Let me present to your attention the Annual Report of2005 of the Armenian Constitutional Right-ProtectiveCentre.
During the year of 2005 our strategy aimed atdeveloping legal culture in Armenia was supported byInterchurch Organization for Development Co-operation(ICCO) of the Netherlands, UNDP Armenia Agency, theUS and British Embassies in Armenia, the Directorate ofYouth and Sport of the Council of Europe Budapest andOxfam GB Armenia.
In support with ICCO the Armenian Human RightsSchool organized the following activities:
in-turn sessions of its Tenth and Eleventh AdvancedCourses; and
legal awareness raising seminars for communityleaders of Lori marz.
Funded by the Department of State Public Affairs ofthe US Embassy in Armenia the expansion anddevelopment project of the Human Rights LibraryNetwork, located in the towns of Vanadzor, Hrazdan,Gavar, Artashat, Dilijan and Sevan towns, wasimplemented.
The community members supported publication offive issues of the scientific-methodological review “Forthe Sake of Justice”.
In support with the Directorate of Youth and Sport ofthe Council of Europe and the British Embassy inArmenia strenuous work was done to fulfill the English-Armenian translation of “COMPASS a Manual onHuman Rights Education with Young People”. We havepaid extreme attention to translating this unique

voluminous manual, granting exclusive copyright toACRPC for its publication was already greatly binding.
In support with UNDP Armenia the “Legal Culture”periodical newspaper was published, which aimed atformation and development of the civil society inArmenia.
I with Oxfam GB Armenia, ACRPCactively participated in the GCAP three mobilizationdays under the banner “White Band” and theorganization presented the GCAP Armenian Coalitionduring the international meeting of civil society inEdinburgh in July 3-5, 2005.

Since 2003, activities of its nationalcoalition have been coordinated by ACRPC.

I had the honor of collaborating with ACRPC as a Peace Corps volunteer in many of its areas of expertise. Still inYerevan the Peace Corps staff told me that the ACRPC was one of the well-known and efficient NGOs in Armenia.During my work there I became sure that this organization was really one of the best NGOs in Armenia.
The Armenian Human Rights School, founded by ACRPC, where it trains LS teachers, is a sustainable educationalestablishment, and its role in forming a civil society in Armenia is undeniable. The role and significance of HumanRights libraries founded by ACRPC in various of Armenia are invaluable in developing legal culture in thecountry.I am presently working with the judges of Armenia on judicial reform, and many of the government officials that Imeet and work with have heard of the work ACRPC is doing and they all unequivocally speak very highly of theseefforts.
I have been an attorney since 1977 and before enrolled to the US Peace Corps as a volunteer I had been a USMagistrate Judge in Eastern Oregon since 1988. I have been involved at the local, state, national, and internationallevel on many projects, both public and private, and ACRPC is one of the best.

The sessions of the Tenth and Eleventh AdvancedCourses were organized. January 8-28, the first sessionof the Tenth Advanced Course was held. It was attendedby 43 teachers from nine of the Republic.June 20-July 7, the first session of the EleventhAdvanced Course and the second session of the TenthAdvanced Course were organized . It was the first timethe AHRS had conducted a session in participation withlearners of two various courses. That possibledue to application of the
TOCM .The session was attended by 93 learners from allof the Republic (52 learners of the Eleventh and 41 of theTenth Courses). Fifteen trainers were thesessions (two HR specialists, three methodologist-experts, nine LS specialists and an SL expert).

ACRPC Department of Public Relations attachesvalue to partnership as an effective means forachieving the organization's goals. Accordingly, in2005 we continued our efforts to develop andstrengthen relations with local and internationalorganizations, state structures, local self-governingbodies and educational establishments, the massmedia and the public in general.
In March the ACRPC representative was elected as amember of the Coordinating Council of the CRINGONetwork. Since August the organization hasbeen in

From June 20 to July 7, 2005, the AHRS organizedthe first session of the eleventh and the secondsession of the tenth advanced courses.The goal of the joint session was to raise the level oftheoretical knowledge of secondary school LSteachers of "Human Rights", "Civic Education" and"State and Law" and to develop their methodologicalskills of teaching.
The announcement on the admission to hadbeen disseminated through ACRPC website, theHRLN and also letters were sent to school . Ingeneral, 79 applications were received from all the

The following selection criteria of the firststage were considered:- The applicant educated the Legal Subjects or any ofthem at school.- Existence of a recommendation from the head of theeducational institution confirming that after completingthe course the applicant would continue teaching theLegal Subjects or any of them.- The applicant participated in the short-term coursesprovided by the Junior Achievement of Armenia.The second stage of the selection was an interviewhe aim of was to find out the applicant'sexpectations from the course, as well as to becomesure that the learner took the obligation ofimplementing all the requirements of the

The main objectives of the session were:a) to provide the course learners duly to the stateacademic programme of LS subjects for secondaryschools with:- theoretical knowledge on the subjects;- innovative teaching methods;- innovative teaching skills based on respect forhuman rights and universal values;b) to provide favorable moral-psychologicalatmosphere in the process of teaching by:- individual approach towards every learner; and- stimulating the creation of positive interpersonalrelations among the course learners.
The work was organized through TOCM methods,Revene Direct and Reverse Method, Thematic Co-transfer Method, Individual Task Co-checking ethod,
act Method reliminary and general discussions anda test were conducted. Considering that most of thelearners did not know the applied teaching methods,great attention was paid to monitoring the academicprocess. For effective assimilation of the

Assoon as the learners had got fully involved in theprocess, the work in the groups was organized bothwithout the trainers (by self-checking and self-control)and with their involvement, for contributing to the workorganization. On August 23, 2005, ACRPC in withVanadzor NGO Resource Center organized a meetingat “Argishti” Hotel of Vanadzor City concerning the RAConstitutional amendments and in the evening, an on-air TV program via “Lori TV” Channel on theaforementioned theme.
To make the meeting effective, on August 19 and 22 atthe Vanadzor Resource Center, two preliminarymeetings were held with in participation withrepresentatives of NGOs, the mass media, LSGBsand state bodies of Lori . 26 wereelaborated for the Draft Constitution.
In the meeting of August 23 the Armenia LegislationStrengthening Program's (ALSP) Vice-Director Mr.John Armstrong, Specialist on State Structures-Ms.Lilit Hakobyan, and Consultant on Public Policy-Mr.Edward Safaryan, the Third Secretary of the BritishEmbassy in Armenia-Ms. Naira Sultanyan, the USPCV and a former federal judge Mr. Steve Bloom, a

representative of “Ardarutyun” (“Justice”) Faction - Mr.Frunze Tadevosyan, as well as representatives of 18NGOs, two state bodies and four Massmedia agenciesof Lori took part.
There was efficient discussion during the meeting andnearly all the participants made their proposals.Eventually, a draft paper was developed with 28proposals, which the next day was sent to the NAAdministration and the heads of factions.
That evening, an on-air TV program was broadcast via“Lori TV” Channel in participation with Lori RegionalNGO representatives and PCV Mr. Steve Bloom.During the on-air broadcast community members werealso involved by phoning in questions and commentson the constitutional amendments. The called inquestions were answered by the participants. Mr.Steve Bloom presented some points concerning theAmerican Constitution which were of interest to theaudience.

On July 1, 2005, in conjunction with Oxfam GB CharityOrganization, ACRPC organized and held activitieswithin the frames of the “First White Band MobilizationDay in Armenia”. Massive rallies focused on povertyand education issues took place in Vanadzor andHrazdan towns of Armenia (Lori and Kotayk regions).Around 1500 people, 70 secondary school teachers ofLegal Subjects among, united under the slogans of"Make Poverty History", "Global Justice", "No ChildDevoid of Education" and others to join the GlobalCampaign efforts. The rallies ended up by the meetingin the central squares of Vanadzor and Hrazdan, withthe speeches on behalf of civil society organizationsand children.
The aim of the campaign was to support theachievement of MDGs through focusing the public andthe government’s attention to poverty reduction as ahuman evil, the great number of raised problems and
the ways of solutions through mass campaigns.
The same evening, the “Lori MIG” TV company ofVanadzor held a 70-minute live broadcasting of apanel discussion on the global poverty issues, as wellas the Armenian country specifics, with theparticipation of Mr. Arman Navasardyan, Oxfam GBArmenia Policy Officer, Mr. Gevork Manoukian,ACRPC Chairman, and other 15 local NGOs’representatives and state officials. This very hotdiscussion managed to communicate the GCAPmessages to the large auditorium of Lori region. A filmwas released on the coverage of the event and the TVbroadcast.On July 4-8, as a representative of GCAP ArmenianCoalition, ACRPC Chairman participated in theinternational gathering of civil socity organizations inEdinburgh, Scotland.

Since its establishment, ACRPC has promoted its activities considering the needs and the problems of thesociety of the period. Appreciation of these activities has always encouraged a number of community membersto show regular support to the organization with various means and ways. Moreover, first s frominternational organizations were received only in 1996 and, in fact, during the first seven years of its activity(1988 1995) the organization implemented manyprojects exclusively with contributions and donations from the community, as well as from its members andvolunteers.ACRPC greatly appraises , first of all considering it as a guarantee for a sound place inthe society and for purposeful activities.During the last two years the rows of the supporters were supplemented by teachers, businessmen,representatives of state governing and local self-governing bodies, institutions and organizations, as well ascommunity members from various s of Armenia.
