About Us: The University of New Hampshire Technology Transfer Center (UNH T2) has been designated as one of the 51 Local Technical Assistance Programs (LTAP) established in all fifty states and Puerto Rico by the U.S. Congress. UNH T2 primarily serves the Public Works Directors and employees, Road Agents, and the municipal officials concerned with local roads, along with others in the public and private road-related organizations. The New Hampshire Department of Transportation (NHDOT) and Federal Highway Administration (FHWA) fund UNH T2. For quality assurance, UNH T2 has adopted the criteria of the International Association for Continuing Education. This association, in addition to setting standards for high quality training, also governs the issuance of continuing education units (CEUs). By fulfilling their standards, UNH T2 workshops qualify for issuance of CEU’s which the UNH Division of Continuing Education will issue for free to any UNH T2 workshop attendee.

To: Roads Scholars Advisory Board Members Directors of Public Works Municipal Officials

The University of New Hampshire Technology Transfer Center (UNH T2) held its first workshop in May of 1986, with over 1,700 workshops offered in the 32 years since then. In that time, over 8,000 people attended at least one workshop.

The 750 Roads Scholars and 109 Safety Champions recognized in this directory have taken a UNH T2 workshop within the last three years. This demonstrates that they are actively working to expand their professional knowledge, improve their career performance, and enhance their personal and professional development through continued training.

I hope that the municipalities, elected officials, departments, and communities they serve also recognize their achievements.

I also wish to recognize the individuals who instructed UNH T2 workshops during 2018 or served on the Advisory Board. The quality of UNH T2 workshops is due in large part to the skills, dedication, and professionalism of these individuals.

NH Roads Scholar Program The NH Roads Scholar Program establishes educational and training requirements across six levels of achievement and includes coverage of subjects essential to effective local road management. There are a minimum number of contact hours for each level, and subject coverage is established for Roads Scholar II. Contact hours measure the time of instructor-to-learner interaction. A typical UNH T2 one-day workshop is five hours of instruction and is equal to five contact hours. By incorporating subject area, as opposed to specific courses, UNH T2 can respond to recommendations for training by developing workshops for new technologies and current trends. All requirements must be met to advance in the program. The table below lists the contact hours (and Roads Scholar II subject areas) needed for each level.

Roads Scholar I: Requires 25 contact hours Roads Scholar II: Requires 50 contact hours, with 40 hours in specific categories:

20 hours of technical road maintenance or repair 5 hours supervision or personal development 10 hours liability or safety 5 hours environmental

Senior Roads Scholar: Requires 75 contact hours

Master Roads Scholar: Requires 100 contact hours Master Roads Scholar II: Requires 150 contact hours, and must be a Safety Cham-pion* Advanced Master Roads Scholar: Requires 200 contact hours, and must complete

the objective to participate in, and help improve, the working lives of your col-

leagues and the public works community (determined on an individual basis) For
