UAE Export Capability Series: Prospects for Market Diversification August 2012


Summary The Dubai Export Development Corporation (DE) provides exporters with a broad range of services

required to boost exports and to diversify products and markets. DE undertake research and annual

Needs Survey’s to monitor exports, provide information to buyers and exporters, provide information

support to exhibitions and missions and input medium term plan and export policies. Among the

research activities DE prepare a series of UAE Export Capability reports which aim to showcase UAE

Capability for the buyer and exporter and also to input DE plan initiatives and plans.

This capability report aims to identify prospects of market diversification for UAE products which are

relatively competitive in world market. Using the entire current UAE Export portfolio, the study

identified 15products at 2 digits based on relative competitiveness in the world market. The list was

further screened to select 4 top products on the basis of the larger number of manufacturing

units/production lines in operation in Dubai and other considerations. The potential markets for the top

4 digit products under each 2 digit product have been identified at the world, Middle East, Africa and

Asia levels to depict an overall prospective market map thereby giving the exporter the options to

narrow down to more appropriate markets depending on factors and findings specific to him.

The overall market map for all selected products is as follows:

Africa: South Africa, Nigeria

Asia: Hong Kong, Japan

Middle East: Turkey, KSA

World: USA, Germany

These markets can be targets for DE Missions, Exhibitions and

other initiatives

A list of industries/production lines which are currently

producing the identified products in Dubai has also been

compiled to enable DE to reach-out to the companies to

provide necessary services(Appended).However the list may

not be inclusive.

Objective The objective of the study is to identify top competitive products for export form UAE and their

potential markets.

Top Products Revealed Comparative Advantage (RCA) has been used to help assess a country’s export

potential. The RCA indicates a country product relative competitiveness in world market it can

also provide useful information about potential trade prospects with new partners. RCA

measures, if estimated at high levels of product disaggregation, can focus attention on other

nontraditional products that might be successfully exported. The RCA index is often measured

by the product’s share in the country’s exports in relation to its share in world trade. A value of

less than unity implies that the country has a revealed comparative disadvantage in the product.

Similarly, if the index exceeds unity, the country is said to have a revealed comparative

advantage in the product.

Starting with UAE Export portfolio the top 11 products by order of Revealed Comparative

Advantage were selected, and from this list 4 products were selected for DE focus as is depicted

in table 1 below.

We note that sectors with larger RCA, though are more competitive internationally, yet they have

few industries in operation in Dubai and as such been given second priority for focus by DE.

These industries (highlighted in green colour ) may be considered for focus at a later stage.

Recommended focus sectors are highlighted in grey colour.
