Unemployment Rate Drops Four‐Tenths of a Percentage Point to 8.2%; Above Average Gains in Total Nonfarm Employment

The seasonally adjusted unemployment rate in Arizona dropped four‐tenths of a percentage point from 8.6% in March to 8.2% in April. About half of this drop in the unemployment rate can be attributed to employment growth, and the other half to a drop in the labor force as people stopped looking for work. The U.S. unemployment rate declined one‐tenth of a percentage point from 8.2% in March to 8.1% in April. A year ago the Arizona rate was 9.6% and the U.S. rate was 9.0% (see figure 1). In April, a total of 9,300 Nonfarm jobs were added in Arizona, a gain above the historic average. The ten‐year (‘02‐’11) average for Nonfarm employment change in April was 5,600 jobs (see figure 2). Private sector employment accounted for 84% of the Total Nonfarm employment adding 7,900 jobs, and contributed to job gains above historic average. The ten‐year (‘02‐’11) April average for the Private sector was 4,300 jobs. Government added 1,400 jobs, which was near

average (1,300) for the sector in April. The Government gains were in Local Public Education (1,000), Federal (500), and State (100). Non‐education Local Government lost jobs. Seven of the eleven major sectors had gains over the month, three had losses, and one was flat (see figure 3). Professional and Business Services (PBS) added the most jobs among the major sectors, gaining 3,600 jobs (or 1.0%). The ten‐year (’02‐’11) average for the sector in April was 2,000 jobs or 0.6%. Administrative and Support and Waste accounted for all of the PBS job gains and added 4,300 jobs. Employment Services, the largest industry within Administrative and Support and Waste, added 3,700 jobs while Business Support Services lost 600 jobs. Services to Buildings and

Dwellings added 300 jobs. Professional, Scientific, and Technical Services lost 600 jobs, and Management of Companies and Enterprises lost 100. Trade, Transportation, and Utilities (TTU) gained 2,800 jobs over the month. This gain is above the historic average for TTU as it has posted job losses in five of the last ten years in April (‐ 600 jobs, ’02‐’11). In the ten years before the recession (‘98‐’07), on average TTU was flat for the month of April. Within TTU, Wholesale Trade industries were the largest job gainers, adding 1,500 jobs. Transportation and Warehousing industries added 800 and Retail Trade gained 500 jobs. Construction added 1,900 jobs, similar to the April gains observed in 2010 (1,900 jobs) and 2011 (1,700 jobs) . Gains in this sector for the last three years (2010,2011,2012) in April have been above the pre‐recession ten‐year (‘98‐’07) average of 1,400 jobs. Because of steep losses during the recession in Construction, the employment level was reduced significantly. Hence, the recent gains observed have placed the sector as the top percentage gainer among the major sectors, both over the month and over the year. Specialty Trades led the sector with 1,300 jobs gained followed by Heavy Construction with 1,100 jobs added. Building Construction lost 500 jobs. Job gains (1,100) in Financial Activities were above the ten‐year (‘02‐’11) average gain of 400 jobs for April. Real Estate, Rental, and Leasing added 800 of the jobs gained. The other 300 jobs were added in Finance and Insurance industries. Educational and Health Services (EHS) added 700 jobs in April. Private Educational Services added 400 jobs, Social Assistance added 200 jobs, and Health Care added 100 jobs. Over the past ten years, EHS has had a mixture of both gains and losses in April, with gains exceeding losses for an average gain of 1,100 jobs. Manufacturing was almost flat with a gain of 100 jobs. In contrast, the ten‐year (‘02‐’11) average was a loss of 400 jobs for the month. All of the Manufacturing job gains were in Durable Goods (100) with Nondurables unchanged for the month. Natural Resources and Mining employment was unchanged in April. With a loss of 100 jobs, Information was at the sector’s ten‐year average for April. Leisure and Hospitality (LH) lost 1,100 jobs in April, which was atypical for the sector in recent years. The ten‐year (‘02‐’11) average for April was a gain of 2,200 jobs. LH has posted losses in April five other times since 1990 with three of them at a similar magnitude. Arts, Entertainment, and Recreation lost 900 jobs, and Accommodation and Food Services lost 200 jobs. Accommodation added 600 jobs but

Food Services lost 800 jobs. Other Services also lost 1,100 jobs, which was above the sector’s ten‐year (‘02‐’11) average loss of 800 in April. Historically in April, Other Services lost jobs more often than it gained. Over‐the‐Year Changes Compared to a year ago, Arizona has added 46,000 Nonfarm jobs or 1.9%. For 17 consecutive months, over‐the‐year Nonfarm job gains have been observed. For the last eight months, the rate of job gains has been over 1.0% and improving gradually indicating a growth trend. Ten out of the eleven major sectors posted job gains over the year (see figure 4). Professional and Business Services had the most job gains (9,800) over the year. Administrative and Support and Waste added 8,100 jobs. Within Administrative and Support and Waste, Employment Services added 5,900 jobs, and Services to Building and Dwellings added 1,500 jobs. Professional, Scientific, and Technical Services gained 2,200 jobs. Losses in other PBS industries offset some of the gains. Educational and Health Services had the next largest over‐the‐year job gain. EHS had a net gain of 9,200 jobs. All of the gains were in Health Care and Social Assistance (9,900) with Health Care gaining 9,100 jobs and Social Assistance adding 800 jobs. Private Educational Services offset some of the gains within the sector with a net loss of 700 jobs. Construction added 7,200 jobs. This was the largest over‐the‐year job gain for the sector since November 2006. After heavy losses during the recession, Construction has continued to post over‐the‐year gains since August 2011, with 2012 showing increasing improvement. Specialty Trades added 7,200 jobs. Heavy Construction (1,100) and Building Construction (‐1,100) had equally offsetting gains and losses. Leisure and Hospitality added 7,000 jobs. Food Services and Drinking Places added 7,300 jobs while Accommodation lost 300 jobs. Arts, Entertainment, and Recreation was unchanged. Trade, Transportation, and Utilities added 6,100 jobs. Within TTU, Retail Trade (4,100) added the most jobs. Wholesale Trade added 1,100 jobs, and Transportation and Warehousing added 900 jobs. Government added 4,200 jobs, the gains coming from Local (4,600) and State (2,500) Public Education. Losses in non‐education Local and State Government, and in Federal Government, offset some of the gains.

The Financial Activities sector added 2,900 jobs. Finance and Insurance gained 1,400 jobs, and Real Estate and Rental and Leasing gained 1,500 jobs. Manufacturing added 1,400 jobs. The U.S. rate edged down one‐tenth of a percentage point from 8.2% in March to 8.1% in April. Arizona added 9,300 Nonfarm jobs in April, a higher gain compared to the ten‐year average of 5,600 jobs. The Private Sector contributed to the above average gains, adding 7,900 jobs or 84% of the total Nonfarm job gains. Government added 1,400 jobs. Seven of the eleven major sectors had gains over the month, three had losses, and one was flat. Many sectors had job gains above the historic average. The Professional and Business Services had the largest employment gains, adding 3,600 jobs, which was above the ten‐year average of 2,000 jobs. Trade, Transportation, and Utilities had greater‐than‐average April gains, adding 2,800 jobs compared to a ten‐year average loss of 600 jobs. Construction had the next largest job gains (1,900), also better than the ten‐year average (700) for the month. Government gained 1,400 jobs, mostly from Local Public Education (1,000). Financial Activities job gains (1,100) were above the ten‐year average of 400 jobs. Educational and Health Services (700) had job gains that were below the ten‐year average for the sector. Manufacturing had a small gain (100) and Natural Resources and Mining was flat. Leisure and Hospitality had an atypical loss of 1,100 jobs. Other Services had an above average loss of 1,100 jobs. Over the year, Total Nonfarm jobs increased by 46,000, the third largest increase since Arizona began gaining jobs after the recession (December 2010). Ten out of eleven sectors gained jobs over the year. Professional and Business Services had the largest gains (9,800). Educational and Health Services was next with 9,200 jobs added. Construction (7,200) continued to have job gains, posting the sector’s largest over‐the‐year increase since November 2006. Leisure and Hospitality was up by 7,000 jobs and Trade, Transportation, and Utilities added 6,100 jobs. Arizona’s rate of employment gains continue to indicate an improvement over the rates in 2011 and appear to be slowly gaining momentum in 2012.
