According to UCC Article 9 Secured Transactions § 9-102 articles and

definitions (80) " Transmitting utility " means a person primarily

engaged  in the business of: 

(A) operating a railroad, subway, street railway, or trolley bus; 

(B) transmitting communications electrically, electromagnetically,

or by light; 

(C) transmitting goods by pipeline or sewer; or  (D) transmitting or producing and transmitting electricity, steam,

gas, or water.

According to blacks Law 9th edition pg. 1257. Defines person as ahuman being also “natural person” .

Now according to “Kimberly” and quoted “Transmitting utility is not

a “human being” it’s a service.
