Local 402 leadership and individual union members are making a difference and getting the word out that public entities and private businesses in our communities need to “Buy Local, Buy Navistar trucks and Buses”. The majority of our membership live within four counties: Clark, Champaign, Greene and Logan counties and by talking to your elected representatives or area businesses about buying Navistar Internationals and supporting local people you are promoting job security. As we are experiencing down days and a down week due to lack of orders, every truck sale counts. We are working with the Greater Springfield Chamber of Commerce along with elected representatives to reach out beyond these counties. There are 1,308 Townships within the 88 counties in Ohio. Of those 1,308 townships, 1,200 have fire and emergency service departments. Along with county engineers and other villages and municipalities we have a large pool of potential customers that we all need to reach out to. Active employees can help secure their jobs and Retired Employees can secure their pension and healthcare benefits. Your tax dollars that you work for need to be spent on Local trucks and buses that support the Local economy .If you live in Springfield Township, Mad River Township (Enon), you need to contact your trustees, they have purchased Dodge ambulances and Harmony Township and Champaign County purchased Western Stars (Freightliner) instead of International. If you see a truck in your area that isn’t an International let us know at [email protected] and we will reach out to them. Over the past several years we have had discussions at union meetings about both Union Properties (Union Hall and Recreation Park) and the continued maintenance and increasing expenses at both properties. At this time we have the highest number of members since 2005, we are optimistic that we will continue to grow but must be realistic about possible economic downturns too that could occur in the future. At the August Membership meeting, I presented a planning proposal and requested approval to proceed with obtaining independent appraisals and building proposals to verify the financial viability of having a Union Hall constructed at our Recreation Park on Derr Rd. Once we receive this information, it would only be recommended to move forward with the membership’s approval, if the building could be constructed without in incurring any debt. Currently we do not have any mortgages or debt on either property. The selling price of the current union hall would need to offset the price of the new construction at the Recreation Park. From preliminary discussions with an architect, the Large Shelter would be completely renovated have additional wings constructed containing office complexes. CHAIRMAN’S REPORTby Ed Zirkle

I hope everyone had a great July shutdown! Even though it is always way to shortit is a great time to spend with family and friends. It’s hard to believe that 2015 is halfover. It’s nice to slow down and just appreciate life with your families. They are the reason why we allwork! We spend our time at work with our union family to provide for our loved ones at home.

The model mix is 80% medium duty and 20% heavy duty as of 8/3/15. Everyone’s man assignmentsshould reflect what the model mix is. The company wants everyone to be busy. Once they see you havetime on your job they will be looking at adding to your man assignment. Because orders are so low weshould be aware that another model mix change, down days or even down weeks could happen at anytime. We are having a down week 8/24/15 – 8/28/15. Right now it is very crucial that we sell ourselvesto the customer. We want the customer to want their truck to be built in Springfield. It is our job to makesure that the customer gets a good quality truck. Not one person can make a company succeed; it takesevery single person to do their part.

The Navistar foundry in Indianapolis is closing. Their plant closing agreementwill allow members to a one time transfer to Springfield. The union memberscoming in will be day one seniority and their wages will depend on their hiredate which will coincide with our master agreement. For now Springfield iscalling two millwrights and an electrician. The electrician will be here 8/10/15.We are waiting to hear back from the millwrights.

The company has open Skilled Trade’s positions. They are trying to fill (2)millwrights and (1) Electrician & (1) tool and Die Maker. We are working with the company to uphold theirend of the contract and provide additional training for the Trades.

We had a lot of members retire this contract. We don’t work 8 hours a day, 5 days a week, for 30+years and not miss the ones you worked with. Congratulations to everyone. As we hire new members forSkilled Trades and Production, from Temporaries, Master Recall, Melrose transfers, ODW, and now IndyFoundry members. We should respect each other for we are one union.

The new contracts should be printed and in the plant around the middle of August. They tell me it wentto the publisher the 1st week of August. We are still working on the local supplement. We want to makesure all the information is correct and ready to be printed. The job rotation is still a work in progress. Thestructure should be in place and we should be getting paid soon. Liabilities started on May 9th 2015.They are still working on the service awards and it is stuck up at corporate waiting on the release. TheUnion Pride sticker should be in the plant and getting put on our trucks inside of the door jamb very soon.

Absenteeism is still an issue with the company. They will be watching all absences very closely.Everyone needs to be accountable for when they cannot report to work and it is very important to makesure you have the proper coverage. This is where you want to use your union representatives to makesure you can and will be covered for any reason you cannot report to work. Always keep in contact with

RETIREE CHAPTERby Charlie Bush

We as retirees can be an asset to Local 402’s President Jason Barlow. He is presently encountering

a situation where local townships, towns, cities, municipalities, etc, are getting away from purchasing

the product that all of us spent our careers building, International Trucks. We need to be influential

in making sure that those in the community in which we live are purchasing International trucks to

provide any service that may be required for us as retirees, such as delivery of a product, fire and

emergency vehicles, picking up our trash, or whatever it may be. Each truck purchased adds to the

production schedule which helps secure the jobs of those who have replaced us to continue building

the best product in the truck market. Please call your local Township Trustees, Fire Chiefs and other

elected officials. Also, remember we have the retiree monthly meeting the 3rd Wednesday of each

month at 10am.

WOMEN’S COMMITTEEby Peggy Stuckey

Thank you for all of your continued support. Our basket raffle raised a total of$1,113.00. The money raised will continue to fund our Women’s Committeefunctions (Halloween Party, March of Dimes and donations to various organizations). This year’s basketraffle winners were: Basket #1 – Anthony Webb; Basket #2 – Bill Craig; Basket #3 – Kendi Stollings.Congratulations!

We are again asking for your support to help raise money for the John Minchin Scholarship Fund. TheJohn Minchin Scholarship is given to UAW Local 402 active and retired member’s children andgrandchildren. This year we will be hosting a car show on September 12, 2015 at the UAW Local 402Recreation Park. Registration is from 11:00 – 1:30. Awards are at 3:00. Entry fee is $10.00. Admissionis free. So bring your cars and have an awesome Saturday with your fellow coworkers and friends.

RECREATION LEAGUEby Morgan Hughes

Hey everyone! I hope you all had a wonderful shutdown! Here are some updates on

our recreational activities:

First I would like to acknowledge a few teams in our 402 coed softball league. Congratulations to

Department 54 who went undefeated during our regular season play! You all did great! And an even

bigger congratulations is in order for Department 65 who took first place in our end of the season

tournament! You guys and gals rock!

Next, our Labor Day Picnic is coming up on September 7th! Get excited and come out for a great time

with your Union brothers and sisters! We are planning to host a 6 on 6 sand volleyball tournament as

well as a cornhole and horseshoe tournament. More details on that to come later.

There are still several things we are planning to get started if we can generate enough interest. They

include leagues for sand volleyball, flag football, basketball, fall softball and line dancing lessons.

Finally, we have a couple teams playing fall league softball down at Lagonda here in Springfield. The

men's league will play on Monday and Wednesday nights and the coed league will play on Friday nights.

I hope to see you all at our events. Stay Union Strong!

Hello everyone and a special welcome to our new members. First, let me address our newmembers as I have had many questions about medical/dental coverage and when they begin.Under the new contract medical, dental, vision and hearing coverage begins on the 1st day of the third month afteryour hire date. So, if you were hired on any day in March your Medical coverage would begin on the 1st day of June.The legal plan still begins on the 1st day of the month following the 1 year anniversary of your hire date. In keepingwith the March hire date mentioned above, your eligibility date for dental, vision, and hearing would be April 1, 2016.Prescription drug coverage and Short Term Disability (STD) eligibility runs concurrent with Medical.

Also under the new contract, you must complete and return your Medical Enrollment Form and required documentswithin 31 days of receiving your new hire packet. If you do not, you will either need a qualifying event, such as losingyour current insurance or other potential life events, or you will have to wait until Open Enrollment to enroll for thefollowing year. If you have any questions or concerns, please contact me for help.

As we head towards another scheduled down week, I want to address the process of filing for unemployment. Wecontinue to have a considerable number of unemployment issues. I can help in some situations, but we are dealingwith the State of Ohio, so it is imperative that you follow the directions on the packet and claim according to therequirements of the state.

Filing for unemployment is a two-step process. You must open the claim during the week you are laid off and thenyou must go back online or to the phones and claim the week. Always check the status of your claim and neverassume that you aren’t receiving payment because it is your waiting week.

SUB eligible members are still required to file for unemployment. You do not need to submit any of yourunemployment paperwork along with the SUB form. However, you are required to produce proof of filing upon requestby the company.Retirees

I have received many calls about Aetna contacting our Medicare eligible retirees in reference to an in-home visit byone of their doctors. The decision as to whether you should allow the Aetna doctor to visit you in your home is entirelyyour choice. You are not required to do so by our plan. Some people like the idea, others feel that they have a doctorand do not like the idea of Aetna having even more control of your healthcare. So again, it is your choice, but you arecertainly not required to allow this visit.

I continue receive a lot of calls concerning what needs to be done as your 65th birthday approaches, so here ishow the process takes place. First, if you are NOT drawing Social Security yet, you will have to sign up for Medicareonline at http://www.socialsecurity.gov and click on the Medicare tab or call 1-800-633-4227 and enroll. You shouldsign up for Medicare 3-4 months before you turn 65 and you will need to sign up for Part A and Part B. However, ifyou ARE drawing Social Security then you will be enrolled in Medicare automatically. You will receive a packet fromMedicare about 90-120 days prior to your 65th birthday with your Medicare card inside.

Once you sign up for or are automatically enrolled and you receive your packet, the Medicare card inside will showthat you are enrolled in Medicare Part A and Part B. You DO need both parts for our plan. However, you will not usethe Medicare card (in most cases) for your medical care. You will receive an Aetna Medicare card about a week priorto your Medicare eligible month. The Aetna Medicare card will be the only medical card you will need. You will also beenrolled in the Silver Script Part D prescription drug plan. However, there is a 30 day opt-out period that is mandatedby the Government

One other point in reference to your Medicare card is that the Company will send a form to you requestinginformation from you (including a copy of your Medicare card) to help with a smooth transition to your Medicare plans.You can mail the form back to ERIC at the address on the form or bring it to me and I will scan it and send it to themvia e-mail which allows you to retain your original copy.

Another issue that has surfaced lately has to do with getting married after retirement. If you want your new spouseto be eligible for surviving spouse pension benefit in case that you predecease your spouse, you will need to completean election form and return it to ERIC before the 1st day of the month in which you have been married 1 year.

In today’s world of instant access to media kids are savvier at picking up information they we, as kids,certainly wouldn’t have. It’s all sort of impressive how adept at using computers kids can be at very young ages.The problem arises when this savvy is paired with the child’s normal maturity; even though they can access aworld of information, they most likely cannot process it or make the information fit into their range ofexperience.

Growing up listening to today’s evening news can be frightening for our children. With terrorism, naturaldisasters, all of the political wrangling over what will be our nation’s next crisis, or even hearing news from aparents work it’s easy to get overwhelmed for a child. For younger children the events unfolding on televisionmay as well be in the neighbor’s back yard instead of halfway around the world. These images will bring upquestions for the child such as; what does this mean to me? How will I be affected? Will my family and I be safe?

It’s important, as parents, that we address these questions as they come up. This doesn’t mean that you sitback and wait for the child to come ask them. It’s necessary to go off of a child’s non-verbal actions as well asanswering their questions. Some non- verbal signs of stress in children are changes in their normal patterns ofbehavior. This may show up as the child acting younger than they are. They may become clingy, complain ofnightmares, or just generally have difficulty sleeping. In older children you may hear anxious questions like“What if so and so happens? Why does it happen? How do you know?” Teens may exhibit irritability or haveunexplained difficulty with schoolwork.

For the younger children (under 8) their main concern will be the safety of themselves and people importantto them. Professionals recommend addressing these issues repetitively and make all assurances thateverything is being done to ensure their safety. It is not advised to go into the details of the events.

For older children (8-12) the same method is advised with details of the event. Explain what you can and behonest about what you don’t know. If possible, you could take the opportunity to learn more about it with yourchild.

For children over twelve it is suggested that you first ask them what they know and then fill in gaps and correctwhat information may be lacking.

It is easier for adults and children when there is a plan in place in advance of an emergency or disastersituation. The American Academy of Pediatrics recommends that families develop a written disasterpreparedness plan and that parents discuss these plans with their children. Talking to children in advance ofan emergency or disaster helps them to get better prepared and to develop strategies for coping withemergency situations and everyday life and communicates that you are available and interested in talking tothem about their concerns when they are upset or worried. When a disaster does occur, it is important toengage them in conversation and help them develop strategies to cope and adjust. - See more at: www.aap.org

WORKERS’ COMPENSATION REPORTby Jim Chapman

• Hi everyone. I hope you all are doing well. It’s hard to believe Fall is almost here.. I would like to start out my welcoming all new members to Local 402. I’m Jim Chapman, your local Workers Compensation Representive. I am here to guide and represent you in your workers compensation claims. First of all if you are injured be sure to report it and file an accident report that day. DO NOT leave the Plant till you have filed a report in the medical department. You do not have to be treated but you must file a report. There are people with 20, 30 and even 50 years of service that do not report their injury until it is too late andwe have an uphill battle to get your claim approved. I know you are probably getting tired of me telling you this but as many times as I’ve said it some people just cannot comprehend what they need to do. So if you have any questions, contact me as soon as possible. Remember if you are injured and it is approved there isa thing call Permanent Partial Disability. If you do not have a attorney and you have an allowed claim, even if it’s just a medical only claim, contact me and we will see if I can get you some compensation for your injury. Most injuries which occur in the course of, and arising out of, employment are covered by workers’ compensation. However, the workers’ compensation law contains certain statutory exclusions. If a statutory exclusion applies, then the injured worker will not receive workers’ compensation for the injury – even though the other requirements for coverage are satisfied. Here is more information about statutory exclusions from coverage: these are the exclusions based on the Ohio Revised Code (O.R.C):

• R.C. §4123.01(C)(1) denies workers’ compensation coverage for most psychiatric conditions. The only psychiatric conditions covered by workers’ compensation are psychiatric conditions caused by either an allowed physical injury to the injured worker, or forced sexual activity;

• R.C. §4123.01(C)(2) excludes injuries that occur “primarily” due to natural deterioration from coverage;• R.C. §4123.01(C)(3) provides that injuries resulting from participation in a voluntary employer-sponsored recreation/fitness activity can

be excluded from coverage, but only if the injured worker signed a waiver before engaging in the activity. The waiver only applies to a claim by the injured worker, and does not bar a death claim by a spouse or dependents of the injured worker;

• R.C. §4123.54(A)(1) excludes self-inflicted injuries from workers’ compensation coverage. However, the Ohio Supreme Court has held that if a mental condition caused by the employment causes the injured worker to commit suicide, this exclusion does not bar the dependents from receiving workers’ compensation benefits;

• R.C. §4123.54(A)(2) provides that an injured worker cannot receive workers’ compensation benefits for injuries “caused by” the injured worker’s intoxication or use of a controlled substance. This does not mean that an injured worker who tests positive for alcohol or a controlled substance automatically is barred from receiving workers’ compensation benefits, because the exclusion only applies when the use of alcohol or a controlled substance “caused” the accident;

• R.C. §4123.01(C)(4) and R.C. §4123.54(G) permit coverage for an injury which “substantially aggravates” a pre-existing condition. However, those provisions exclude the pre-existing condition itself from workers’ compensation coverage.( You cannot file substantially aggravation of a preexisting condition on a Occupational Disease). So please work safely and if you are injured, please file a report in the medical department before you leave the plant. In closing, I would like to ask you all for you to support at www. There was a story on the CBS news on 7/28/15 about a little boy with no feet or hands. They made hima set of prostheses for his feet and legs but couldn’t for his hands. Unfortunately for another family, their young son passed away and was the same size as the boy and his parents, during an already difficult time, made the decision to donate his hands to the other little boy and after a long difficult surgery he has two functioning hands. HELPFUL HINTS 1. Report all accidents to the following:

A. Your Immediate Supervisor-who should file a reportB. Your Dept. Safety Deputy-who should file a report

C. Your Union Steward2. Do NOT leave the plant until you do the above, unless you need emergency medical attention3. Do go to the plant medical dept. and file an accident report, you do not have to treated, but give the medical staff all the facts related to the accident or injury.4. Obtain the names and clock numbers of any witnesses to the accident or injury and attempt to get statements from them5. DO NOT sign any paperwork you do not understand, ask questions.6. On all reports that you fill out, give specific details; such as, any slips, trips or falls; hazards like oil or water on the floor, were all the safety devices working as they were intended to; specific job

duties that create an unusual danger; etc.7. If you have a repetitive injury or an occupational disease like Carpal Tunnel Syndrome ask for an ergo study and make sure the person doing the study understands the entire operation of your job.8. If you feel that the company is not treating you fairly, call the Union Hall and ask for Jim Chapman9. If we have to file a formal claim with the state BWC, you will have to produce the following

A. A complete medical historyB. All office notes from your doctor who is treating you for your injuryC. A letter from your doctor establishing a direct link between your injury and your jobD. A medical release for us and for the company to obtain any medical records deemed necessary to adjudication of your claim.

10. If your claim is contested and you are off work, we will have sign up for EBA or accident/sickness benefits while the claim is being adjudicated, but all paperwork must be consistent with the injurymode.

11. You cannot be treated by two (2) doctors at the same time on a worker’s comp. claim. If you do not understand this, call me.12. If you see company doctor three (3) times, he/she will be your Doctor of Record.13. Do not lie about the facts of your case; it could cost you your job, and possible more
