The 53rd Governing Body meeting of the UTTIPEC was held on 23.11.2016 at 11.00 A.M. at Raj Niwas under the Chairmanship of the Hon'ble L.G. of Delhi. The detailed agenda items for discussion containing brief background and proposal of each project recommended by Working Groups and the Minutes of 52 nd Governing Body meeting held on 13.01.2016 were circulated to members in advance. The list of members and participants, who attended this meeting is enclosed (Annexure 'X'). 2. Member Secretary/UTTIPEC, DDA welcomed Hon'ble L.G., Chairman, UTTIPEC, Vice Chairman, DDA and other members to the 53 rd Governing Body meeting of UTTIPEC. 3. The Minutes of the 52 nd Governing Body meeting circulated on 10.02.2016 were confirmed as no comments /observations were received from members. 4. Presentation of Projects- a) Integrated Transit Corridor Development and Street Network /connectivity Plan-for the corridor / influence zone of Mangal Pandey Marg from foot of the Signature Bridge to UP Border (Bhopura) and improvement of alternate routes /Secondary networks. (PWD) Organisation:- PWD, GNCTD. Presented by- Chief Project Manager, F-2, PWD, GNCTD Observations of the Governing Body PWD mentioned the minor impediments on the proposed alignment of corridor, which shall not be a hindrance during the construction of proposed alignment of this road. MINUTES OF THE 53rd UTTIPEC GOVERNING BODY MEETING, HELD ON 23.11.2016 at 11.00 A.M.

UNDER THE CHAIRMANSHIP OF THE HON'BLE LT. GOVERNOR OF DELHI.

1. The 53rd Governing Body meeting of the UTTIPEC was held on 23.11.2016 at 11.00 A.M. at Raj

Niwas under the Chairmanship of the Hon'ble L.G. of Delhi. The detailed agenda items for

discussion containing brief background and proposal of each project recommended by Working

Groups and the Minutes of 52nd Governing Body meeting held on 13.01.2016 were circulated

to members in advance. The list of members and participants, who attended this meeting is

enclosed (Annexure 'X').

2. Member Secretary/UTTIPEC, DDA welcomed Hon'ble L.G., Chairman, UTTIPEC, Vice Chairman,

DDA and other members to the 53rd Governing Body meeting of UTTIPEC.

3. The Minutes of the 52nd Governing Body meeting circulated on 10.02.2016 were confirmed as no

comments /observations were received from members.

4. Presentation of Projects-

a) Integrated Transit Corridor Development and Street Network /connectivity Plan-for the

corridor / influence zone of Mangal Pandey Marg from foot of the Signature Bridge to UP

Border (Bhopura) and improvement of alternate routes /Secondary networks. (PWD) Organisation:- PWD, GNCTD.

Observations of the Governing Body

PWD mentioned the minor impediments on the proposed alignment of corridor,

which shall not be a hindrance during the construction of proposed alignment of this road.

Decision of the Governing Body

Based on the above observations, this proposal was approved.

b) Alignment plan of UER-II (Kanjhawala road to NH-10) Organisation:- DDA Presented by- Chief Engineer (Projects), DDA

Observations of the Governing Body

It was observed that construction of the proposed "Master Plan Road, UER-II" which

connects NH-1, 10 and 8 will facilitate better traffic movement of the surrounding area

and relieve existing traffic from ring road and outer ring road.

Decision:

Based on the above observation, the proposal was approved.

c) Alignment plan of construction of Tunnel near Meer Vihar, Bhagya Vihar along UER-II. Organisation:- DDA Presented by- Chief Engineer (Rohini), DDA

Observations of the Governing Body

The Meer Vihar and Bhagya Vihar area through which the UER-II is passing, is a

thickly built up area. Proposed at grade road or elevated road is not feasible at this

location. Hence, tunnel road is the only solution in this stretch.

Decision of the Governing Body In view of the above observations, the proposal of tunnel near Meer Vihar, Bhagya

Vihar along UER-II was approved by the Governing Body.

d) Road under Bridge (RUB) at Holambi Kalan at UER-II on Delhi-Karnal, Railway Line. Organisation:- DDA Presented by- Chief Engineer (Projects), DDA

Observations of the Governing Body

At this location at Holambi Kalan, the proposed road UER-II is crossing the existing

Delhi-Karnal railway line. Road Over Bridge (ROB) at this location is not possible due to

landuse such as Integrated Passenger Terminal (IPT) and Integrated Freight Complex (IFC).

So, Road Under Bridge (RUB) has been proposed.

Decision of the Governing Body In view of the above observations, the proposal was approved by the Governing

Body.

e) Two Lane Bund Road connecting Bijwasan- Najafgarh Road (UER-I) to Northern

Peripheral road (Haryana Border).

Observations of the Governing Body

It was observed that the proposed 2-lane Bund road along the existing land

connecting Bijwasan- Najafgarh Road (UER-I) to Northern Peripheral road will provide the

immediate relief to the traffic between Delhi & Gurgaon and to be constructed by DDA till

the original connectivity approved in the 51st Governing Body meeting held on 29.05.2016

is constructed.

Decision of the Governing Body

Based on the above observations, the proposal was approved.

f) Multi-Modal Integration (MMI) Proposals for Phase-III Metro Stations (20 Nos.).

jointly by DDA and DMRC during the meeting:

Observations of the Governing Body:

The conceptual proposals of MMI having features like parking of non-motorised

vehicles (NMV), auto rickshaw, pedestrian pathways. These facilities will provide the last

mile connectivity to the Metro users. It was desired that in future real time photographs

should also be presented.

Decision:

The conceptual plans of the above MMIs projects of 20 metro stations were

approved.

Action: DMRC and Road Owning Agencies

The meeting ended with vote of thanks to the Chair.
