Assuming 3% annual growth in the electric sector, 180 GW of additional

generating capacity will be required until 2030, representing investments

of USD 450 billion.

While demand grows the region has experienced a drop in infrastructure

investments ( % regional GDP) during the last two decades. Less than

0,5% GDP invested in energy infrastructure.

DA Project: Promoting EE investments for CC

Mitigation and Sustainable Development

1. Brazil:

– Alcohol sector – sugar cane processing industry

2. Uruguay: estimated gains 10 – 40% in following cases

– Windmill self-generation opportunities

– ( 20 locations x 1 MW ) at 70 USD/MW ( investment recovery 20 years, 5%

rate ) vs. current 115 USD/MW UTE lowest tariff.

– Co-generation from Rice husks ( 20 locations x 500kW = 10 MW)

– Investment required 25-30 USD millions

– Co-generation at sawmills with residues

– Energy use management systems in 5 hospitals, industries,

large buildings.

Project Outline

• Objective: strengthening the capacity of policy makers and gov. technical staff for the implementation of national-level EE and innovation policies by means of the use of quantitative indicators and databases

Main activities:

• Publication of a policy guidance and statistical methodologies with best practices, instruments and policy recommendations

• Technical assistance in at least 4 countries

• Training and capacity building workshops in 4 countries

• Regional seminar with policy makers, experts and technical staff

• Development of a web-based regional network of EE actors to promote regional collaboration

Relevant conclusions

• Continue learning from UNECE initiatives such as GEE21 and adapt them to LAC regional level.

• Need to maximize synergies between all our projects and with other Int’l Agencies (IEA) and our donors

• UNECLAC has close ties with regional financial actors such as the IDB and CAF

• Challenge ahead: bring on board the development banks like the IDB and CAF in order to support and promote EE investment in our region
