Miss Mildred Adams Committee on the History of the Federal Reserve System 33 Liberty Street, N New York 45, New York

Bear Miss Adams:

The Department of Archives and History in Montgomery, Alabama is a division of the state government of Alabama* No further address is necessary, but I suggest the following:

Mr* Peter A* Brannon, Director Department of Archives and History Montgomery, Alabama*

The volume of the papers is staggering. There must be some thirty file drawers of material. However, since you will be interested in a limited time sequence the problem should be simplified.

All of the papers that you will be interested in are organized in some fashion* The papers were arranged jjk chronologieaX^aetrisn, day by day* However, there is a group of letter boxes, which have never been rearranged* These are not difficult to deal with because each box covers a definite peiiod —usually a year. Within the box the papers are arranged alphabetically* The group of letter boxes seems to consist of correspondence received in Birmingham rather than Washington, where the rearranged series were received*

I really do not think that you will find anything that will fcelp you in the Underwood papers* Mr. Underwood did not begin to keep carbons except of a few letters (I recall no carbon copies dealing directly with Federal Reserve legislation} I recall one dealing with banking legislation around 1911) until 1919, past the date in which you are interested*

My doctoral dissertation on Underwood is available at the University of North Carolina Library* I doubt that this would be helpful, but you may use this letter as your author's permission if you wish to borrow it. Mr* Underwood left two surviving sons, one of whom shows some interest in his father's career. Oscar W. Underwood, Jr., the son I refer to, lives at 1801 Westview Road, Charlotte sville, Virginia.

Can you suggest for me a scholarly article on the origin of the Federal Reserve ^rstem that is accurate?

Yours^very truly,

'Evans C. Johnson Digitized for FRASER http://fraser.stlouisfed.org/ Federal Reserve Bank of St. Louis

Miss Mildred Adams Committee on the History of the Federal Reserve System 33 Liberty Street New York 45? New York

Dear Miss Adams:

Representative Oscar W. Underwood was a friend and P^r=^ -qiron* correspondent of J. Laurence Loughlin, the currency reformer. Mr. Loughlin*s letters to Mr. Underwood may be found in the Underwood Papers in the Department of Archives and History in Montgomery. I have been unable to find the other side of the correspondence in the Ldughlin Papers in the Library of Congress.

However, in his History of the Federal Reserve System Mr. Loughlin included several exchanges of letters with Mr. Underwood and gave Underwood much of the credit for the passage of the legislation! I presume that you already have no paucity of people who contend for credit in setting up the

W. P. G. Harding, one-time President of Ahe First National Bank and later Chairman of the Board of Governors of the Federal Reserve System, was appointed because of S-ea-tro-r Underwoodfs influence. Harding had advised Underwood on financial legislation prior to the Wilson administration. I was unaware that Harding had a surviving daughter, but I will be interested in following up that lead.

I do not have my notes at hand at the moment. HovvTever, I am sure that I hate nothing that you do not already have as to Under?/ood and the Federal Reserve System. Mainly, the notes deal with newspaper accounts of Underwoodfs role in pushing the Glass-Owen bill to passage. As I recall, Underwood held 04MH44 tiie House in session against his better judgement and against the protests of members who wanted to go home to campaign. He later thought that the holding of Congress in session at the Presida&t's insistance was a mistake. He felt* I think, that the administration sacrificed considerable good will in pressuring the Congress BO much.

p. 2 -- Miss Adams

I doubt that any of this information is of value to you, but if any of it strikes your fancy, let me know; and I will pursue it more accurately.

I almost forgot. I wrote the First National Bank two or three years ago about Harding correspondence. They wrote that their files do not feo back that far.

If you learn anything about the whereabouts of the Harding daughter, 1 would be interested.

You^p very truly,

Ivans C. Johns

Dear Mr. Johnsoni

The answer to the question in your letter of August 6 is that the Board's files do not include any collection of the papers of Governor W. P. G« Harding, as such. The files do contain correspondence and other material arising from Governor Harding1s service as member and Governor of the Boardi and the Board*s library has copies of his published;;wprk»\and his addresses. We do not know inhere the papers-associated with his career in general might be founds ;£ However, it is possible that you could obtain help^l.-.ihformation on this subject from Miss Mildred Ad*ms,; Executive Director, Committee on the History of the? I would like to give you the figure^||||; mimeographing the transcript of the January 2§St;% meeting* ^£.vA-

We will type the stencils and run off ; copies, collate and bind in suitable coYers, at l|lr following rates:

I'M V\cx-CvV\,.

%o

Single-spaced - $1.75 per page (estimated total -?'&o cost - $115.00)

Double-spaced - $1*35 per page (estimated total cost - $160.00)

These figures are, of course, in addition to the reporting and transcribing charges already incurred, namely, 121 pages at $1#40 per page.

is I indicated over the telephone, my suggestion is that the Mimeographing be done single-spaced on the IBM Electromatic (the type used- in my last letter to you). This letter is being typed on the Royal typewriter in what is known as medium Roman, 9-pitch type.

The finished mimeographed transcript ||§^d look like the typewritten one, with the same cc^^i;; being used, but of course the contents would be^|| regular mimeograph paper, which is somewhat heaf|pg than the transcript paper. That is another reaflnjtor single-spacing: there would be about 85 pages i^^iitd of 120; hence, less bulk. ££ "'*

Dear Mrs. Singer:

Enclosed is the transcript of the January 29th meeting of the Committee at Princeton Inn. You will note that a slightly larger size of type was used in preparing the transcript, which you may find makes for greater ease of reading. ¥hen you have completed editing it in preparation for stenciling, I would like to have you tell us whether you prefer that size type or that which is in this letter.

Further in connection with the mimeographing, I mentioned to Miss Adams that it would be considerably more economical to use single spacing since that would reduce the number of pages to almost half. However, that is a matter of personal preference.

The transcript, I am glad to say, has come out far better than I had anticipated, but there are two or three gaps which I hope you will be able to fill in.

Sincerely yours,
