Cluster 1 Terms of Reference

Overall goal:

• To promote a joined-up understanding of current and future spectrum needs across UK users, thereby assisting in maximising associated benefits (social and economic) and by ensuring spectrum supply can be efficiently matched to those needs.

Specific Aims • To identify and characterise the UK private and public sectors which have distinct

dependencies on spectrum • To determine the current needs and usage of spectrum and associated technology • To determine the expectations of change in sector service needs and associated

usage of spectrum • To determine the potential level of flexibility for modes of spectrum access

amongst licenced, licence-exempt and intermediate modes (e.g. licensed shared access, cognitive access etc.)

What form of deliverable would be most valuable?

• Considerable body of work assembled, giving a view of the spectrum landscape and promoting mutual understanding

• But to be coherent, needs at least some editing into consistent approach, and check with all contributors that their views have been adequately & accurately represented

• Ideally would go further – identify opportunities for cooperation and pinch-points needing further study

• And would be useful to identify exactly how we – or government – plan to use the data to ensure it meets needs adequately (who exactly is the audience and what do they need to use the data for)
