1. Introduction

India has approximately 300 days of sunshine each year and a

tremendous opportunity to harness solar energy. Under the umbrella of the Ministry of New and Renewable Energy (MNRE), all the States are moving towards the cumulative goal of installing 40 Gigawatt (GW) of grid connected solar rooftop plants. MNRE and the Government of Uttarakhand have taken several initiatives to scale up the installation of solar rooftop plants. However, implementation of a large number of projects distributed across the State is a major challenge and to facilitate installation of grid connected solar rooftop plants, establishing enabling mechanisms is crucial. Electricity Consumers in the State who wish to install grid connected solar rooftop systems are the stakeholders critical to the success of achieving the set target. To aid the Consumers in making informed decisions, information related to the installation of solar rooftop systems, enabling schemes and approval procedures should be easily available. Similarly, to enable rapid processing of applications by UPCL facilitating mechanisms are required. To expedite the adoption of solar rooftop in the States, MNRE has mandated the development of an online portal. The portal is aimed at providing assistance to the Consumers, DISCOMs and State Nodal Agencies, enable them to work in harmony, provide easy access to information, enable faster approvals, quick resolution of deficiencies and make each stakeholder accountable. The GIZ is assisting the State of Uttarakhand in creating an enabling framework for large-scale deployment of solar rooftop systems. GIZ is facilitating the development of such a portal in the State of Uttarakhand, by engaging Idam Infrastructure Advisory Private Limited (Idam Infra). The portal so developed provides access to detailed information for setting up these systems, forms and formats for applying for system interconnection, availing subsidy and finance – at one single place. The Unified Solar Rooftop Portal (USRP) for the State of Uttarakhand will be hosted by Uttarakhand Power Corporation Limited (UPCL) and can be accessed from https://usrp.upcl.org.

UPCL is the distribution utility in the State of Uttarakhand, which interprets and implements the provisions of the policy and follows guidelines thereby allowing Consumers to interconnect their solar rooftop system to the grid.

As per the MNRE’s Operational Guidelines for Phase II of the Grid Connected Solar Rooftop Systems, UPCL has been given the responsibility to disburse the Central Financial Assistance (CFA) to Residential and Residential Welfare Associations, provide connectivity with the grid to the Consumers seeking a net metered solar rooftop.

Entity Role In this process, they ensure overall safety, adherence to the

overall technical guidelines and follow the commercial process through close coordination between the corporate office and division/subdivision offices and disbursement of subsidy.

Consumers Consumers can collect information available on USRP website, understand the procedures and timelines to be followed and evaluate investment, payback and risk associated with the installation of a solar rooftop system.

Consumers through USRP Application can submit the application to DISCOM for availing grid connectivity and subsidy, call for inspection and commissioning and other administrative and technical compliance.

4. Features and Functionalities of the USRP

The key features of the portal are:

Admin interface: The portal provides an admin interface for

incorporating new rules and other necessary changes. This is accessible

to the hosting agency of the State.

Registration process: Consumers can register in the portal using their

unique Email ID and choose a password, which is completely secure.

Application: Consumers in UPCL can apply online for the installation of a

grid connected solar rooftop system and apply for subsidy.

Review of application: UPCL officers can review interconnection

applications and subsidy applications received and provide approvals,

rejection or intimation of deficiencies to enable Consumers to take

necessary actions.

Tracking of Application: The portal allows Consumers to track the

progress of their application at every process step. UPCL can track the

progress of each application received.

Alerts: Consumers will receive alerts on their dashboard after the

verification, approval and rejection of their application at all process

steps.

Report generation: UPCL Officials can generate customized multiple

types of reports as per their requirements.

Email services: The tool is featured with services such as routine email

notifications on receipt of approval, rejection or intimation of deficiencies

to the Consumers.

Interlinking through Application Programming Interface (API): The

portal is linked to the UPCLs database to authenticate Consumer

applications and to the MNRE’s SPIN portal to provide information of

solar projects into the national repository.

5. Process to Apply on USRP The USRP will facilitate applications for subsidy and non-subsidy applications, both processes are slightly different. The detailed process flows are shown under: a) Procedure for Non-Subsidy Applications
