

    to 083 326 1604.

    Members of the public can also contact

    the metro police 24-hour call centre to lodge

    complaints regarding firework activities on

    021 596 1999.

    The CoGH SPCAs Inspectorate will once

    again be on standby at its call centre (021

    700 4158/59 or after hours 083 326 1604).

    The (still unconfirmed) designated areas

    where fireworks can be legally discharged:

    Bishop Lavis Sportsfield, Bishop Lavis;

    Wesfleur Sportsfield, Atlantis; Macassar

    N elf lange jare het die WP se rugbyspan

    weer n beker in sy trofeekas! Hoog tyd

    ook. Hoeveel keer di afgelope droogte-

    dekade is die WP nie vr die wenpaal

    deur teenstanders onder stof geloop nie?

    Trouens, die meeste WP-ondersteuners

    gaande A need for English.

    Ek vind haar kommentaar baie neerha-

    lend. Syhet geweet toe synoordelikevoorste-

    de toe trek, dat dit oorwegendAfrikaansspre-

    kend is. As sy so n groot behoefte het om

    haar kind in Engels te skool, trek suidelike

    voorstede toe!

    Ek vind dit uiters onaanvaarbaar om n

    stelling te maak dat Afrikaanssprekendes

    hul tyd verwyl om hieroor te kla.

    Dit is uiters onsensitief van Curro Hol-

    dings om n skool te bou in n oorwegende

    Afrikaanssprekende gebied, en dan n sake-

    besluit te neem om net in Engels onderrig te

    gee. Die uiteinde sal wees dat kinders met

    busvragte ingery gaan word om die skool by

    te woon, terwyl daar oorgenoeg leerlinge is

    wat van die skool gebruik kanmaak, s on-

    derrig ook in Afrikaans aangebied word.

    Ons as Afrikaanssprekendes is trots op

    ons taal en ek glo dat Engelssprekendes ook

    trots op hul taal is, maar daar is geen rede

    om afbrekend te wees teenoor die Afri-

    kaanssprekendes in Durbanville nie.

    Die volgende kan toegevoeg word tot die

    berig inTygerBurger van 24 Oktober (Red

    tape, long grass) oor groot probleme wat

    ondervind word met die skoonmaak van

    parke in die noordelike voorstede.

    Die probleem is egter nie net hier ter

    sprake nie, want dit gaan nie oor gebiede

    nie. Die probleem is die gebruik van kon-

    trakteurs. Dit is die doring in die vlees en

    kan slegs reggestel word deur die kern

    van die saak reg te maak.

    Ons weet almal die doel van die inbring

    van die kontrakstelselwas swart bemagti-

    ging. Die gepaardgaande onbevoegtheid

    was nie n faktor nie. Solank as wat dit so

    bly, sal swak diens ons voorland wees.

    Voorheen is die werkers permanent

    deur die onderskeiemunisipaliteite in die

    skiereiland in diens geneem.Daarwas die

    nodige toesig en ons omgewingwas n ple-

    sier om in te woon.

    this grass cut at all

    Regarding your article (Red Tape, Long

    Grass 24 October), I wish to say the follow-

    ing.

    I have been trying for three days to speak

    to someone regarding the long grass in our

    area. I have lived in Stellenberg for almost

    nine years and live opposite a park inMauri-

    tius Crescent. The grass is currently knee-

    high and it makes it very difficult for the

    children to play in the park, forcing them to

    play in the road.

    On numerous occasions, after moving to

    the area, I saw the need for a dustbin in the

    park and asked Mr Africa, who is in charge

    of the park to place a dustbin in the park (I

    have even offered to empty it out myself).

    Needless to say, I am still waiting.

    Your comments regarding tedious ad-

    ministrativework, no funds, the budget does

    not allow, it these are just the normal easy

    escape routes.

    City Council should take the time to en-

    sure that the tenders for cutting the grass are

    given to companies/individuals who have

    the necessary experience and equipment to

    do the job correctly. Is that not why we are

    paying rates and taxes?

    Op onsmotorfiets is ons hier weg by die

    huis. By die fees het ons aangekom, die

    motorfiets parkeer en die valhelms ge-

    sluit. Daar is n spesiale plek aan die mo-

    torfiets waar jy dit stewig kan sluit. Toe

    ons n n uur en n half terugkom, is dit

    gesteel. Hoe? Afgeknip en gesny met n

    mes. Die persoon wat dit gedoen het, sit

    nou met n valhelm, waarvan die belang-

    rikste deel gesny is die bande om dit on-

    der jou ken vas te maak. Waarom is ie-

    mand so dom om dit te doen?

    Ons sit met een deel en jy, dief, het nou

    die ander deel waarmee jy niks kan doen

    nie.

    Die voordeel is dat ons nou nuwes kan

    With Christmas around the corner, the

    adoption of homeless animals has quiet-

    ened down and keeping up the care of all

    the animals in the care of shelters, is ex-

    tremely difficult, said Alischa Cijter,

    project manager of Paws for a Cause.

    Paw for a Cause hopes to raise about

    R10 000 by the end of November to hand over

    to Uitsig Animal Rescue, she said.

    The next Adopt-a-Pet event by Paws for a

    Cause will be held on Saturday 3 November

    and Sunday 4 November at the Cape Garden

    Centre in Joostenberg Vlakte from 10:00 to

    13:00.

    Adoption days are held throughout this

    year on the first Saturday and Sunday of eve-

    ry month. Paws for a Cause in Cape Town is

    an animal relocation programme, which is

    based in the northern suburbs.

    Thiswill help themgreatlywith their ster-

    ilisation programmes each month. They are

    at a critical stage with food supplies running

    extremely low, said Cijter.

    The Uitsig Animal Rescue cares for more

    than 300 dogs, 200 cats, potbelly pigs, horses,

    goats and even reindeer, that were rescued

    over the years.

    They are a organisation that does not be-

    lieve in killing animals, so food and shelter

    is a huge priority for them. We want to take

    a load off their shoulders, so they will be able

    to feed all theirwonderful furries, she said.

    Donations of blankets, cat litter, food, de-

    wormer, deticking shampoo, collars and

    leads, toys and treats are also sought.

    Cijter thanked Charmaine Janse van Rens-

    burg, whowith her bike club Met Ys present-

    ed a fundraising project for Paws for a Cause,

    Uitsig Animal Rescue and various other ani-

    mal rescue organisations.

    Thank you so much for making a change in

    these animals lives and also supporting Paws

    for a Cause in these hard times!

    She also thanked all the volunteers each

    month. You make our events possible and

    without your care and determination on our

    days we could not have done what we have

    over the past years, she said.

    Volunteers are sought to help with the ani-

    mals on the adoption days. People who want

    to become involved or help over the weekend

    From their busy street patrols to

    the movie set. Members of the

    Northpineneighbourhoodwatch

    (NNW) recently took a breather

    to star in a new film.

    Commissioned by the City of

    Cape Town, the film will be

    screened in the citys various cam-

    paigns to promote its IntegratedDe-

    velopment Programme (IDP).

    The IDP in essence lists all

    the changes that the city

    would like to see in its diverse

    society over the next five

    years.

    One of the key components

    of the IDP is safety and securi-

    ty, an aspect the citywanted to

    emphasise in this production.

    The issue of neighbour-

    Town is the only city in South

    Africa that works so closely

    with neighbourhood watch-

    es, said NNW spokesperson

    Craig Wakefield, who was lat-

    er contacted by the production

    companyMulti-Image produc-

    tions, to assist them with two

    scenes.

    The first scene was a street

    patrol scenario,wheremembers ap-

    proach a group of guys drinking

    and making a noise in an open

    space, searching them and disarm-

    ing them of their weapons, Wake-

    field said.

    The second scene was in a class-

    room where members were trained

    byCharlViljoen, community safety

    liaison officer at the City of Cape

    Town Safety and Security Directo-

    rate.

    Viljoen specialises in neighbour-

    hood watch training, free unarmed

    combat training, basic first aid, ar-

    rest procedures, conflict resolu-

    tion, youth programmes and com-

    munity emergency response train-

    ing.

    According to Wakefield Viljoen

    initially suggested NNW for the

    shoot, and rightly so.

    As a neighbourhood watch we

    are a success story ... rising above

    all odds since its inception in Janu-

    ary 2011.

    Despite many challenges,

    we made very quick in-roads

    in minimising crime for the

    first fewmonths of existence.

    Fortunately during July 2011,

    our chairperson Mark Mac-

    donald made contact with

    Charl Viljoen and we re-

    ceived top training from the

    city and were sponsored with

    the necessary tools needed.

    From that point onwards, we

    never looked back, he says.

    Today the NNW is an es-

    tablished crime fighting unit

    ... with the full support of city

    officials and services.

    der om vir myself ook te gee nie.
