    Te United Board for Christian Higher Education in Asia works to

    support a Christian presence in colleges and universities in Asia.

    a b o U t U S

    Founded in 1922, the United Board is a Christian organization that

    works through higher education institutions in Asia to express

    values such as justice, reconciliation and harmony between ethnic

    and religious communities, gender equity, care for the environment,

    and civil society.

    Te United Board operates as both a programmatic and grant-

    making organization and works in partnership with institutions of

    higher education across Asia.

    Tis report marks a turning point or the United Board. Eight years ago, we opened a Hong Kongoce in order to ully engage in challenges acing higher education in Asia. Tis base enabled usto expand our proessional contacts and develop strong working relationships with universities

    and colleges across the region. It deepened our understanding o key issues conronting Asianeducators and helped us identiy countries and regions that particularly need support. As aresult, the United Boards Asia-wide network is stronger and more vital than ever.

    Our programs have been initiated and located in Asia, but going orward, they will be led bypartner institutions in Asia in cooperation with the United Board. Programs will be pan-Asian,based at institutions in the region and driven by on-site experts. A brie introduction to ourthree new program initiatives Environment, Inter-Religious Understanding and Peace-Building, and Local Knowledge can be ound on the next page.

    We could not have reached this new phase without the relationships developed through oursignature programs, such as the United Board Fellows, Asian University Leaders, Regional FacultyScholars and others eatured in this report. Tese programs will continue to be a vital part oour work. We invite you to read comments rom alumni, which vividly illustrate the tangible,lasting impacts o their experiences with the United Board.

    United Board initiatives are driven by ourpartner institutions across Asia. We currentlysupport three pan-Asian initiatives

    Environment, Inter-Religious Understandingand Peace-Building, and Local Knowledge through our grant-making, ellowshipprograms and undraising eorts. Teseinitiatives build on the United Boards richtradition o educational capacity buildingand collaborative partnerships.

    ENVIRONMEN

    Te Environment Initiative uses thetransormative power o education todevelop the enhanced knowledge, values,attitudes, commitment and skills requiredto protect and improve the environment inAsia. Trough support or environmentaladvocacy, italso strengthensconnections

    between academicinstitutions andthe communities in

    which they are based. Te Initiatives coastalcomponent addresses issues o sustainability,while its land component ocuses on the

    interaction between environment and health.

    INER-RELIgIOUS UNDERSANDINg

    AND PEACE-BUILDINg

    Te Inter-Religious Understanding and Peace-Building Initiative supports projects thatbuild a shared understanding o the regionsreligious traditions and respectully considerdierences within a substantive context o

    history and culture. Te goal is to developa sustainable network o institutions andscholars that can acilitate cooperation an

    continuing dialogue about religious traditiand community.

    LOCAL KNOwLEDgE

    Te rapid pace o globalization makespreservation o local knowledge everything rom local dialects and musicto knowledge o medicinal plants allthe more urgent. Te goal o the Local

    Knowledge Initiative is to provide Asiasresearchers, aculty and librarians withtraining and models that will enable themto make greater use o available digital tooto document,preserveand sharedisappearingcultural

    traditions.In developing its initiatives, theUnited Board seeks the inputo specialists at its partnerinstitutions across Asia.

    United Board Fellos Proram

    Mid-level aculty and administrators at Asianinstitutions gain new skills, resh perspectives

    and increased condence through the UnitedBoard Fellows Program. Te program helpsprepare Fellows or leadership positions attheir home institutions, through short-termplacements that expose them to ways thatother universities and colleges manage similarissues.

    Over the two-year program cycle, Fellows

    participate in two placements o our monthseach at universities in the United States,Asia and Australia. With the support o amentor at each host institution, the Fellowparticipates in campus lie and learns howpeers put leadership concepts into practice.Particular ocus is given to the positions andresponsibilities that the Fellow is expectedto ll eventually at the home institution.

    Te individual builds a valuable network ocontacts with colleagues at host institutionsand with other Fellows.

    United Board Fellows enrich their hostinstitutions, helping to internationalize their

    campuses and their academic networks.wenty-eight Fellows are participating in the20082010 program; there were 29 in the20062008 cohort. Since the program wasintroduced in 2002, a total o 110 Fellowsrom ten countries have been involved inthe program.

    Reional Faculty Scholarship Proram

    One eective means to strengthen Asiasinstitutions o higher education is to

    increase the number o aculty with mastersor PhD degrees. Te Regional FacultyScholarship Program provides support oraculty seeking these advanced degrees,while building bridges between academicinstitutions in Asia.

    oday, more and more Asian universitiesoer high-quality advanced degree

    programs. Te United Board builds on thistrend, implementing the Regional FacultyScholarship Program in partnership with12 institutions in Australia, China, India,

    Indonesia, Korea, the Philippines andTailand. Tese host universities recruit and

    select young aculty rom United Board-related institutions, then oversee theirprograms o study.

    Te scholars who participate in theprogram return to their home institutionswith advanced degrees, internationalperspectives and networks, and strongEnglish skills. Tey are able to develop

    new courses, employ new teachingmethodologies, share knowledge withtheir colleagues and students, and gainaccess to additional sources o researchmaterial. Tey also help enrich their hostinstitutions, by bringing new voices anddierent experiences to their classroomsand campuses.

    Since its ounding in 2001, the program hashelped 173 scholars complete their degrees.An additional 30 scholars will nish theirdegrees beore the middle o 2010.

    Inter-religious understanding is centralto the United Boards mission and all

    o its programs. Trough the Instituteor Advanced Study in Asian Culturesand Teologies (IASAC), the UnitedBoard provides space and time orAsian theologians to deepen their ownunderstanding o theologies and traditions.Te program also creates a orum orcolleagues rom across Asia to discusssensitive issues and explore common

    ground and dierences.

    Over the course o the six-week residentialprogram, scholars undertake research andwriting in the broad area o Asian culturesand theologies. As a result, participants arebetter equipped to strengthen theologicaleducation in their universities and colleges,promote intra-Asian theological dialogue

    and encourage cross-disciplinary discussions.Representatives o the Graduate TeologicalUnion o Berkeley, Caliornia, also participatein IASAC, as a means to engage North

    American and Asian scholars in jointexploration o theologies.

    Each scholar completes a working paperwhile in residence at IASAC, which otenleads to urther sharing o their insightsthrough published journal articles, acontributed chapter to a book or acompleted dissertation.

    IASAC was introduced in 2004 and the

    composition o its participants illustrates theprograms success in acilitating broad, diversedialogue. Since its inception, 92 scholars rom53 institutions in 14 countries have benetedrom the time IASAC aords orrefection, interaction andnetwork-building.

    Asian University Leaders Proram

    New leaders o Asian universities andcolleges benet rom a direct exchange o

    inormation with their peers, as well as romspecialized skills training in undraising andadministration. Te Asian University LeadersProgram (AULP) convenes new university orcollege trustees, presidents, vice presidents,deans and key support sta rom institutionsacross Asia or a our-day program opractical analysis and best practices.

    A key aspect o this program has been theopportunity or participants to refect onthe meaning o Christian presence in highereducation in Asia and, in particular, withintheir own institutions. Tis helps lay thegroundwork or discussion with their peerson academic excellence, quality assessment,and ethics and governance. AULP is anexcellent opportunity to strengthen networks

    among the university leaders and, or theUnited Board, to renew relations with long-time partner institutions.

    While the typical AULP draws participantsrom across Asia, the United Board also

    has conducted country-specic leadershipprograms. In April 2009, a program in Hanoiprovided a orum or leaders o Vietnameseuniversities and colleges to ocus onadministrative and academic issues particularto their country, its state o development andits educational practices.

    Nearly 100 administrators rom 66

    institutions have taken part in AULP regionalworkshops since the programs inception in2003. Country-specic workshops, whichtypically draw about 20 administrators, havebeen held in India, Indonesia, the Philippinesand Vietnam.

    o meet the challenges o preparing studentsor the twenty-rst century, Asian institutionso higher education oten need to modernize

    their physical acilities. Te United Board hasserved as an intermediary between several oits Asian partner institutions and U.S.-basedunders or campus construction projects.

    One source o support has been a public-private partnership supported by the USAIDsOce o American Schools and HospitalsAbroad (ASHA). ASHA provides grant

    assistance to U.S. organizations on behalo selected schools, libraries and hospitalsoverseas that are ounded or sponsoredby U.S. citizens and incorporate Americashigh standards or education. Since 1976,the United Board has received ASHA grantson behal o six Asian universities, totalingmore than $11 million. Most recently, theUnited Board has received unding or the

    construction o a womens dormitory anda laboratory or the pharmacy programat Payap University in Tailand and or

    improving library technology at SatyaWacana University in Indonesia.

    Te Henry Luce Foundation generouslycommitted more than $1 million or therenovation o campus acilities at threeAsian universities, which the United Boardadministered. At Central PhilippinesUniversity, physical improvements willmake it possible or the library to oer morestudent services. Te renovated auditoriumat Silliman University will enable the

    university to host lectures by leadingpublic gures and cultural programs. AtSatya Wacana Christian University, capitalupgrades to the university center will help itplay a more important role in campus lie.

    Te United Board administered thesegrants at no additional costs to the partnerinstitution or the unders. Former trustee

    Ed Sue contributed his time and expertiseas a consulting architect or the Lucereconstruction projects.

    Individuals rom many walks o lie share theUnited Boards commitment to supportinghigher education in Asia. Tis past year, twoindividuals demonstrated this commitmentwith generous contributions.

    gladys wan

    Gladys Chin Wang, who made a generousbequest to the United Board in her will, was

    motivated by a sense ogratitude or the helpshe received or her owneducation in China in the1930s. Tis remarkablewoman, who died atage 96 in September2008, let Chicago orChina at the age o 12,

    attending rue Light (Zhenguang) MiddleSchool in Guangzhou, Yenching University(now Peking University) and Peking UnionMedical College in Beijing. Ater receiving hernursing degree, she worked in Shanghai asthe director o nursing arts or the Red Crossduring the Japanese invasion.

    She returned to the United States in 1937 andmarried G.H. Wang, then Chinas Vice Consulin Chicago, in 1938. Tey raised our children.She continued working as a nurse, thenbegan a career as a nancial advisor.

    More than 70 years ater completing herown studies in China, Mrs. Wangs desire tosupport young students in China remainedstrong. Her daughter Nancy said her motherelt this bequest to the United Board wouldcreate opportunities or other women inChina to pursue their educational goals.

    Florence Moeson

    Florence an Moeson,who died in November2008, was anotherquiet philanthropist.She worked or morethan 40 years as acataloger o Chinesematerials at the Library o Congress. Anative o Guangzhou, a bequest in her willmade it clear that her education at Ginling

    College in Nanjing was a ormative experiein her lie. Tanks to her generosity, anendowment has been established to provischolarships to Ginling students.

    She taught school in China and studiedEnglish beore coming to the United Statein 1947 as a scholarship student at FloridaSouthern College. Ater graduating in 1951she moved to Washington and receiveda masters degree in library science romCatholic University in 1956. She joined theLibrary o Congress sta in 1958. Ater herretirement in 2001, she started a ellowshipprogram or students pursuing research onAsian studies at the Library o Congress.

    Her attorney said that Ms. Moeson believeGinling College ormed the oundation oher higher education and, thus launchedher proessional lie. Her git will help a newgeneration o young women pursue theirown academic and proessional aspiration
