The majority of civilian crossings were via the ‘Stanytsia Luhanska’ entry/exit crossing point (EECP), which is the only crossing point in Luhanska oblast. Preparations for the opening of two additional EECPs in Luhanska oblast in Zolote and Shchastia are ongoing, with the opening scheduled tentatively for November 2020. These restrictions do not apply to essential services providers such as transporters of products, healthcare workers and accredited media, as well as staff members of international and humanitarian organizations. These restrictions were first imposed at the onset of the COVID-19 pandemic in March. The Ukrainian state bank Oschadbank, which administers pension payments, has extended the validity of its expired bank cards until 1 October. The bank cards also serve as identification cards for NGCA pensioners to receive their pension payments in GCA. Because of the restrictions on movement through the ‘contact line’, most NGCA pensioners have not been able to collect re-issued cards. It is not yet clear whether pensioners will be able to access their pensions without a valid card after the set expiry date. Reportedly, at least 200,000 new bank cards have been issued but have not been collected yet. Two UN-organized humanitarian convoys were sent to NGCA in August.¹ On 6 August, a convoy delivered six tons of assistance, including water tanks and other household utensils, to Donetska oblast (NGCA) through the EECP ‘Novotroiske’. On 13 August, a convoy reached Luhanska oblast (NGCA) through the EECP ‘Stanytsia Luhanska’ delivering some 25 tons of WASH-related items.
