Andrew Costin, Petroleum Club of Romania President, RomaniaMr. Costin is a senior lawyer with 19 years of experience in areas ranging from oil and gas, energy, privatizations to the structuring of joint ventures, corporate law, and trade. He came to Romania initially as an Arent, Fox Kitner Plotkin & Kahn PLLC attorney and was instrumental in opening the Bucharest office. Previously he worked for Litton Industries Inc. in Beverly Hills, California as part of their in-house litigation team. He has also served on the staff of the Honorable Richard G. Lugar, U.S. Senator. Since coming to Romania he has been an advisor to the Ministry of Industry and Trade and assisted in drafting the Petroleum Law of 2004 and at present he is the President of the Petroleum Club of Romania. He has established and developed a practice which specializes in the energy sector and focuses primarily on oil and gas. We have advised oil and gas companies on Production Sharing Agreements, Joint Operating Agreements including preparing all relevant documentation between the company and its clients and the Romanian authorities. We have assisted clients in obtaining licenses, permits and authorizations as well as negotiating concession agreements. Wilmington Consulting is specialized in regulatory affairs, labor law issues which affect our clients. Mr. Costin has extensive contacts within the Romanian government and business communities. He graduated from U.C.L.A. and Loyola Law School. He is a member of the State Bar of California since 1992 and speaks English, French and Romanian.
Chris Faulkner, Breitling Oil and Gas Chief Executive Officer, United States Chris Faulkner, Founder, President and Chief Executive Officer Breitling Oil and Gas, drives the company’s long-range economic and energy outlooks, which serve as the basis for strategic planning as well as investor relations, short and long-term business strategy, mergers and acquisitions, and the development and application of new and existing technology for optimizing recovery efficiency within Breitling’s conventional and unconventional resources. His diverse and extensive background in the oil and gas industry in North America, Europe and the Middle East covers all aspects of oil and gas operations, including project management, production, facilities, drilling and business development. Mr. Faulkner serves as an advisor to the ECF Asia Shale Committee and sits on the Board of Directors for the North Texas Commission. Mr. Faulkner has been featured in numerous media outlets, including Reuters, Bloomberg, US News & World Report, FOX Business News, The Agenda – TV Ontario (TVO), Dallas Morning News, San Diego Tribune, and Hart Energy. He is a frequent lecturer at industry events and is a member of many industry organizations, including the Texas Alliance of Energy Producers, the Dallas Petroleum Club, Independent Petroleum Association of America, Texas Alliance of Energy Producers and Texas Independent Producers and Royalty Owners Association. He is actively involved in local and national philanthropic and non-profit organizations, including Dallas Performing Arts, Texas CAN-DO, American Heart Association and Big Brothers Big Sisters. Mr. Faulkner studied biomedical engineering at Southern Methodist University, business and mathematics at Baylor University and at the University of North Texas. He received an honorary doctorate degree for his achievements in business administration from Concordia College.
Andreas Hübner, GFZ German Research Centre for Geosciences Project Coordinator, GermanyAndreas Hübner is a scientist at GFZ German Research Centre for Geosciences where he currently leads the project „Environmental impacts of shale gas production“. He is a geologist with specialization in geochemistry, with advanced training in environmental education management and science communication. Andreas studied geology at the Freie Universität Berlin and the University of Edinburgh and completed a research internship at the Geological and Nuclear Service GNS in New Zealand. He worked for two years as a postdoc in Utrecht, NL, and joined GFZ in 2006. During his time at GFZ, he led for two years the information/acceptance activities of a large research project on geologic CO2 storage and supported the GFZ´s general public relations.
András Jenei, Ministry of National Develoment Advisor, HungaryAndrás Jenei is currently Advisor to the Ministry of National Development, Hungary and Advisor to Falcon-TXM Oil&Gas. Also he is Head of Energy Institute and Deputy Director at Centre for Fair Political Analysis, a think-tank based in Budapest, and Advisor to the Sustainable Development Department of the Hungarian Parliament. He studied engineering management at Technical University of Budapest (BME) and holds a Bsc from Political Sciences at King Sigismund College. His research fields are energy policy, unconventional gas exploration and energy security focusing on natural gas in Eastern Europe, the former Soviet Union and the Caspian region. At unconventional gas in the past five years his main focus was on tight and shale gas upstream in the CEE region.
Hrvoje Jurčić, INA Senior Petrophysicist, CroatiaMr. Jurčić holds a MSc degree in Geology from Zagreb University, Croatia. He currently works in INA Plc. in Zagreb on the position of Senior Petrophysicist in Formation Evaluation Department. Mr. Jurčić has worked on numerous different exploration and production projects onshore and offshore. For the last four years he has been involved in the following INA‘s projects: „The Unconventional Reservoirs Project“ in the Croatian part of the Pannonian Basin system, „Geomechanical evaluation of Shale Gas, Tight Oil and Tight Gas plays“ and „Geochemical mapping of source rock in Sava depression“. The focus of his recent research is petrophysical evaluation of Shale Gas plays in Mura depression.
Dariusz Łątka, San Leon Energy HSE Consultant, PolandCurrently, Dariusz Łątka is HSE Consultant at San Leon Energy in Poland. Between 2010-2013 he was with Talisman Energy Polska, actively taking part in shale gas development process in Poland. As HSE Corporate Lead, he is responsible for implementation of corporate HSE standards and permitting process supervision. Mr. Łątka is overseeing operational HSE issues – implementation of Contractor HSE Management procedure, Emergency Business Support Team organisation, supporting communication with stakeholders, planning of HSE tasks to ensure compliance as well as engaging in community relations process to explain Talisman Energy Polska (TEP) shale gas activities. In 1995-2005, Mr. Łątka was employed in the crude oil refining industry, identifying and cooperating in solving environmental issues associated with investment tasks. In 2005-2009, he was CEO of an HSE service company operating nationwide and serving a network of ca. 1,400 petrol stations and refinery product storage tank terminals.
Łukasz Łukańko, San Leon Energy Environmental Specialist, Poland Łukasz Łukańko is Environmental Specialist at San Leon Energy in Poland. He is a M.Sc. graduate from the AGH University of Science and Technology in Cracow, Poland. Studying in the Faculty of Drilling, Oil and Gas he specialized in Industrial Environmental Protection. In 2004 he started doctoral studies at AGH University of Science and Technology Cracow, Faculty of Drilling, Oil and Gas. In 2012 he completed his post-graduate studies – in Gas Engineering. His experience with conventional gas exploration / exploitation dates back to 2003 when he began provided environmental consulting service to the gas industry in Poland. Since September 2010 until 2013 he was retained as an Environmental Specialist with Talisman Energy in Poland. He was responsible for managing environmental compliance of operations, obtaining all necessary permits, assessing field site conditions, regulatory environmental reporting and all major environmental studies. He has co-authored several scientific and technical paper on environmental protection in different aspects of gas industry.

Coşkun Namoglu, TPAO District Manager, TurkeyCoşkun NAMOGLU was born in Istanbul, Turkey in 1956. After studying of Geological Engineering at Istanbul University (B.Sc.), Reservoir Engineering at University of Texas, USA (M.Sc.) and Geothermal Engineering at International University of Pisa, Italy (M.Sc.), he received his Ph.D from METU, Turkey in 1996. He has worked for TPAO since 1981 and he is now the District Manager of Exploration Department. His experience includes that of a field geologist, petroleum geologist, well-site geologist, geothermal engineer, reservoir engineer, project supervisor and district manager of the TPAO’s projects in and outside of Turkey. He wrote many technical articles and reports and he is a member of Association of Turkish Petroleum Geologists and The Chamber of Geological Engineers of Turkey (UCTEA). He is married and has one child.
András Péntek, MOL Group Vice President for Strategy Development, HungaryHe has been MOL Group’s Vice President for Strategy Development since June 2011. Prior to his appointment, he served as Head of Portfolio Management at the Corporate Business Development Department of MOL where he oversaw the Group’s gas midstream businesses, ongoing power plant projects and its future renewable portfolio. Previously, he worked at various MOL Group divisions ranging from Gas & Power to Upstream in both managerial and expert positions. Before joining MOL in 2004, Mr. Péntek completed graduate studies at the Corvinus University of Budapest and earned a Master in Business Economics degree with a major in Corporate Finance.
Bogdan Popescu, Zeta Petroleum Managing Director, RomaniaBackground: More than 30 years spent in the oil and gas industry, with local and international companies: Petroconsultants, IHS, Millennium, Rompetrol, Zeta. Fivos Spathopoulos, Imperial College London Visting Lecturer in Petroleum Geology, United KingdomFivos Spathopoulos worked for 16 years in conventional oil exploration, in several areas of the world. He specialises in petroleum source rock geology, geochemistry, basin modelling and petroleum systems analysis. Since 2007, he works as a consultant geologist in shale gas/shale oil exploration in European countries. He is a Visiting Lecturer in Petroleum Geology at Imperial College London.
Serban Veliciu, International Centre for Green Energy Information Director Science and Technology, RomaniaSerban Veliciu holds a PhD in Geophysics from the University of Bucharest, with over 40 years experience in the field of hydrocarbons exploration. He was formerly head of the Institute of Geology of Romania (i.e.Geological Survey of Romania). He had held other positions within the Institute such as Senior Scientific Researcher carrying out activities under various exploration or development projects with Petrom SA, AMOCO, Enterprise Oil, Romgaz SA, etc. He was involved in international projects of the International Union of Geodesy and Geophysics and the European Union Commission. He is also currently an associate professor at the University of Bucharest‘s Faculty of Geology & Geophysics. In addition, he has co-authored five books and published some 28 articles in major international geological and geophysical journals.
