Union bank of India, Regional Office Kolkata invites applications in the prescribed

format for offers in two-bid system from registered Private Security Agencies (PSA) (registered

companies or registered partnership firms) for providing services of Armed and Unarmed

Security Guard Services in Branches/Offices/ATMs under Regional office Greater Kolkata. The

firms should have their own offices and supervisory structure in Kolkata.

RFP Forms can be downloaded from bank’s website www.unionbankofindia.co.in or

Government e-procurement portal eprocure.gov.in and can be submitted along with the

Techno-commercial Offer on payment of Rs 2000 (Non-Refundable) by way of Demand Draft / Pay

Order favoring Union Bank of India payable at Kolkata.

All conditions and parameters will be evaluated with reference to the firms submitting the

tenders. The Bank reserves the right to reject any/all applications without assigning any reason

whatsoever.

Precautionary directions for bidders:-

Bidders are requested to follow all protective measures against corona virus while coming fortendering process. Please ensure that:-

1. Any personnel diagnosed CORONA positive or having symptoms of sneezing, fever, cough,etc should not visit the bank for tender related works.

2. Wearing masks is mandatory while attending Pre-bid meeting, submitting tender, openingtenders and any visit to bank/Regional office in connection with the tender.

3. All bidders/their authorized representatives must follow Social distancing norms in truespirit and should have installed with Aarogya setu App on their mobile phones. Personnelwith high risk status on Aarogya setu app should not visit branch/office in connection withtender process.

4. For proper sanitization purpose of the bids, date of opening of tenders is kept two dayslater than last date of submission of bids. However bidders are advised to submit theirtenders well in advance so that the tenders are opened by the committee only aftercompletion of natural sanitization process.

5. Only one person per tender/firm will be allowed to participate in Pre bidmeeting/Submission of Tender/Opening of tenders or any work related to tender. Biddersare requested to send not more than one person per bid for all activities related totender.

6. Bidders are requested to follow all other precautionary government guidelines on COVID19 while visiting bank/Regional office in connection with the tender.

1. SCOPE OF THE WORK:-

Union bank of India a leading nationalized bank operating in West Bengal State hasRegional offices in –Kolkata. The region comprise of total 02 districts of West Bengal andspread over wide geographical area. The requirements of Security Guards (Armed andUnarmed) pertain to the entire specified area and not to the particular centre where RO islocated. The deployment of Security Guards may be done in branches/offices/ATMs of Unionbank of India in specified branches as per the requirements of the bank. Role of TenderCommittee at Regional office in this process is only empanelment of PSAs as per detailedselection criteria mentioned in this document, however deployment of Guards atbranches/ATMs will be the sole discretion of concerned branches only. Tendercommittee/Regional Office will not have any right to interfere in deployment of Guards atbranches/offices. Work order for deployment of Guards will be placed directly from branchesand the PSAs have to undergo an agreement with branches as per annexure VII.

The Empanelment will be valid for the period of three years, but the Contract will be for aperiod of 1 year. However after satisfactorily completing the contract, if the PSA is complyingwith the minimum wages and all other Laws, as applicable pertaining to Security Guardsdeployment and as revised by the Central/State Government time to the contract may beextended by another year on mutual consent. However extension of contract period will notexceed the maximum of 3 years from the date of original contract except under unavoidablecircumstances.

2. DEFINITION OF REGIONS:

2.1. Greater Kolkata Region- Greater Kolkata Region consists of Union bank of Indiabranches, Admin offices and ATMs located in the Districts of Kolkata and herein afterwill be referred as Greater Kolkata Region.

3. TERMS & CONDITIONS

3.1. Deployment of Security Guards (Armed and Unarmed) will be done directly by theconcerned branches as per their Requirements.

3.2. Deployment of Security Guards is to be completed within a period of seven dayscommencing from the date of acceptance of the offer by the Bank. If the PSA fails todeploy Security Guards within given time, the offer shall be given to the other PSA.

3.3. All format of documents/Annexure mentioned in this RFP are final and not open to anymodification.

3.4. Any delay in deployment over the stipulated period will attract penalty of 5 % of thetotal monthly payment for each day of delay, subject to maximum of the monthlypayment of PSA per branch for the delay. The Bank reserves its right to recover thisamount by any mode, which includes adjusting from any payment to be made by theBank to the supplier or from the Bank guarantee or EMD.

3.5. The job of deploying Security guards in branches/offices in the Region will be given onlyto those Security Agencies, who fulfils all criteria mentioned in this document.

3.6. The Bank reserves the right to distribute the work among the shortlisted firms keeping inview their relative strengths and operational convenience. Therefore, the work will bedivided into two lowest quoting vendors at L1 rates in a ratio of 60:40 provided L2vendor is willing to work at L1 rates, terms and conditions. If L2 vendor is not willing tomatch L1 rates, the offer shall be valid to L3 vendor. PSAs of L4 rate and beyond shallnot be considered for any contract arising out of this tender process.

3.7. If more than 2 vendors quote the same L1 rate, the work shall be divided into twovendors based on techno-commercial evaluation.

3.8. As per techno-commercial evaluation, the vendor/PSA shall be shortlisted for award ofwork as per order of precedence.

3.9. If any of the shortlisted PSAs is unable to fulfill the orders within the stipulated period,Bank will have all the rights to allot those unfulfilled orders to other shortlisted PSAsafter giving 7-days notice to the defaulting PSA.

3.10. If on receiving the order agency is not able to provide the guards in time, penaltycharges as mentioned above will be charged maximum for two times. The further orderswill be given to other empanelled agencies. Similarly if the agency at any time is notable to provide the proof of statutory obligations like PF, ESI etc, the services of Agencywill be immediately terminated. Proofs of statutory obligations like PF, ESI etc are to besubmitted on monthly basis or as and when sought.

3.11. If our Apex office/higher office changes/modifies any guidelines regarding deploymentof Security Guards in branches, the guidelines will supersede thisempanelment/Contract.

3.12. If at any point of time, it is made mandatory by Govt/Central Office to procure Goods& Services through GeM (Government e Marketplace) then regions of bank will be free toterminate the existing empanelment and to go for procurement through GeM.

4. ELIGIBILITY CRITERIA FOR EMPANELMENT

For empanelment of Private Security Agencies (PSA), PSAs shall submit all relevant proofdocuments along with the Tender. PSAs not conforming to any of the parameters as on lastdate for submission of bids will not qualify for empanelment or short listing. Following is thelist of eligibility criteria for PSA:-

4.1. PSAs should be either a registered company or registered partnership firm reputed forproviding security guards’ services since last five years or more (Proof document- validRegistration Certificate of ROC for Registered companies/registered partnership deedfor partnership firm. The document should substantiate existence of the company/firmfor five years or more).

4.2. PSAs should have obtained a license in accordance with section 4 & 7 of the PrivateSecurity Regulation Act 2005 in states, where the act has been implemented (Proofdocuments- Valid PSARA License for the respective State/s). The license should be validfor the whole state & not for a particular district. The license should remain validthrough the period of contract. At any point of time, if the PSARA license remainsinvalid for more than 3 months, Bank reserves all rights to cancel the contract. Renewalslip or any other correspondence in this regard will not be considered for PSARA validity.The applicability of PSARA in this tender shall be for West Bengal state. PSAs shouldhave Registration under Shops & Establishments Act applicable in the state (Proofdocument- valid Registration Certificate for the offices in the respective State/s)

4.3. PSAs should have valid Registration with ESI Corporation under ESI Act and should havebeen allotted with a code number by the ESIC (Proof Document – valid RegistrationCertificate with Code number from ESIC).

4.4. PSAs should have a valid Registration with EPFO under EPF & Miscellaneous ProvisionsAct 1952 and the PSA should have been allotted Registration number (Proof document-valid Registration Certificate with Registration number of EPFO)

4.5. PSAs should have Income Tax PAN and should be submitting IT returns for last threeyears (Proof documents – Copy of valid PAN Card and IT Return Acknowledgement copyfor last three years).

4.6. PSA should have a Registration for Service Tax/GST and should have been allotted withRegistration for number (Proof document- Valid Registration Certificate with Service Taxnumber/GSTIN).

4.7. PSA should have minimum five years experience of providing Security Guard’s services toPublic/Private Sector banks (Proof documents- work orders from banks substantiatingproviding services since last five years).

4.8. PSAs should have Audited Balance Sheets and Profit & Loss statement for the past threefinancial years. The average turnover of the PSA in the last three years should not beless than Rs. Three Crore (Proof documents- Audited Balance Sheet and P & L statementfor each of the last three financial years).

4.9. PSA should be in profit in the last three financial years (proof documents, AuditedBalance sheet and P & L statement for each of the last three financial years)

4.10. PSAs should have their own infrastructure for training and firing practice of theirSecurity guards. Otherwise tie-up arrangement with PSARA registered trainingestablishments provided if, PSARA applicable in the State(s) permits such tie-uparrangement for training (Proof documents- Registration Certificate of trainingestablishment under Shops and Establishments Act for own training facility/documentssubstantiating tie-up arrangement with PSARA registered training establishment).

4.11. PSA should have at least one of its offices with landline telephone & email facilitywithin the State and that office should be physically manned during the office hours onall working days (Proof Documents – Registration of the office under Shops &Establishment Act applicable in the State, latest landline telephone bill, musterroll/attendance record of the office staff).

4.12. PSA should have credible supervisory infrastructure and network in the State/s (ProofDocuments – Muster Roll/Attendance record of supervisory staff with designation placedwith the offices in the State/s).

4.13. PSA shall not be owned or controlled by any director or officer/employee of the UnionBank of India or their relatives having the same meaning as assigned under Section 6 ofthe Companies Act 1956 (Proof document- Self declaration by the Director/Partnersubstantiating the criteria).

4.14. PSA should be complying with Minimum Wages Act 1948 and amendments there to(Proof documents – Copies of Salary slips not older than two months issued to SecurityGuards (Armed/Unarmed) deployed in area A, B & C of any principal employer).

4.15. PSA should be remitting EPF contributions on-line (Proof documents – Copy ofElectronic Challan-Cum-Return (ECR) for same wage months & same Security Guards(Armed/Unarmed) for whom salary slips are submitted as per Para 4.15 above).

4.16. PSA should be remitting ESI contributions on-line (Proof documents – Copy of electronicContribution History Sheet (CHS) for same wage months & same Security Guards(Armed/Unarmed) for whom salary slips are submitted as per Para 4.15 above).

4.17. PSA should be remitting net salary to security guards Bank Account (Proof documents –Copy of security guards Bank Account passbook/statement indicating credit of the netsalary for same wage months & same Security Guards (Armed/Unarmed) for whom salaryslips are submitted as per4.15 above).

4.18. If the Director/Partner of the PSA/firm is convicted by any Court/Competent authorityOR being facing criminal proceedings under the law of the land, Bank reserves all rightsto reject offer from such PSA/Firm. Affidavit in this regard is to be submitted by theDirector/Partner as per Annexure V. The annexure should be signed by Director/ allPartners only. Annexure signed other than Director/Partners will not be entertainedunder any circumstances. Failure to submit Annexure as per given format will disqualifythe bid. Annexure signed by Authorized signatory will not be considered valid.

4.19. CRITERIA FOR PREQUALIFICATION

Firms will submit all proof documents mentioned under different Para of eligibilitycriteria. No complaint on this account will be entertained under any circumstances.

5. BID SYSTEM

5.1. The tenders shall be submitted in two sealed envelopes. The envelope No. 1 shall bemarked as "Pre-qualification cum Technical Bid - for providing Security Guards Services”shall contain pre-qualification application and necessary documents / credentials,tender document and Earnest money deposit as per Para 7 and Non returnable DD/Payorder of Rupees 2000.00 as Tender money in the form of DD/Pay order favoring ‘UnionBank of India’ and payable at Kolkata.

5.2. The envelope No. 2 shall be marked as "Price Bid – for providing Security GuardsServices” in Kolkata Region as per format placed at Annexure - IX and shall be as perlatest notification of Govt. of India, Ministry of Labor & Employment, Office of the ChiefLabor Commissioner(C) New Delhi.

5.3. Envelope No. 1 (Pre-qualification cum Technical Bid) will be opened first on the duedate of opening. Envelope No. 2 (Price Bid) will be opened for PSAs, who qualifies inTechnical evaluation as per criteria mentioned in this document and subsequent visit oftender committee officials at PSA offices, own training facilities etc.

5.4. Both the envelope 1 and envelope 2 be sealed into a bigger envelope and should besuper scribed with “Technical & Price Bid for providing Security Guards Services” and

should be submitted to Chief Manager (P N D), Regional office Greater Kolkata by duedate. Details of Firm viz Name, contact person, contact number, email id etc bementioned on the cover of all three envelopes.

5.5. The bidder must use only the tender forms/formats given in this tender document forthe purpose to fill in the rates. Tender, which will not be submitted in given format orby any other mode shall be summarily rejected.

5.6. Bidders are advised not to make any alteration/modification in the tender documents,Item of work or in any respect whatsoever. Violation of this requirement will make thetender liable for rejection.

5.7. In case of postal delivery, the Bidder has to ensure that tender is reached before thedue date and time. The bank will not be responsible for damage in the transit and delayof receipt of tender, if any or sent by a special messenger. Tender received late shallbe rejected.

5.8. Bidder should note that correct address/telephone numbers/email ids should be given inTechnical Bid. Bank reserves all rights to choose any of the above mentioned means ofcommunication for communication with bidders.

6. TENDER COST

Cost of participating in tender is Rupees 2000.00 (non refundable) and should be submittedalong with Technical Bids in the form of DD/Pay order, favoring ‘Union Bank of India’ payableat Kolkata.

7. EARNEST MONEY DEPOSIT

Earnest Money Deposit of Rs 2.50 lakh (Rupees two lakh fifty thousand only), in the form ofa demand draft/pay order issued by a scheduled commercial bank (other than Union Bank ofIndia) favoring Union Bank of India, payable at Kolkata must be submitted along with theTechno-commercial Offer. Offers not accompanied with Earnest Money Deposit will not beaccepted. This amount will be forfeited if, having been selected by the Bank for the job, thePSA refuses to accept any contract or having accepted the contract, fails to carry out hisobligations mentioned therein. Bank Guarantee in lieu of Earnest Money Deposit will not beaccepted. No interest will be payable on the Earnest Money Deposit. The Earnest MoneyDeposit will be refunded to the unsuccessful PSAs. The Earnest money paid by the successfulPSAs will be released only after submission of Performance Bank Guarantee as per AnnexureVIII.

8. EXEMPTION FOR NSIC & MSME REGISTRED BIDDERS

In case of bidders registered with NSIC, they are eligible for waiver of EMD or Tender cost asper government guidelines. For claiming exemption under this scheme, Bidder needs to submitvalid NSIC Certificate clearly mentioning that they are registered with NSIC under single pointregistration scheme. Original NSIC & MSME certificate should be produced during opening ofTechnical bids for validation of the same.

9. PERFORMANCE BANK GUARANTEE

Before entering into an agreement the selected PSAs should submit a Bank Guarantee toconcerned Regional Office of an amount of 10% of Annual Work Order placed by all branchesunder region obtained in favour of Union Bank of India and valid for a period of 18 monthsfrom the date of award of first year contract and upon each renewal of the contract for theensuing two years. The PBG should be issued by a scheduled commercial bank other than UnionBank of India and should be favouring Union Bank of India, payable at Kolkata.

10.TECHNICAL BID OFFER (TO)

The Technical Bid Offer (TO) should be complete in all respects and contains all informationasked for in this document. It should not contain any price information. The Technical BidOffer should comprise of the following:

10.1. Covering letter on the prescribed format Annexure II.10.2. DD/Pay Order for Rs.2000.00/-i.e., Cost of RFP Forms.10.3. Earnest Money Deposit of Rs.2,50,000/- as per Para 7.10.4. Annexure I to Annexure VIII with all supporting documents.10.5. All other supporting documents in respect of Annexure I.

11.PRICE BID

Price bids will be opened for only those bidders who qualify all technical criteria (includingphysical verification of office address) as per this document. Bidders should ensure to give correctaddress/email id/Landline numbers/Mobile numbers etc in Technical bid. Bank reserves all rightsto inform bidders through any of the mentioned mode of correspondences. No complaint on thisaccount will be entertained under any circumstances. Information on date of opening of Price bidswill be conveyed separately to all those bidders who qualify in the technical bid. Price bids will beopened in presence of Bidders/authorized representatives.

12.NO ERASURES OR ALTERATIONS

Details must be completely filled up. Corrections or alterations, if any should beauthenticated. No request for alterations/erasures will be entertained after submission of Bidsunder any circumstances.

13.AGREEMENT BETWEEN THE PSA AND THE BANK

The successful PSAs shall execute an Agreement at their cost with individual branches onRs.100 non-judicial Stamp Paper as per Terms & Conditions as per Annexure-VII. It isunderstood that the PSAs, who are willing to offer their Security Guards’ services in responseto this RFP have read all the terms and conditions given at Annexure-VII and have agreed to allthe Terms & Conditions without any modifications.

14. VALIDITY OF OFFER

The offer should be valid for period of six months from the last date for submission of theoffer.

15. EVALUATION PROCESS

The technical bids & price bids shall be evaluated in stages given below:

15.1. Stage I

15.1.1. Technical bids from bidders not accompanied with Demand Draft/cash receipt forcost of RFP and Demand Draft for EMD shall be summarily rejected except for PSAsclaiming exemption on Cost of RFP & EMD who are registered with National SmallIndustries Corporation (NSIC) & MSME provided proof document for registration issubmitted.

15.1.2. The registration with NSIC & MSME of PSAs claiming exemption shall be verifiedwith NSIC & MSME based on the original proof documents and if found ineligible forsuch exemption, the tender of such PSAs shall be summarily rejected.

15.2. Stage II

15.2.1. Bidders qualifying Stage-I shall be evaluated against the stipulated minimumeligibility criterions purely based on proof documents submitted. Proof documentssubmitted along with the Tender shall be considered as the final & conclusive proofand the Bank shall not call for any further documents.

15.2.2. A comparartive chart capturing information on compliance of minimum eligibilitycriterions as per proof documents shall be prepared and evaluated.

15.2.3. Offers not complying or adhering with any of the minimum eligibility criterions ornot submitting proof documents shall not qualify this stage.

15.3. Stage-III

15.3.1. Veracity of documents/facts of Bidders qualifying Stage-II will be furtherevaluated/verified through site visits to the offices/training establishments/tie-uparrangements of the bidders.

15.3.2. Feedback from reference sites as indicated in the tender document by thebidders shall be obtained in writing and evaluated.

15.3.3. A comparative chart shall be prepared to capture the details of verificationcarried out during site visit & feed back obtained from reference site.

15.3.4. Bidders with unsatisfactory feedback from reference sites or documents/factsnot found in order on verification as per stipulated criterias or Labour Acts/Rulesapplicable shall not qualify this stage.

15.3.5. Bidders qualifying this stage shall become eligible for empanelment for threeyears. PSAs empanelled be informed accordingly.

15.4. Stage-IV

15.4.1. Price bids of only empanelled bidders shall be opened in presence of theempanelled bidders or their authorised representatives at the given date & time.

15.4.2. Price bids of bidders shall be evaluated and price bids found below the sum oflatest rate of minimum wages and other statutory contributions/payments shall bedisqualified. L1 price bid(s) shall be decided from qualifiying price bids. Anyrelievers and leave reserve for deploying the personnel should be included in therate for such personnel and would not be separately payable.

15.4.3. A written offers shall be given to L2 and/or L3 bidders as per conditionsmentioned in Para 3.

16.NO COMMITMENT TO ACCEPT LOWEST OR ANY TENDER

The Bank shall be under no obligation to accept the lowest or any other offer received inresponse to this notice and shall be entitled to reject any or all offers without assigning anyreasons whatsoever.

17.OPENING OF OFFERS

Technical Bid offers will be opened at Regional office Kolkata at 1530 Hrs on .10.2020 inpresence of Bidders / their representatives. No separate intimation will be sent in this regardto the bidders for deputing their representatives. The Technical Bid Offers will be opened atthe time and date stipulated above irrespective of the number of bidders or theirrepresentatives present.

18.PRE BID MEETING

A pre bid meeting will be conducted at Regional office Kolkata at 03:30 PM, on .10.2020.

19.ORDER CANCELLATION

19.1. If the selected PSA fails to deploy their Security Guards within the stipulated timeschedule or the extended date communicated by the Bank, the Bank reserves all rights tocancel the order and forfeit the Earnest Money Deposit/Bank Guarantee.

19.2. During contract period if the PSA violates either terms and conditions mentioned inRFP or the agreement given in annexure VII first party will have the right to cancel thecontract with 30 days notice period.

20.QUALITATIVE REQUIREMENTS (QR) FOR SECURITY GUARDS (ARMED/UNARMED)

The following guidelines shall be adhered while outsourcing Security Guards (Armed/Unarmed)through the contracted PSA(s) for Branches/ATM sites/Offices:

20.1. Security Guard (Armed/Unarmed) should be either ex-servicemen of Indian ArmedForces or ex-paramilitary personnel or ex-CAPF or ex-State Reserve Police Forces.

20.2.Age of the Security Guard (Armed/Unarmed) at the time of first deployment should notbe above 52 years.

20.3. Security Guard (Armed/Unarmed) should have been released from his parent service inmedical category SHAPE-I or equivalent and be medically fit in all respects at the timeof deployment. Their medical fitness will be considered as per medical fitnesscertificate from Registered Medical Practitioners with qualification not less thanM.B.B.S., as produced for verification by their employer, i.e., the PSA. The Guardsshould be literate, mentally sound and posses good physique to perform all duties ofGuard assigned by the bank

20.4. Security Guard (Armed/Unarmed) should perform their duty for eight hours per shiftper location. Weekly off shall be provided after every six working days. PSA has toarrange for reliever of Security guards in case of absence of guard/s. The reliever shouldbe paid as per minimum wages even if that payment is not mentioned in the bid. If theAgency is unable to provide the reliever, the wages will be deducted for that number ofdays. If this absenteeism continues for more than a week. The work will be given toother agency.

20.5. Security Guard (Armed/Unarmed) shall perform duty in proper uniform and should be inpossession of photo-identity card provided to them by their employer i.e., the PSA.

20.6. Security Guard (Armed) deployed at branches shall perform duty with their own or thePSA’s firearms held under a valid arms license. The Bank will not take the responsibilityfor the safe-custody of the firearms and its ammunition.

20.7.The place of duty for the Security Guard (Armed) in the branch should be generally atthe entrance or at a vantage point. The guard should not been seen sitting during thebusiness hours.

20.8.The duty of the Security Guard (Armed) is to keep a watch over persons visiting thebranch for the purpose of safety & security and guard against infiltration and againstremoval of bank’s property by any unauthorized persons AND/OR to watch and guard, asagainst above, the movement of cash from one place to another whether inside oroutside the Bank.

20.9.The Security Guard (Armed)) while performing duty shall use his firearm only for hisright to private defence as provided u/s 96 to 106 of the Indian Penal Code.

20.10. The services of Security Guard (Armed) may be utilized for escorting cash remittancesin areas not serviced by our own currency chests and in areas where outsourced cash vanservices have not been made available, strictly complying with the armed escort norms

for cash remittance stipulated from time to time by the Bank. Armed Guards will not beentitled for any allowances for Cash remittance functions.

20.11. Selected PSA has to submit monthly compliance data as Wage sheet, copy of ECR ofEPF subscription, ESI subscription and other concerned data pertaining to compliance ofMinimum wages law and other obligations, as and when asked at a place decided by theBank. If the PSA fails to produce asked data within stipulated time or the time extendedby the bank, It will be considered as breach of contract and the PSA shall be de-empanelled from Kolkata & Ayodhya Region

20.12. PSA has to arrange for drinking water and first aid box at the site of deploymentcomplying with the labour laws

20.13. PSA shall be bound to follow all obligations pertaining to compliance of Labour Lawsas and when applicable as per notifications issued vide Govt of India, Ministry of Labourand employment or other enforcement agencies/departments.

20.14. PSA will ensure that Security Guards deployed in branches will open saving bankaccount with the Union bank of India branch / where the guard is deployed. Payment toGuard by the PSA will be made only through Union Bank of India account. PSA will notpay salary of Guard in cash/cheque or any other similar kind of modes. If the PSA willnot comply with this criterion, payment to PSAs will not be released by the branches.

20.15. Uniform and liveries shall be supplied by the agency for their Security Guards onduty. Details of Uniform and Liveries should be submitted along with Technicaldocuments as per Annexure IV of this document. There shouldn’t be any deviation inthe uniform details as submitted in technical tender. The Uniform should not haveresemblance with any uniform used by Security forces/ Para military or police.

21. CHARACTER & ANTECEDENT VERIFICATION

Before deployment of their deploy Security Guard (Armed/Unarmed), the PSAs should arrange forverification of the antecedents of the guards by the police and such valid police verificationcertificate by the police should be submitted by the PSAs to the Bank before deployment of theguards.

22.PAYMENTS TO THE PSAs

No Advance amount will be paid to the PSA. Monthly payment to the PSAs shall be made by therespective Branches/Offices where outsourced Security Guard (Armed/Unarmed) is deployed,adhering to the following:

22.1. Performance Bank Guarantee should have been submitted as per Para 9 and theAgreement as per Para 13, executed with the branches.

22.2. Payment shall be made to the PSA’s Bank Account through online/NEFT/RTGS mode onlyas per the rate approved by Regional Office and on production of monthly bill everymonth.

22.3. The monthly bill should indicate monthly rate, number of Security Guard(Armed/Unarmed) deployed, total monthly charges and applicable GST separately andtheir Bank account & GST details. The bill should be submitted along with followingdocuments:-

22.3.1. Monthly attendance record of guards deployed.

22.3.2. Previous month’s wage slip, ECR for EPF, CHS for ESI and guard’s Bank Accountstatement/passbook copy indicating credit of net salary of previous month for theguards deployed.

22.4. Monthly payments to PSAs shall not be centralized to RO level under anycircumstances.

23.COMPLIANCE WITH CONTRACT LABOUR ACT

The selected PSAs shall comply with all provisions of the Contract Labour (Employment &Regulation) Act and Rules made thereof as applicable to them. If it comes to notice ofBank/branch that the PSA is not complying with any of the Labour Law, Banks reserves allrights to terminate the contract by giving 30 days notice. Authorized Signatory of the PSAshall submit an Affidavit on non judicial stamp paper of Rupees 10/- as per Annexure V.

24.RIGHT TO ALTER QUANTITIES & REPEAT ORDER

The Bank reserves all rights to either reduce or increase the no of security Guards to bedeployed in bank/branches as per their requirements. The Bank reserves the right to alter theorder/orders.

AGREEMENT

PROVIDING/OBTAINING SECURITY GUARD (ARMED/UNARMED) SERVICES

Whereas the First Party requires the services of a Second Party for safeguarding its properties andassets.

Whereas the PSA, providing security guards(armed/unarmed) services has agreed to provideSecurity Guards (armed/unarmed) (Strike out whichever is not applicable), hereinafter referred toas "PSA’s Employees" to the First Party as per the First Party’s requirements and terms &conditions of the RFP.

Whereas the PSA and the First Party have agreed to enter into a service contract for a periodof_________ months w.e.f. ______________ till ___________________ which shall be deemed tobe automatically terminated thereafter unless renewed by the First party for the purpose ofobtaining security guards services on the terms and conditions as mentioned hereunder.

Now therefore this agreement witnesseth as under:

1. The PSA declares that the PSA is in possession of the valid licence issued under Section 7 ofthe Private Security Agencies (Regulation) Act 2005 and the PSA further undertakes that thelicence will be renewed from time to time and will be valid during the entire period of theAgreement, failing which this agreement shall stand automatically cancelled and the First Partyshall not make any payment.

2. PSA shall ensure that ____ No. of Armed Guards/Security Guards possessing the requiredskill and training shall be deployed at the branch/office/ATM (Strike out whichever is notapplicable).The PSA’s Employees shall not be more than 52 years of age at the time of firstdeployment.

3. The PSA hereby undertakes to abide by the requirements of eligibility criteria and physicalstandards for the PSA’s employees and their training as prescribed in the Private Security Agencies(Regulation) Act 2005, the Rules framed there under and the amendments there to.

4. The PSA shall ensure that all the PSA’s Employees are subjected to basic security andweapon handling training & periodic refresher training programme on regular basis at its own cost.The PSA shall ensure that the PSA’s Employees who are deployed as Armed Guards have undergone

firing practice and test fired their weapon at least once during the currency of this agreement andsubmits necessary proof of firing carried out to the First Party.

5. The PSA shall ensure that the PSA and their employees deployed with the first party shallcomply with all obligations, conditions and restrictions regarding uniform, photo identity card,etc., stipulated in the Private Security Agencies (Regulation) Act 2005 and Rules framed thereunder.

6. If the State Law requires the registration of the PSA with the Welfare Board of SecurityGuards or any such other Board constituted under the State law, completion of such registrationshall be ensured by the PSA before deploying their employees with the first party.

7. The PSA’s Employee who is an Armed Guard shall have a licensed firearm, acceptable tothe First Party, provided by the Agency or issued in his personal name either for ‘PropertyProtection’ or for his ‘Self Protection’. A license issued for any purpose other than above shall notbe acceptable. The PSA shall also ensure that the Gun Licence of the PSA’s Employees remainsvalid as per State laws throughout the currency of this agreement. The custody of the firearmsand its ammunition shall be the sole responsibility of the PSA or the PSA’s Employees and the FirstParty shall not be liable for the safe custody of the firearms and its ammunition.

8. The PSA agrees that the duty of the deployed security guard (armed/unarmed) is to keep awatch over persons visiting the branch/office or ATM for the purpose of safety & security andguard against infiltration and against removal of bank’s property by any unauthorized personAND/OR to watch and guard as above the movement of cash from one place to another whetherinside or outside the Bank. The PSA further undertakes that he has briefed the PSA’s employee,who is an Armed Guard in writing that the guard shall use his firearm only as his right to privatedefense as provided U/s 96 to 106 of the Indian Penal Code.

9. The PSA shall ensure that the PSA’s Employees shall be conversant with the use of FireExtinguishers and shall take necessary action in case of activation of Fire Alarm System or in caseof a fire in the branch/office.

10. PSA shall provide the names of PSA’s Employees to the branch/office before theirdeployment. The PSA shall furnish the names, permanent & local addresses of the PSA’sEmployees deployed at First Party's premises from time to time along with their latestphotographs, thumb impression, signatures & Aadhaar Identify Proofs.

11. The PSA shall ensure that the PSA’s Employees function under general directions of BranchManager / Authorised Official and perform duty according to the duties given in the Annexure tothis Agreement. The PSA shall also ensure that the PSA’s Employees deployed atbranch/office/ATM have read & understood their duties.

12. The PSA will provide PSA’s Employees with uniform (Summer/Winter), caps, raincoats,torches and other accessories (Photo I-Card, name Tab, baton, whistle etc) initially and replacethe same periodically as and when required. At no point of time the uniform or it liveries shouldbe faded/untidy/torn.

13. Before deployment of their employees, the PSA shall arrange for verification ofantecedents of all the PSA’s Employees by the police and such Police verification Certificates shall

be submitted to the First Party before deployment of Security Guards or their subsequentrelievers.

14. PSA’s Employees shall be medically fit, mentally sound and possess good physique and notbe suffering from any contagious / major diseases. Wherever required by the First Party, the PSAwill provide literate PSA’s Employees to perform the assigned duty efficiently.

15. The PSA will change the PSA’s Employee immediately on instructions from the First Party ifthe performance/behavior of that particular PSA’s Employee is not acceptable or if foundphysically/medically unfit and the decision of the First Party will be final in this regard.

16. The PSA shall ensure that the PSA’s Employees shall not accept any eatables, tea, coffee,tobacco etc., from strangers. The PSA’s Employees shall not consume tobacco, alcohol or otherintoxicants or be found in an inebriated state or smoking during the duty hours.

17. A PSA shall ensure that no familiarity develops between the PSA’s Employees and the FirstParty staff. Further, the PSA shall ensure that the PSA’s Employees do not indulge in any activitiesincluding money transactions, which may tarnish the image of the First Party.

18. A Security Supervisor will be detailed by the PSA. Such security supervisor shall report tothe concerned branch/officer in-charge/official at least once a week for the purpose of briefing/debriefing. He must carry out checking of guards wherever deployed for alertness on regularbasis as instructed by Branch/Office. First party will not be liable for any separate payments forthis arrangement and the cost of such supervisory arrangement shall be borne entirely by the PSAat its own end.

19. The PSA shall ensure that at no point of time during the prescribed duty hours, the PSA’sEmployee will be on leave or absent from his place of duty without a reliever and that they shallremain alert during their working hours to prevent theft/pilferage and any other untowardincidents.

20. PSA shall maintain duty register for each PSA’s Employees and get the register checked bythe Bank’s branch/office daily, along with timings. In case a PSA’s Employee is found absent fromthe place of his duty, the pro-rata payment for the days of absence will be deducted from thepayment due to the PSA.

21. The PSA shall maintain up to-date record of PSA’s Employees as per the Shops &Establishment Act and will discharge all obligations under various Labour Laws viz. EPF Act, ESIAct, Gratuity Act, Bonus Act, Workmen's Compensation Act, Contract Labour (Regulation &Abolition Act), etc or under any other State/Union Legislation in respect of PSA’s Employees andshall produce these records for verification as when demanded by the First Party.

22. The PSA shall be responsible for all acts of Commission and/or Omissions by its employeesleading to loss and/or damage to First Party’s employees and/or third Parties and shall meet allliabilities arising out of such Omissions and/or Commissions.

23. PSA shall alone plan, relieve, decide and be responsible for the leave or absence of thePSA’s Employees on any grounds and First party shall not in any way be responsible for sanction ofleave, etc. to the PSA’s Employees.

24. PSA shall maintain proper records /details of the PSA’s Employees deployed in thebranch/office/ATM of First Party. It shall submit monthly bills to the branch/office by 5th of eachmonth giving details of the PSA’s Employees deployed and the payment claimed for each of them.All payments under this agreement shall be made to the PSA by the Bank’s branch/office, wherethe PSA’s Employees are deployed on a monthly basis by a crossed cheque/online credit in favourof PSA within four working days of receipt of the relevant bill from the PSA. However in case ofany discrepancy in the bill detected by the First Party, the payment will be released to the PSAwithin four working days from the date of resolving the discrepancy by the PSA.

25. PSA shall be fully and absolutely responsible for the payment of salary and other statutorydues for/to PSA’s Employees like salary/wages, bonus, arrears, overtime, EPF & ESI contributionsemployment/terminal benefit, compensation or other claims of whatsoever nature to PSA’sEmployees and First party will not undertake any liability in relation to such matters.

26. The PSA’s Employees shall not claim any employment relationship with First party underany circumstances. The PSA shall obtain written undertaking from each of the PSA's employeesdeployed with the First Party that he is a permanent employee of the PSA and the writtenundertaking in original shall be given to the First Party's Office, where he is deployed.

27. PSA hereby undertakes to ensure payment of wages to its PSA’s Employees in compliancewith Minimum Wages Act and other relevant statues in force and modified/amended or revisedfrom time to time as per enactments of Central/State Governments.

28. The PSA hereby undertakes further that additional/excess payment over the contractedamount, which may arise due to extraneous reasons during the currency of this agreement, shallbe borne by the PSA alone and the First Party shall not be liable to pay any excess amount.

29. The PSA shall pay the monthly wages to PSA’s Employees deployed with the First Party bycrediting the Savings Bank Account of the PSA’s Employees with any bank.

30. PSA shall submit printed receipts for all the payments received from First Party. The PSAshall also furnish the proof of having paid the wages to the PSA’s Employees engaged by themwithin one week of the disbursement of the wages to them and proof of having paid the statutorydues to the concerned authorities on monthly basis. Non-payment of monthly wages by the PSA tothe PSA's employee deployed with First Party will make this contract null and void and will resultin termination of the deployment of PSA's employees with the First Party with immediate effectand the First Party will not be required to make any payment to the PSA thereafter.

31. First Party shall not make any direct payment of whatsoever nature to the PSA’sEmployees. All payment payable by First Party in connection with or arising out of this agreementshall be made only to PSA and not to the PSA’s Employees.

32. PSA shall also ensure that the PSA’s Employees do have their own arrangements for theirfood, beverages and refreshments.

33. In case of any injury/death of any staff member of First Party or a public member becauseof firing of weapon of the PSA’s Employees for any reason, PSA shall be liable to pay compensationas deemed necessary and become payable to the injured/deceased or their legal claimants. All

legal proceedings and expenses towards such incidents/accidents will be borne by the PSA withoutinvolving the first party at any stage.

34. In case of any mishap of whatsoever nature (minor / major / fatal including death duringthe course of their duty) sustained by PSA’s Employees, the responsibility for meeting themedical/hospitalization expenses or of granting compensation, if any, on that count will be that ofthe PSA and not of the First Party. If for any reason, compensations, costs etc., are paid by theFirst Party, the same shall be reimbursed by the PSA to First Party without any demur, includinginterest at ruling rate till settlement and such settlement shall be made by the PSA within onemonth from the date of Demand by the First Party and upon failure of the PSA to do so, the FirstParty shall have the right to adjust the monthly bills payable to the PSA towards the amountspayable by the PSA till the entire dues are paid/settled off.

35. In the event of theft, pilferage, damage to property of the First Party or any other loss, theFirst Party shall report the matter to the local police first. The PSA agrees that in case of any lossof cash/materials/other properties of the bank, which may arise directly or indirectly due toabsence or dereliction of duty or inattentiveness or negligence or collusion of the PSA’s employee,such loss will be made good by the PSA and all liabilities arising out of such incidents will be fullymet by the PSA. If the inquiry reports of the First Party and the PSA are conflicting on this point,it is agreed between the parties that the First Party's report shall prevail and be final. Suchquantum of loss assessed and payable by the PSA shall be paid to First Party within a month ofdemand and upon failure of the PSA to do so, the First Party, without prejudice to other recoverymeasures either through Court of Law or otherwise, shall have the right to invoke the BankGuarantee in favour of the First Party submitted by the PSA or to adjust the monthly bills payableby the First Party to the PSA towards the amounts payable by the PSA till the entire dues arepaid/settled off.

36. Neither the PSA nor any of the PSA’s Employees will have any claim against the First Partyfor any liability arising out of any commission / omissions caused by the PSA’s Employees while onduty.

37. The PSA’s Employees deployed for the security of the branch/office/ATM as per terms ofthis Agreement shall always be treated as employees of the PSA only and will not have any right toseek employment in the services of the First Party. There shall be no relationship whatsoeverbetween the First Party and the PSA’s Employees. PSA shall also make it clear to PSA’s Employeesthat they shall not, under any circumstances, claim any right of employment from First Party andthe PSA shall continue to be their employer.

38. In return for fixed sum/rates, the PSA shall at its own risk & cost provide services of PSA’sEmployees as per the requirement of the First Party purely on Contractual basis.

39. PSA undertakes to submit a copy of licence from the Ministry of Labour, Govt. of India, orexemption certificate from the State Government, for providing security guard services inoffices/ATMs of First Party before deploying their employees with the First Party.

40. PSA states and admits explicitly that the work assigned by First Party to it is not perennialin nature and the First Party has the right terminate the assigned work, if in its assessment andopinion, the need for the assigned work ceases to exist. The assignment/engagement is welldefined, quantified, time-bound and specified by the First Party to PSA and, in turn, by the PSA toPSA’s Employees.

41. PSA shall ensure to submit annual returns to various Authorities and also ensure complianceof all the applicable laws, rules and regulations for which PSA shall be solely responsible.

42. PSA hereby agrees to indemnify and keep First Party indemnified against any loss, damage,compensation, cost etc., that First Party might be required to incur/pay arising out of litigation,non-compliance or breach of statue/s, regulations etc., by the PSA or even otherwise.

43. The First Party as well as the Reserve Bank of India shall have the right to access all books,records and information relevant to the PSA’s employees deployed with the First Party and shallhave the right to cause an inspection on the PSA’s office & training infrastructure and audit thebooks & records as relevant to the services provided to the First Party.

44. The PSA shall preserve all the data and documents pertaining to their employees deployedwith the First Party for not less than three years and shall make them available to the First Party,if and when demanded.

45. The PSA shall not sub-contract the security guards’/armed guards’ services provided to theFirst Party to any third party without the prior approval of the First party.

46. This Agreement can be terminated by either Party at one month's notice in writing.However, if the First Party terminates this Agreement/Contract due to the PSA violating any ofthe terms of this Agreement or due to non-performance of the terms of this Agreement or due toany negligence on the part of the PSA or PSA’s Employees, the First Party shall not be required togive any notice and the Agreement shall stand terminated on the date following the day on whichthe PSA receives, from the First Party, the intimation about such violation or non-performance ornegligence.

47. In continuation of the Clause 46 above, if any of the terms / clauses of this agreementremains violated or non-rectified or not adhered to by the PSA for more than one month evenafter due notice of such violation or non-adherence, the PSA agrees that apart from terminatingthe Contract, the First Party will have the right to blacklist the PSA for the next five years and toinvoke the Performance Bank Guarantee and forfeit the entire amount covered by thePerformance Bank Guarantee as penalty for non-adherence to this agreement / contract.

48. In consideration of the services as stated herein above, First Party agrees to make payment@ of Rs._________for each Armed Guard / Rs._________ for each Security Guard (excluding taxes)and after deducting TDS (if applicable) to the PSA for each completed month of services or pro-rata thereof.

We the above noted parties have signed this deed of agreement after having understood thecontents of this deed on the date and place mentioned above.

Appendix I of Annexure VII

Duties of Armed Guards at Branch/Office

1. Armed Guard shall perform duty for eight hours on all working days and shall report to the Site15-30 minutes prior to opening of the branch/shift hours.

2. On starting/ending of duty at the branch/office, the Armed Guard shall inform the BanksBranch Manager/Authorized official about the satisfactorily condition and starting/ending ofhis duty.

3. Armed Guard shall perform duty only in prescribed uniform provided to him by his employeri.e., PSA.

4. Armed Guard shall check and inform of any damage, accident, pilferages, incident, fire/arson,etc., as also, any defect/malfunctioning of ATM, electrical equipments, lights, AC, etc. toBranch Manager/Authorized official.

5. Armed Guards' place of duty shall be generally near the entrance of Branch: The mainentrance outside the main door, from where he can view a part of the banking hall also. At theOffice: The Main Gate and at places identified by the Authorized officer from where he canhave an overall view of the area.

6. Armed Guard shall not permit any Arms & Ammunition inside the Branch/office bycustomers/anyone.

7. In case of any UNREST in the area, Armed Guard should close the Main Entrance/Gate andinform the Branch Officials/Authorized official.

8. Armed Guard while performing duty at the branch/office shall keep watch on persons visitingthe branch/office and inform Branch Manager/Authorized Officer of any suspiciousmovement/activity.

9. Armed Guard is to keep a watch over persons visiting the branch/office for the purpose ofsafety & security and guard against infiltration and against removal of bank’s property by anyunauthorized person AND/OR to watch and guard as above the movement of cash from oneplace to another whether inside or outside the Bank.

10. At office site, Armed Guard on duty should allow access to ATM card holders only and permitone ATM card holder inside the ATM at one time.

11. Armed Guard should ensure that the Branch Entrance/office Main Gate is notobscured/blocked by parking vehicles etc. and that parking of Vehicles inside the premises issystematic and no vehicle is parked at unwanted areas/places.

12. In case anybody leaves behind any bag, suspicious item, etc., Armed Guard, on duty, shouldimmediately inform Branch Manager, Security Officer or Police.

13. Armed Guard should interact with customers/office visitors/staff with respect and politeness.

15. Armed Guard shall check the Electronic Alarm System, CCTV and Fire Alarm System daily and ifthese systems are found defective at any point of time, he shall report the matter to BranchManager/Authorized official/AMC Firm for rectification of defects.

16. Armed Guard shall be conversant with the use of Fire Extinguishers and shall take necessaryaction in case of activation of Fire Alarm System or in case of a fire in the branch/office.

17. Armed Guard shall escort cash remittances, as and when required by the branch.

18. Armed Guard shall perform security related duties only and shall not involve in any other workor banking operations related or any other activity at the Branch/Office.

19. At Office location Armed Guard shall ensure that there is no misuse of property/equipment byanyone in the premises specially, canteen staff, workers of agencies, etc. and informauthorized official.

20. At Office location Armed Guard shall ensure that only desired electrical lights in the peripheryand inside are kept on during night time and put off during day time.

21. Armed Guard shall not accept any eatables, tea, coffee, tobacco etc., from strangers. ThePSA’s Employees shall not take any alcohol or intoxicants or be found in an inebriated state orsmoke during the duty hours.

22. Armed guard shall not use his firearm on any occasion except as his right to his private defenceas provided u/s 96 to 106 of the Indian Penal Code when, and only if, his life is perceived to bein danger from armed miscreants having the intent of committing crime inside theBranch/Office. This should be amply clarified to the Armed Guard by the Vendor.

23. Ensure that the premises is clean.

24. At Office Location the Guard shall be required to issue Visitors Passes (Access Control) andscanning of bags, parcels, boxes, letters, etc. etc. carried by persons entering the officebuilding.

25. At Office Location the Guard shall be required to man & monitor the CCTV, Access Control,Fire Alarm, PA, Security Alarm System and report to the concerned official at site.

6. Security Guards' place of duty shall be generally at the main entrance outside the main door ofATM, from where he can keep vigil also. At The Office: Security Guards' place of duty shall beat places identified by the Authorized officer from where he can have an overall view of thearea.

7. Security Guard on duty should allow access to ATM card holders only.

8. Security Guard should permit one ATM card holder inside the ATM at one time.

9. Security Guard shall not permit any Arms & Ammunition inside the ATM/office by customers.

10. In case anybody leaves behind any bag, suspicious item, etc., Security Guard, on duty, shouldimmediately inform Branch Manager, Security Officer or Police.

11. Security Guard on duty should not handle ATM card of customer, for any reason what so ever.

12. In case of any UNREST in the area, Security Guard should close the Rolling Shutter of theATM/Main Gate at office, and inform the Branch Manager/Authorized officials.

13. Security Guard should interact with ATM users/Customers/office visitors/staff with respectand politeness.

14. Security Guard should ensure that the ATM site/office Main Gate is not obscured/blocked byparking vehicles etc. and that parking of Vehicles inside the premises is systematic and novehicle is parked at unwanted areas/places.

15. If any apparent defect in ATM or ACs is reported by ATM users, OR malfunctioning/defect inany electrical/other equipment, Security Guard should inform concerned officialsimmediately.

We___________________ the bank further agree that the “First Party” shall have full liberty,without our consent and without affecting in any manner our obligation hereunder to vary any ofthe terms and conditions of the Agreement entered into between the “First Party” and the“Second Party” for providing security guards for the “First Party” or to extend time ofperformance of its obligation by the “Second Party” from time to time or to postpone/forbear forany time or from time to time any of the powers exercisable by the “ First Party” against the“Second Party” and to forbear or enforce any of the terms and conditions relating to the saidAgreement and shall not be relieved from our liability by reason of any such variation or extensionbeing granted to the “Second Party” or for any forbearance, act or omission on the part of “FirstParty” or any indulgence by “First Party” to the “Second Party” or by any such matter or thingwhatsoever which under the law relating to sureties would but for this provisions have effect of sorelieving us.

The Bank also agrees that the “First Party” at its option shall be entitled to enforce thisGuarantee against the Bank as a principal debtor, in the first instance without proceeding againstthe “Second Party” and notwithstanding any security or other guarantee that the “First Party”may have in relation to the “Second Party” liabilities.

The Bank hereby expressly agrees that it shall not require any proof in addition to the writtendemand from the “First Party”, made in any format, raised at the abovementioned address of theBank, in order to make the said payment to the “First Party”.

The Bank hereby agrees and acknowledges that the “First Party” shall have a right to invoke thisGuarantee either in part or in full, as it may deem fit.

The Bank acknowledges that this guarantee is not personal to the “First Party” and may beassigned, in whole or in part, (whether absolutely or by way of security) by the “First Party” toany entity to whom it is entitled to assign its rights and obligations under the Guarantee.

This Guarantee shall not be affected in any manner by reason of merger, amalgamation,restructuring, liquidation, winding up, dissolution or any other change in the constitution of theGuarantor Bank.

Notwithstanding anything contained herein:

a) Our liability under this Bank Guarantee shall not exceed Rs.__________(Rupees_____________________only)

Note:

1. The charges mentioned from Sl No. to 1 to 5 are mandatory and as per prevalent acts and rules. Notquoting any amount in these serials or quoting below the stuatory minimum will render the submittedPrice bid null and void.

2. The total cost at Part A, Sl. No. 8 will be considered for declining L1.

3. The Basic & VDA (Sr. No. 1) should not be quoted less than the minimum wages fixed and revisedfrom time to time, by the Ministry of Labor and Employment, Government of India for employment ofWatch and ward staff. Where the Central and state Governments have fixed different rates ofminimum wages, the rates whichever is higher will be applicable. The minimum rates of wages alsoinclude the wages for the weekly day of rest as per Govt. guidelines.

4. Employer’s contribution of EPF shall be paid by the Bank as per rules.

5. ESI as per applicable rates will be calculated based on Part A Sl. No. 1 (Basic + VDA) and Part B Sl.No. 10 (Conveyance allowance shall be payable on terms at Serial Number 1 & 5. The monthly wageslip of the Guards should reflect the contribution/deduction accordingly.

6. @ Providing one day ‘weekly off’ to all guards on any of the seven days of the week by the PSA ismandatory. PSA has to provide a reliever mandatorily on weekly off days at all ATM sites oradministrative offices or any other point of Guard deployment. The PSA has to mandatorily work outand quote the ‘weekly off’ charges as given at part B Sr. No. 11.

7. The areas ‘A’ ‘B’ and ‘C’ shall be as per Notification issued, and revised from time to time, by theMinistry of Labor and Employment, Government of India.

8. # The GST on grand Total (Part C Sr. No. 13) shall be paid extra as per extant Rules.
