PHYSICAL SECURITY/LAW ENFORCEMENT SAFETY

COMPOUND PERIMETER BARRIER The perimeter of the compound will be formed with a continuous two-layer restrictive barrier

comprised of an outer perimeter Cyclone Fence topped with Military-Grade Razor Coiling and Aircraft-Grade Steel Barrier Cable where Vehicle Entry might be possible and an interior barrier comprised of multiple layers of HESCO Barriers filled with both sand and rock also topped with Razor Coiling. A five-foot deep Anti-Vehicle Ditch will encircle the outer fence perimeter and a 12-foot cleared area to accommodate Roving Vehicle Patrols will horizontally separate the two perimeters. Additional 6-roll mound Military-Grade Barbed Tape will be placed adjacent to the interior barrier. The Perimeter will be able to protect against Vehicle-Borne Improvised Explosive Devices (VBIED), direct fire, and dismounted attacks, or any combination.

PERIMETER GUARD TOWERS

THE INNER PERIMETER BARRIER will have guard towers rising 24-feet from the ground surface positioned in a manner to ensure proper overlap of fields of fire between each adjacent tower. Each tower will have two 50-caliber machine guns. Each tower will be fitted with an obscuration screen for guards to enter and exit the guard tower without being observed from outside the perimeter barrier.

VEHICLE ENTRY CONTROL POINT (ECP)

THE COMPOUND will have two strategically located Entry Control Points to ensure effective Ingress and Egress. Both ECPs will be adequate to mitigate the potential for access with VBIEDs as well as Suicide Bombers.

The Ingress approach to the primary ECP will be configured with a Serpentine Barrier to prevent a high-speed entry approach to the manned gate. The Egress beyond the perimeter will be configured with a Serpentine Barrier to prevent high-speed reverse entry by unauthorized vehicles. Each set of ECP gates (Ingress and Egress) will be constructed of heavy (dense) steel plate and effective manually operated locking mechanism with a secondary barrier of Aircraft-Grade Steel Barrier Cable. A motor-vehicle Parking Area will be located past the Serpentine Barrier for all Unauthorized Vehicles. A fenced Personnel Corridor connects the Parking Area & Personnel Entry Control Point. Each of the ECPs will have a Manned and Armed Approach Over-Watch with a 50-cal Machine Gun loaded with Armor-Piercing Ammunition as an effective deterrent to Unauthorized Vehicular Entry.

PERSONNEL ENTRY CONTROL POINT

ENTRY CONTROL POINT Each ECP/Personnel Entry Control Point will have an outer Magnetometer for

Contraband Detection prior to the Personnel Sally-Port. Each Sally Port will be constructed to withstand a blast from an equivalent 25-lb explosive device.

All personnel will have an issued tamper-resistant Security Photo ID and Exchange Badge. The personnel ECP Egress Gate entrance to the camp interior will be fitted with Biometric-Based Devices programmed allow Authorized Personnel camp access.

FACILITY OPERATIONS CENTER (FOC)

THE FACILITY OPERATIONS CENTER A separate and secure fortified building will be

centrally located from where all facility-wide essential support operations will be managed and coordinated. Security operations will receive live surveillance feeds from all sensors and UAV.

As an element of the critical infrastructure for the facility, adequate protective measures will be incorporated into the design of this asset.

OCCUPIED STRUCTURE SET-BACK/STANDOFF There will be a minimum of a 50-foot setback or standoff from the inner perimeter barrier of all occupied structures to ensure minimum impact of any explosive device placed along the camp perimeter.

ELECTRONIC SURVEILLANCE SYSTEM

ELECTRONIC SURVEILLANCE SYSTEM The facility will have fixed Video Surveillance at key locations throughout, including but not limited to, the ECPs, the FOC/Management Office, Water Treatment Plant, Electrical Power Generation Site, Chemical Storage Area, and Medical Center.

In addition to multiple fixed locations, a Multi-Sensor Aerial Platform UAV with HD color, IR, and Thermal Sensors with secure links to the camp FOC and SECOPS Command. Select High-Value Storage Areas will be fitted with Biometric Entry Control and interior security Intrusion-Detection linked directly to the FOC and Security Command Office. Electronic Surveillance System output will be linked to Centralized Data Recorders.

The UAV remotely operated Sensor Platform provides additional surveillance not available through the elevated static platform. The UAV will be leased as additional surveillance support to visiting VIPs and other HVTs when requested. As with other facility sensor data streams, the UAV data will be directly linked, monitored, captured, encrypted, and stored for review.

FOC DURESS ALARM SYSTEM

DURESS ALARM Duress Alarms will be installed at key locations throughout the camp with

Video Sensors situated in such a manner, as any activation of a Duress Alarm will activate the associated Video Sensor to record the events at the activation point. All alarm-related activations and sensor data will be saved to the secure Centralized Data Recorders.

In addition to the camp-wide alarms, Duress Alarms will be placed in the Medical Treatment Center, the Dining Facility, FOC Facility Operations Center, ECPs and other areas designated by management.

EXPLOSIVE BLAST ATTENUATION

EXPLOSIVE BLAST ATTENUATION Blast Attenuation will be effected through the use of energy

absorbing materials on roofs plus pre-blast screens covering occupied all routinely occupied structures. A vertical 5-foot wall of energy-absorbing materials will be placed against the exterior walls of all sleeping structures.

FACILITY MANAGEMENT

  FACILITY MANAGEMENT OFFICE The Facility Management Office will be co-located in the same building as the

FOC. The FOC will be continuously operational on a 24-hour, 365-day basis. All essential Facility Operational Elements will be represented with the ability to evaluate, coordinate, and respond to any issues that arise.

RESIDENTIAL SPACE Residential space will be comprised of a hybrid arrangement of containerized Housing Units

(CHUs), constructed structures, and soft-skin structures. A number of different configurations are available from VIP Accommodations to Group-Worker Billeting (with no more than 8 persons per Billeting Space). All Residential Spaces will have independent environmental controls for cooling and heat, separate or shared bathrooms with a twin, queen, or king bed, depending upon the specific configuration and a personal work and entertainment space. Limited accommodations will be configured with kitchenettes.

OFFICE SPACE Office & Conference/Meeting Spaces will be comprised of a hybrid arrangement of ISO Containers

Constructed from Heavy-Gauged Steel. Different configurations of Office Space will be available or constructed based on Client request.

FACILITY MANAGEMENT

ELECTRONIC DATA MANAGEMENT SERVICE The entire facility will have Intra- and Internet Services available through a Camp-Wide Wi-Fi Network. All camp Residential and Office Spaces will be serviced by Intra- and Internet Services through Hardwire Terminals. Internal and External Voice Communications are provided through a Voice-Over Internet Protocol (VOIP) System.

COMMUNICATION SERVICE Radio Frequency Communications Capabilities in the High Frequency (HF), Very High Frequency (VHF), Ultra High Frequency (UHF), and Satellite (SAT) Frequency Spectrum. Limited Portable Radio Assets are available to registered Corporate, Military, and NGO residents per-day Reservation basis. All organic Transportation Assets will have appropriate Mobile Radio Equipment installed.

FACILITY MANAGEMENT

HOUSEKEEPING Housekeeping Services are provided for all Residential and Office Spaces. Office

Space Occupants can request limited or no Housekeeping Services based upon the presence of Sensitive or Classified material handling and management. All disposed office paperwork will be shredded at the point of generation and shreds are to be transported and disposed of in the Facility Incinerator.

FOOD SERVICE

THE DINING FACILITY will be constructed using a fabric-based waterproof steel-supported structure having full-spectrum environmental controls, hand-washing stations, appropriate blast and direct fires protection. Other protective measures will be utilized to best secure the safety of the occupants in accordance with the facility operations plan.

FOOD PURVEYOR SERVICES will be contracted from vetted procurement contractors. All food shipments will be shipped under seal regardless of mode of transport and seals will be inspected and verified before being allowed delivery and final acceptance. All deliveries will be staged at the facility’s secure segregation yard for a minimum of 72-hours prior to delivery at the dining facility.

KITCHEN the dining facility food service will only be prepared on-site in the dining facility’s integrated food storage and kitchen. Food preparers and supervisory cooks will be vetted third-country nationals. The general operational concept of the dining facility will be similar to a self-service cafeteria with both a hot-plate line and a cold-plate/fast-food line. Box lunches will be available for personnel who will be off-facility during mealtime hours.

FIRE SERVICE

FIRE SERVICE Fire Inspection, Rescue, and Suppression Services will be available to all Facility Areas, Residents,

and Occupants. Fire service assets will include an all-terrain four-wheel drive suppression pumper. Additional suppression assets of two strategically positioned Gator-style integrated tank and pump skid units for immediate 1st-tier rapid response. All structures will have First-Aid & Firefighting Devices & ABC Dry Extinguishers of appropriate size for use by occupants. In addition to fire suppression assets, there will also be Gator-style Rescue Vehicle designed with appropriate rescue equipment to respond to any incident requiring extrication from vehicles or collapsed structures.

EMERGENCY MEDICAL SERVICES

EMERGENCY MEDICAL SERVICES will be available to the facility on a 24/Hour 365/Day basis staffed by Emergency Medical Technicians, Paramedics, and Trauma Medics capable of providing Basic thru Advanced Emergency Medical Stabilization and Resuscitation Services. Duty EMS Personnel will conduct Health/Safety Inspections of the Dining Facility, Food Prep, General Work, and the Facility Incinerator Site Areas.

EMS RESPONSE ASSETS will include a number of four-wheel drive vehicles, including a HWMMV configured Ambulance, and single or dual Stretcher Configured Gators. All Response Assets will be equipped and supplied with appropriate-level equipment based on the Approved Treatment Protocols by the Facility Medical Director. All EMS Response Vehicles will have Radio Communications Equipment capable of Communications with the Facility Medical Center.

EMERGENCY MEDICAL SERVICES

THE MEDICAL FACILITY will have an Organic Medical Center that will operate on a 24-hour 365-day basis. The Medical Center will be constructed from Heavy Gauged Steel ISO Containers configured to accommodate two Trauma Treatment and Trauma Stabilization Bays, a Medical Treatment Bay, a Minor Surgical Bay, a Triage and Patient Assessment Area, a Sick-Call Patient Waiting Area, and a combined Secure Equipment, Medication Safe, Locking Medication Refrigerator, and Patient Medical Record Storage Room. The patient area will be configured to foster effective Patient Management and Ambulance Access.

EMERGENCY MEDICAL SERVICES

THE MEDICAL CENTER will be Professionally Staffed by Trained and Certified/Licensed Medical Personnel. While a US Licensed MD or DO is desired and expected to be the Senior-most Medical Care Professional, when this is not possible, the Senior On-Site Medical Officer will be a Paramedic/US Military 18D/Advanced Tactical Practitioner having access to our Medical Video Conferencing System connecting him to our US-Based Licensed and Board Certified Emergency Room Physician Medical Director for Consultation, guidance, and direction. It will also be the base of operations for the EMS Response Assets. On duty EMS Responder Personnel will augment the Duty Staff of the Medical Center when not directly involved in a response, assisting in conducting Remote-Site Sick Call.

MEDIVAC/CASEVAC CAPABILITY will be available at the Facility for Emergency Event Transportation to the Damascus International Airport or to a nearby more comprehensive Medical Facility as necessary. (Two organic rotor-wing assets are directed for the facility.)

POTABLE AND FIREFIGHTING WATER SUPPLY

POTABLE WATER will be provided through commercially available Bottled Water and through the use of a transportable Reverse Osmosis Water Purification Unit, with integrated 65 KW Diesel Power Generator, providing a maximum of 3,000 gallons of drinkable water per hour. As the facility’s construction and expansion continue to progress to its Maximum Census Capacity, additional ROWPU units will be added to ensure adequate capacity. Water processed through the ROWPU unit(s) will be stored in elevated expandable bladders or other appropriate manner to ensure both, Demand-Surge Capacity as well as Hydrostatic Pressure for adequate water pressure at the tap.

As an element of the Critical Infrastructure for the Facility, adequate Protective Measures will be incorporated into the design of this asset.

ELECTRICAL GENERATION AND DISTRIBUTION

ELECTRICAL POWER will be provided by an Electrical Power Generation Station comprised of a number of parallel-connected transportable generators each capable of generating a maximum of 100 KW of electricity. This is a Redundancy Built Design Generation Station. As facility expansion continues to progress to its maximum designed Census Capacity, additional generators will be added to meet adequate power needs and Demand-Surge Capacity.

POWER DISTRIBUTION SYSTEM is designed from commercial off the shelf technology and will be run via underground cable races to Sub-Distribution Nodes to protect occupants from the hazards of surface obstructions and overhead wires. Sub-Distribution Nodes are the final distribution element before service into a structure. Generator Fuel Cells will be located separate from the generators but within the Protective Zone of the station. As a Critical Infrastructure Element of the facility, adequate Protective measures are incorporated in the design of asset.

WASTE MANAGEMENT SERVICE

WASTE MANAGEMENT SERVICE

On-Camp Liquid (Sanitary), Hazardous Material, and Solid Waste will be collected by residents, office, or work staff for twice-weekly collection, transportation, and final disposal. All Liquid, Solid, and Hazardous Material Waste Management Services will be Contracted from a Vetted LNC/Local National Company. All Medical Bio-Hazard Waste will be disposed of by On-Site Incineration and Vetted Contractor Removal of Incinerator Ash off-site.

TRANSPORTATION SERVICE

GROUND TRANSPORTATION Ground Vehicle Assets will include a broad spectrum of vehicle types and sizes. Armor designations of vehicles will range fromB6 to B10 classifications and will be available for daily, weekly, and monthly requisition. All Ground Transportation Assets will be organically operated by the Camp, including the accompanying Armed PSD/Personal Security Detail or SET/Security Escort Teams when operating beyond the perimeter of the facility.

AIR TRANSPORTATION

AIR TRANSPORTATION At the present and short-term, Air Transportation will be limited to Rotor-Wing

Operations. Facility Aviation Assets will include 2 Contractor-Owned and Operated Rotor-Wing Aircraft, one of which will be designated for CASEVAC Missions and QRF/Quick Reaction Force Standby.

FUEL SERVICE

FUEL SERVICE All appropriate Fuel Types will be available to meet the needs of Facility Assets to include

Gasoline, Diesel, and Aviation Fuel Grades JP4 and JP5. All fuel will be contained in collapsible bladders located within a protected area of the Fuel Farm.

Aviation Fuel Servicing area will be located immediately adjacent to the Airfield Helipad area by the use of an extended fuel line capable of reaching each helipad. The process of Hot Fueling will be accommodated at an Isolated Helipad when such a need arises. However, Normal Fueling Operations will be conducted after the Aircraft Engines have been Powered Down.

Vehicle Fuel Service Refueling will be performed at the Facility’s Combined POL Point and Motor Pool. All grades of available fuel will be stored in Collapsible Bladders and Protected from Direct and Indirect Fire.

AIRFIELD MANAGEMENT

AIRFIELD MANAGEMENT Initial Airfield Operations are limited to Rotor-Wing Assets until a need for a Hard-Pack Fixed-Wing Runway is made and Construction is Certified.

HELIPORT FACILITIES Will initially include six Helipads capable of accommodating both, Civilian and Military Models. One additional Helipad will be constructed near the Medical Center and identified exclusively for Receiving and Transporting Patients by having a large Red Cross painted on the Helipad and Imbedded Red Lights in the Helipad in the shape of a cross.

ROTOR-WING AIRCRAFT Maximum Size and Weight Class will be limited to the US Boeing CH-47 Chinook, however, if larger Aircraft Platforms become necessary, additional Helipads of size and weight capacity will be added to the Heliport. Air Traffic close to Facility and Approach or Departure Control will be managed via the Facility’s Manned Control Tower at the Airfield.
