Angry residents from the Gaylee Out-reach Forum plan to fight tooth andnail against a proposal to build 16 dou-

ble-storey flats on a field in Jane Street,Gaylee.“The application by Headland Planners

for the development is at the Stocks&Stockscomplex in Khayelitsha,” Lynn Trout, Ward14 committee member and acting chairper-son of the Forum, told TygerBurger at themeeting.Residents are furious about an apparent

lack of notification and consultation with

the street’s residents, and feel they havebeen “disregarded”.The closing date for public submissions

was July 1, but Trout said the first she learntof the proposed development was at 22:00 onJune 30. She sent a letter to the city on July1 voicing the forum’s concerns.

Secrecy“There was no transparency. Why were

they so selective about the information? Isit in all the council meetings. We discussall planning and budget decisions. Why wasI never made aware of any of these develop-ment plans? Who sanctioned it? When was

it approved?” Trout asked.“An environmental impact study should

have been done and sent to all the relevantpublic venues for scrutiny. There was noth-ing about it at the library, or the council of-fices, or even the day hospitals or police sta-tions.“An environmental team should track

down all involved community organisationsin a proposed development area, but no localforums were invited,” Trout said.Of 22 households in Jane Street, only four

or five were approached to sign the formsgranting permission for the rezoning andde-velopment plan at Erf 500, Trout said.

Some forum members received the regis-tered mail about the proposed development,but others said they were never notified.

Rights“They sent out a letter tome two years ago

concerning another proposed developmentplan for the same plot. I objected then al-ready,” said resident Stanton Smithdorf.Residents feel there are just too many

problems with the proposed development.“What are our rights? What options do we

have? What if the land has been sold al-ready?” asked resident Neville Bean.V To page 2.

Some of the other issues raised pertain tothe use of and entry and exit road to and fromthe proposed building site.

“I explained to them two years ago, whenI objected to the development plans backthen, that ours is a dead-end street. Wherewould visitors park? The only probable ac-cess is through James Street,” said Smith-dorf.

“Yes,” added resident Charles Booysen,“James Street is the only logical road theycould use, and there is already a lot of con-

gestion on this access road.”“Also, what about the fact that some of us

have children who have been looking forplots to buy in the area. What about them– why can’t they buy these plots?” askedBooysen.

The Forum explained there were churchesin the area that had approached the councilover land for building, but were turneddown.

“We will fight this tooth and nail... Themarket value of our homes, in which wehave spent years investing, will just skyfalland where is the justice in that?” askedTrout.

Response to Gaylee“The application for the rezoning of Erf500 (Gaylee) was advertised from May 31,2013 to July 1, 2013 in Die Burger, TheCape Times, and the Provincial Gazette,”said Pieter Terblanche, the city’s actingdirector for Planning and Building Devel-opment Management.

“A notice was also sent, on May 20, 2013via registered post to all property ownersin the immediate area, and notice of thisapplication was provided to the subcoun-cil manager and ward councillor,” hesaid.

“The press advert and notification tothe ward councillor (as well as registeredcommunity organisations) is intended tocover the broader community. A noticewas not issued to the Gaylee Outreach Fo-rum because they were not listed on thePlanning and Building DevelopmentManagement Department’s businessviewer at the time of advertising.

“In response to these notifications, oneobjection from a surrounding propertyowner was submitted within the time-frame allowed.

“The re-zoning application will there-fore have to be submitted to subcouncil

for decision once the applicant has re-sponded to all the departmental commentobtained in response to the objection.This will most probably occur in two tothree months’ time,” Terblanche said.

“In addition to the above advertisingrequirements, the applicant is also re-quired to erect an on-site notice to advisesurrounding owners or passers-by of theapplication on the site. However, in thisinstance, it appears that although the ap-plicant was informed of the requirement,the on- site display was not erected. Thisis considered contrary to the city’s poli-cy.

“Therefore, in order to ensure trans-parency in the process, and in order to en-sure a credible public participation proc-ess, a further advertising period will berequired.

“No new press adverts or notices willbe served, but the applicant will be re-quired to place the on-site display. Thiswill effectively introduce a further com-menting period of 30 days.

“The applicant will be requested toplace the display on site from Monday Ju-ly 8, 2013, until Thursday August 8, 2013.”

The City of Cape Town asks residents to no-te the following actions to be taken to im-prove water quality:) Management actions in the Kuils Rivercatchment need to restore the natural ha-bitat destroyed in the past by extreme ri-ver bank disturbances such as erosion andcanalisation;) The removal of alien aquatic weeds andvegetation from the river and riparian zo-nes is currently in progress;) Next year the volume of effluent dischar-ged from the Bellville plant into the KuilsRiver will be reduced by about one-third– via commercial and industrial reuse of20 million litres per day produced at thenew Bellville membrane plant;) The ability of the Kuils River to attenua-te floods and decompose pollutants via na-tural mechanisms must be reinstated ac-cordingly;) Illegal dumping of solid and liquid wasteinto the stormwater system needs to bestopped.

“The city would like to advise residents thatthe Kuils River is currently not suitable forrecreational activities, and the water is notfit for human consumption.”

This statement by Councillor Ernest Son-nenberg, mayoral committee member forutility services, came after TygerBurgerpublished an article, ‘River Contaminated’,on July 3. Herein we explained how a com-munity organisation took it upon them-selves to highlight the plight of residentswho are exposed daily to the toxicity of theKuils River.

The independent report found the river tobe unfit for human contact. The city, accord-ing to Sonnenberg, agrees.

“Residents bordering the Kuils River andadjacent wetland areas are therefore urgedto exercise caution and avoid coming intoclose contact with the water,” he said in thestatement.

In the article TygerBurger explained howthe Association for Healing paid for the inde-pendent water analysis report based on sam-ples taken from the Kuils River at variouspoints. Time constraints made it impossiblefor the city to respond in full to the findingsof the report.

They have since issued the statement,wherein they also cite their concerns andplans to eradicate the effluent problem –

which causes a terrible stench and turns theriver into a health danger zone – and howthey plan to fix it.

“The Kuils River catchment is locatedwithin an expanding urban area, whichgreatly affects the water quality and quanti-ty within the Kuils River. The river is sub-ject to a range of influences, such as industri-al liquid and solid waste, household waste,agricultural run-off, and treated sewage ef-fluent.

“Rapid urbanisation, informal settle-ments and ageing infrastructure, togetherwith overloaded wastewater treatment facil-ities and seasonal weather-related events re-sult in pollution and contribute to the cur-rent poor ecological state of the Kuils River,”Sonnenberg said.

According to him, the Bellville wastewa-ter treatment plant is one of the main con-tributors of treated effluent to the Kuils Riv-er. The plant is currently undergoing an ex-tensive upgrade.

“Additional treatment capacity, based onadvanced membrane technology, is current-ly being built and will be commissioned byAugust next year. New sludge dewatering fa-cilities and ancillary infrastructure will alsobe supplied,” he said.

The plan is that after August 2014 the exist-ing key plant facilities will be restored andupgraded to improve the quality of treatedeffluent entering the Kuils River, he said.

Sonnenberg made it clear that the plant iscurrently operating under stressed condi-tions and said that several interventionshave been put in place to limit process andequipment failures.

“Supplementary chemical dosing for nu-trient removal, disinfection and odour con-trol, as well as the use of temporary aerationequipment, and a specialised focus on age-ing equipment maintenance, are some meas-ures being implemented,” he added.

The city also planned for the Bellvilleplant effluent to receive additional polishingtreatment in lined maturation ponds by theend of July, which will create an additionalbuffer before discharge to the Kuils River.

Leanne Stellenberg, the Association forHealing’s managing director, told Tyger-Burger they were satisfied with steps beingtaken to address the effluent problem.

She stated that the Department of WaterAffairs and Forestry had also since sent outa team who visited the river with her organi-sation, and took their own samples for test-ing.

“It is especially important to warn the res-idents in Kalkfontein, because it is here thatthe children swim in the river,” she said.

“It was the best experience I’ve ever had.I attended seminars by Abbie Cobb regard-ing tips and tools for my career after theconvention, and Iwas privileged to be in thesame room as and listening to Karen-Lee,international model scout and renownedcoach,” Marais told TygerBurger.

“What I learnt from the experience is thatthere’s so much more to the industry thanthepublicmay think. It involveshardwork,lack of sleep, late night training and re-hearsals and early morning schedules.”

“All of this for less than 10 seconds on thestage. The hard work literally comes fromyourself – to be physically and mentallystrong. There’s isn’t time to complain aboutbeing tired after putting so much effort andtime into your goals and dreams,” she said.

It wasn’t all hard work though. Maraisgot to experience some of the better pas-times of theUnited Statedwhen she stoppedover in the Big Apple during her short stint

in that country.“What I loved experiencingwas to actual-

ly see how fast and advanced the UnitedStates really is. People don’t sleep at all!While I was staying over in New York Ifoundmyself stillwalking aroundand shop-ping in Times Square at three in the morn-ing!”

Marais hopes to empower the youth inher community and to put to good use thevaluable training she received.

“My dream is to see more youths in mycommunity exploit their talents.”

“With all the training andworkshops I at-tended, plus the shared experiences withother models, I would love to have my ownmodelling school or academy inmycommu-nity to be able to help others,” she said.

New tables and chairs, new toys, mats, mat-tresses, cots and even stationery. Theseitems were put to good use when Brenda Ne-ro opened her new creche on July 1 in Kalk-fontein.

The best part of this new creche, besidesall the shiny new equipment and even thebrand new structure that houses these dona-tions, is that Nero’s creche is being regis-tered by the community organisation thatset up her new business, and she doesn’t owethem a single cent.

This donor organisation, the Associationfor Healing, is a Section 21 company whosemain focus is to empower and uplift needycommunities of the Western Cape.

‘We have creches in Mfuleni, Delft, and wewish to spread to Eerste River, which is inour budget for next year. We have alsospread to Happy Valley, in the new sectionthere. These are all areas where childrendon’t necessarily get the cognitive develop-ment they so desperately need,” the Associa-tion for Healing’s MD, Leanne Stellenberg,told TygerBurger.

Any person who has completed an EarlyChildhood Development (ECD) course, andwho wishes to open their own creche, canapply for financial assistance, which in-

cludes the entire cost of setting up the newschool – from the building to the toilets tothe crayons and paper.

“The only requirement for us to build forthem, is that they keep the creche open andoperate it for at least three years. This meas-ure is put into place merely to ensure thecognitive development of our children issustained permanently. We are not throw-ing good money after bad,” said Stellenberg.

“Weevenoffer our own training to thepro-spective teachers, in which we focus on thecognitive development of the childrenthrough the play and learn concept,” shesaid.

“We have additional training for ECDpractitioners and supply all the necessarylearning material and equipment to ensurethe child’s early development,” she said.

“This is also a job creation project, be-cause there are no set-up costs for the own-ers and we keep on assisting and supportingthe creches until they become financially vi-able. They can even use the creches to havechildren’s parties, and thus generate an ex-tra income,” she said.

“We have this empowerment programmein place so that we can ensure we developour children for matric. Quality is the key,and our training is on par with that of FETs.These programmes form part of our ‘turn-

key solution’ – where we teach partners toturn the key, open the door and sustain a fu-ture for themselves and our communities,”Stellenberg said.

“Die vorige fondsinsameling het ’n biet-jie deur die mat geval as gevolg van te minbelangstelling, maar ek het net gevoel onsmoet die kind help,” het Luzanne Heunis,’n ouer en organiseerder van ’n suksesvolleopvolg-insameling vir Juane, gesê.

Daar was aanvanklik ’n reuse-behoefteaan ’n mobiele suurstofmasjien aangesienJuane se harttoestand haar verswak, en ditvir haar moeilik maak om enige fisieke ak-tiwiteite te doen omdat sy swaar asemhaal.

Baie van haar skoolwerk moet ingeboetword omdat sy gereeld om 11:00 soggensweer huis toe moet gaan om ’n toedieningsuurstof te kry. “Jan Kriel-skool het grootafslag gekry met die mobiele suurstofma-sjien en hulle het dit vir haar geskenk,” hetHeunis laat weet.

Heunis het toe ’n Miss Smiley-kompetisiegereël om met die opbrengs Juane se ouerste help met die koste van haar medikasie– pille wat van Australië af moet kom, wantdis nog nie plaaslik beskikbaar nie.

Hul mediese fonds, die staatsfonds Gems,het eers geweier om vir dié pille – soortge-lyk aan Viagra, en waarvan een van die ge-volge is om druk op die pasiënt se longe teverlig vir beter asemhaling – te betaal. Sygebruik die pille tesame met haar suurstof-masjien. Nadat ’n berig oor Juane ook opSaterdag 6 Julie in die dagblad Die Burgerverskyn het, het die mediese fonds intussenbesluit om weer vir die medikasie te betaal.Die koste van die medikasie beloop sowatR5 000 per maand.

Voor dié verwikkeling egter plaasgevindhet, het Heunis en haar dogter, Charné, in-

gespring om die kompetisie te reël om tehelp om die medikasie te verkry. CharnéHeunis is ’n veelbekroonde model en het ge-voel ’n skoonheidskompetisie waarvan dieopbrengs aan Juane kan gaan, is net die reg-te ding om geld in te samel.

“Dis ongelooflik hoe baie mense belanggestel het om Juane te help. Deelnemersmoes foto’s instuur met ’n mooi glimlag,vanuit die ouderdomsgroepe van vyf tot 19jaar. Een wenner en twee prinsesse is uitelke groep gekies. Ons het dit spesiaal ge-maak deurdat die finaliste die eer gehad hetom saam met Juane te poseer,” het Heunisgesê. “Dit was baie spesiaal vir die finaliste,ouers en wenners om haar te kon ontmoet,maar ook só vir Juane.

“So siek soos sy is, het sy altyd ’n glimlagop haar gesig, en sy was so goed met die fi-naliste voor die kamera, dit het gelyk asofsy self ’n natuurlike model is. Juane is ’ninspirasie vir almal. Die mej. Klein SA, Bi-anca Langedyk, het ook die aand bygewoonen ’n bydrae aan Juane oorhandig. CharnéHeunis het ook ’n tjek oorhandig van dieR2 000 wat ingesamel is.

“Juane en haar ouers kon almal nie ge-noeg bedank nie, want net die volgende dagmoes hulle medisyne aankoop van R1 580.

Notice is hereby given of the Public Participation Process in terms of the National Environmental Management Act, 1998 (Act No. 107of 1998), (NEMA), as amended, the National Environmental Management: Waste Act, 2008 (Act 59 of 2008) and the EIA Regulations2010.

Proposal: The activity involves the construction of a Slagment Plant. The plant and equipment will take up 260m² and the balance of380m² will be for the storage of the raw slag. The raw material is supplied by Mittal, Saldanha and is a result from steel manufacturing.This raw material is called Corex Air Cooled Slag and no other material is added. The raw material is transported by road and offloaded in a covered store on site. The final product, Slagment, is raw slag that has been grinded to a fineness of 100% minus 45micron. Slagment is used worldwide as a filler to cement. Proponent: VANZMA (Pty) Ltd.

Location: A portion of Portion 22 of farm Wimbledon no. 454, Blackheath. The site is located off Wimbledon Road.

Tradisionele Afrikaanse volksliedjiesmet ’n sterk jazz-inslag.Dít is hoe Jawaahier Peterson, san-

ger van Die Jaloersbokkies, dié groep semusiek beskryf.Nedine Blom, wat ook in die groep sing

en klavier speel, verduidelik dat Die Ja-loersbokkies gestig is nadat sy en Jawaa-hier saam aan ’n produksie gewerk het.Nedine het Jawaahier op Facbook gena-

der en gesê dat sy baie graag ’n musiekpro-jek saam met haar wou doen.Die twee het toe saam met Ashur Peter-

sen, Jawaahier se broer, om ’n tafel gaan sit.“Ashur het sy kitaar gebring, en ons het

begin jam,” sê Nedine.“Ons het besef dat baie van die liedjies

wat ons as kinders geken het, met mekaarooreenstem,” sê sy.“Ek het vir Jawaahier en Ashur gevra

wathulle inAfrikaansken, en toe beginhul-le die piekniekliedjies sing,” verduidelikNedine.

Onse mense se liedjiesNedine het toe vir hulle gevra hoe hulle

die liedjies ken? Jawaahier het geantwoord:“Dis onse mense se liedjies.”Ashur speel kitaar en banjo en sing ook

in die groep. Hy en Jawaarhier kom beslisuit ’n musikale agtergrond. Die twee is diekinders van die legendariese Taliep Peter-son.Nedine is bekend as sanger en ook vir

haar kindervertoning Supercool vir Jesus.Die ander lede van die groep is Yazeed

Williams op kontrabas, Alonzo Naude opklavier en Jaren Hendricks op tromme.Jawaahier sê die groep se musiek het

twee dele.Die een deel is die tradisionele Afrikaan-

se volksliedjies soos Daar kom die Alibamaen musiek wat volgens Jawaahier deel vandie groep se geskiedenis en tradisie is.Dan is daar ook ’n sterk jazz-invloed in

hul musiek. Baie van die lede het al jazz ge-speel of hou baie van jazz, maar Jawaahiersê dis die eerste keer dat sy die kans kry omjazz te sing.“Toe Nedine my suster genader het, het

ons vir iets anders gesoek, iets wat nog niegedoen is nie,” verduidelik Ashur.Ashur en Yazeed is deel van die Maleier-

koor, en die twee het vir Nedine en Jawa-hier die piekniekliedjies gespeel. “Ons hetbesluit dat dit die klank was wat ons gesoekhet,” sê Ashur, “want niemand het dit noggedoen nie.”

swart, wit, bruin, Indiërs en vlootbloumen-se,” spot Ashur.“Daar is ’n ietsie vir almal,” voeg Jawaa-

The price of petrol skyrocketed to aboutR13 per litre last Wednesday, July 3 – thelatest record high. It went up by a whop-ping 84 cents, and that’s not even theend of it! The Department of Mineralsand Energy has warned of another pro-posed hike on August 7 of about 61cents. The increases in the petrol priceare attributed to rising costs of interna-tional petroleum products and the poorperformance of the rand.Michelle Linnert asks how these increas-es affect, and will affect, TygerBurgerreaders.

“We are maxed out. I have an oversized sailand it is super-hard to hold down. The otherguys are on a slightly smaller kit and they’reloving it, thinking ‘This kid is finished’!”

Somehow on the last mark Mitchell Wag-staff manages to pull a sweet inside move.

“I was blowing foul, but I managed to takethe wind from the guy just below me! Thatwas it, I was just holding on with everythingI hadand just haulingbutt to the finish line!”

The 20-year-old South African championhas had many unlikely victories in his thriv-ing career, but there’s nothing unlikelyabout his shot at windsurfing stardom.

The Port Elizabeth boys might choose todiffer, but if they can’t win when windsurf-ing at home then their opinion doesn’t reallycarry much weight.

“Winning there was mindblowing. Theyweren’t expecting that one at all,” laughsWagstaff.

He competed in three championships inSouth Africa this year before claiming thecrown of fastest windsurfer.

It was almost inevitable when consideringhis dedication and sheer talent.

His journey started on the motocrosstrack, but by the age of 11 he decided to fol-low in his father’s footsteps.

“Motocross became a bit expensive for meand since my farther’s been windsurfing for21 years I decided to join him one day. I hadno idea what I was trying out and I got abso-lutely destroyed, but that was when it allstarted,” he remembers.

Fate would have it that motocross’s losswas windsurfing’s gain. More particularlythe slalom division’s gain.

“Slalom is just a race discipline. Thestandard is known as “downwind slalom”where you zig-zag your way downwind.

“We synchronise four minutes and thenan imaginary gate opens, so you could be 20

feet back or right on the line when it starts.It’s very much about skillful tactics.”

When asked to elaborate on these tactics,Wagstaff first touches on “positioning”.

Basically one should always try to be up-wind of one’s opponent, who might as a re-sult be slowed down by “spin-off” (turbu-lence). Another tactic involves the turn, orthe “gybe”.

The master-gyber explains: “You canchoose different lines, but your goal is to en-ter the buoy really high and exit on the buoyso that there is no space for anyone else to

get in.”He sometimes trains with his nemesis and

friend, Sunset Beach’s Peter Lumley, butwhen he just wants to relax he goes for a bitof wave sailing off the coast.

“The slalom is more meticulous and edgy,but when I go wave sailing it’s just me andthe wave.

“Rig up my smaller sail, go 10 to 15 feet inthe air and the wave disappears beneathyou.

“When you’re up their you’re hoveringyou just manage to pull in this little forward

loop and do a quick roll and sail away witha big smile on your face.”

He has been invited to participate as awildcard in the Professional Windsurfer As-sociation’s World Windsurfing Tour in Tur-key from 19 to 24 August.

He has also been invited to representSouth Africa in the 2013 Mauritius IndianOcean Championships.
