    Children by choice, not by chance:e State of World Population 2012 report

    BISHKEK, 14 November 2012 according tothe newly released State of World Population2012 report, launched today by UNFPA,planning the number and timing of oneschildren is largely taken for granted by millionsof people who have the means and power to doso.

    Recent UNFPA estimates show that every 2minutes a woman dies of pregnancy-relatedcomplications. e four most common causesare severe bleeding after childbirth, infections,

    high blood pressure during pregnancy, andunsafe abortion. 99% of maternal deaths occurin developing countries; most could have beenprevented with proven interventions. is yearsState of World Population theme Children bychoice, not by chance draws attention to thehigh rates of unintended and unwantedpregnancies, which show the lack of access tovoluntary family planning as a majorcontributing factor.

    Following a 2011 strategic assessment regardingthe prevention of unintended pregnancies andunsafe abortion, quality of care and publicsaccess to educational information continue to bea challenge in Kyrgyzstan. e assessment -carried out jointly by the Ministry of Health,UNFPA Kyrgyzstan and WHO/Europe - alsoindicates a need to improve the knowledge andskills of primary health care providers oncontraception options and family planning.

    More than 200 million women, largely in the least developed countries, want to use modern familyplanning methods but can't access them. ey may face cultural barriers or family resistance.Contraceptives may not be available in their communities or they may not have the money to buythem, or there is a lack of information or trained workers to give advice.e result is human miseryon a huge scale and a major brake on our development hopes says UNFPA Executive, Director Dr.Babatunde Osotimehin. 4/ UNFPA News 20132014

    On this years International Day of the Girl Child, the UNFPA called for action against child marriages in Kyrgyzstan by renewing local attention to the critical issueand promoting accountability from the decision makers. e campaign also included the opening of TOO YOUNG TO MARRY -e sold childhood, an artexhibition highlighting the personal narratives of Kyrgyz girls married against their will at early ages.

    organized actions aimed at inuencing policy and

    programme decisions, public perceptions of social

    issues, funding decisions and community support

    and empowerment regarding specic issues. It is a

    means of seeking change in attitudes and even

    institutional functioning said Meder Omurzakov,UNFPA Assistant Representative in Kyrgyzstan.A call for a further incorporation of new,

    redened communication approaches into

    programme-planning instruments was alsoidentied. For this purpose, the staff

    acknowledged as necessary the allocation of

    specic resources that would enable a more

    people centric environment, in full accordance

    with the organizations beneciaries.

    e external communication is, in many

    respects, the window that our beneciaries

    have on our programs, said NurgulKinderbaeva, Communication Focal Pointwithin UNFPA Kyrgyzstan.Pulling the curtains shut over that window of

    communication would risk insulating the

    organization from our target audience or

    alienating our beneciaries feedback on

    UNFPA programs.

    In accordance with the current priorities

    and community needs UNFPA country

    staff will focus their communication for

    development on four crucial elements: 1 (i)

    behavior change communication; (ii)

    communication for social change; (iii)

    advocacy communication; and (iv)

    strengthening the current communicationenvironment.

    UNFPA Kyrgyzstan investsin communication for developmentISSIK KUL, July 17, 2012 during an effectivecommunication exercise UNFPA - the United NationsPopulation Fund country staffhighlighted the need for anincrease visibility of the Country Program Action Plan in

    Kyrgyzstan.

    In this sense, the development of a realisticcommunication action plan put in practice byprofessionals was welcomed in order to ensure theachievement of the Funds objectives and beneciaries realneeds for development.

    World Population Day 2012: Universal Access to Reproductive Health Services

    BISHKEK, July 11, 2012 Each year ,World Population Day focuses attention on the urgency and importance of population and reproductive health, particularly in the context ofoverall development, and the need to address these issues. In the wake of the interest generated by the Day of 5 Billion, celebrated on 11 July 1987 (25 years ago), the General

    Assembly recommended that 11 July be observed annually as World Population Day. With world population surpassing7 billion, we have an opportunity to accelerate progress towardsone fundamental goal: Universal Access to Reproductive Health Services, which is the theme of World Population Day 2012.

    e sold childhood a UNFPA RapidAssessment on early marriages in KyrgyzstanAs an active supporter of women, men andchildrens rights to health and equalopportunities United Nations Fund forPopulation Activities (UNFPA) has beendrawing special attention to the issue ofmarriages of minors, particularly girls.

    In order to protect the rights of girls and stop

    the continuation of the harmful practices ofchild marriages in the Kyrgyz Republic, it isnecessary to start broad discussions about thenegative impact of this social phenomenon onthe life and health of adolescents.

    e purpose of the publication Early marriage:disadvantages without advantages. e soldchildhood is to inform the society, youngpeople, teenagers and political decision makers,

    that marriages of underage girls are a violationof the fundamental human rights. Often earlymarriages become a major issue faced by theyounger generation, especially from the poorestsegments of the population. Such marriagescripple the fate of young people, do not allowthe development of their human and socialcapacity, it contributes to the rise of povertyand the criminalization of a society, as well asthe child abandonment.

    e real-life stories of the six girls whomUNPFA covers in the publication are aliving proof of the dramatic andsometimes tragic consequences of earlymarriage in its various forms. eir storiesindicate that they did not have the rightto choose, the right to education, freedom

    of movement, life without violence! eycould not make decisions concerning theirsexual lives, their marriage, divorce, not tomention their reproductive health.However the stories of these youngwomen are an example of struggle fortheir own lives and lives of their children.Some of them managed to resist theterrible consequences of their early andundesired marriages, and speak out

    against the violence they endured whileothers are still victims of it.

    eir life experience should raise publicsawareness on taking the necessarymeasures and protect the girls from theterrible fate full of violence andoppression of their human rights.

    e ICPD Beyond 2014 Review is anopportunity to inuence the future of globalpopulation and development policy at national,regional and global levels.

    It provides a once in a generation chance todene what needs to be done to deliver a moreequal, more sustainable world for the 7 billionpeople.

    e Review will identify progress andachievements towards the goals set out in thelandmark International Conference onPopulation and Development, when 179

    governments committed to a 20 yearProgramme of Action to deliver human rightsbased development.

    UNFPA,arehighlightedbelow:In Kyrgyzstan the ICPD review process,which included focus groups and anational validation workshop, served asan entry point for advocacy amonggovernment officials, says MederO m u r z a k o v , U N F P A A s s i s t a n tRepresentative in the Kyrgyz Republic.

    UNFPAs objectives were twofold: 1) tosupport the government in ensuring wide

    participation of national stakeholders inthe ICPD review and timely submissionof a consolidated national response to theregional commission; and 2) to helpa s s e s s n a t i o n a l p r o g r e s s o nimplementation of ICPD Programme ofAction.

    e review process overall received the

    backing of the Vice Prime MinistersOffice, which had had a long andsupportive relationship with UNFPA.

    e goal of the Global Survey was to assessprogress made towards achieving ICPDgoals and identify gaps that Kyrgyzstan stillneeds to work on said Tolgonai Berdikeyeva,National Programme Analyst on Populationand Development, United Nations

    Population and Development

    Every government in the world isexpected to complete the survey as away of measuring progress towards thegoals set out in the ICPD Programmeof Action.

    High maternal mortality rates remain major health care problems in theKyrgyz Republic. Antenatal care (ANC) and Perinatal Care (PC) are anessential element of the maternal and child continuum of care. For ANC,despite the progress in increasing its coverage in Kyrgyzstan, quality gapspersist and there remain unacceptable levels of maternal mortality duringpregnancy in the southern regions.

    Of all maternal deaths in Batken region, around 20% of women diedduring pregnancy in 2009 and 11.1% in 2011. In Osh, 8.8% of allmaternal deaths were during pregnancy in 2009 and 12.5% in 2011.

    To date, the structure of maternal mortality is represented by postpartumhemorrhage (33,3% in Batken and 63,6% in Osh), hypertensivedisorders (16,7% I Batken and 1% in Osh), septic complications (33,3%in Batken and 18, 2 in Osh)#, i.e. those conditions that are dependent onwomens access to proper care and monitoring of women duringpregnancy, childbirth and postpartum period.

    Almost all of these deaths occurred in low-resource settings, and most

    could have been prevented.

    Delivering as One Press Tour: Osh, BatkenUNFPA is ensuring access to affordable health services forwomen of reproductive age and newborns via a jointUNICEF project in selected areas of the country: Batken,Osh and the National Center on Maternal and ChildHealth.
