1. Astatementoftheoverallaimsofthechildren’shome,andtheobjectivestobeattainedwithregardtoyoungpeopleaccommodatedinthehome.Weaimtomakeapositivedifferencetothepersonal,socialandlearninglivesoftheyoungpeopleentrustedtoourcare.• UnderleyGardenChildren’sHomewillaccommodate48childrenandyoungpeople

(MaleandFemale)aged5yearsto18years.

• InlinewiththeChildrenLeavingCareAct2000andinconsultationwithOfstedwewillextendourleavingageto19,whereidentifiedinthePathwayPlanandwherethiswillassistyoungpeopleintheirtransitiontoindependence.

• WewillmanageyoungpeoplewithbothAutism,LD,complexandmultipleneedsalongsideeachotherthroughavarietyofdifferentmeansincluding:

• UnderleyGardenChildren’sHomeispartoftheAcornCareandEducationGroup.Assuchwilloperatethesameapproachasourotherchildren’sHomes.Wherebychildrenandyoungpeopleareassessedbothintermsofeducationalneedsandsocialcareneedsatpointofreferral.Wedothisasweaimtoofferanintegratedprovisionwhichistoincludeeducation,careasapackageandhealthandtherapy.Webelievethedemonstrablebenefitsfromintegratedservicesincreaseeducational,

personal,socialdevelopmentandemotionalwell-being.

• UnderleyGardenSchoolChildren’sHomeworkscloselywiththeon-siteschoolthroughthejointseniorleadershipteamtoensuregoodoutcomesforyoungpeople.Whendifficultiesarisearoundindividualyoungpeople,theseniormanagementteamworktogethertoputinplaceeffectiveactiontoaddressandresolvetheseissues.

• TheHealthandTherapyteamworksacrossboththehomeandtheschooltoensuregoodhealthandwell-beingoutcomesforyoungpeople.

• EverychildoryoungpersonplacedwithinUnderleyGardenChildren’sHomeundertakesatherapeuticassessmentinthefirst16weeks.Psychologists,speechandlanguageandcreativeexpressivetherapistswillspendtimetoobserveanddirectlyassessthechildoryoungperson’stherapyneeds.Followingthisassessment,adetailedreportisprovidedanddiscussedwiththechildoryoungpersoncarersandotherprofessionals,andanindividualtherapypackageisagreed.ThiswillthenbeincorporatedintoUnderleyGardenSchoolChildren’sHomecareplanandriskassessmentsforthechildoryoungperson.

• UnderleyGardenChildren’sHomehasaccesstoawidenetworkofmentalhealthcliniciansandprofessionalswhocanbedrawnontosupportindividualcases.Thismayincludeworkaroundself-harm,attachmentissues,anddiagnosedconditions.Andwouldtypicallyinvolveclinicalsupervisiontothestaffteam,assessment,anddirectworkwithchildrenandyoungpeople,stafftraining,anddevelopmentofindividualtherapyplans.

• ReferralsandadmissionsintoUnderleyGardenChildren’sHomemustbedirectedthrough:

• Thiswilltheninstigateanassessmentandreviewprocesswhichwillbehandledby

experiencedsocialcare,education,andhealthprofessionals.AninitialresponsewillbegivenbyUnderleyGardenChildren’sHomewithinamatterofhoursofreceivingthereferral.

• ThestaffteamatUnderleyGardenChildren’sHomewillbetrainedtolevelswhichexceedlegislationandguidance.Thisistailoredtothefunctionofthehomeandtheneedsofthechildrenandyoungpeople.Specialisttrainingonattachment,Autisticspectrumcondition,mentalhealthdisorders,behaviourmanagementandcommunicationarestandardaspectsofanon-goingtrainingpackageforallstaff.

• ThefinancialfunctionsandHumanResourcesupportforUnderleyGardenChildren’sHomearesupportedbyAcornCareandEducationcentrallythroughvariousHRfunctionsincluding;recruitment,vettingandbarring,andpayroll.

• TheManagementofthehomearesupportedbyateamofhighlyqualifiedsocialcareprofessionals.RegularsupervisionandmonitoringofthehomewillbeconductedbytheRegisteredManagerforUnderleyGardenSchoolChildren’sHome.

Whatwewilldeliver:

• Tailoredpersoncentredcare,withinanorganisationwithatrackrecordforprovidingsafeeffectivecare,withastrongfocusonmaintainingplacementstability.

• Wewillpreparetheyoungpeopleinourcaretobeabletolivethefullestlivespossibleduringandaftertheirtimeinourcare.

• Wewillhelpyoungpeopletoachieveprogressacrossawidevarietyofareas,includingacademicstudy,vocationaltraining,social,emotionalandbehaviouralskills,basiclifeskillsandpersonaldevelopmenttokeepthemselvessafe.

• Wewillofferthechanceandencourageyoungpeopletoachieverecognisedacademicandvocationalqualifications.

• Weunconditionallyvalueeverypersonandrespecttheirdignityasauniqueindividualirrespectiveoftheirdifficulties.

Astatementofthefacilitiesandservicestobeprovidedfortheyoungpeopleaccommodatedinthechildren’shome.UnderleyGardenChildren’sHomeissituatedinCumbriawithinaquiet,ruralsetting.Registeredforuptofortyeightyoungpeople,thesitecomprisesofsevenlargehouses,twosingleoccupancyhouseswiththreebedrooms.Withineachhousethereisawell-fittedlargefamilykitchenwithdishwasher,fridge/freezer,andmicrowaveandaseparateutilityroom.Wehavearangeofdifferentbedroomlayoutsinordertosuitindividualyoungpeople’sneeds.Thebedroomswithinthelargerhousesonsiteareallfittedwithen-suiteshowerroomsinordertomaximisebothprivacyandindependence.Someoftheseen-suiteroomsarefittedas‘wetrooms’allowingforstafftosupportourmorecomplexyoungpeoplewithpersonalcare.

Standarddomesticequipmentandfurnishingshavebeenusedinlinewith‘ordinary’livingprinciples.However,ifrequired,specialistequipmentcanbemadeavailableforindividualchildren.Youngpeoplehaveaccesstoaphoneandtheinternetonindividualisedbasisinlinewithcareplanstoensureattachmentsaremaintainedwithsignificantpeople.Thecommunallivingareascontainaselectionofresourcesincludingtelevisions,video,musicandDVDplayers,andcomputerswithinternetfacilities,games,booksandcraftactivities.Thereisalsoasafeenclosedoutdoorpatioareafortheyoungpeoplewhichweaimtoencouragetheuseofinthesummermonths.Thereisanoutdoorplayareacomprisingfootballandbasketballpitch,aswellasasmallplayarea.Eachyoungpersonhastheirownbedroomwithsinglelockabledoor.Theyaredecoratedandfurnishedtoahighstandard.Privacyandindependenceisencouragedthroughthehomelayout.Allcommunalspacesaredecoratedinneutraltonesinrecognitionoftheneedtominimisesensoryoverload.Youngpeoplewillbeconsultedaboutthedécorintheirpersonalspacewhichreflectstheirindividualpersonalityandtaste.Thereisalsoanofficewhichthestaffteamusetoholdtheirpapersandfilesaswellasaseparatestaffsleepinroom.Theareaisrichinlocalamenitiesincludingshops,library,localparks,leisurecentres,cinemaandbowlingalley.Thereisavarietyofgoodtransportlinkswithallthemajortownsintheareasoprovidinggreateropportunitiesforawidevarietyofactivitiesandmulticulturalexperiences.DuetothewonderfullocationofUnderleyGardenSchooltherearemanyattractivecountrysidewalksimmediatelyoutsidetheaccommodation.Thephysicalenvironmentalsoincludesthelocalcommunity.Howthecommunityperceivesthehomeaffectsthewaytheyviewtheyoungpeoplewholivethere.Wewillcontinuetoensurethatthelocalcommunityhasanunderstandingoftheworkthatwedoandouraimsandobjectives.Wefeelitisinpart,crucialtothesuccessofthehometotakeapro-activeapproachingivinglocalpeopleadequateinformationfortheirneeds,withoutviolatingtheyoungpeople’srighttoprivacyandconfidentiality.

4. Thenumber,relevantqualificationsandexperienceofpersonsworkingatthe

children’shome,andiftheworkersareallofonesex,adescriptionofthemeanswherebythehomewillpromoteappropriaterolemodelsofbothsexes.StaffmixescompatibilityandskillsmatchingComprehensiveregularreviewoftheskillsattributesandrelevanceforgroupsofstafftoworkwithaparticulargroupofyoungpeopleoccurthroughmonthlymonitoringandreviewbythecaremanagementteamandregisteredmanager.Weaimtoprovideabalanceofrelevantexperience,skillandempathywithineachsmallgroupingofstaffineachrespectivehome.Wehaveabalanceofmaleandfemaleworkersandbothmaleandfemaleworkersworkinallhomestoattemptata“normalised”homeexperienceandenvironment.Dutiesofeithersexofworkermayberiskassessedattimestoensureastructuredrespectfulapproachisadheredto:

5. Thearrangementsforthesupervision,traininganddevelopmentofemployees.

AllcarestaffareworkingtowardsorhavecompletedminimumofNVQCYP3orCYPDiplomalevel3.AllstaffareencouragedtocontinuetheirownprofessionaldevelopmentbystudyingfurtherCYPqualificationsatlevel4,5andgraduatelevelasandwhenappropriatetotheirrole.AllourstaffattendstraininganddevelopmentsessionsaspartoftheirworkingcontractonthefirsttwoWednesdaysofthemonth.Afocusofensuringstatutorytrainingiskeptuptodateandspecifictraininganddevelopmentrelevanttothechildrenandyoungpeopleweaccommodateiscapturedinthesesessions.Thisisdeliveredbyahostofprofessionalsfromawidehealth,education,publicservicesandsocialcarebackground.ThistrainingtiesintoastrategicdevelopmentplanidentifiedbytheRMandRIthroughanannualreviewcycle.SupervisionSupervision,mentoringandinductionofstaffbothhappensinaformalandnon-formalworkbasedenvironmentthroughavarietyofmediums;peersupervision,observations,buddyingsystems,andregularperformancemanagementreview.The

formalsupervisionprocessrequiresthestaffmembertodemonstrateworktheyhavecarriedoutwithachildoryoungperson,projectorproduceaworkbasedproduct.Whichisevaluatedsupportedandcritiquedbythesupervisortoattempttokeepaconstantfocus,dialogueandQAsystemofprogression.Recordedcommunicationdocumentswillalsobeusedasamoreinformalmeansofsupervison.

Theage-range,sexandnumbersofyoungpeopleforwhomitisintendedthataccommodationshouldbeprovidedCriteriausedforadmissiontothehomeUnderleyGardenChildren’shomewillaccommodatefortyeightyoungpeopleaged5yearsto18yearsonadmission.InlinewiththeChildrenLeavingCareAct2000andinconsultationwithOfstedwewillextendourleavingageto19,whereidentifiedinthe

PathwayPlanandthiswillassistyoungpeopleintheirtransitiontoindependence.UnderleyGardenChildren’sHomewillprovideaccommodationforChildrenandyoungpeoplewithlearningdisabilities,ASCandcomplexneeds.TheHomewillensurecompatibilitywithotheryoungpeoplealreadyresidentinthehomethroughdirectworkandgroupdiscussionspriortoadmission.Thiswillincludediscussingthoughtsfeelingsandworriesofallyoungpeopleinvolved.TheManagementteamwillworkwithhealthandtherapyprofessionalsandPsychologists,toensurethatayoungperson’slearningdisabilityiswithinthescopeoflearningneedsoftheotherresidents.Themanagementteamwillofferplacementstoyoungpeoplewithlearningdisabilitiesthatareassociatedtotheiremotionalandbehaviouraldifficulties.Thewelfareofthechild/youngpersonisparamount,andUnderleyGardenwiththeplacingauthorityhasadutytoactinawaythatsafeguard’sandpromotesthis.Thecriteriaforanyadmissionwilltakeintoaccounttheyoungperson'slegalstatus,age,proposedcareplan,potentialriskstothegroupandthelocalcommunity.Theneedsoftheyoungpeoplealreadyaccommodatedwillbetakenintoaccountwhendecidingontheappropriatenessofaplacement.Staffareawareofthesensitivityrequiredinundertakingadmissionsanddischargestoandfromthehome.Homehasaclearpolicyandestablishedprocedureinplace,toensureadmissionsarecarriedoutwiththoughtandcarefulplanning.ADMISSIONSCRITERIAYoungpeopleareconsideredfromreferralsmadebyLocalAuthoritiesand/orSocialServicesDepartments.Theywillhavemadethisreferralduringorfollowingassessmentproceduresunderthe1993EducationAct.IfaStatementhasbeenproduceditcouldbethebasisofacontractualagreementbetweenthehomeandthereferringauthoritywherebytheorganisationagreestoprovidefacilities/specialistservicesforashortoronalongtermbasistosatisfyparticularneedslistedintheStatement.GUIDELINESReferralinformationshouldinclude:

• Comprehensiveneedsassessment/StatementofSpecialEducationalNeedsorEHCPlan

• AcurrentCarePlan

• AcurrentRiskAssessmentifappropriate

• Additionalspecialistprofessionalreportsasappropriate

Offersofaplacewillbebasedon:

• Thefindingsoftheinitialassessmentprocess

• TheorganisationbeingconfidentthatitcanmeetalloftheobjectivesidentifiedinthestatementofSEN,CoreassessmentandPlacementPlanandRiskassessment.

• Theyoungpersonagreeingtotheplacement.

POLICY

ReferralswillbeconsideredbythemanagementTeam.Dueconsiderationwillalsobegiventotheviewsofotherprofessionalsandtheyoungpeoplealreadyinresidence.Thecriteriausedisthatwewillacceptallyoungpeople(Aged5–18years)withAutismandLDneedswho,accordingtoourjudgement,canbesuccessfullyaccommodatedwithintheavailablefacilitiesandresources,maintaintheoverallstabilityofthechildren’shomeandkeepthecommunitysafe.

OnofferofaplacementandthefirstdayoftheChildorYoungPersonstartingthefollowingwilloccur:

• Theyoungperson’skeyworkerwillwelcomethem.

• TheyoungpersonisintroducedtoandwelcomedbytheRegisteredManager

• Otheryoungpeoplearearoundtowelcomethem.

• Theyoungperson’sbedroomwillhavebeenpreparedandanypersonalchoicesinrelationtodécorhavebeenactedonasfarasispracticable.

• Theyoungperson’sHealthplanwillbedrawnupbeforerelevantpartiesleaveSocialWorker/Parent/Guardianetc.

• Timeistakentoexplaintotheyoungpersonwhatwillhappennext.

• TheyoungpersonwillreceiveanappropriatecopyoftheWelcomePack(children’sguide)ifonehasnotbeenmadeavailabletothempreviously.

• Theyoungpersonwillreceiveacopyofthecomplaintsformandwewillexplainhowtoraiseconcerns,worriesorcomplaints.

UnderleyGardenwillconsiderplannedEmergencyPlacements.

8. Adescriptionofthechildren’shome’sunderlyingethosandphilosophy,andwherethisisbasedonanytheoreticalortherapeuticmodel,adescriptionofthatmodel.UnderleyGardenChildren’sHomebelievesthateachpersonhasarighttobetreatedasanindividualandthatalltheirphysical,emotionalandhealthneedsaremetinanappropriateandattentiveway.AimstodevelopsoundrelationshipsbetweenStaffandYoungPeopleandtocreateahappy,consistentandstableenvironmentwherefeelings,thoughtsandemotionscanbeexploredandexpressedsafely“Amajordeterminantofgoodbehaviourandpositiveethosofthehomeisthequalityoftherelationshipsbetweenthestaffandchildren”(TheChildren’sAct,vol.41.85;p.16).Empowersyoungpeopletoachievetheirfullacademicpotentialandtoacquiretherelevantskillsandknowledgetomoveonpositivelyintoadultlife.Affirmsthatallindividualshaverightsandresponsibilitiesandmustthereforebeawareoftheimpactoftheiractionsonthepeoplewithwhomtheyliveandalsoonthewidercommunity.Encouragescommunityparticipationinorderthattheyoungpeoplegrowupasresponsiblecitizens.Theover-ridingphilosophyofUnderleyGardenChildren’sHomeisthatitshouldbechild-centredinitsapproachtothewayitworks,andthatforyoungpeopletogrowphysically,emotionallyandspirituallytheyneedpositiverolemodelswhoareabletoprotectthem,guidethemandplanfortheirfutures,Weseektoprovidetheyoungpeoplewithpositiveandengagingrelationshipswithadults&Peers.Thismustbeinawaythatprovidesappropriateboundariesfortheirbehaviouranddoesnotimposeexpectationsorresponsibilitiesonthem.Inallthatwedo,weareguidedbythefollowingvalues:

ProtectingandpromotingthehealthofthechildrenandyoungpeoplewelookafterItiswellevidencedfromresearchthatphysicalandemotionalwell-beingisanessentialpre-requisiteforsuccess,positivebehaviourandpositivementalhealth.Werecognisethisandworkproactivelytoensurethehealthofalltobuildesteem,self-image,aspirationandasenseofbelonging.Wealsorecognisethattheworkwedo

Thearrangementsforthepromotionoftheeducationoftheyoungpeopleaccommodatedinthehome,includingthefacilitiesforprivatestudy.Allyoungpeopleareencouragedtocontributetoeveryaspectoftheirlivesthroughanongoinglivecareplanadministeredbythehomeinconsultationswithallrelevantparties(parents,carers,localauthorities,advocates,friends,peers,teachers,supportworkers,healthprofessionals).Thisfocusestheworkcarriedoutinthehomeandisthebasisforallplanninganddeliveryofcareinthehomes.Thisisadministeredbyasimpleplanningandreviewcyclebystaffwhichfocuseskeyareasincluding,CYPengagement,leisurerecreationopportunities,CYPaspirations,healthandtherapy,financialknowledge,independencedevelopment,andeducation.Thehomeissituatedonthesamesiteasitsschooland,assuch,closelinkswithschool/collegestaffaremaintainedtoensureeducationalparticipationanddevelopmentSchoolstafffacilitatehomeschoolingasandwhenrequired,whichiscoordinatedinconjunctionwiththehomestaff.Theschooloperatesauser-friendlyandflexiblecurriculumstructuresothatwehavethecapacitytobuildpersonalisedprogrammesaroundtheneedsofeachyoungperson.

PositiveBehaviourSupportTheyoungpeopleweaccommodatemaydisplayavarietyofchallengingbehaviourswhichresultinarangeofstrategies,includingRestrictivePhysicalintervention,beingusedinordertoreducerisk.Staffareencouragedtotakeaproactiveapproachbasedaroundknowledgeofindividualyoungpeopleandtheirbehavioursandwherethismaybeexhausted,differentmethodsofde-escalationareencouragedviaappropriatestafftrainingandthepromotionofpositiverelationships.Bydoingthiswewishtocreateanenvironmentwherebyallpartiesarekeptsafebutthatalsoencouragesyoungpeopletobeinvolvedintheprocessofbeingreflectiveabouttheirbehaviours.TheuseofRPIisalwaysusedasalastresortwhereothermeansofde-escalationfailandwherethedegreeofriskhasbeenappropriatelyassessed.TheuseofRPIasastrategyineventofasituationthatinvolveselevatedriskwillalwaysbedeterminedinreferenceto:theseriousnessoftheincident;therelativerisksarisingfromusingaphysicalinterventioncomparedtoanalternativestrategy;theage,culturalbackground,gender,statureandmedicalhistoryoftheyoungperson/adult.Inordertosupportyoungpeopleinself-managingtheirownbehaviourtheyhaveplentyofspacewithinthehome&theirpersonalBedroomspace,wheretheycantaketimeoutwhereyoungpeoplecan‘self-refer’inatimeofheightenedanxietyordistress.Theemphasisofusingtimeoutistoprovideaplaceofsecurityandlowdistractioninordertoaidtherecoveryprocessawayfromthegroup.Timeoutshouldalwaysbeusedviaaprocessof‘self-referral’andtheuseofthismustbeplannedandoutlinedinyoungpersonRiskAssessmentorCarePlan.BehaviourSupportandde-escalationTrainingAllstaffaretrainedinRPIandtheadoptedmethodchosenbytheorganisationisthatof‘TeamTeach’.TeamTeachisaframeworkthatencompassesarangeofapproachesandmethodstomanagechallengingbehaviour.ByusingTeamTeachweensurethatthepositivehandlingstrategiesusedwiththeyoungpeoplehavesufficientrangeandflexibilitytobeappropriateacrosstheageanddevelopmentrange.Trainingprovidedbyon-sitetutorsenablesthestaffgroupasawholetofeelmoreconfidentandcompetentintheir

managementof"challenging”behaviour.Thehomesaimtopromotetheleastintrusivepositivehandlingstrategieswithanemphasisandpreferencefortheuseofverbalstrategiesandnon-verbalde-escalationstrategies,whichareexhaustedbeforepositivehandlingstrategiesareused.Throughregulartrainingonanannualbasisstaffareprovidedwithopenforumstodiscussanddeveloptheirpractice.TheorganisationhasanumberofTeamTeachInstructorstrainedtoanintermediatelevelandtwothataretrainedtoanadvancedlevel.Thisteamcanensurethatthereiscontinuedon-siteguidanceandsupport,whichinturnprovidesthebestpossiblepracticeonadailybasis.RestorativePracticeUnderleyGardenchildren’shomeoperatesaroundarewardandincentivebasiswhichisaimedatgivingindividualyoungpeoplethestructuralconsistencythattheyneedwithinanenvironmentthatstrivestobecaringandattentivetoindividualneeds.Theuseofdifferentincentivesforpositivebehaviourgiveseachyoungpersontheopportunitytoworktowardsachosengoal.IndividualschemescreatedbykeyworkersalongsidebothourOccupationaltherapistandclinicalpsychologistallowthatevenifayoungpersonexperiencessomedifficultiesthereisstilltheopportunitiestoachievesomedegreeofsuccessandthereforereachtheirgoal.WeatUnderleyGardenchildren’shomebelievethatrewardingacceptablebehaviourworksbetterthanpunishingundesirablebehaviour.However,sometimesitmaybenecessarytouseothermethodsofcontrolthatwillbeappropriatetotheactionorbehaviour.Forexample,ifayoungpersonhasdeliberatelydamagedanotherperson’spropertyorthefabricofthehome,theymaybeexpectedtocontributefrompocketmoney,orallowedtodojobsaroundthehomeasreparation.Whenbehaviourneedsamoreseriousresponseameasureofcontrolwillbeimposed.ThisisamoreofficialwayofdescribinganyConsequence’sthatareused.Allmeasuresofcontrolanddisciplinarymeasuresarebasedonestablishingpositiverelationshipswithyoungpeopleandarebuiltongenuineinterestfortheirwellbeing.

• Reviewsareformalmeetings,requiredbylaw,andtakeplaceatleasttwiceayear.Theylookattheoverallplanfortheyoungperson.Itisherethatanybigchangesinacareplanmaybedecidedupon.

• APlanningMeetingislessformalthanaReviewandtendstolookatthemoreday-to-dayarrangementsandcanbearrangedasandwhenrequired.ThemaindifferenceisthatPlanningMeetingsincludejustthosepeopleneededtolookataspecificissue(e.g.parent,youngperson,keyworkerorSocialworker).

Whateverthemeeting,thereisasystemofforms,filledinbythechair,whichhelpusasktherightquestionsandtorecordclearlywhathasbeenagreed.Theimportantthingaboutcareplanningandreviewingisthateveryone’sopinionislistenedtoinordertomakesurethatayoungpersonisreceivingthebestpossiblecareandadvice.Theyoungpeopleareencouragedtotakeaveryactivepartinthisprocessandcanchairthereviewsthemselves.Iftheywishtodothis,staffwillhelpthemprepareinanappropriateway.Youngpeople’sCarePlansareupdatedonaminimumofaMonthlybasisorasandwhenneeded.ThisisupdatedwithinputfromtheYoungperson,Keyworker,staffteam&RegisteredManager.

22. Thetypeofaccommodation,includingthesleepingaccommodation,provided,and,whereapplicable,howyoungpeoplearetobegrouped,andinwhatcircumstancestheyaretosharebedrooms.Eachyoungpersonhastheirownbedroomwithsinglelockabledoor.Theyaredecoratedandfurnishedtoahighstandard.Privacyandindependenceisencouragedthroughthehomelayout.Allcommunalspacesandbedroomsaredecoratedinneutraltonesinrecognitionoftheneedtominimisesensoryoverload.However,youngpeoplewillbeencouragedtoaddtodecorationintheirpersonalspacewhichreflectstheir

individualpersonalityandtaste.Thereisalsoanofficewherethestaffteamusetoholdtheirpapersandfilesaswellastwoseparatestaffsleepinrooms.
