Country athletes are free to participate with any Metro association,with no impact on their pathway.

U12 – Attend U12 Skills Day, if successful you may be selected for the BVC U12 Jamboree.

U14 - Metro DOC’s to identify U14 athletes to attend an U14 Academy Camp, if successful they may be invited to attend Gold Nugget Camp. If successful at Gold Nugget, athletes may be selected for either U14 Australian Junior Country Basketball Cup (AJCBC) or U14 Southern Cross Challenge teams (SCC).

U16 - Athletes can attend an open SDP trial, if successful may be eligible to participate in the SDP program at any Hub (and/or Sub Hub) venue in Victoria (Metro or Country).

U16 - Selected SDP athletes may be eligible for U15 SCC or U16 AJCBC teams (based on performances in association competition, SDP trials/camps, and the U16 Combine, the U16 BVC teams will be selected).

U18 - Athletes can attend an open SDP trial, if successful may be eligible to participate in the SDP program at any Hub (and/or Sub Hub) venue in Victoria (Metro or Country).

VNPP - Victorian National Performance Program (VNPP) scholarships areawarded based on performances at Australian Junior Championships (AJC),and/or identified potential to possibly represent Australia in the future.

U18 - Attend the Player Development Camp. If successful, you may be selected into the State Development Program (SDP).

U18 - DoC’s nominate athletes to attend State Trials. The final state trial for U18’s is the East Coast Challenge (ECC).

The boundaries that determine metro or country eligibility take into account Melbourne’s urban growth, but also the competitive needs of both Victoria Country and Victoria Metropolitan representative teams.

Basketball Victoria’s KPI is that both Country and Metro teams play in gold medal games at National Championships, given our two playing populations of these heavily outstrip any other state.

It is not a simple matter of continuing to allow the Melbourne boundary to grow in accordance with urban sprawl if we wish to have all of our sides competitive.

The Basketball Victoria Board endorse a postcode based approach to eligibility to represent either Victoria Country or Victoria Metropolitan.

The problem of two players on opposite sides of the street representing different bodies will always be present. Basketball Victoria will implement a model that provides a clear way of determining who the athlete is eligible to represent.

“An athlete will represent a Victorian State team based on their domocile. If they are domiciled in a postcode gazetted as Country then they play with Victoria Country, if they are domiciled in a postcode gazetted as Metro then they play with Victoria

Metropolitan.“Domicile is defined as what the normal residential address of the athlete is, based on the following facts:

• The primary address for the athlete, which address would they provide if applying for a driver’s license, registering to vote, registered for Medicare and the like.

• What they consider to be their normal family home.

• In the case of divorced or separated parents, who the courts accept as the custodial parent (regular custody).

• An over-riding principle will be that any athlete, living away from home for school, will have their home address as their domicile, not their residential address for school purposes.

• Any doubt the BV Appeals Panel will resolve the domicile of an athlete.

Principles

A grandfather clause for those athletes who are currently representing either a Country or Metro region erroneously by the defined boundaries. This would ensure the athletes continue as they are currently in representing either Country or Metro respectfully.

A review process is formally undertaken by a member of the State’s High Performance team, reporting back to the Basketball Victoria Board every two (2) years, to ensure that the state team eligibility boundaries remain appropriate.

The eligibility boundaries policy is for State Team representation only. This does not impact any other business areas, such as BV/BVC affiliation fees, high performance servicing and/or TOC referees affiliation fees.

The starting point of athlete classification is the U12’s for Country athletes and Metro athletes.

An Appeals Panel exists to hear extraordinary cases, and includes the Basketball Victoria CEO as Chairperson, the Basketball Victoria General Manager Basketball Operations as minutes Secretary, an appointed current Basketball Victoria Board Member, and one (1) independent basketball community member appointed by the Basketball Victoria Tribunal. There must be no representation from members of the VJBL, the Country Commission or the State Team/High Performance Coaching staff.

The eligibility boundaries policy and the branded state map of Victoria is managed by all Basketball Victoria High Performances staff and duly inserted in the State Team Handbook.

This eligibility boundaries policy was implemented on 1 January 2016.
