URANIUM RODS: ‘SPENT FUEL’ REMAINS A CONUNDRUM

The “spent fuel” issue at Koeberg Nucle-ar Power Station, along with everyother similar power station around the

world, is increasingly becoming a seriousconcern.There are currently in the region of 1 400

tons of spent fuel stored at Koeberg, and no-body knows what the best way to dispose ofit is.Thenumber of pools inwhich these highly

radioactive rods are stored are few, and Es-kom has recently said they have resorted to“triple-stacking”, in which three times theamount of rods are stored in any single pool.These pools do two things – provide coo-

ling and radiation shielding.Roughly every seven centimeters of water

cuts the amount of radiation in half.Koeberg insist that nuclear waste is “ex-

tremely well managed throughout theworld, probably managed better than anyother waste”.But what happens to the incredibly radio-

active rods in the long term remains un-known.

Radioactive threatPeter Becker from the Koeberg Alert Alli-

ance says: “Nobody knows! It is kept underwater for a few years and then when it beco-mes a little safer these are placed in dry-caskstorage.”He adds that the word “safer” is relative,

since the rods are still extremely radioacti-ve, and would stay that way for thousandsof years.“Koeberg needs about 30 tons of uranium

ore fuel rods to operate. These rods decayover time, but the 1 % spent plutonium,which is the main ingredient for nuclearbombs, remains radioactive for 10 – 20 000years,” continues Becker.“Koebergopened in 1984 and theyoriginal-

ly said thatwithin five years the conundrumaround spent fuel would have been solved.We were recently told during the Public Sa-fety InformationForumon27March that theissue would be resolved in five years time.”According toBecker the danger exists that

the combination of over-stacked pools and anatural disaster such as an earthquake or a

tsunami could pose a serious nuclear threatto large parts of Cape Town.Eskom’s stakeholdersmanagementmana-

ger, Lewis Phidza, says there are currently2 117 elements of spent fuel, of which 112 arein dry storage casks, 1 009 in the Unit 1 spentfuel pool and 996 in theUnit 2 spent fuel pool.Each fuel element has a total mass of

670 kg.Phidza adds: “Although the plant was de-

signed for an operating life of 40 years, theoriginal fuel rack capacity of the spent fuelpools was only for four fuel cycles. Thesespent fuel pools have been re-racked twicein the past to increase the used fuel storagecapacity. The re-racking and expansion ofthe storage capacity of spent fuel pools is a

normal international practice performed tointernational standards and regulated bythenational nuclear regulatory body in eachcountry (the National Nuclear Regulator forSouth Africa).”Headds thatKoeberg spent fuel cooling sy-

stems are designed with independent coo-ling pumps and heat exchangers.

Well managed“Various enhancements have been made

over the years to the spent fuel pool coolingsystems, including the installation of an ad-ditional cooling circuit (cooling pump andheat exchanger) and the installationof emer-gency water make-up systems to the spentfuel pools,” says Phidza.

He insists that spent fuel and all radioacti-ve waste arising from nuclear power opera-tions are “extremely well managed throug-hout the world”.According to him countries that produce

used nuclear fuel either recycle (recover theuranium and plutonium) and dispose of it indeep geological repositories, or directly dis-pose of it in these geological depositorieswithout recycling it, or finally with continu-ed interim storage.He concludes: “In April this year the Mi-

nister of Energy launched the National Ra-dioactiveWaste Disposal Institute that is ta-skedwith the siting, construction andopera-tion of radioactive waste and spent fueldisposal facilities on a national basis.”

Só het Johan van der Merwe, voorsitter vandie Stad se portefeuljekomitee oor finanies,gesê. “Salarisse (van stadsamptenare) is ver-hoog, só ook is Eskom se tariewe. Die Stad hetuitgawes vir huur, brandstof, voertuie – allesis meer,” sê hy.TygerBurger het reeds in die uitgawe van

2 April oor die jongste verhogings in tarieweverslag gedoen (“Rate hike in line with consu-mer inflation”) en lesers ingelig oor wat omte verwag. Hiervolgens is die Stad se kapitalebegroting van R6 miljard, en operasionele be-groting van R27,8 miljard reeds op Maandag24 Maart aan raadslede voorgelê vir kommen-taar teen Maandag 7 April.

“Die finale begroting sal aan die einde vanMei goedgekeur word, met ingang op 1 Julie,”het hy gesê. Van der Merwe sê van die tienstadsdepartemente sal “elk insette lewer oorwat hulle nodig het in die begroting”.

Hy noem ook dat daar weer gekyk is na hoefaktore soos bevolkingsgroei en vandalismebyvoorbeeld die stadskoffers geraak het.

“Dís alles faktore wat die Stad geld kos, enenige mens kan die somme doen,” het hy gesê.

Volgens dié 2014/2015-voorgestelde begro-ting is die groeikoers per stadsdiens effensminder as die vorige boekjaar s’n, maarsteeds in ooreenstemming met inflasiegroei.

Hy sê belasting is verhoog met 6 % (teenoor6,10 % in 2013), elektrisiteit met 7,6 % (teen-oor 7,86 % in 2013), water en sanitasie met 8 %(teenoor 9,53 % in 2013) en vaste afval met5,9 %.

It is unthinkable that the some 500 res-cued animals on these premises might bewithout a home in three months time.

The organisation last week received no-tice to vacate the smallholding nearFisantekraal to make space for the Green-ville Garden City housing development.

It is a very real possibility that these ani-mals could lose their lives if the organisa-tion loses its facilities. However, for the fer-vent, tough-as-nails animal lovers and pas-sionate founders and members of thisexceptional organisation, it’s not an option.

Massive mandate“Failure is not an option. It is a big worry

for us, but for the sake of the animals wecannot afford to not succeed,” said foundingmember Denay Saunders, about the organi-sation’s quest to now find new land to homethe animals.

Her love and genuine concern for the wel-fare of animals is visible in the unselfishwork she, her 15 staff members and othervolunteers have put into the organisationsince its inception in 2009.

A former veterinarian assistant, it washer intention to rescue neglected, aban-doned and abused animals in the northernsuburbs of Cape Town and to nurse themback to health, provide them with a safe andloveable haven, to rehabilitate them and tofind them permanent homes.

In fact, the centre is the only pro-life, pro-quality-of-life animal rescue haven withpremises in the northern suburbs. Thusthey also house animals from various othershelters and animal welfare organisationssuch as the Lucky Lucy Foundation, Adopt-a-Pet and the Animal Rescue Team.

“We do not believe in euthanising ani-mals and will only do so in exceptional cir-cumstances,” says Denay.

“We have had great success with ouradoptions, while at the same time we under-take sterilisation and animal care educa-tion programmes in underprivileged areasand townships, to address the problem atthe core. Additionally, all the animals werescue stay on at the centre for an unlimitedperiod of time,” she says.

Animal rescue vision“Our landlordswereverygoodandgener-

ous to us over the years and we realise theimportance of housing. It’s just that it camedown on us rather suddenly and we nowhave to move very fast to raise the funds weneed to re-establish the centre,” she added.

The centre envisions purchasing theirown land, registering it in a trust and re-building their shelters on it for the exclu-sive use of the rescue centre.

CEO of Garden Cities John Matthewsconfirmed that they were in the planningphases of phase 2 of the project, but they hadgiven the farm manager of the Uitsig Farmappropriate legal notice that they would on-ly require the land by the end of next year.

He said that the lease between the farmmanager and the centre stipulated threemonths but this notice period was not to hisknowledge envoked as yet.

The organisation would need about R5million, of which they have raised R50 000to date.Community members can be part ofthe organisation’s “A Brick in the Wall”fundraising drive.

Safeguarding one’s home is one of the mostimportant things a person can do, and Mil-nerton’s Craig Pedersen has made this taskawhole lot easier inCrimeWatch:TheBook.

He recently completed this highly antici-pated project in which his years of experi-ence in this field has been put between 100-pages.

It will be distributed for free to each Mil-nerton Crime Watch member and otherwi-se sold for R75.

He funded the printing costs himself andplans to recoup some of these expenses byselling 500 of the 1 000 copies to the public.

The central theme in the book is that aperson’s home is their castle.

Writes Pedersen:“Let’s take amoment and consider a cast-

le. It has amoat, a drawbridge, andparapetsfor lookouts. It is well fortified! Draw a cast-le and its basic security and you will seeconcentric circles of security.

“Eachringaroundacastle provides abar-rier that someone would have to bypass inorder to reach the inner dwellings.

“This is the theory of concentric rings,and it can be applied to our modern-day se-curity.”

In order to get to you, an intruder needs

to bypass residential patrols, gates, walls,fences and lighting, burglar bars, doors andlocks, and finally an alarm and a panic but-ton.”

He continues: “Ultimately, the averagehomeowner is the criminal’s greatest asset.Human nature counts against us in thefight against crime. We’re naturally relax-ed in our home environment and tend todrop our guard when things have been safefor a period of time. Similarly, we’re pru-dent when it comes to spendingmoney – es-pecially whenwe’re not 100% familiar withwhat we’re buying. This results in the in-stallation of cheap locks, badly fitted bur-glar bars and substandard alarm systems.”

Pedersen goes on to elaborate on each ofthese subjects before he once again usingthe metaphor of a house being a castle.

He analyses the advantages and disad-vantages of having a high wall, discussesthe importance of minimising the placeswhere an intruder could be hiding and evenhaving a safe place “where nobility couldhide if bandits made their way through allthe layers of security”.

Pedersen even finds a way to draw a pa-rallel between the Trojan Horse and lettingsomeone “innocent” into one’s home.

Pedersen adds: “So far the reception fromthose that have seen the pre-print versionhasn’t been bad at all. The theory behind

it is to answer the most commonly askedquestions about home and personal securi-ty and to educate the consumer about whattheir rights are when purchasing security,as well as giving them some key points tolook for in good service providers.”

Pedestrian killedby MyCiTi busA pedestrian was fatally injured on 1April when he got out of a vehicle andstepped onto the red lane in front of aMyCiTi bus en route to Potsdam station.One person was taken to a hospital to

be treated for shock.Traffic officials diverted the MyCiTi

buses into the normal traffic lanes onBlaauwberg Road, between Gie andKoeberg Road. The bus involved in theaccident was substituted. The unprotected strike bybus drivers from the Trans-peninsula Investments (TPI)vehicle operating companywas resolved last weekThursday following severedisruptions to the MyCiTibus service.The strike started onWed-

nesday morning and eventhough the T01 route (Du-noon, TableView,CivicCen-tre, Waterfront) was affec-ted, the fact that only sevenof the 38 buses on the routeare operated by TPI lessenedthe impact.The strikers barricaded

drivers employed by TPI ga-thered on Thursday mor-ning at the bus depot in Gre-enpoing but no incidents we-re reported by city’s lawenforcement officials whoattended the scene.An agreement to end the

two-day unprotected strikewas signed late on Thursdaybetween TPI and the stri-king drivers after the Com-mission for Conciliation,Mediation and Arbitrationassisted with negotiations.At least 80% of all the

drivers resumed their dutiesby the end of the day and onFriday all drivers reportedfor duty.

Abandoned baby foundA seven-day-old baby, wrapped in ablanket, was found abandoned in a vleinear Oakdale Crescent on Monday.According to Table View police

spokesperson Lt Elizabeth Munro, a“suspicious” woman was seen walkingaround the vlei before the incident.Says Munro: “At about 21:00 the local

neighbourhood watch received a com-plaint about a suspicious person wal-king there. When the members searchedthe vlei they found the baby, who wasthen placed in a safe home. Someonebrought clothes and milk to the hospitalfor the baby.”Munro adds that if anyone knows of

An addition to the 2014 World TriathlonSeries calendar was in November an-nounced by the International Triath-

lon Union (ITU).For the first time ever, a World Triathlon

Series event will take place on the Africancontinent with a race to be held at the V&AWaterfront in Cape Town from 26 to 27 April.

The Cape Town race will serve as the se-cond stop on an eight-city tour starting inAuckland from 5 to 6April.

Cape Town, alongwith Chicago, is one oftwo cities to debut onthe WTS calendar in2014.

The world’s top tri-athletes have confirmedtheir participation inthe Cape Town leg of theseries. With eight of thetop ten elite men on thestart list, spectators canexpect a tight, actionpacked race. Local heroRichard Murray (ran-ked 5th) will take on Ma-rioMola (ESP),whonar-rowly beat him by 18 se-conds in the World Cupseason opener in Mooloolaba last month, aswell as fellow Spaniard Javier Gomez whois number one on the WTS rankings. With15 and seven World Series wins under theirrespective belts, Brownlee brothers Alistairand Jonathan are the most successful eliteathletes in the history of the series and willbe looking to retain their position.

With the top three ladies on the WTS ran-kings, Jodie Stimpson (GBR), Non Stanford(GBR) and Anne Haug (GER) confirmed, theladies competition will rival the elite men’s

for action. Olympic silver medallist LisaNorden (SWE) will also be making her ITUWorld Series comeback in Cape Town afterthe 2012 Olympics. Along with Helen Jenk-ins (GBR), she’ll be looking to regain her for-mer ITU World Triathlon Series glory.

Over 120 surfers representing six pro-vinces competed at the 22nd editionof theBillabong SouthAfricanGrom-

met Games at Pollock Beach in Port Eliza-beth recently.The annual SA Grommet Games is now

a prestigious event on the South Africansurfing calendar, and 15 proud Bolandersrepresented the province.Andre Roos, the youngest surfer in the

Boland team, won second place in the u-8division. Lisa van Rensburg won secondplace in the u-10 mixed division. KeallaPratt came fourth in the girls u-12 division,with Declan Fiet (from Melkbos) and KiraBester making it through to the semi-finalsin their respective age groups.

Team spiritKira Bester won the paddle battle event

for girls while Elrico Ludick (from TableView) came second in the senior boys beachflags event.Boland team displayed the most spirit

and support during the contest, winning

the Best Team Trophy, while Western Pro-vince took home the Mandela Bay Trophyfor the teamwith thehighest points in total.The Grommet Games is a transformation

and development tournament that gives yo-ung surfers from around the country theirfirst opportunity to compete for their res-pective provinces in a major surfing con-test.

Culture mixGirls and boys from a variety of different

cultures and communities represented ineight divisions, travel from all parts of theSouth African coast. While much of the fo-cus is on surfing itself, events such as apaddle battle, beach flags and a tag teamsurfing competition add to the activitiesthat make this event so special each year.In order to be selected for an appropriate

team for this event, provinces have held aseries of trials in their respective provinci-al areas. The trials for the Boland grommetsurf teamwere held in Strand andMelkbos-strand.

Last weekend saw quality performances du-ring round three of the CTMXClub Champi-onship at Melkbos Motocross track.Local Cape Town MX hero Anthony Ray-

nard showed great form on his RedBull Ka-wasaki and was overall winner on the day.There were various up-country riders ea-

ger to get a feel for the track and challengelocal riders for the win in anticipation of thenationals in Cape Town over Easter.The weather played its part on the day,

providing great racing conditions.Anthony Raynard, competing in the pre-

mier “Steam 1” class, set extremely fast lap

times in practice. In Race 1 Michael Kok(JHB) grabbed the holeshot with David Goo-sen (JHB) in second and Ant Raynard inthird. Raynard then pushed through to se-cond place on the third lap.One lap later, Raynard made a great pass

for the lead and put his head down to finish

the race a solid 32 seconds in front.Anthony Raynard then showed how hun-

gry he is to again be South African NationalMX2 champion this year by winning the se-cond race of the day by 28 seconds.I’m looking forward to the CT Nationals

in 2 weeks time,” said Raynard.
