There was an ”Association of Specialists for Leg Diseases” in Germany between 1909-1934, temporarily publishing its own journal but with regard to current standards, this organization was more a professional association than a scientific society. Therefore, the Société Française de Phlébologie (SFP) was recognized by the majority of the authors as the world’s first scientific phlebological association . Raymond Tournay (1893-1981) and his colleagues founded this association in 1947. The SFP is therefore considered the germ cell of the International Union of Phlebology/ L’Union Internationale de Phlébologie (UIP).
Today UIP is composed of 74 Member Societies from 71 countries.

T he success of a meeting is in what remains after it. With this premise, as UIP vice-president responsible for the
geographical area that hosted the International Union of Phlebology (UIP) 2019 meeting, I express my deepest appreciation to Prof. Urbanek and his team for the productive vision they have provided. I’m thinking about the sense of “Union” among the different nationalities, clearly perceived throughout the event. I’m thinking about the “International” feature, so developed in the UIP network, now counting 74 societies from all around the world. I think about the top quality “Phlebology” that have been analyzed throughout the meeting, paving the way for a massive entrance of Lymphology topics and vein-care related specialties. In global institutions many factors are included in the equation, and some structural “minus” are physiologically present, but this doesn’t mean that the final result is not the so positive outcome obtained by the summing up of the many “plus”. I invite all of you to the UIP 2021 Istanbul meeting (Sept 28-Oct 2) and to become more and more involved with the UIP. Indeed, UIP start with the “U” letter and “YOU” are all welcomed in becoming an active part of it. F ollowing UIP Executive Committee (EC) discussions at and following the excellent meeting organised
by Thomasz Urbanek in Krakow in late August 2019, I am pleased to be able to announce the final agreed membership of the UIP Scientific Committee (SC), which is listed in the
table below. I am sure you will agree that, together, the SC membership represents an enormous amount of international experience and expertise in the field of Phlebolymphology. I very much look forward to working with, and learning from, these esteemed colleagues over the next few years. I am particularly pleased that we have representation on the SC from most of the regions served by the UIP. I believe that this will further strengthen the international co-operation and collaboration that is central to delivering the core mission of the UIP which is, of course, is to improve patient care across the world. I am especially pleased to welcome my friend and colleague, Alun Davies, who is Editor of our partner journal Phlebology, to the SC. Alun has, in turn, kindly invited me to join the Phlebology editorial board as Associate Editor (UIP Affairs), which I am, of course, delighted to do. I greatly look forward to working with Alun and the Phlebology team at SAGE Publishing. The primary role of the UIP SC will be to assist the UIP and appointed local organising committees design and deliver scientifically excellent programs at future UIP meetings, in particular the World Congress in 2021. In addition, the SC will probably wish to initiate its own independent scientific activities. As well as the SC "core group" membership in the table, the intention will be to offer time-limited secondments to the SC from time to time to individuals with particular expertise. I will be arranging to meet with the SC membership, both face to face and virtually, over the next few weeks and months. Further information regarding the SC will be presented in subsequent newsletters. Lastly, I would once again like to thank the UIP for giving me the opportunity to Chair their Scientific Committee. PHLEBOLOGY AND LYMPHOLOGY IN ARGENTINA,
PART I: NATIONAL SCIENTIFIC SOCIETIES
I n Argentina two National and historically representative Scientific Societies of Phlebology and Lymphology exist: The Argentine
Society of Phlebology and Lymphology (SAFYL) and the Argentinian College of Venous and Lymphatic Surgery (CACVyL) created by a group of distinguished professionals, whose objectives were the study and scientific promotion of Phlebology and Lymphology in Argentina, to stimulate research and teaching activity, to promote discussion based on strictly scientific basis, to maintain relations at national and international levels with recognized institutions of the specialty and to stimulate ethical values of its members. The Argentine Society of Phlebology and Lymphology is the first society created in the country and it was founded on April 5, 1968. In 1987, its official Journal, the Argentine Magazine of Phlebology, began to be published. And in 1984 the first postgraduate course in Phlebology was created. It currently offers the Biennial Superior Specialization Course in Phlebology and Lymphology for physicians with full residency in General or Peripheral Vascular Surgery. In 1992 a group of phlebologist surgeons take the initiative of founding the Argentinian College of Venous and Lymphatic Surgery (CACVyL) In July 1997 the constitution of the College is registered, approved by the Ministry of Justice and Security of the Nation, being its first offices the Argentine Catholic University (UCA). The College´s presidents have been Heads of the main hospital services of our country in this area of medicine. From that date until today, the Argentinian College of Venous and Lymphatic Surgery has held 18 International Congresses of Phlebology and Lymphology. It organizes 4 Scientific Meetings per year, 2 of them in the Autonomous City of Buenos Aires and 2 in other places
outside the Capital City of the country. The College has organized National Lymphedema Day since 2006, an awareness day with scientific activities, workshops and talks open to the community that has been declared of Legislative Interest by the National Senate S-2541/11 Health Commission. ONLINE EDUCATION MODULES
The vast offer of scientific activities as well as training and updating
opportunities in every corner of our country demonstrates the true
federalism of the specialty. The training of Phlebologists in
Argentina is also carried out in public and private universities and regional
societies that cover the whole national territory.
In a second part of this report, information about regional scientific
societies will be available.
Founded in 1968, its central offices operate in the Argentine Medical Association (AMA), where scientific sessions take place every second Friday of each month at 8:00 p.m. It has held 23 International Congresses to date and scientifically participated in multiple national and international meetings. T he organization was registered in 2015. At
the beginning the main mission of the
society was to work with Russian
legislation in phlebology field which is quite
complicated. By this way the society after lengthy
negotiations and legal work received a special status
of a “self-regulating organization”. This status
provides a big number of opportunities for the
development of internal standards and regulations,
which are giving additional opportunities for
members of the association. In particular, today
these Standards and Rules were developed, which
are a compilation of all current legislation and
existing all actual laws and clinical guidelines in the
field of phlebology in Russia with the evidence-based
medicine amendments.
The first president of the National college of
phlebology was Professor Alexey Fokin. He did a
great job for the founding of the organization and to
make all that legal work possible. After 3 years
according to the constitution of the society a
democratic election was organized in 2018 to change
the president of the organization. Professor Evgeny
Shaydakov was elected for 3 years by 57% of
respondents.
In July 2019 more than 98% of members of the
National college of phlebology voted to be a part of
the UIP. In August 2019 association was accepted to
International union by the General Council decision.
NATIONAL COLLEGE OF PHLEBOLOGY (RUSSIA) – A NEW MEMBER OF UIP
AMERICA GO FIRST
T he UIP 2019 Meeting Krakow has ended and as a Vice President of South and Central America, all representatives from the Spanish speaking countries were working very hard. There was a high level of
speakers as well as work showing to all the world how high is the Phlebology level in the Latam sessions with more than 50 delegates. We must remember the new societies from Uruguay, Bolivia, Republica Dominicana and Costa Rica. Those new friends start a new path of dedication work and friendship . We will develop a new start from the three geographical regions, Central, South and North America, just under one name that is we are all from America only one name for a geographical region were we will embrace science knowledge and friendship. We can not forget the name of the leadership of the Krakow meeting Professor Thomas Urbanek. He was working very hard and with his leadership as well with all the crew they show us how perfect and wonderful can be a meeting also how nice and marvelous is the city of Krakow. From now on we must start our movement to the next future meetings in 2020 the Panamerican in Guayakil as well as the next council meeting in Buenos Aires to end in the next world congress who will be the beautiful city of Istanbul 2021 under the leadership of Professor Kursat Bozkurt were we will meet again embracing together. The new word America in the UIP science knowledge and friendship will wait for us in a near future Istanbul is waiting for us. Lets go for it. Prof. Dr. Victor Canata

H aving hosted the 2013 UIP World Congress in Boston, United States, the leadership of the AVLS felt the 2023 World Congress offers a unique opportunity to present a unified commitment to advancements in the field of Phlebology and Lymphology by
bringing the various societies from North America together to host the 2023 World Congress.
The decision was made in August, 2019 during the General Council Meeting in Krakow, Poland.
This event will be organise by The American Vein & Lymphatic Society partnering with the American Venous Forum, the Academia Mexicana de
Flebologia y Linfologia, and the Canadian Society of Phlebology.
The organisers have selected the Miami Beach Convention Center as the site for the 2023 World Congress as this location is quite attractive and offers global airlift, facilitating access to the meeting throughout the world.
Miami Beach offers a broad selection of hotel options, restaurants and local tourism opportunities providing delegates a beautiful, entertaining, yet reasonable destination.
