1.0 Opening Comments

The meeting was called to order and it was determined that there was quorum. Arshad Hafeez acknowledged the proxies. A motion was made to approve the proxies. All members were in favor and the proxies were accepted.

A motion was made to approve the new Fasteners Chair person John Sattler, Raytheon Aircraft. All members were in favor and John Sattler was approved as the new Chairperson of the Fasteners Task Group.

A motion was made to approve the NMC Steering minutes from the October 2004 Nadcap meeting. The motion was seconded and the October 2004 NMC Steering minutes were approved.

The following new Primes were recognized:

John Reid from Bombardier new voting member

All NMC members made an introduction and all new attendees to the meeting made an introduction. Chet Date remarked on the size of the meeting and the number of people now attending Nadcap meetings.

Michael McLean, Bombardier, was confirmed as Vice Chairperson of the NMC.

2.0 PRI/Nadcap Status Report

Arshad Hafeez gave the PRI/Nadcap Status Report. The new EURAB chairperson Quan Lac from Rolls-Royce plc was announced for 2005 and the new European primes were recognized. It was noted that the number of audits projected for 2005 is 3,239 and currently 2,048 audits have been scheduled for 2005.

3.0 NMC Chairpersons’ Report

Chet Daté gave the NMC Chairpersons’ Report. Chet Daté introduced the new vice chair person Michael McLean, Manager for QA and Supplier Compliance from Bombardier Belfast of Northern Ireland. It was noted the NMC will be focusing on cycle time and first pass yield for the next t 12 months.

Chet Daté introduced the NMC sub teams:

Chet Daté presented the metrics sub team. Steve Meyer presented the ethics an appeals sub team. Camille Valmy presented the globalization sub team. Jay Park presented the oversight sub team. Arne Logan presented task group standardization sub team.

4.0 Task Group Reports

Task group Chairpersons reported on their achievements for 2004 and their activities for 2005.

AQS – The task group during 2004 worked on: 1) determining which quality system elements would be recommended testing during each special process audit, and which questions would be recommended not reviewing and presented this to the task groups 2) modified NOP-002 to meet current practice of accepting AS9100, ISO17025 3) drafted requirements for enhancing AQS auditor qualifications. For 2005 the task group would be drafting a proposal for the next generation of AC7004 and continuing to assist task groups developing embedded quality system questions.

CP – In 2004 the task group absorbed an increase from 330 total audits from 2003 to 520 total audits by the end of 2004, reduced cycle-time by more than 20% per NMC guidelines, Staff Engineer cycle time is down to 10 days, task group initiative: After 3 rounds of responses the SE contacted the Primes to hold a conference call with the processor, checklist on demand on hold pending NMC decision, baseline criteria established and in use for all processors audited, agreed upon more detailed QML listings and 2 Supplier trainings were conducted at the quarterly meetings. The goals for 2005 are to conduct 560 total audits by the end of 2005, by January 2006 AC7108 Rev C will go out for ballot using new standard interpretation, AC7108/4 is being reviewed for first-round comments, 3 supplier trainings are scheduled for reaccreds / initial suppliers (January, April & July, 2005), 2004 Auditor variation metrics resulted in quarterly auditor training in

conjunction with auditor advisories (Initiated / ongoing), 150-day initiative to be addressed by the January and April, 2005 quarterly meetings and will begin detailed data collection and identify the causes for the expired certs by the end of February, 2005.

CT – In 2004 the task group decreased cycle time by approximately 38%, conducted a baseline audit in June 2004, performed an Auditor Standardization analysis using the results to develop training for October 2004 and revised the auditor handbook. For 2005 the task group plans to release revised checklists and ballot baseline checklists and standards.

COMP – The task group during 2004 released the AC7118, AS7118, /1, /2, /3, reviewed the auditor handbook, NTGOP-001 Appendix XIV and their Prime Mandates included Airbus, Boeing, Goodrich, GE Transportation and Honeywell. During 2005 the task group plans to review NOP-001 and NOP-011, hold Supplier Symposiums, develop Resin Infusion and Captive Labs AC/AS as additional scopes and promote two current auditor trainees to auditors

ETG – During 2004 the task group conducted WEBEX conferencing to cover AC7119 changes, completed the first AC7119 pilot audit and reviewed updates, begun AC7120 for Circuit Card Assemblies and interviewed auditors for PWB’s and Assemblies. For 2005 the task group plans to conduct a second AC7119 pilot, conduct follow-ups at1st pilot site, publish AC7119 standard, publish AC7120 standard and begin AC7121 for Cable and Harness Assemblies.

FAST – In 2004 the task group defined the scope, selected task group leadership, defined auditor qualifications, developed new drafts of AC7113 and held monthly teleconferences or face-to-face meetings. The task groups plans in 2005 to train auditor/consultants for pilot audit preparation, ballot AC/AS7113 to task group, conduct pilot audits (2-3Q), ballot AC/AS7113 to NMC, SAE Committee, and SAE Aerospace Council for approval and publication and review the auditor handbook, NTGOP Appendix and other procedures/forms

HT - The Task Group is currently balloting the AS documents for the revisions to the AC7102 core checklist as well as the new Brazing, Carburizing, Nitriding, and Aluminum slash sheets. There have been enough votes received form the Task Group to allow the AS documents to be sent to NMC for balloting. The baseline checklists have been completed but cannot be balloted until AMS2750 Rev E has been released. The Group has been focusing on lapsed accreditations and has successfully reduced the lapsed accreditations from 67% in January 2004 to 20% in January 2005. The group is now focusing on First Pass Yield and has held a brainstorming session at the January 2005 meeting. First Pass Yield brainstorming will continue at the April meeting.

MTL – The Task Group completed the review and revision to all checklists at this meeting. Each checklist will be balloted prior to the April 2005 meeting. 2. The backlog of reports that existed in February 2004 (83%) was reduced to zero by December 2004. Also, the Staff Engineer cycle time was reduced by 45%. 3. The Task Group approved a change in audit frequency to comply with the

ISO/IEC 17011 requirements, which form a part of the NACLA approval of the ISO/IEC 17025 program. Laboratories will have a full audit every five years, with two on-sight surveillance audits in the interim (20 month intervals).

NMSE - It was noted that in 2004 the Task Group achieved a reduction in Staff Engineer cycle time. Heather Meyer was recognized for her contributions to the reduction of Staff Engineer cycle time. Mark Gleason reported that the Task Group would be revising the Auditor handbook. The Task Group has a new Staff Engineer and is in the process of evaluating him for delegation. In the past 2-3 weeks audit reports are being submitted and cycle time is expected to improve.

NDT – The task group during 2004 drafted baseline checklists and standards, delegated Jim Bennett, recruited 3 new lead auditors in the UK and integrated suppliers and supplier into auditor training. The 2005 highlights included finalizing baseline checklists, standards and prime specific appendices, expanding the Asian auditor base and increasing supplier merit participation.

WLD – The task group reported a reduction in cycle time for 2004 and would be working on AC documents, balloting AS documents and preparing a handbook.

Chet Daté thanked all Task Group Chairs for their ongoing hard work and time spent dedicated to the Task Group.

5.0 Supplier Support Committee report

Ed Englehard reported on the SSC’s results for 2004 and the activities of the SSC for 2005.

6.0 New Business

It was brought to the attention of the NMC that ASTM groups hold meetings on the same dates as Nadcap meetings and requested that PRI work with ASTM to stagger meetings. Arshad Hafeez requested anyone who is aware of other meetings coinciding with Nadcap meetings to email Lisa Glavan [email protected].

Arshad Hafeez announced Lisa Glavan the Nadcap Conference Coordinator would be on maternity leave for the next two months. Carol Hill and Julia Sproston were recognized for helping in Lisa’s absence.

Arshad Hafeez announced that Nadcap shirts are available. Anyone interested should email Diane Allshouse [email protected] with quantity and sizes.

Chet Daté requested all attendees to support the Nadcap meetings in Europe. The support will contribute to the success of the meetings.
