Drug dealing and abuse along the rail-way track in Summer Greens is a gro-wing concern for authorities and resi-

dents alike.One of these, a long-time residentwho pre-

fers to remain anonymous, says that one cansee the “druggies from far away”.“I am gatvol with the police. I don’t know

what they do, but they talk to the druggies

oftenand then theygoaway,” she exclaimed.“One ofmy friends lives close to the tracks

and she can’t even leave her washing on theline, because one of the druggies will stealit! Someone sits there 24 hours a day sellingdrugs.”Milnerton police spokesperson, W/O

DaphneO’Reilly, reassured the resident thatthey have recently made five arrests of sus-pects using or selling drugs near the railwayline. “Drugs in general are a problem inSummer Greens and various actions are be-

ing made to address this.O’Reilly warned that, “in order for us to

obtain a searchwarrantweneed a statementfrom residents” which can be done anony-mously. “Without this the court will notgrant a search warrant,” she said, addingthat far too often residents arehesitant to getinvolved in this way.”Statements are just one way for residents

to help the police, but another solution to theproblem is to join a neighbourhood watchand the local sub-forum.

O’Reilly says that one of the reasons forthis is that the “dynamics of the area” mea-ning that the police are seenwhen they enterthe suburbs and then drug users dispose ofthe drugs before the police can get to them.Local CPF chairperson, Karin Visagie,

agrees with O’Reilly in urging residents tostop complaining and take their neighbour-hood back.“We are deperately trying to get the

The City of Cape Town is rolling out the useof innovative smoke technology to detect ille-gal stormwater or sewer cross-connections.According to a press released issued by the

City this week, the Water and Sanitation De-partment’s first trial of new smoke testingtechnology was a “roaring success”. Testingwas conducted in different parts of the cityand under varying conditions to determinethe system’s efficacy. This technology willnow be used to detect illegal or unsanctionedstormwater discharges into the sewerage sy-stem.Ernest Sonnenberg, the City’s mayco mem-

ber for utility services says: “The introducti-on of the smoke testing technology is likelyto result in significant savings for the ratepa-yer. Preliminary estimates indicate thatmax-imum savings could be in the region of R36.55million.”This new method of detection involves

pumping smoke into the local sewerage sy-stem to locate inappropriate ingress of storm-water into the sewerage system. Previously itwas not possible to detect or pinpoint wherethiswas taking placewithout entering a largenumber of properties, which are often diffi-cult to access.NowWater andSanitationofficials can sim-

plywalk down the street and note the locationof these cross-connections based on the pre-sence of swirls of smoke.Where it is foundthat illegal or unsanctioned connectionsexist, the property owners will be providedwith their compliance to rectify the matterwithin a stipulated period. Failing which, afinewill be issued in terms of theCity’swaste-water by-law.“Illegal connections are problematic becau-

se the presence of excesswater can stretch thecapacity of the City’s wastewater conveyancesystems. The City’s wastewater treatmentplants are being forced to process water thatotherwise should not have been treated. Notonlywill the environmental benefit be signifi-cant, but unpleasant overflows which couldcause health issues will also be limited, andthere will be a significant saving for the rate-payer. tern Capewill be situated in the Nort-hern suburbs, says Richard Boorman,executive head of corporate communica-tions of Vodacom.By the end of the current financial ye-

ar Milnerton will have 42 3G sites and15 4G sites.This multi-million rand investment

will see the additional sites in eleven su-burbs stretching from Milnerton andBloubergstrand all the way to Kraaifon-tein.According to Steven Barnwell, mana-

ging executive forVodacom’s operationsin the Western Cape, this expansionforms part of a R600 million network in-vestment in the Western Cape for thecurrent financial year.“The bulk of this amount will go to-

wards the network renewal and expan-ding our fibre optic network in this regi-on.“We are also planning to increase the

number of 3G and LTE base stations bymore than 50%,” he said. LTE, long-termevolutionor 4GLTE, is a standard forwi-

reless communication of high-speed da-ta formobile phones and data terminals.Barnwell says this upgradewill increasenetwork capacity and provide improvedvoice quality and enhanced mobile dataspeeds in the Cape Metro.“The expansion of LTE sites in the

Northern suburbs, means that smart-phone users who reside here can now ta-ke advantage of fast LTE downloadsspeeds. With LTE, video and musicdownloads can be accomplished in afraction of the time of traditional 3G ser-vices,” he added.While speed is a key consideration, ad-

ding capacity is also a major focus. Oneof Vodacom’s major strategic objectivesis to sustainably reduce costs.“It would be simple to just reduce call

rates and data prices but this would bea disaster if rate reductions were notsupported by network investment to co-pe with the increased demand.“Vodacom’s strategy entails investing

billions of rand on the network to provi-de this additional capacity and ensurewe’re bringing down the cost to commu-nicate on a sustainable basis, with incre-ased volumes offsetting lower prices.”Bloubergstrand will have 17 3G sites

The Milnerton Old Boys will be fighting to keep their title at this year’s Old Boys tournament.

The Milnerton Old Boys are keen to retaintheir title at this year’s Old Boys annualreunion tournament.

The rugby tournament is set to take pla-ce at Milnerton High School on Saturday11 October from 10:00.

Milnerton Old Boys, who have won thetournament for each of the four years ofits existence,will beplayingagainst theoldboys of SACS, Table View and Bosmans-dam.

An exciting day is on the cardswith jum-ping castles for children, food and drinkson sale.

The Old Boys tournament is an opportu-nity to play together for their school. Whi-le it is fiercely competitive on the field, eve-ryonewalks off as friends.Most of the play-ers have either played against each otheror with each other at club level and organi-sers say it’s a perfect opportunity to put ontheir school jerseys for their school.

There are players of all levels that playfor theOldBoys teams. Some of the playersthrow on a jersey once a year for this tour-nament, while the others end their club se-ason with a more social event.

Another house that was on show forprospective buyers has been hit bythieves.

As with many other cases reported overthe last year, people posing as prospectivebuyers stole items from the house duringthe viewing.

In the latest case, three suspects arrivedempty-handed at a house inWest Beach andleft with an expensive cellphone.

Anacquaintance of the agent,DaleneBas-son, was on the scene during the viewing.

“I’m living in the house until the agentcan find someone to rent the place,” ex-plains Basson.

“Last week Sunday three people arrived

in a silver ToyotaAvanza to view the house.One of them, a younger guy, stayed in thecar and the other two men came into thehouse. My cellphone was in one of the clo-sets while the agent was showing themaround the house. One of the men then re-ceived a phone call on his cellphone andwalked away while the other was still talk-ing to the agent.

Unfortunately my back was turned to-wards the man on the cellphone, because Isuspect that this was the opportunity heneeded to steal mine,” says Basson.

The men drove away before she discover-ed that her phone was missing. Luckily,their every move had been caught on aCCTV camera.

Basson says that a neighbour’s CCTV ca-mera recorded the men arriving and depar-

ting a while later.She added that one can see on the footage

how the men enter the home with nothingand then leave carrying a bag.

“I looked all over if something else wasalso missing, but I don’t know. Maybe theybrought the bag in under one of their coatsand put only my cellphone in there.”

The police have viewed the video footage,where apparently the registration numbercan clearly be seen.

Police spokespersonW/O Daphne O’Reil-ly is using this case as an opportunity to re-mind agents to always be vigilantwhen sho-wing the house to viewers.

“Never let them leave out of your sight,”O’Reilly warned.

“Also,make sure that all valuables are sa-fely locked away.”

Bin scratchers drift from suburb to su-burb.The debate around the link between

bin scratchers, vagrants and crime has beenhotly contested for years. But nothing chan-ges the fact that bin scratchers continuetheir never-ending trek from one house tothe next.“Sometimes I find nice stuff,” says one bin

picker, who onlywants to be known asDani-el. TygerBurger interviewed one vagrantwho has been digging around bins for morethan a year. He has found many unwantedobjects in dustbins such as shoes, clothesand a radio.When asked if he looks for foodor objects of value, he answers grimly:“Whatever I can lay my hands on.”He says he does it because he has to, not

because he wants to.

YetmanyTable View residents believe thatbin scratchers go about their unsanitary bu-siness out of choice rather than necessity.Some of them also uses the guise as bin

scratchers to gather information about homeowners and then pass it on to robbers, whilesome are criminals themselves.The question is: does an increase in bin

scratchers equal an increase in crime?According to local police spokesperson,W/ODaphne O’Reilly, there is no clear evi-

dence of this. “Arrests made for crimes ismostly people from other areas, current em-ployees of companies or local residents,” shesays. Table View CPF spokesperson, GemmaRedelinghuys disagrees. “Many of the thesebin scratchers, in fact, have homes to go toyet they come into the area on bin days andwalk among the other scratchers looking forany opportunity to steal or break in. They usebin scratching as a cover for their activities.The gangsters are also arriving in their num-

bers and this can beseen by all the newgang signs spraypaintedonwalls andscratched onto pa-vements around Ta-ble View. The gangsigns we have beenseeing are the num-bers gangs whichoriginated in theprisons.”Table View

NeighbourhoodWatch (TVNW)spokesperson, Ja-mie Agenbag,echoes these state-ments and addedthat there is an in-crease in crime insector 2 on Wednes-days, which are re-

fuse collection days.Redelinghuys continues: “The number

of bin scratchers in the areahas drasticallyincreased in the previous few months inTable View. Often very loud and abusivewhen approached, they use intimidationtactics to get people toleave them alone.”One West Beach re-

sident who prefers toremain anonymouscan attest to this.She elaborates: “I re-

cently pulled out ofour complex at 06:25and saw a man insidescratching at the binsusing a torch. We toldhim he was trespas-sing and asked him toleave but he got ag-gressive. He said hegot in when a car left. We opened the gatebut he did something to the motor and thegate jammed.“I demanded that he leaves but he abso-

lutely refused telling me I had no right tokick him out. We got into a physical alter-cation and he pushed his fist against mychest asmy partner went to call the careta-ker because the gate was now jammed. Wewere later informed that the man had pla-ced something to obstruct the gate.“He threatenedmy partner andwemade

him leave. While I understand the plightof those who are less fortunate, it is alar-ming that they have started to trespass onprivate property and get aggressive. In ad-dition the amount of litter they leave be-hind is disgusting.”According to Redelinghuys, the bin

scratchers of Table View hail from Atlan-tis or live in the bush along the R27. Theyoften look for recyclingmaterials and thenlater in the evening meet up with scrap de-

alers who drive into the area to buy theirscrap.“The bad bunch among the bin scratchers

spend a few days in our area and leave be-hind amess of litter and humanwaste. Theyhave no respect for our community,” she

says. At the next TableView Ratepayers Asso-ciation open meeting (6October) a dicussion onhow to actively reducethe number of bin scrat-chers will be held.According to both Re-

delinghuys and Agen-bag, the answer is sim-ple.“Unfortunately une-ducated residents thatgive to the vagrants outof kindness or pity areperpetuating the pro-blem,” says Redeling-

huys. The CPF urges the community to giveresponsibly, in line with the City of CapeTown’s campaign. If residents put their binsout only on refuse collection days and notthe night before, they will curtail the crimi-nals’ ability to walk through the streets atall hours.“Residents who leave bags of food on the

top of their bins and give vagrants items totake are directly increasing crime in ourarea. If there is nothing here for them theywill not come. More andmore come into ourarea every day and residents just keep gi-ving, which is directly contributing to thecrime in this community,” Redelinghuyscontinued.“The residents of this community need to

start being more responsible. Leaving frid-ges, beds, tumble dryers, clothes, furnitureand so forth outside for the vagrants to takeaway is pure laziness. The vagrants takewhat is valuable and dump the rest in ourparks and greenbelts.”

Some of them also usethe guise as bin scrat­

chers to gather informati­on about home ownersand then pass it on to

robbers, while some arecriminals themselves.

Three non-profit organisations (NPOs)joined forces on Saturday to “lift thespirits” in Brooklyn.

Mitchell’s Mission, Youth on the Moveand Ribbons of Joy set a sterling exampleto other NPOs to work together and burythe hatchet over limited funds.Their primary goal on Saturday at Mar-

tin AdamsHall was to host a day filled withfun and joy for young and old and in doingso, uplift the morale of the community.Outside the hall the chilly spring day

could not dampen the mood inside of it.There were happy people at stalls who

sold goodies at special prices, while othersplayed games or enjoyed the dance groupsand singers.There was also a talent show for the kids

and a Miss and Mr Spring competition.

raising funds to alleviate suffering.TygerBurger interviewed the three foun-

ders, Gail Mitchell (Mitchell’s Mission),Maggie Griffiths (Youth on the Move) andAmanda la Grange (Ribbons of Joy).“This is the first time in our history that

wehave collaborated like this,” saysAman-da.“Eveyone is quick to say that Brooklyn

is a drug community and that nothing ishappening here. This event is to show the

community that we have not forgottenabout them. We stay in Brooklyn, we carefor the people and we want everyone to en-joy it and forget what is happening out the-re.”The funds raised for the day will go to-

wards two causes. Ribbons of Joy need todistribute 50 grocery parcels to the elderly.and need R7 500 to achieve this.Gail says Mitchell’s Mission would like

to fix their kombi (which transports child-ren) and extend their home schooling pro-gramme.Gail says they will have to raiseR20 000 to fix the kombi, so this is a longterm goal.

The City of Cape Town council recently ap-proved a partnership with Lifesaving Wes-tern Province (LWP) to ensure that lifes-aving serviceswill be available onCity bea-ches for the upcoming 2014/15 summerseason.

The City is responsible for ensuring thesafety of beach-goers throughout the year.However, the peak summer season fromOc-tober to February sees an increased num-ber of beach users, which requires additio-nal life guards.

The City will contribute R3.5 million toLWP to enable the organisation to fulfil its

obligation of ensuring the safety of our resi-dents on the beaches.

“Trained and competent lifeguards areone of themost critical requirements for sa-fety at our amenities.

“Lifesaving Western Province has a poolofwell-trained andqualified lifeguardswhoare able to deliver an essential service,”says the City’s Mayco member for commu-nity services and special projects, BelindaWalker.

This partnership will allow for a combi-nation of volunteer and paid accredited life-guards for the 2014/15 season.

Keeping Cape beaches safe

The City of Cape Town’s council recentlyapproved the integrated coastal manage-ment policy – a first for a SouthAfricanmu-nicipality. The City views the adoption ofthis policy as a watershed moment.

The policywill increase the ability for theCity and its partners to focus on the protec-tion, promotion, enhancement and enforce-ment of over 300 km of coastline.

The city is the largest coastal metro inSouth Africa and its coastline is arguablyits greatest socio-economic and environ-mental asset.

“Cape Town’s extensive coastline may,however, also be a key source of risk to the

city.Global climate changepredictions sug-gest that sea levels will rise, and the subse-quent increase in the intensity and frequen-cy of storms will have a significant impacton coastlines across the globe.

JohanvanderMerwe,Maycomember forenergy, environmental and spatial plan-ning says: “The city’s coastline is increasin-gly under pressure, its socio-economicstrength is being incrementally threatenedthrough increased levels of coastal erosionand damage to infrastructure, permanentloss and destruction of dune systems, lossof fauna and flora and the heightened levelsof windblown sand problems.”

’n Kunstenaar van Goodwood droomdaarvan om sy eie kunsakademie testig sodat ander mense ook kan deel

in die tegniek wat hy vervolmaak het.Peter van der Vindt (48) sê hy was altyd

lief vir die kunste, maar het twee jaar gelede’n sketstegniek ontwikkel wat hom help omlewensgetroue sketse van mense, diere enlandskappe te maak.

“Ek het besluit om nie meer met ’n potloodnie, maar met ’n balpuntpen te begin sketsen dit het my werk verbeter,” sê Peter.

Volgens hom word sy liefde vir skets netoorskadu deur sy passie om ander te leer.“Ek het nou twee mense wat ek oplei, maar

ek dink ek kan baie meer hanteer. My droomis om iewers hier in Goodwood of Bellville’n akademie te begin sodat ek mense van alleouderdomme kan leer hoe om my tegniek tegebruik. Dit is nie ’n ingewikkelde prosesnie, maar as iemand ’n passie het vir kunssal daardie persoon dit kan bemeester.”

Hy het ’n boek saamgestel met meer as 300illustrasies, wat hy hoop om eendag uit tegee. “Ek was al by ’n paar uitgewers en ditlyk nogal of daar belangstelling is. Een ouhet vir my gesê hy dink die boek moet in sko-le gebruik word. ’n Boek is iets wat jong kun-stenaars kan gebruik as hulle nie by my kanuitkom nie. Ek verduidelik stap vir stap hoeom suksesvolle sketse te maak.”

Peter doen graag profielsketse van mense.“Mense bring gewoonlik foto’s van geliefdes

of familie-foto’s, wat ek dan skets. In baie ge-valle is die geliefde die gesin se troeteldier,”lag Peter. Donovan Pretorius, ’n weldoenerwat Peter onlangs ontmoet het en watTyger-Burger van sy talent vertel het, sê hy wasverstom toe hy die werke sien. “Ek kon nieglo wat ek sien sien nie. Peter het ware talenten die enigste struikelblok tot verdere suk-ses is dat so min mense van hom weet. Eksal alles in my vermoë doen om te kyk hoeek hom kan help om sy droom van ’n kuns-skool te bewaarheid,” sê Pretorius. As always, African Penguin AwarenessDay (APAD) will be celebrated on 11 Octo-ber to raise awareness about the plight ofthe endangered African penguin.

With an annual decline of 2% per year,theAfrican penguin is an endangered spe-cies. SANCCOB (the Southern AfricanFoundation for the Conservation of Coas-tal Birds), SANParks (SouthAfricanNati-onal Parks) and its partners in conservati-on are at the forefront of saving the onlypenguin species to occur naturally on theAfrican continent.

Bring your family, friends and collea-gues to the Penguin Festival in Simon’sTown and celebrate the charismatic Afri-can penguin,with an array of stalls on dis-play and fun activities.

The Penguin Beach Release will takeplace between 10:00 and 10:45.

With the help of SANParks and its part-ners, SANCCOB rehabilitates close to1 500 African penguins and a further 1 000other seabirds at their centres.

These birds are then released back intoto thewild to bolster thewild African pen-guin population.

Visitors will get a chance to see thismo-ving event first-hand at the Beach Relea-se.

Parking can be found at the Seaforth be-ach parking area.

The Penguin Festival will be held from11:00 to 14:00.

Ysterplaat Primary performed exceptionally well at this years’ Eisteddfod. Mecayla Fielding wasawarded a silver medal for her individual act, and the Grade 5AE and Grade 4E1 classesreceived gold medals for their choral recital. The Grade 6AE class gave a live performance.

believe this to be the objective of our localCTTFA Ladies League in the future– thesooner the better.”There are three levels of progression, the

CTTFA League, if you win that league youcan progress to the SAFA Promotional Lea-gue and if you win that you can move up tothe top level in the Sasol SAFAPremier Lea-gue.“We have lost a few players over the last

few years to another big club because thoseplayers wanted to play and compete at a hig-her level in the SAFA Promotional Lea-gue,”says Ashley. “So for us to avoid losingmore players in the future, we need to winthe CTTFA League and have the choice tomove up. Currently with four games to gowe are 7 points clear on top of the log andunbeaten in the CTTFA Ladies League.“We also entered our team into the Coca

Action was the order of the day at thefirst Engen Volkswagen Cup race du-ring the penultimate round of the na-

tional Super Series at Killarney on Satur-day.

During the first lap, 15-year-old Sheldonvan der Linde moved up two places intofourth place behind Daniel Rowe, Shaun LaReservee and Dewald Brummer.

Brummer then took over the lead until hewas passed byRowe on the penultimate lap.Although Van der Linde made it into thirdplace, he was less than half a second behindthe winner when they crossed the line.

Behind them, no concessions were madefor “ladies first” as Andrea Bate and Tas-min Pepper battled it out before finishinga meritorious sixth and seventh.

Van der Linde made nomistake in the se-cond race that he (just) won fromBrummerand Pepper. Masters Class leader MatthewHodges did well to finish fourth overall af-ter rolling his car onto its side during thefirst race.

John Fourie (Alcohol Killer BMW),increased his points advantage in the firstheat of the Bridgestone Production Car ca-tegory when he avoided the Audi S4 threatposed by Hennie Groenewald (Sasol Ra-cing),Michael Stephen (EngenXtreme) and

Gennaro Bonafede (Sasol Racing).Stephen bounced back in the second race,

which he won comfortably over Fourie andGavin Cronje in the second Alcohol KillerBeemer, with Simon Moss (Engen XtremeAudi S4) in fourth place.

With unmistakable V8 sounds, flamingexhausts and characters like Ben Morgen-rood and the rugged Roelf du Plessis at thewheel, the Sports and GT events weremadefor the regulars.

It was only right that Ben should win thefirst one, although his Mustang was relega-ted to third in the second race.

Alan Eve was the leading sports cardriver in both races.

Robert Wolk and Nicholas vanWeely we-re pitted against each other and shared thehonours in the single seaterFormulaVolks-wagen category. Scott Temple and KeganCampos achieved the same results in theFormula F1600 class.
