How To Apply

RegistrationTo ensure a place on your chosen programme we recommend that you register

as soon as possible. Certain programmes are restricted to a limited number of

applicants and places on these programmes are assigned on a fi rst come fi rst

served basis.

Online Application Forms 2015To apply for entry onto a programme, log onto the IT Carlow website (www.

itcarlow.ie) and follow the link to the part-time programmes section. The

application form is located in the How To Apply section. Once an application has

been successfully submitted, applications will receive an automatic reply by email.

Entry RequirementsAll programmes have their own entry requirements. Please refer to the relevant

programme page for detailed entry requirements.

Springboard

What is Springboard?Springboard provides free, part-time places in higher education

for people who are unemployed or previously self-employed in

order to help them get back to work.

Who is Eligible?To be eligible for a place on a Springboard 2015 programme a

person must be:

• Unemployed* with a previous history of employment AND

satisfy one of the following three criteria:

- Be in receipt of one of the following payments from the

Department of Social Protection:

• Jobseekers Benefi t

• Jobseekers Allowance

• One Parent Family

• Disability Allowance

• Qualifi ed Adults of Working Age

• Carers Allowance

• Farm Assist/Fish Assist

• Widow(er)s Contributory or Non-Contributory Pension

• Blind Pension

• Deserted Wives Allowance

There is no requirement to be in receipt of a payment for a

particular period of time prior to the commencement of the

programme. Participants in receipt of an eligible payment at the

time the Springboard course commences are eligible to apply

for a place on that course. However, providers will be required

to give priority to applications from people who are long term

unemployed

OR

• Be signing for social insurance contribution credits

OR

• Be previously self-employed

AND

• Be actively seeking employment

People participating in the Community Employment Scheme;

the Rural Social Scheme; Tús; JobBridge or in receipt of the Back

to Work Enterprise Allowance or the Short Term Enterprise

Allowance may apply for Springboard and, with the approval

of a Department of Social Protection Case Offi cer, take up a

Springboard course.

To participate in a NFQ Level 9 (Post Graduate) course, a period

of at least one year must have elapsed since completing a full

time undergraduate degree course leading to a major award at

Level 8 on the NFQ.

How To Apply for a Springboard CourseOnce the courses are advertised as open for applications

all Springboard applications are made online at

To make an application you will need to complete a short

registration process and then fi ll out an online application form.

It is important that you fi ll out the online application form

as fully and completely as you can in order to make a valid

application and in order to best make your case for a place.

* For the purposes of determining eligibility for Springboard the term

unemployed also includes people who are on short term working and

in receipt of a Jobseekers payment from the Department of Social

WICKLOW COUNTY COUNCIL’S WELCOME

Wicklow County Campus is being developed by Wicklow County Council in

conjunction with IT Carlow and other stakeholders as a Centre of Excellence

in Enterprise, Education and Innovation with the third level college acting as

a catalyst for Economic Development in the County. IT Carlow in partnership

with Wicklow County Council is providing a range of part-time Lifelong

Learning Education and Training Programmes aimed at supporting business in

the County. Wicklow County Council has been working on an ongoing basis

with the national and local development agencies including the IDA, EI, the

County Enterprise Board, VEC, and Chambers of Commerce etc in order to achieve the vision contained

in the Strategic Plan for the Campus.

In 2010 a working group comprising many different interests prepared a Vision document following a

request for submissions from the Joint Oireachtas Committee on Enterprise Trade and Innovation. The

Vision document seeks to develop Wicklow County Campus as a Centre of Excellence in Enterprise

Education and Innovation, placing renewable energy technologies and sustainable design at its core. In

order to advance this vision it is hoped to obtain funding to prepare a business/marketing plan.

Wicklow County Campus is an ideal venue for business with a state-of-the-art Conference Centre and

spacious meeting rooms, all set in magnifi cent surroundings.

We are delighted to see that there are over 330 students studying on the Campus at present and we

hope that this number will grow signifi cantly in the years ahead. Wicklow County Campus is a fantastic

facility on our very own doorstep and we urge everyone to promote its usage at every opportunity.

Finally I would like to wish all our students every success with their studies which hopefully will help

them in their current and future careers.

PRESIDENT’S WELCOME

Welcome to the Institute of Technology Carlow Wicklow County Campus Lifelong Learning

(LLL) Prospectus 2015-2016, which provides details of our part-time, evening and adult

higher education programmes in Wicklow. The Institute of Technology Carlow is one of

the largest providers of Higher Education LLL Programmes in the country with part-time

learners currently accounting for over 36% of the total learner population of the Institute.

Through our LLL programme in Wicklow County Campus, you can choose from a varied

curriculum with qualifi cations, both at undergraduate and post-graduate level, in a wealth

of subject areas including Business (Management, Supply Chain Management), Humanities

(Professional Social Care & Early Childhood Education and Care), Engineering (Energy Management), ICT, Digital

Media and many more. We keep our programmes relevant to the real opportunities in the commercial marketplace.

We work very closely with industry to maintain this relevance. Some programmes are specifi c to certain centres

so please check this prospectus and the indices at the back for the exact locations of the various programmes. All

programmes are accredited by the Institute of Technology Carlow, QQI and / or other national and international

providers. The Wicklow County Campus is staffed by highly qualifi ed and professional tutors and lecturers, all

dedicated to providing learners with a high quality learning experience.

We understand that while part-time, evening and adult learners share many of the same challenges that face all

higher education students, additional family and career matters can also apply. That is why our programmes are

designed to provide maximum choice and fl exibility to learners. While the majority of our learner population choose

to take a full 60-credit programme stage in a single academic year, others decide to pursue one or two programme

modules, gradually building up the credits necessary to obtain a major award at Degree, Honours Degree, Higher

Diploma, Postgraduate Diploma and/ or Master’s Degree level.

The choice is yours and I hope that you will fi nd something of interest to you in this prospectus. Irrespective of

your choice, certifi cation is in place for all minor, special purpose and major awards detailed here. Whilst giving

you the internationally recognised qualifi cation you need to help build a successful career, it will also give you the

opportunity to form friendships to support you both here and throughout your life. If you are unsure of your options

or need advice on progressing your learning, please don’t hesitate to contact one of our dedicated team members

What is this programme about?The Master of Arts in Child, Youth &

Family Studies will provide learners with

critical thinking tools to enable them to

manage and lead services that develop

the potential of children, youth and

families and visualise new possibilities

for better service provision in the

sector. The programme is designed

to provide the knowledge, skills and

competencies required by the sector

and to provide future leaders of child,

youth and family services in Ireland and

abroad.

The programme will provide learners

with critical understanding of concepts

and approaches to enabling individuals

and groups to realise their potential

as human persons and participative

communities. The programme aims

to educate learners to high levels

of contemporary and comparative

theoretical awareness in fi elds central

to services provision (transitions

across the life span, cultural diversity,

youth and families) and to create an

atmosphere of rigorous academic

enquiry and writing.

Higher Diploma Early Childhood Education & Care

What is this programme about?This programme provides an

opportunity for students to study for

a one-year Higher Diploma in Early

Childhood Education and Care. This

programme is being offered as a direct

response to the introduction of the

free school year in Early Childhood

Education and Care (ECCE scheme) by

the Department of Children and Youth

Affairs. This programme is designed

for graduates of Social Care who are

working in the Early Childcare sector

and who do not hold the necessary

qualifi cation for the ECCE scheme.

All successful applicants will have to

complete 500 hours of Supervised

Professional Practice as part of this

Higher Diploma.

Learning OutcomesOn completion of this programme,

students should be equipped with

suffi cient knowledge and skills in

early childhood education and care to

enable them to make a professional

contribution to early childhood

education & care, nationally and

internationally.

What are the minimum entry requirements?To be eligible for consideration for this

Higher Diploma in Early Childhood

Education & Care, the applicant must

hold a minimum Level 7 qualifi cation in

social care or its equivalent and will be

working in the early years sector.

Garda vetting is required for this

programme. Offers on this programme

are conditional and could subsequently

be withdrawn if applicants do not meet

the Garda Vetting requirements.

All applicants will be considered on a

case-by-case basis. Lifelong Learning

reserves the right to require applicants

to attend for an interview to determine

their suitability for the programme.

What is this programme about?This Higher Diploma in International

Financial Services is designed to

What is this programme about?Digital media takes its roots from graphic design,

where messages are translated into a captivating

experience, using an array of communication forms.

Students will create projects in graphic design

(typography, illustration, branding and advertising),

digital media (websites, applications for mobile

devices, interactive design and 2D games).

AimThe main aims of this programme are to facilitate

the transformation of the novice student into

a creative practitioner in Digital Media Design.

The programme provides an integrated learning

environment (studio) that encourages creativity,

innovation, self assessment, discussion and social

“real world” practices which involve setting

What is this programme about?This programme aims to ensure

students understand the role of the

Project Manager and the project

management function within an

organisation together with the outward

impact project management has on all

aspects of the business. The student

will learn to use MS Project software as

a project planning tool.

On completion of this programme, students should be able to:• Understand the strategic importance

of project management in the business environment;

• Understand the interaction between project management and other functional areas of business;

• Understand the role that quantitative techniques can play as a decision making tool, as well as their limitations;

• Understand the role of the project manager including the skills required to plan, monitor and control a successful project;

• Use Microsoft Project software to create, track, manage and close a project.

What are the minimum entry requirements?Students are required to be computer

literate.

This programme is suitable for both

graduates and non-graduates. Potential

students could be in the public or

private sector or working in community

services. The programme consists

of lectures plus IT laboratory work

using the MS Project software. The

programme will include both a group

project and an individual project which

will require the student to accurately

develop a project plan.

What is this programme about?The evolving economic environment,

and the workplace responses to

it, present new opportunities and

challenges for those working within

them. Working environments must be

conscious of the changes in order to

take advantage of these new economic

realities, and pre-empt the challenges

that may be presented.

This programme is an introduction

to the subject of organisational

psychology: the applied branch of

psychology that is concerned with

understanding workplace behaviour and

enhancing the well-being of people in

organisations. Theoretical and practical

examples are featured on topics such

as training and development, leadership

and power, group dynamics, workplace

stress and the relationship between

how we feel and how we act within the

workplace.

What is this programme about?The overall aim of the programme is to

provide an academic and professional

qualifi cation in Early Childhood

Education and Care. The programme

will equip students with the knowledge,

understanding and competencies

required to provide care and education

for young children (0-6 years), in a range

of early years settings. The general aim is

to develop early childhood professionals

who have a specifi c expertise and a

specialised knowledge base, competent

to deliver and manage quality services

to children and families. All successful

applicants will be have to complete 500

hours of Supervised Professional Practice

as part of this programme.

The programme aims to educate students

to the level of ‘Experienced Practitioner’

as defi ned by the Model Framework

(2002).

What is this programme about?The aim of this programme is to develop graduates

who are equipped with suffi cient knowledge and

skills in social care practice to enable them to

make a professional contribution to communities,

groups, societies and organisations both nationally

and internationally and to prepare graduates for

lifelong learning so that they will be able to further

develop and consolidate their knowledge and skills

through experience, professional and/or academic

education. All successful applicants will be have

to complete 800 hours of Supervised Professional

Practice as part of this programme.

N.B. Because of the signifi cant placement element to this programme the duration of the programme is dependant on whether the student is working in the social care sector or not.

Progression routes from this programmeStudents who successfully complete stage 1 and

2 may opt to exit with a Higher Certifi cate in

Applied Social Studies (Professional Social Care).

After successful completion of stages 1, 2 and 3

students may opt to exit with a Level 7 Ordinary

Degree.

What is this programme about?The overall aim of this programme is to give

students a thorough understanding of the

fundamental principles of Administrative Law

in Ireland. It will provide the student with an in-

depth examination of the rules which regulate the

conduct of an administrative body as well as the

principal remedies available for the correction of a

breach of those rules.

This programme is an ECTS 10 credit module of

the Law degree.

On completion of this programme, students should be able to:

• Discuss and evaluate the main grounds upon which the acts of public bodies may be challenged on judicial review;

• Have an ability to demonstrate a coherent and detailed knowledge of the doctrines of bias; fair procedures; judicial review for factual error; error of law; the rule against unlawful delegation; the proportionality doctrine; the law of legitimate expectations; and the unreasonableness doctrine;

• Demonstrate a detailed knowledge of the remedy of judicial review;

• Demonstrate a detailed knowledge of the principal elements of the torts of malfeasance in public offi ce; of negligence in the exercise of public power; of breach of statutory duty and also of the procedure regulating an application for habeas corpus under Article 40. 4.2 of the Constitution;

• Have the ability to independently research and analyse various aspects of administrative law and present their fi ndings. The student will be able to interpret and apply the knowledge gained to formulate solutions to case studies involving administrative law.

concepts and laws of evidence in

What is this programme about?This exciting and innovative programme

provides an opportunity for FÁS

apprentice or equivalent graduates

of all disciplines to study for a BSc in

Energy Management (Buildings). The

energy-related skills. The programme

will broaden and deepen the

qualifi ed craftsperson and extend their

skills base to include signifi cant areas of

Programmes awarded by IT Carlow The National Framework of

Qualifi cations includes all education

and training awards (schools, Institutes

of Technologies, Universities) offered in

Ireland and relates them to each other.

This section briefl y explains the award

types and gives an overview of the

main features of these awards.

Defi nitionsProgramme: The course.

Award: The qualifi cation at the end of

the programme.

Module: The individual subject studied.

Each programme is made up of

modules. A module has a specifi c

content, assessment tasks and credit

value. The credit value of a module

is linked to the volume of learning

covered and the academic demands

placed on the student. A credit is a way

of measuring the amount of learning

undertaken by a student. This will

normally include time you devote to

your studies, teaching time through

lectures, work for assignments and

private time. Credits are gained when

you have successfully completed the

assessments and/or exams for that

module.

IT Carlow uses the European Credit

Transfer System (ECTS), in which

1 ECTS credit corresponds to

approximately 20 to 25 hours of

learning time. One advantage of ECTS

is that it is internationally recognised by

European and international universities.

Some modules of our programmes

are offered on a stand alone basis e.g.

Psychology from our Social Studies

Programme. This means you study

the module at the same level as those

doing the full programme and you

receive the same credits but you only

cover that one module. This will provide

you with a chance to “dip your toe” into

the programme and should you decide

to pursue the full programme later any

accumulated credits will go towards the

Award.

OUR AWARDS MAY BE CLASSIFIED UNDER THREE HEADINGS:• Major Awards - are the principal

class of awards, e.g. Honours Bachelor Degree at Level 8 such as the Bachelor of Arts (Honours) in Law.

• Minor Awards - are linked to a Major Award and they provide recognition for learners who achieve a range of outcomes, but not the specifi c combination of learning outcomes required for a Major Award, e.g. Diploma in Law.

• Special Purpose Awards - are made for specifi c, relatively narrow, purposes — for example the Certifi cate in Electrical Principles.

We offer several different types of

A Certifi cate: is awarded for

programmes at level 6, with 60 credits

or less and can be achieved in one-year

e.g. Certifi cate in Administrative Law.

A Diploma: is awarded for programmes

with more than 60 credits but less than

120 credits and would require two or

more years, e.g. Diploma in Law. This

example is a Minor Award linked to our

Honours Degree in Law.

A Higher Certifi cate: is awarded for

programmes at Level 6 with 120 credits

and would require two-years study, e.g.

Higher Certifi cate in Business. This is a

Major Award.

An Ordinary Bachelors Degree: is

awarded for programmes at Level 7

with 180 credits and would require, on

average, three years study, e.g. Bachelor

of Arts in Applied Social Studies. This is

a Major Award.

An Honours Bachelors Degree: is

awarded for programmes at Level 8

with a minimum of 180 credits and

would require a minimum of four

years part-time study, e.g. Bachelor of

Business (Honours) in Management.

Course AccreditationStudents registering for Lifelong

Learning programmes should be aware

that, all programmes offered in this

prospectus have undergone or are in

the process of undergoing validation

under the Qualifi cations (Education and

Training) Act 1999 and information is

correct at the time of going to press.

Fees and Refund PolicyProgramme fees quoted are for

the 2015-16 academic year and are

subject to change over the duration

of the programme.

Students taking leve 6, 7 or 8 courses of

1 year duration or longer where course

fees exceed €1,000 and who opt to pay

full course fees by Friday 12th September

2015 will be eligible for a €300 reduction

in the cost of their course fees.

(a) Course fees are expected to be paid in full at the commencement of the course. IT Carlow recognises that some students may have diffi culties in paying the full amount in one transaction thus the Lifelong Learning Centre has created a number of fee payment by installment options. All such applications will be treated in confi dence. In general, fee payment by installment applications will only be considered for fees in excess of €1,000.

Students who apply for and are granted a fee payment by installment plan should note that failure to meet the payment dates set down for their payment scheme, in particular key dates, may:

• be denied access to Blackboard

• be prevented from sitting examinations in December, May or August as applicable

• have all other assignment / exam results withheld until payments are made

• assignments will not be accepted nor will a late submission for an assignment be accepted after late payments are made

• pay an additional surcharge.

(b) Students in receipt of employer sponsorship etc. will be required to submit a letter of confi rmation of grant eligibility from their granting authority in lieu of fees. They must also include a Purchase Order Number for invoice purposes. Where fees have not been paid by the ‘sponsor’ within thirty days after issue of the invoice, it is the responsibility of the student to then pay the fee and claim back fees from their sponsor.

(c) Repeat students will be required to pay relevant examination fee when applying to sit the repeat.

(d) The Lifelong Learning Centre has a strict policy in relation to Refund of Course Fees and a fees refund or a percentage of same

will only be given in the following circumstances:

• A full refund will be given if requested in writing before the commencement of the course.

• Where a student leaves within two weeks of the start of a short course (10-13 weeks), 70% refund of the course fee will apply. Outside this two week period there will be no refund of fees.

• For long courses i.e. those of one-year duration or longer, a percentage of fees refund will be given over the fi rst nine weeks of the course as per table 1. Thereafter there will be no refund of fees.

• The refund calculation is based on the full fee for the course not the amount that a student may have paid under a fees payment installment agreement.

• The fees refund calculation is based on the date that the student formally applies in writing to withdraw from the course.

• All courses will run subject to suffi cient numbers. Where a course has to be cancelled those students who have registered and paid will be refunded in full.

• Receipts must be retained and produced when requesting a refund of course fees which must be applied for on the offi cial refund form.

EXEMPTIONS POLICY

IntroductionA student may be eligible for an

exemption to a module, a number of

modules or a stage(s) of an academic

programme based on previous courses

of study.

An example is a student who has

completed a Higher Certifi cate in Business

would be considered for entry onto Year 3

of the Bachelor of Business degree.

Exemption Application forms are available

from the Lifelong Learning Offi ce.

Students will still pay full course fee.

Student ProcessIt is the responsibility of the applicant

to gather the information together in

order to allow a Course Team assess an

exemption application. An incomplete

submission will not be considered and

there is potentially a fi nancial impact

to the applicant if the application

is delayed (see Restrictions below).

Delays in receiving information from

another third level college are not

the responsibility of IT Carlow, thus

applicants are advised to start the

exemption process as early as possible.

This means that the applicant must

provide:

• Completed application form, submitted by the closing date

• Necessary fee

• A copy of the academic transcript(s) related to the exemption

• A copy of the syllabus describing the

Learning Outcomes of the module(s).

IT Carlow ProcessDecisions on exemptions are made

by the Course Teams or their

representatives. Students will be

informed initially by phone of the

result of the application and this will be

followed by a letter of confi rmation.

Restrictions• Exemptions are not granted for any

module of the award year of a degree or for a module of a Higher Diploma, Bachelor of Science in Management (Craft) or Energy Management (Buildings) or of a Masters Programme.
